The purpose of this article is to bring out the problems in applying meta-analysis in economic research and offer guidelines for their solution. In this regard, the essence and the summarize the main problems in the application of meta-analysis are considered. Special attention is paid and the specific problems in the application of the meta-analysis in the field of economic research are brought out. It was found that the main reasons for the more limited use of meta-analysis are the significant differences in the methods used and methods in primary research and the bias in the selection of primary research. To overcome these problems, sound recommendations are made for conducting and reporting primary surveys, using good practices for selecting primary surveys and using randomized control samples.

One of the most appropriate methods for achieving optimal economic results are the methods of linear optimization. A well-known problem in the literature and practice is the one for optimal allocation of resources, which provides maximum profit from the production of certain products. In many practical situations it is possible that some of the input parameters are not completely determined but may vary in certain limits. This leads to the so-called parametric problem, which is presented in the specialized literature, but in some very limited cases in terms of the presence of parameters in the input data. The present paper considers an opportunity to perform a thorough analysis of the problem for optimal allocation of resources in the case of parametric change, both of the coefficients in the constraint conditions and of the coefficients in the objective function. The potential of the graphical method is used to find an optimal solution to the problem for allocation of resources.

Military success requires retaining sufficient capable service members, but there is little research on retaining quality personnel. We propose an innovative bonus structure to retain the right quantity and quality of personnel by setting retention bonuses through a menu-of-contracts. The menu provides choices between bonus structures that encourage higher and lower quality personnel to voluntarily select the bonus structure that best reflects their perceived quality. This addresses two essential problems in military personnel research: adverse selection (making inappropriate retention decisions due to hidden quality information) and moral hazard (incentives encouraging personnel to provide less than their best effort). A menu-of-contracts can meet the military’s retention needs without relying on past performance to measure expected future performance. This retains higher quality personnel, increases morale and improves future retention. It also induces personnel to maximize effort throughout their careers as they strive for the highest bonus while maintaining the perception of egalitarianism.

Having defense forces that meets modern requirements is essential for the development and stability of Georgia, protection of national interests, overcoming the threats facing the country, national security priorities and implementation of strategic choices. To achieve these goals, the country is focused on building combat-ready, well equipped and trained defense forces, which also includes planning of military personnel, recruitment, retention, career development and separation/retirement of military personnel. It should be mentioned that management of the military personnel in the Georgian Defense forces and defining the ways which lead to achieve the set goals are based on guidelines of NATO standards, US and Western experience and recommendations of international organizations, as well as NATO commitments. The article consists of an introduction, a main part and a conclusion. The introduction of the work presents the practical and the theoretical significance of the article. The main part presents the theoretical and practical aspects of conducting the process of retaining military personnel in Georgian Defense Forces and the experience of the US Army. The conclusion introduces the results and recommendations for the development of the military retention system and its future prospects.

An organization can increase its performance by the optimal use of its resources (human, capital, material, technological) in relation to organizational goals. Even if the goals are set for the organization itself, ultimately these are achieved through the human resources available, in other words the organization depends on the knowledge, skills, abilities and other characteristics of its human resources for achieving its goals. Properly motivated human resources equipped with the right competencies, which are aligned with organizational goals have a decisive effect on the organization’s performance. Furthermore, one of the main factors that lead to the achievement of an organizational goal is social cooperation, a characteristic that attests to the capacity to work together. The main driver for this ability is trust, an essential element of social cohesion. Studies (Zand, 1972; Salamon & Robinson, 2008; Searle et al., 2011; Whitney, 1994; Kramer & Tyler, 1996, Davis & Landa, 1999) show trust has both direct and indirect relationship on organizational performance. From this premise, this paper is providing a bird’s eye view on the concepts of trust and competency and their impact on organizational performance as the central theme.

Defense organizations absorb large amounts of public resources. The way to improve the effectiveness of the management of defense funds implies the introduction of a performance-based budgeting approach, which links the funding of public sector organizations to the results they deliver. One of the more advanced government-wide performance budgeting systems that uses performance information systematically in the preparation of the government budget is program budgeting, in which expenditures are classified into groups of similar activities or projects (i.e., programs) with common outputs and outcomes. A central issue in good program budgeting is the appropriate definition of programs and other elements of the so-called program hierarchy. This paper overviews the principles and approaches for formulating an effective defense program structure, analyzes the existing program structure of the Ministry of Defense of Georgia, identifies its shortcomings, and suggests ways to improve it.

In 2021, in the Republic of Moldova anticipated Parliamentary elections, which were won by the pro-European political party “Party Action and Solidarity” were held. After the election of the Moldova’s Government, that was formed from the parliamentary majority, the governance program was entitled “Good Times”. As a result entire nation is expecting changes in their level of life, expended social benefits, increased salaries and pensions, etc. However the “Good Times” came in not really a good period. Complex and complicated regional situation, energy crises, COVID-19 pandemics, factors that affect directly and indirectly the national security. In times like this, is critical for the country’s key decision making authorities and decision makers to understand the undisputed importance of having a ready military force that can step-up in any situation, from providing territorial integrity to helping authorities deal in any emergency situations, but all that requires political maturity, commitment, resources allocation, and a desire to evolve and prosper as a nation.

Therefore, any research should begin with an analysis of the literature relevant to the subject of the study, because this analysis allows the identification or positioning of the research in the current context. Literature review is, in fact, an analysis of what has been studied in the field so far, an analysis of the limits of existing research and the consequences of these limits, is an analysis that identifies the need to develop or complete existing studies. Metaphorically speaking, literature review is for scientific research what GPS (Global Positioning System) is for an object or entity on earth. The aim of this article is to increase the quality of the scientific researches by presenting the literature review as a scientific method that can be used in the field of defense resource management at any time, even in times of crisis, which can provide valuable results with minimal resources only if the right type of review is properly chosen and are followed specific steps. Also, this article can be a guideline for beginner researchers.

Higher religious education in Turkey is implemented by the faculties of Theology/Islamic Sciences. The count of these faculties exceeds 100, and the number of students exceeds 124 thousand. Educational institutions are under the influence of their internal and external stakeholders. Their achievement depends on meeting the expectations and needs of their stakeholders. One of the most important internal stakeholders of educational institutions is students. The opinions of students are a substantial source of data in the determination and analysis of the current state of institutions and the preparation of strategic plans for the future. In this context, it was aimed to determine and evaluate the internal and external factors affecting the faculty with SWOT analysis, which is one of the most basic methods used in the current situation analysis, in accordance with the opinions of the students of the Faculty of Islamic Sciences of Kütahya Dumlupınar University (KDP). To access the data, a semistructured interview form was used within the scope of the qualitative research model. The obtained findings were subjected to content analysis. The results were discussed in the context of scientific research in the field, and some recommendations were put forward. Some conclusions were reached about the strengths and weaknesses of the KDP Faculty of Islamic Sciences, as well as the facilities and threats it carries. Student opinions about the strengths of the faculty are concentrated on the fact that the faculty building is new and versatile, the quality of the teaching staff, the provision of single-gender education, the availability of a preparatory class and art workshops. As for the weaknesses of the faculty, the themes related to the high number of courses, overcrowding classrooms, excessive student quota, lack of the sufficient number of teaching staff in their own fields, remoteness of physical location, and the curriculum came to the fore. The themes of healthy and efficient teacher-student communication, having exchange programs, organizing social events, and having wide job opportunities after graduation were highlighted in the category of faculty opportunities. It was observed that the opinions of the students about the issues that they perceive as a threat are collected more on themes such as reduced job opportunities due to the excess number of current and graduate students, and reduced quality of education due to the excess number of students.

Creating a company is only the first and not the most difficult stage of its life cycle. Establishing it in today's dynamic, global and highly competitive market is a much more difficult and time-consuming process. Providing favorable conditions for growth and development is an indisputable and extremely important factor for each stage of the life cycle of any company. These conditions must be both internal to the company and external or this is the so-called. an environment in which each company operates during its existence. In his economic theory, Karl Marx raised the question of the importance of the environment with "…. being determines consciousness ..." and this definition in its various interpretations is decisive for every sphere of human consciousness and existence, incl. and the economic one. That is why building the right business environment is crucial for success and growth at both micro and macro levels. The purpose of this article is to trace the theoretical and applied aspects and the importance of innovation-based business incubators for the development of companies in the sectors and subsectors related to the construction and management of real estate. How traditional business incubators can become innovative and sector-specific in order to achieve better concentration and focus on providing specific services inherent in real estate construction and management companies is a question that can improve the overall sector. Of interest is the presence or degree of construction of such structures in Bulgaria. Undoubtedly, the opinion of those employed in the industry will be essential - whether such a type of structure, an element of the environment for innovation and business would be beneficial for corporate growth and sectoral economic development.

The expenses relevant to the use of real estate are often subject to a detailed analysis by the revenue authorities in current or subsequent tax audit control. Depending on whether the specific property is owned by an individual or a legal entity there could be a considerably different tax treatment of the expenses associated with the immovable property (i.e., land or building). Significant differences with respect to the taxation of various types of real estate – business (including offices, commercial and logistics) or residential could occur depending on the potential use of the building. Subject of the current article are the various tax treatments and trends in the tax control practice with respect to the use of buildings from corporate tax and personal income tax point of view considering the type of the real estate as well as the VAT status of the owner or user of such building. Special focus of the article is given to the specific tax regulations, up-to-date court practice and the instructions of the revenue administration relevant to the taxation with corporate tax, individual income tax and value added tax of the expenses for repairs, facility management services, recharges of utilities, local property taxes and fees relevant to the use of the respective real estate either for business or for residential purposes.

In this complex context for effective labor relations, the issues related to attracting and retaining young talents are part of the activities and management decisions of the business management of these companies. The competition for the best talent in the industry seems to be fierce, precisely because 'talent' is essential to organizational performance and business success in general. The research problem of this article was related to the need to address the shortage of young talented employees in real estate and ways to solve critical talent problems for these companies. The main purpose of this article is to justify attracting and retaining young talent in real estate companies. The object of research is the management of talent in real estate companies, and the subject of the approach is to attract the right young talents in these companies. To achieve this goal, the author sets and performs the following research tasks: to review the existing specialized literature on talent management in real estate; to describe the processes for attracting and retaining talent in real estate companies; to provide guidance on the importance of talent management for practicing real estate managers.
