Since 2009, through participation in the Library Development Programme (LDP), public libraries in villages and urban-rural municipalities have been undertaking dynamic activities. In 2012, within the LDP, eleven young Polish librarians (including the author of the article) and library and information science students participated in the International Young Librarians Academy in Ventspils, Latvia. The article presents their experience and opinions (also librarians from Romania, Lithuania, Latvia, Ukraine, Moldova, Bulgaria and the USA attended the Academy). The author describes the conditions of participation in the project, the course of four-week training and the librarians’ experiences after returning home. It has been shown that going abroad, eshablishing contacts, exchanging experience and seeing new solutions have a significant impact on the professional activity of librarians.

The aim of the article is to present the fate of libraries in Afghanistan and to discuss contemporary aspects of work at those libraries. The author analyzes the factors affecting librarian work after the fall of the Taliban regime and the activities of various international and Afghan organizations dealing with the rebuilding of library structures in the Islamic Republic of Afghanistan, with particular emphasis on the role of the Polish Armed Forces. Apart from the modern aspects of the work of librarians in Afghanistan, the specifics of using the collections by women is also presented. Collections and library activities in selected libraries in the Islamic Republic of Afghanistan, including Afghan Digital Library, are described.

In the years 1996–1999 the civil war raged in Kosovo, which at that time was part of the Federal Republic of Yugoslavia. Several years after the war, the International Criminal Tribunal for the former Yugoslavia was still giving judgments on crimes against humanity. In addition to the genocide during the war there was libricide – intentional destruction of books, as one of the elements associated with ethnic cleansing. Immediately after the war, actions supposed to reconstruct the lost heritage were taken, which required an enormous commitment of many people. In 2000, a report on the Kosovo Library, a general assessment and a short and medium‑term development plan were created. The document was written through the collaboration of UNESCO, Council of Europe and IFLA. The Kosova Library Mission was created, within which the long-term plan Kosova Library Project 2000+ was proposed. The plan assumes the creation of eleven different programmes related to reconstruction and improvement of the library network.

Research work process in case of independent archival research (Freelancer) is very interesting, but also challenging. In this article we are observing the example of the description of the legacy of the governor of Dalmatia, enrico mill. We described the obstacles and the problems encountered in the work and the ways in which i was able to overcome them. Paper also explained the way in which i discovered an old forgotten ways of smuggling salt between istria and Friuli. In historical research, one must first clearly identify the surveyed topics, then determine the location of events in time, and then must be confined area where will be conducted research and finding valuable information.

ISAD(G) is, by far, the most acknowledged standard for archives, that also comprise a data model, about the structure and relation between archival entities. Besides, there are also some other attempts to codify these complex relationships and also those of creators or functions. Also, there have been developed some data models for records management that might be interesting to be regarded and connected to archival models, as part of the same lifecycle of records. The present paper aims to give a brief presentation of these data models, with some critical remarks.

This paper aimed to identify a side of the archival activity often neglected in professional literature: the way an archival institution manage its own records and, most precisely, those records directly related with the administration of its holdings. Most IT solutions today, designed as support for archival activities, are more Archival Information Systems, implementing (mostly) professional standards for archival description, or Archival Management Softwares, monitoring a larger range of archival activities. There are although rare cases when a reliable and professional module of records management is available. With its rigorous registration/capture system, classification, access control, with its retention policies, such an application would be, in our opinion, at the utmost relevance for a proper archival management.

The author of a brief presentation of the international standard ISO 13008:2012 Information and documentation - of Conversion and migration of digital documents. Standard is one of a series, dealing with the topic of digital material. It should be pointed out that this is a material that occurs in the digital environment. Particularity of digital material is that, it is necessary to transmit material that is converted to newer carriers or file formats. Given that it is a lot of new process in this standard operating system is certainly welcome recommendations for performing the described and also the required procedures, especially when changing operating systems, hardware and application equipment. Standard specifies all the necessary functions for a successful and properly executed conversion / transfer of records and serves as a control for the preparation of the draft. Depending on the quantity and complexity of the record and the level of risk the organization itself decides which procedure is performed, to what extent, with what resources and to what extent the recommendations accepted standards.

Problems of archival professional treatments of reproductions have appeared with the technological development in the archival institutions and with the requirements for the public access to archival materials. Due to developing of digitisation of archival material the specific archival professional problems increase. This and other facts require further consideration of professional activities, especially on archival professional treatment of archival reproductions. Some solutions related to the reproduction especially elements for the governing of the reproduction’s sequences, elements for providing the consistency of reproductions according to their originals and methods for processing, organizing and describing of the archival reproductions are exposed.

The purpose and goal of archival informational aids is to mediate between the archival material and its users, assisting the researchers in finding the needed information in the archival material itself. Our experiences so far on this subject in our Archives and direction and means in which the archivist should point their further activities to familiarize standardize models, forms and content of these crucial results of the archival work to the researchers. Today, when modern society is dominated by informational surroundings, it is noticeable that such surroundings are becoming a rising trend in our field of work as well. Such fact exposes The Archives to a complex task of adjusting as well as possible to given surroundings. This task is realized through the means of presentations and publishing of the informational aids. We strive to merge and adjust all the former results of archival work to the new technologies. Besides placing the new edition of The Archival Material Guide on our web site and series of Analytical descriptions, one of the projects we are working on is the online register research – E-research.

Started with an Internet expansion in early 1990-s, Open Access (OA) is defined by BOAI (2002) as follows: “By “Open Access”, we mean its free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself. The only constraint on reproduction and distribution, and the only role for copyright in this domain, should be to give authors control over the integrity of their work and the right to be properly acknowledged and cited.” Open Access can be implemented as “green road”, when authors publish in any journal and then self-archive a version of the article for free public use in repositories, or as “golden road”, when authors publish immediate in an open access journal. “Gratis” Open Access is no-cost online access, “libre” Open Access is gratis open access with some additional usage rights. As the holders, managers and keepers of cultural heritage, archivist support Open Access by providing their resources on the Internet and publishing theirs articles in repositories and OA journals.

We present the genesis and evolution of methods and measures of IR systems evaluation. The design of the Cranfield experiment, a long-term model for evaluation methodology, is described. Evolution of current methodology of IR systems evaluation, developed at the annual TREC (Text REtrieval Conference) is provided, and the most popular and current measures described. The article presents also design of the CLEF (Conference and Labs of the Evaluation Forum) evaluation labs with special attention paid to CHiC (Cultural Heritage in CLEF). We describe the design of Polish Task in CHiClab and discuss conclusions from lab realisation.

This paper presents a study of usability of digital collections of oriental manuscripts through the evaluation of user interfaces of the British Library, the National Library of Turkey and the National and University Library in Zagreb. The aim is to explore how the user interfaces can be improved as the user-oriented structures. At the same time, the research provides insight into user behavior in redefined library and information environment, and points out the problems that users experience while accessing the digital collections. The research results can serve as a starting point for defining the guidelines of usability of the user interface for access to the digital collections of oriental manuscripts. User orientation, and ease of use as a medium for accessing digital collections has a greater impact on the intention to use these types of electronic resources. The study of the work should contribute to a better understanding of the process of creating the user interface and help in the simplicity of its use. Competitive environment of enabling access to digitally available information resources, stressed out the need for a positive user experience in interacting with the information system and user satisfaction while achieving the objectives, this enables libraries to retain users on their own network sites.

Increasingly visible in today's emerging need for a radical change in human activity. This change is moving towards independence, self-realisation, liberation from external constraints of individuals and expand areas of their own autonomy. In times of increased growth of information, must therefore increase the strength of the cognitive autonomy of readers and librarians teaching culture and culture to offer, should contribute to the support of those properties. The most relevant criterion for testing the effectiveness of teaching functions of public libraries according to their influence on the personality of the readers are readers and self-realisation of their work on its own character.

In recent years, the method of bibliotherapy has become increasingly applicable even outside of medicine. Often people use it in their daily lives intuitively. Thanks to the work of specialists from all over the world, defining it and proving its benefits in various fields, it distinguishes its active application in large-scale initiatives. One of them is the Library of Emotions – bringing together various organizations from all over Europe to promote innovative reading and bibliotherapy sessions in European public libraries. For the first time this project gives participants the opportunity to develop a new way of classifying books in their libraries and to serve their readers according to their emotional preferences.

W artykule przedstawiono problematykę media relations jako jednego z narzędzi marketingu oraz elementu public relations. Scharakteryzowano terminy media relations oraz publicity, a także rodzaje mediów, z którymi mogą nawiązywać współpracę biblioteki w celu kształtowania swojego wizerunku oraz promocji oferowanych usług. Przedstawiono dane na temat tworzenia w polskich bibliotekach działów oraz stanowisk mających za zadanie współpracować ze środkami masowego przekazu.

Dne 10. června 2013 se konala na půdě Rakouského kulturního fóra v Praze slavnostní prezentace publikace, která vznikla jako výsledek grantového projektu Grantové agentury ČR, jehož nositelem byl v letech 2008–2010 Národní archiv. Prezentace knihy vydané pod názvem Průvodce po Rakouském státním archivu ve Vídni pro českého návštěvníka byla společnou akcí Národního archivu, Rakouského kulturního fóra v Praze a Scriptoria, spolku pro nekomerční vydávání odborné literatury, a konala se v rámci oslav Mezinárodního dne archivů 2013.
