Inflation may bear monetary or structural character. Inflation is stimulated by the deficit of state budget and the monopoly of suppliers and producers. Therefore, controlling methods of inflation are always bear complex character. Problems arisen out of inflation and application of monetary policy which is one of the controlling methods of inflation are one-sided and dangerous. Thus, settlement of inflation problem requires the systematic approach. Factors causing the inflation are divided into monetary, i.e. traditional factors, and non-monetary, i.e. shocking factors. World practice demonstrates that in the developed countries which have the market economy the monetary factors play significant role in the activation of inflation, while in the developing countries the non-monetary factors are of such effect. Taking into consideration that Azerbaijan is the developing country, it is important to form the leading line of anti-inflation regulating policy for the near and middle future on the non-monetary factors. However, it should not be resulted in the removal of monetary field from the regulating subject of anti-inflation.
