The Effects of 2008 Financial Crisis on State and Businessmen in Turkey

In this study, it will be aimed to analyze the demands announced to public by the organizations of the capitalist groups after 2008 financial crisis which have an organized power in such an extent they developed a collective action and strategy. The commons and differences of the demands of the capitalist organizations in crisis will be analyzed in terms of internationalization of the capital and internal accumulation dynamics. In this study, it will also be aimed to observe the demands of the different capital fractions in Turkey. Therefore it will be explained the demands of capitalist groups and their relations with the state, which have been the main actors of the issues going on for the capitalists in the sense of win-win game. In Turkey, the process of internal capital accumulation and the situation of capital fractions over international capital accumulation can not be understood without having the knowledge of businessmen-state relations in Turkey. In crisis, the measure packages prepared for many sectors such as real sector and employment markets had been a start on the new structural regulations which effects have been still continuing in Turkey.

The purpose of this article is to adopt the milk processing enterprises competitiveness management mechanism in order to obtain competitive advantage. Short description of made work at this article. The notions of “competitive advantage” and “competitiveness” and their cause-and-effect difference are considered. The aim and main tasks of competitive advantages management are described. The competitive advantages classification and competitiveness creation factors are identified. Conclusions competitive advantages are comparable; modern milk processing enterprise is a complex industrial, economic and social system; competitiveness management mechanism is the base for the enterprise environmental adaptation.

Особливості оцінки стратегічного потенціалу корпоративного підприємства

Purpose of Article. The paper highlights the features reviews the strategic potential of corporate enterprise and its performance characteristics. A brief description of the work. The basic elements that make up the process of assessing the strategic potential of corporate enterprise are respectively: the object of evaluation, an evaluation criterion index (system) units (scale) measurement evaluation. We analyze different approaches to assess the strategic potential, namely the uses of common (global) parameter and scorecards. The basic estimating principles, parameters, criteria and methods that make up the methodology for assessing the strategic potential of the corporate enterprise. Highlights stakeholders in assessing the strategic potential who want to realize their economic interests and determine the main objectives of evaluation. Conclusions .Evaluation allows you to set how the company achieved its goals or how to change and improvement in the management affect the potential of the company, its effectiveness.

The goal of the article is a research of concepts «labour potential» and «labour potential of the industry » and systematization the factors which is influence on its forming and development.The author analyzes the position of scientists to determine the labour potential and gives his own interpretation of the concept. The necessity of selection of labour potential industry as an independent object of research is grounded in the article. The approaches of classification of factors which is influence on forming and development of labour potential are studied and generalized in research. The author defined that the factors of forming of labour potential of industry were divided into those on which it is possible to carry out influence, and on those which are added the only mediated influence. In opinion of the author development of labour potential of industry depends on influence of individual, economic, demographic and social factors.The result of the research was become by determination of concept «labour potential of industry», ground of his meaningfulness and exposure of necessity of his consideration, through the influence of both intensive and extensive factors on different levels: from a workplace to the directly level of industry, where the effect of synergy already appears.

The purpose of the article is a search of going near development of complex model of evaluation activity on the basis of modern methods of taksonomy, expert and unclear qualimetry, that lean against forming of formal language of theory of unclear plurals and expert estimations. The problem of management the resource providing of small enterprises with technological innovations obtains presently all greater actuality in the conditions of high dynamics of socio-economic development of society. For today there is not control system and estimation of quality of the resource providing of innovations, which adequately would take into account features and prospects scientifically technological to development of market economy in a country. The important links of all chain of management the resource providing of small enterprises with technological innovations are the certain stages of estimation of results of management and providing of reverse connection. In this connection author the studied degree of efficiency of such control system, which is deal with creation of effective facilities of the formalized specification of system parameters and descriptions of the resource providing scientifically technological to development on the whole. Research results allowed to come a conclusion, that the evaluation system is basis for the estimation of quality of the resource providing. On exactness of construction of the evaluation system and its correct use reliability of estimation depends in a great deal. Large quality of information, which characterizes the object of estimations, and professional level of experts on the basis of conclusions of which made decision, has a large value also. The evaluation system must take into account both payment of those or other parameters at the estimation of quality and possibilities of estimations of the object, after these parameters.

Історичний аспект у дослідженні сутності іпотечного кредитування

The purpose of the article are the study of economic and legal preconditions for the appearance of the modern mortgage system in the world as well as in Ukraine and the selection of the main stages and historical events in the development of world market of the mortgage.The history of the mortgage in the ancient world (Ancient Greece and the Roman Empire) and its development in the 21st century have been considered in this article. Also, the main historical features of the development of the mortgage in Ukraine until today have been presented. The modern model of Ukrainian mortgage market with an indication of the main features, fluence's factors and the preconditions for further development has been designed by the author. As a result, according to the author's opinion, the main negative factors for the development of the mortgage in Ukraine are: low income of the population, conditions of loans, the limitation of the long-term free financial resources of banks and others.Based on the studied material, the author has been allocated modern characteristics of the mortgage market of each of the selected countries. Also, the authors has been defined the modern factors that affect on the mortgage system, has been formed modern model of Ukrainian mortgage market, which is in a constant stage and has quite a few negative points today.

Given the fundamental differences in the definition of "environmental audit" all approaches propose to consider in the legal, environmental and economic aspects. The theoretical approaches to reveal the essence of the concept of environmental auditing allowed to form their own definitions of environmental auditing.Environmental audit requires further development of the conceptual framework, methodological and organizational forms, an integrated system of scientific and methodological approaches to its implementation, which should be the subject of research in the future.

In article the existing problem of reflection in information system of the accounting of the enterprises of water supply and water disposal of the sums of unforeseen assets is opened. In this regard different types of assets which arise at the enterprise as a result of licensed and other activity are considered.As a result, the most widespread type of unforeseen assets for studied subsector – penalties for violation of the rules of using is established by water supply and water disposal systems. Besides in article the main legal preconditions and economic consequences of emergence of such assets are generalized.Negative information consequences which result from the wrong reflection of data on unforeseen assets in system of the accounting of the enterprise of water supply and water disposal are separately formulated. As a result real organizational and methodical recommendations (model) of adequate reflection of the sums of unforeseen assets in information systems of the enterprises of water supply and water disposal are offered. Changes in the order on accounting policies which provide use of the offered model of the account are offered. Positive consequences of reforming of system of the account with use of the offered model are also defined.

The aim of the research: to study economic nature, types and characteristics of investment in domestic agricultural production, the study of theoretical and methodological foundations of innovation and investment strategies of agricultural enterprises. Results: A management investment and innovative activity became the major constituent of any agricultural enterprise, oriented on strategic success in the hard competition terms of market economy. Thus, close mutual link of investments and innovations on an enterprise does not allow to examine these processes separated one from other, so as they are an independent sphere of economic activity of enterprise, associated with the financing and management of the process of upgrading all the elements of the functioning of the subjects; farming in a market economy.Conclusions: An effective tool for long-term management of investment activity of agricultural enterprises subordinated to the goals of the overall development in the environment of constant change operation is the investment strategy.

Економічна безпека підприємства: сутність та основні складові

The main approaches to the interpretation of the essence of the conception "economic security of the enterprise" are defined in the article and proposed own vision, considered the elements of the economic security of the enterprise.The research determined that all of the formulation and interpretation of “the economic security of the enterprise" reflect only certain aspects of this complicated concept and can not qualify for its an unambiguous and exhaustive interpretation. That’s why under the economic security of the enterprise we propose to understand the state of the enterprise, which is characterized by stability and balance, protection from external and internal threats and their neutralization, ensuring stable functioning of the enterprise. So, in difficult economic conditions of management the role of the economic security increases, and therefore there is a need to improve appropriate methodologies. The systematization of the approaches to the interpretation of the concept of economic security will contribute to a better understanding of the essence of the concept , will facilitate its study and analysis, and will also set the foundation for the elaboration of an effective system of economic security in the enterprise.

Проблемы правового регулирования аутсорсинга и аутстаффинга

Outsourcing and outstaffing are the ways ways to optimize the activities of doing business. Outsourcing is a form of inter-firm cooperation and involves concentrating efforts on the functions and activities that are field-specific to the business and transferring incidental functions and activities to specialized legal entities - outsourcers. In the paper the historical and legal aspects of the formation and development of outsourcing and outstaffing in the world practice are considered, the types and forms of outsourcing used in practice are distinguished. In turn, “outstaffing” means also that the company employees are taken outside the company staff. When outstaffing, a staff enters into employment contracts not with a company that is not the actual employer, but with an intermediary organization or an outstaffer. Particular attention is drawn to the competitive advantages of implementing these business technologies, their inherent advantages and disadvantages. The article analyses the legal nature, the constitutive signs of outsourcing and outstaffing contracts that are not named in the current legislation of Latvia, determines their place in the contractual law system, gives their legal and typological characteristics, discloses the content of obligations arising on the basis of these contracts, analyses the differences between these contracts and outsourced employment and recruiting.

НАРОДНІ ХУДОЖНІ ПРОМИСЛИ В УКРАЇНІ: ПРОБЛЕМИ ПРАВОВОГО РЕГУЛЮВАННЯ

The purpose of the article. The analysis of the scientific literature and legal principles of folk art crafts in Ukraine, including the study of the commitments undertaken by Ukraine after ratifying a number of international documents that became a part of the national legislation in this area, as well as the identification of directions for the improvement of this legislation, taking into account the European standards. Research methodology. Three groups of methods of scientific knowledge were used in the process of writing the article: philosophical (dialectical), general science (formal-logical, method of synthesis) and special-legal (comparative-legal, formal-legal). The dialectical method allowed to consider the legal regulation of folk art crafts in the unity of their material content and legal form. Due to the formal-logical method the concept-categorical apparatus was investigated. Using the method of synthesis, the place of the corresponding set of legal norms in the Ukrainian legislation system was discovered. Using the comparative legal method has allowed to explore the international legal ensuring of cultural heritage, to find out the compliance of domestic legislation with international and European standards. The formal legal method gave an opportunity to reveal the content of the law that regulates relations in the field of folk arts crafts in Ukraine. The scientific novelty of the article is to carry out a comprehensive study of the legal regulation of folk art crafts in the context of Ukraine's integration into the European Union and to identify the main areas of improvement of the national legislation in this area, taking into account the requirements of European standards and international legal acts. Conclusions. Nowadays, the development of folk arts crafts in Ukraine is not defined as a priority in the sphere of cultural policy of the state. This approach has led to a significant degree of occurrence of negative phenomena in the investigated sphere. Improving the legal regulation of folk arts crafts through the development of new ones and the introduction of changes to existing legal acts, taking into account the requirements of international and the European standards, should become a strategic goal in the sphere of realization of the cultural policy of the state. This will contribute to preserving the cultural identity of the country and the spiritual culture of the Ukrainian people.

Entrepreneurship in Tourism - Reasons, Necessary Resources and Impediments

Tourism is a complex activity involving a combination of material (accommodation, transport, tourist attractions) and psychological (specific attitudes, desires, human emotions) elements. In literature, there are numerous definitions demonstrating the complexity and importance of the tourism phenomenon. In general, entrepreneurship in tourism means enterprises, complex activities at both macro- and micro-economic levels. The concept of opportunity is a main theme in entrepreneurship. The goals of this paper concern the identification of reasons and resources necessary to establish a tourism firm. The paper analyses these aspects between 2005 and 2013 to identify possible changes during the years from the perspective of the Romanian enterpriser behaviour. The research method consisted in Eurostat and Romania statistic data collection, processing and interpretation. One of the issues related to Eurostat was the lack of complete data on tourism: we found only data regarding entrepreneurship in hotels and restaurants in 2005, which limited our study options and prevented us from approaching other tourisms sectors such as travel agencies, tour-operators, rural tourism and agri-tourism, bread & breakfasts, motels, and camping sites. The study on 2013 relied on a questionnaire applied online to accommodation units in Romania, and involved a wider range of Romanian tourism operators. Result analysis pointed out the fact that Romanian entrepreneurs wish to be financially independent, to be their own bosses, and to make more money – all important reasons in launching a tourism business in both 2005 and 2013. Analysis of financial resources used by Romanian entrepreneurs in tourism shows that most of the funds used by Romanian entrepreneurs in the field come form their own resources and from families and friends; bank credits, European funds or support from the authorities represent a smaller share in both studied years.

Analysis of state aid policy to stimulate innovation and internationalization in Lithuanian animation industry

Research background: In order to achieve systematic development and growth of creative industries, instead of its being a random process, effective cultural policy tools need to be implemented. This task is greatly burdened by the fact that creative industries are a heterogeneous concept. Evidence suggests that indirect state aid is one of the most effective ways to stimulate growth and development of audiovisual segment. Lithuanian indirect state aid case suggests that there is still a great deal of confusion and misconception with the implementation and exploitation of this tool.Purpose of the article: To analyze how effectively indirect state aid is constructed to stimulate growth and development of the Lithuanian animation industry.Methods: This paper uses two methods to gather data. The first one is a quantitative questionnaire design to evaluate the overall situation of Lithuanian animation industry. The second method involves qualitative semi-structured interviews to collect specific data about Lithuanian film tax incentive from representatives of government institutions that administrate local fiscal incentive scheme and representatives of audiovisual industries.Findings & Value added: Results show that although Lithuanian film tax incentive can be considered as a successful cultural policy tool that brought a noticeable inward investment to the local film industry and economy in general, it had no positive effect on the local animation industry. The gathered evidence suggests that indirect aid tool should be constructed with more of surgical precision for each industry, rather than a fit-for-all cultural policy tool.
