THE DILEMMA OF PRESENT DAY: GUERRILLA, TERRORIST AND ASYMMETRIC WARFARE

In order to describe the environment surrounding us, so complex in terms of relations resulting from using violence, we easily employ terms such as 'partisan' or 'militant', just in order to define the very same ones as terrorists a while later. Probably the benchmark of contemporary description, especially of political action is the lack of clear-cut attitudes. Terrorism is nothing new, and this statement in itself is not very revealing. However, for many contemporary researchers of this issue, there is never too much information. Terrorism has always accompanied the history of oppressive regimes as well as resistance movements and uprisings. All the same, within the anti-colonial insurrectionary movements of the mid-20th century which led to the fall of European colonial empires over a short period of time, terrorism achieved new quality. It should also be emphasized that it achieved considerable political successes compared to the social-revolutionary terrorism of the late 19th century. The attribute 'terrorist' serves as an excluding one in different relations. By employing such term, one that their cause is an unconventional one – leastways as long as specific ways of using violence are applied. On the other hand, groups classified as terrorist ones often describe themselves as partisans who are fighting for the liberation of certain social or ethnic groups and who have to employ “unconventional” methods of using force because of the military superiority of the oppressive regime. By describing certain actions as 'terrorist' one usually intends on bereaving it of every sort of political legitimation. Is there any aspect that terrorism and guerrilla actions have in common? In certain socio-revolutionary or ethno-separatist strategies of violence, the concept of terrorism consists in the idea of a 'starter' which is to create the conditions to commence the guerrilla war. There could also be groups acting as partisans on one front line, and as terrorists on the other. The example is Al-Qaeda: in Central Asia its network operated only temporarily, as a kind of guerrilla, while in the global scale it employed terrorist strategy.

THE ALEVI / ALAWITE FACTOR IN TURKEY - SYRIA RELATIONS IN THE LIGHT OF THE SYRIAN CRISIS

The Syrian civil war exacerbated sectarian divisions between the Alawite-ruled Syrian government and Syria’s Sunni population, straining also the relations between the Sunni majority and Alawite and Alevi minorities of the neighboring Turkey. The Alawites and Alevis of Turkey were predominantly supporting Syria’s president Bashar al-Asad, while the Turkish government greatly supported the Sunni insurgents of Syria. The paper aims at examining how Alawites and Alevis have influenced the relations between Turkey and Syria in the light of the Syrian civil war, the reasons behind the sympathy of Alevis for the Syrian government and the implications that Turkey’s Syria policy has had domestically. It finds that the Alevi / Alawite factor has had some restraining effects on Turkey’s antagonistic policy towards Syria. In the introductory part, the article touches upon the differences and the similarities between Alevis and Alawites, then it analyzes the developments in regards Turkey’s policy towards the Syrian crisis that were also reflected in Ankara’s domestic policy vis-à-vis its Alevi and Alawite minorities.

STUDENT AND PARENTAL ATTITUDES TOWARDS VOUCHERIZATION OF EDUCATION

Voucher system of education implies the use of vouchers as instruments of financing public and private education. Unlike the traditional ways of financing education, the voucher system creates the assumptions for increasing the freedom of choice regarding educational programs within different levels of education. Paper will use scientific methods of systematization and analysis of existing literature regarding school vouchers, in order to give a critical review of the influence of vouchers on increasing the competitiveness of education. The paper will also present the results of the research of student and parental attitudes about towards voucherization of education. Research sample includes respondents from Bosnia and Herzegovina, Republic of Croatia and Republic of Serbia. Along with the conclusion, the paper also offers some recommendations regarding the use of vouchers for the improvement of local education systems.

EXPLAINING PUBLIC SUPPORT FOR THE LAW ON THE USE OF LANGUAGES IN MACEDONIA

This article aims to explain citizens’ support for the Law on the Use of Languages (LUL) through their demographic characteristics, political participation, party affiliation and ethnic belonging. We base this article on an empirical ordered logistic regression models using an original database of 669 Macedonian respondents. We compare the support of Macedonian public for the LUL with the support for the general idea of promotion of the use of the languages of the non-majority ethnic communities in Macedonia. We argue that both the support for promotion of minority languages in Macedonia, as well as the support for this concrete Law depends mainly on citizens’ ethnicity and party affiliation. We find statistically significant opposition for the LUL among the ethnic Macedonians, the (Macedonian / mainstream) opposition parties, the participants in the so called ‘For a Shared Macedonia’ initiative, and those whose mother tongue is a minority language other than the Albanian.

NIGERIA’S REGIONAL AMBITIONS: CHANNELS AND CHALLENGES

Nigeria is the most populous black nation in the world, member of the UN Security Council and largest economy of Africa. In addition to its globally acknowledged qualitative oil, it also has large deposits of mineral resources including tin, coal and gypsum, gold and lead. The country is not only engaged in a passionate competition with South Africa to attain the position of a continental superpower preparatory towards becoming a globally acknowledge giant but also comfortably playing a big-brother role among Africa nations. This paper uses documentary analysis to examine Nigeria’s social, economic and global potentials of fulfilling its dreams vis-a-vis the potentials of its competitor(s). The paper found out that Nigeria faces multidimensional challenges on its path towards continental leadership ranging from domestic problems of rising crime, incessant insurgency, dilapidated infrastructure, growing unemployment, over-reliance on dwindling oil income and leadership crises among others to intense competition from other strong African countries like South Africa, Egypt and Ethiopia. The paper concludes that the country’s goal of a regional superpower status is achievable but Nigeria must address its domestic challenges to win the race of attaining continental hegemony.

The politics of godfatherism and regionalism has become a phenomenon in the political development of many nations Nigeria inclusive. The paper examined the determinants and impacts of politics of godson and regionalism in Yobe state. Indeed, the politics of godson or the elites have entered every hook and crannies of the state and have affected the political arrangement of the political system. The paper is qualitative in nature, data were generated from secondary sources where several related articles, newspapers, magazines, books were consulted etc. In explaining the topic under study, the researcher adopted Elite theory. This theory was propounded by Vilfredo Pareto in 1935, the postulation of the theory is that elites could only be replaced by another set of elites, meaning that the majority are unavoidably governed by the minority. The study found that the politics of godfatherism courses and affect the political development of Yobe state by restricting power in the hands of the few, in a specific geopolitical zone of the state. This has leads to inter-party and intra-party defections, decamping and conflicts among the party members. Therefore, the study recommends the adoption of the direct primary election in chosen candidate in all level of governance. INEC should also make a law that will discourage money politics and punish culpritinvolved in such an illegal act. To minimize the politics of Godfatherism, there is a need for political awareness campaigns on the effects of political godson on the political development of the state.

The Sovereign Citizen Movement is one formed by people who interpret the political, legal, and social reality through the prism of their own religious beliefs. The man was created freely by God, meaning "sovereign". Consequently, individuals are free from the legal norms imposed by other people. This is a movement without an organizational structure, which is replaced by its system of beliefs and values held by leaders and clearly defined organizations. Gordon Kahl's manifesto undoubtedly highlights the religious side of the sovereign citizen movement. The individual said in 1983 that the Kingdom of Christ was under siege by the forces of Satan who control the governments of the states, which is why people should no longer submit to them. Followers of the Sovereign Citizen Movement believe that their actions and attitudes are approved by God. They issued their own IDs, passports, and vehicle registration numbers, some with the phrase "Kingdom of God" emblazoned on them. Some of the "sovereign citizens" took their beliefs to extremes and became violent, killing those who opposed them. For this reason, the Federal Bureau of Investigation labeled the most extreme among them as terrorists.

The concept of work-related security is associated with seven forms of security, as described in ILO’s Socio-Economic Security Program . This paper aims to analyze how the lack of seven forms of work-related security influences the decision to migrate, focusing on the case of Albanian citizens who have migrated to different Western European countries. The migration of people in work active age from the Republic of Albania to Western countries, associated with a frenetic population decline, is the biggest concern nowadays in Albanian society. The present paper shows the results of a qualitative study. The study highlighted that the lack of one or more forms of work-related security plays a very important role in motivating people to emigrate. The present study results can orient other quantitative studies that lead to measuring the impact of work-related security forms in the decision to emigrate. This study also sheds light on the way policies should consider work-related security to normalize the phenomenon of migration from Albania to Western countries.

In this paper, we have chosen to discuss the topic of illegal migration from the perspective of the authorities responsible for maintaining law and public safety in Romania. Specifically, we will explore their approach to this threat and propose solutions within national strategies for law and public safety.Following an extensive analysis of the current social context, the evolution of criminality, the effects of antisocial acts, as well as the prevention and combat methods employed by other entities within the country and the European Union, the Ministry of Internal Affairs is seeking solutions to reduce the negative impact of these threats on public order. The objectives of national public order strategies vary from country to country, but they all share the common goal of ensuring a safe and secure environment for citizens. Considering factors such as increased mobility (including policies that promote it), legal and illegal migration, the dynamics of the international security environment, interstate relations, and cross-border criminality, cooperation in ensuring public order becomes imperative.National public order strategies are essential tools for preventing and managing events that may disrupt the harmony and stability of nations. They contribute to maintaining the safety of citizens, protecting individual rights and freedoms, and promoting social cohesion. A well-developed and implemented national strategy has a significant impact on the quality of life for citizens, creates opportunities, attracts foreign investments, and thus fosters economic development and social progress.This article provides an overview of the most important aspects considered relevant for the analysis and planning of illegal migration. It aims to review previously developed public order and security strategies, identifying parallels to assess the dynamics of the related criminal phenomenon and the evolution of preventive and counteraction procedures.

A BIBLIOMETRIC ANALYSIS OF HEALTH DIPLOMACY RESEARCH BASED ON VOSVIEWER AND CITESPACE

Research on health diplomacy not only deepens global health governance but also enhances the sharing of information and resources in the field of public health. A bibliometric study was conducted on health diplomacy works published between 1993 and 2023 with “health diplomacy”, “medicine diplomacy”, “health and foreign policy”, or “vaccine diplomacy” as the keywords. VOSviewer and CiteSpace were used to perform the bibliometric analysis. A total of 2,216 articles from the Web of Science database were analyzed. Results found that the United States held a prominent and influential position in health diplomacy studies, followed by China, the United Kingdom, and Australia. The London School of Hygiene & Tropical Medicine, the University of Toronto, and Harvard University were the top three research institutes for health diplomacy. The article from Feldbaum et al. (2010) served as the representative and symbolic reference. These findings showed that topics including power, Covid-19, security, soft power, WHO, vaccine diplomacy, and governance, though with shorter spans, were the focal points in recent years. In addition, health diplomacy research exhibited interdisciplinary, cross-cutting, and temporal characteristics closely related to factors such as politics, economics, environment, and public goods.

In today’s globalized world, private international law should be a mandatory core subject for law students, providing them with essential knowledge and skills to navigate the complexities of international legal practice effectively. A common curriculum is urgently needed across EU Member States to address this gap while preserving the distinctiveness of each legal system’s genealogy. This article explores the critical role of private international law in contemporary legal education. By analyzing various law degree programs, it argues that this discipline should be compulsory, central, and autonomous within legal studies to prepare lawyers for the transnational challenges of modern legal practice.

Having recognized these concerns, this paper examined how AI technologies can infringe upon privacy, perpetuate bias, and disrupt the principles of intellectual property. Using qualitative research methods, including a systematic review of existing literature and policy analyses, the study discussed the major challenges such as algorithmic discrimination, misuse of personal data, and harmful content creation. Special attention was given to the role of education in mitigating these risks, as education and educators are a powerful force for addressing the ethical dilemmas of using AI now.

Albania is an EU candidate country that, in the framework of the integration process, is trying to align its policies within the EU’s framework of the Green Agenda part of the European Green Deal. Albania has been part of the European Green Agenda for the Western Balkans since 2020, which enhances the goals of the European Green Deal. This Agenda promotes sustainability, green economy initiatives, and decarbonization in line with the EU’s environmental and climate goals. Addressing climate change issues by strengthening green transition policies constitutes a fundamental priority for economic integration within the region and with the European Union.In this context, Albania has adopted the national climate change strategy, which is compatible with the goals of the European Union’s climate and energy package, specifically the National Strategy for Climate Change and Action Plan (NSCCAC) 2020-2030. This policy prioritizes climate change mitigation, adaptation, a clean environment, and clean energy, following EU goals.While the country is progressing toward alignment with EU climate goals and policies, has adopted numerous strategies and plans, and has a sound legislative framework, it still lacks the implementation of the legal framework due to national and regional challenges. The paper analyzes the challenges and obstacles of implementing the national and European legal framework and EU directives. Methodologically, we will analyze and compare progress reports, public speeches, declarations, and national integration strategies.

This case study, embedded in the theoretical framework of medical populism, investigates how the TVP Info news portal, a public media entity controlled by the ruling party, strategically employed medical populism to cultivate a political community and concurrently legitimize Polish governmental actions amid the COVID-19 pandemic. The research relies on a source analysis of a population of news articles about the pandemic disseminated on TVP Info. The timeframe captures the pandemic during a transition from stringent pandemic measures to a period of eased restrictions, reduced infection rates, and a perceptible shift in focus towards the unfolding war in Ukraine. The study aims to unpack dimensions of medical populism existing in the narratives throughout this critical period. The analysis reveals the strategic deployment of dramatization, common-sense solutions, expertise invocation, and the dichotomy of “us” versus “them”. It underscores the media’s actions to shape public perception and consolidate support for the government’s response to the pandemic. The conclusions drawn from this analysis contribute to enriching the understanding of how medical populism was wielded as a tool for community-building and justification of government actions during a pivotal juncture in recent history of civil disorder.

Considering emerging technologies such as blockchain, artificial intelligence, and automated decision-making systems, the legislative measures at present within the European Union need to be reassessed. This reassessment provides the principles of data minimization, and the legal responsibilities of both the data controller and processor in the public sector, emphasizing strongly the principles of accountability and integrity of data. The paper presented tries to provide an integral vision of data protection and human security in the digital transformation of public administration, a combination of legal and ethical considerations.
