System edukacji i opieki nad dziećmi w Ukrainie w czasie wojny: problemy i rozwiązania

The article is dedicated to the situation of Ukrainian children during the war, in the period from 2022 to 2024, focusing on their education and upbringing. The Ukrainian system of care for orphans and children deprived of parental care, including key regulatory documents (laws, Cabinet of Ministers resolutions, orders, directives), is analyzed. The content of state social standards and norms, state support for orphans and children deprived of parental care, and their social guarantees are disclosed. The main family forms of upbringing for this category of children (foster family, family-type children’s home) are described, as well as boarding institutions. The main problems of their functioning and ways to solve them are identified, including the reform of deinstitutionalization, which was planned for ten years and aimed to reduce the number of children in boarding institutions by 90%, while accessible and quality services for supporting families with children according to their individual needs would be available in each community. However after February 24, 2024, the reform was suspended. The main problems faced by children as a result of the war in Ukraine (killing, maiming, deportation, sexual violence, etc.) and the steps taken by the Ukrainian state to fully satisfy the rights and needs of children are analyzed.

The Scout movement in Poland actively engaged in assistance for Ukraine in the early days of the 2022 war. Organizations coordinated efforts directly at the border and in major cities, where refugees first arrived, and provided support in local communities by offering accommodation, supplying essential items, and assisting with formalities. Organizations collaborated with each other and with other entities, including non-governmental organizations and local authorities. The actions taken were primarily humanitarian, informative, and educational. Over time, the nature of the tasks undertaken evolved.

The escalation of the Russian-Ukrainian war, associated with the full-scale invasion and occupation of Ukrainian territories by Russia, poses a threat to the life and safety of civilians. This is especially felt by vulnerable social groups, such as families raising children with disabilities who need regular medical and social support. Such social work clients had difficulties with evacuation to safe places due to the threat to life associated with the armed conflict, military operations, and extremist activities of the Russian occupiers. This study uses a qualitative methodology and aims to learn about the specific experiences of families raising a child with a disability who were forcibly evacuated from temporarily occupied territories or the front line as a result of war. In June-August 2023, semi-structured interviews were conducted with parents of children with various disabilities. The results of the study show that a significant proportion of families who were forced to leave their place of residence faced difficulties related to the availability of information about their safety, obstacles in reaching safe places or shelter in the event of a rocket attack or shelling, the lack of specialized shelter that takes into account the needs of a child with a disability. Families also face obstacles during evacuation from war zones, transport of children with complex developmental disorders, availability of necessary services (medical assistance, technical means of supporting a child with developmental disorders, social support), deterioration of the social situation and mental well-being, lack of action plans in the event of situations threatening their life or health. The study draws attention to the need to improve the mechanisms of systemic social crisis support for families raising children with disabilities, in the process of their evacuation to safe places, taking into account their specific needs.

In light of the rising number of migrants and refugees in Poland following the outbreak of war in Ukraine in 2022, many institutions have faced the urgent need to organize support and integration for children and families with migration experiences. The Intercultural Mobile Educators program, implemented by the Foundation for Freedom, aims to support the assistance and educational activities conducted by schools and day support centers in Warsaw. This analysis presents the fundamental assistance activities directed at families and children, as well as the programs approach. Its goal is to outline the responsibilities of intercultural mobile educators while also defining their professional profile. The reflections contained in the text address the potential this form of work creates, such as reducing language and cultural barriers and promoting an understanding that diverges from the dominant cultural context. Additionally, the exploration highlights several challenges that should be considered when assessing the validity and potential of using this form of support.

The article examines the importance and effectiveness of the Eye Movement Desensitization and Reprocessing (EMDR) technique in the treatment of post-traumatic stress disorder (PTSD) and other consequences of war trauma in childhood. In the conditions of modern military conflicts, children, as a vulnerable segment of the population, especially need effective methods of psychological support and therapy. The authors provide an evidence base for the successful use of EMDR, including reduction of PTSD symptoms, improvement in emotional state and behavior in children who have survived traumatic events of war. The article also focuses on the need to integrate EMDR with other psychotherapy methods to achieve the best results in the treatment of childhood trauma. The results of research and practical applications of EMDR in different countries of the world confirm its effectiveness and potential as an important tool in overcoming the consequences of war trauma in children, opening the way to their psychological recovery and social adaptation.

The article highlights and analyzes the problem of social and psychological adaptation of internally displaced children. It examines the impact of war on the mental health, behavior, and adaptive capacities of children. Among the challenges faced by children during the full-scale armed aggression of the Russian Federation, the issue of the integration of internally displaced children into a new ethnocultural environment is emphasized. It is shown that internally displaced children, due to several reasons, are more likely than other children to become victims of bullying in the educational environment. The article presents the results of an empirical study conducted in the school environment (Lviv and Lviv region) regarding the causes and characteristics of bullying manifestations among internally displaced children. It was found that internally displaced children have significantly lower comfort and acceptance of others, and their adaptability is relatively low, indicating a limited ability to adjust to new and changing conditions. The results suggest that favorable conditions for the spread of bullying towards internally displaced children are created in the school environment due to several factors. These children are a vulnerable category at risk of bullying due to pre-existing mental stereotypes about them, as well as difficulties in adapting and socializing in a new sociocultural environment due to a range of social, psychological, and personal factors.
