Važna i krupna pitanja treba iznositi i raspravljati s opreznošću, i treba dobro vagnuti ono što govori u prilog stvari i ono što govori protiv. Najvažnije, životno pitanje za ljudski rod svakako je pitanje mira, odnosno problem rata, pa je dobro čuti šta o tome misle napredni narodi i njihovi najkulturniji sinovi. To je pitanje danas možda, važnije i aktuelnije nego ikad ranije u životu Evrope i u povesti svetske civilizacije. Pouzdano je, bar, da civilizacija i mir nisu nikad dosad bili tako povezani, tako bliski i do identičnosti srodni pojmovi.

The causes of the civil war in Syria are complex. Both parties involved in fights have internal and external supporters, each of them with different interests. That is why it is difficult to reach a peaceful agreement. The chemical weapons attacks caused a very strong international reaction, including the possibility of military strikes. It is hard to predict the end of the crisis but it is almost certain that the world will look different after the civil war in Syria. Russia and China, for instance, may want to take the lead or to change the world order from a unipolar to a multipolar one.

The balance of power of the next 20-25 years will be subject to change. The conditions influencing the growth of states refer to wars, efficiency of political leaders, economic realities, ideological conceptions, religious and ethnic realities, all of which affect the course of future events. There are more and more issues that are increasingly difficult to deal with at local level. In the author’s opinion, although national governments will further play an essential role, it will be more and more difficult for bilateral relations to be managed and for successful negotiations to take place with almost 200 states, according to the predictions regarding 2028. The most powerful states of 2028 will be those that know how to do more with less resources, use renewable energy sources and effectively reuse all waste products.

The third part of this article is focused on describing the three types of conflict according to John Boyd: attrition conflict, manoeuvre conflict and moral conflict. The author writes about the role of deception in planning and carrying out the campaign, for each type of these conflicts. He addresses the matter of the creation of alternative expectations in the deception process, illustrating it with a causal chain. Last but not least, he writes about the integration of deception in each of these conflicts. In the author’s opinion, deception can be used for subversive purposes, by exploiting dissensions within the organisation in order to increase mistrust and disagreements, thus magnifying internal frictions and creating the conditions for its division. Carrying out deception with a subversive role interferes with the decision-making cycle of the adversary, thus reducing his efficiency.

In 1997, I was on a mission to Albania, having 404 soldiers under command. It was a country in chaos: the armed forces disbanded and left the barracks; there was no police or justice; mayors were deposed, and civilians, ASPECTS OF THE ROADMAP TO NATO General (ret.) Dr Sorin IOAN General (ret.) Dr Sorin Ioan – former Romania’s Military Representative to NATO and the EU. organised in gangs, devastated military units, taking over the armament and ammunition depots. And there were lots and everywhere. It was like in a country prepared for the whole people defence, having more armoured pillboxes, reinforced with semi-precious metals, than families. In each village, no matter how small, there were at least two rival gangs disputing authority and terrorising those who were not engaged. They attacked in the street and everywhere, together with those who escaped from prison during the riot, masked and drugged, robbing everything and everyone. Buses, the main means of transport to the capital, were favourite targets as there were many people in one place.

The force planning, as a component part of the defence planning process, cannot be done without the contribution and expertise of operational planning specialists, which must take into consideration the national interests and responsibilities assumed towards the Alliance, the way the military actions are carried out as well as the way in which the new force structure will be accomplished. In this domain, the Strategic Planning Directorate has sought to ensure a fair exchange of information, a new innovative thinking and the change in the mentality of the political and the military leaders.

The author takes an approach to the economic development of air transportation starting from viable solutions for the fares, taxes and other financial mechanisms applicable to the infrastructure, operations, regulations and surveillance, consumer protection, improvement of data collection, economic forecast and analysis in the field of international civil aviation. In this respect, the International Civil Aviation Organisation has defined new strategies and tools capable of bringing about more vitality regarding the financial support. As far as this objective is concerned, considering the European experience in developing an integrated and free market of air transportation, ICAO intends to develop a new framework of regulations, with implications for the access to the market of airline owners, consumer protection, fair competition, taxes as well as for the economic aspects related to airports and air navigation services suppliers.

The author writes about deception and the way it is understood and applied in Russia (under the name of maskirovka, accomplished by camouflage, simulation feigns and dissimulation), the USA and the UK (were there are employed different terms such as deception/D and camouflage, concealment and decoy/CCD) and China (where mouloue, the modern term for stratagem, can be achieved by deception, ant the cheng/ch’i manoeuvre scheme is used). Moreover, the author addresses the contribution of deception to applying the principles of operations, concluding that deception can provide increasing freedom of action by reducing the involvement of the enemy. Diverting the enemy reconnaissance efforts in other areas or directions, together with taking proper camouflage measures, can ensure the secrecy of movement and staging areas of own troops.

Investing in the right capabilities, maintaining connected forces and deepening and widening cooperation with partners are key to shape a NATO which is able to meet future challenges said NATO Secretary General Anders Fogh Rasmussen at the launch of his Annual Report on Monday (27 January 2014). “In September we will meet in Wales to shape Future NATO: an Alliance that is robust, rebalanced and ready to provide security for the next generation”, said the Secretary General. In the Annual Report, which looked at what NATO achieved last year and set out the challenges for the year ahead, the Secretary General noted that NATO is now more effective and efficient than at any time in its history, but said that Allies will need to “maintain the momentum of transformation” at the Wales Summit.

The adoption of a new NATO M structure of the Alliance’s Command and Control System from the modern functional one to the regular “J”-type divisions, both at strategic and operational levels. Reducing the number of allied HQs from 11 to 7, it has also been reconsidered the reliance on the NATO Force Structure, especially at tactical level, where the member states have to provide numerous Single Service Commands for NATO-led operations, in order to meet the Alliance’s Level of Ambition. Therefore, it has become necessary to describe they way in which the NATO Command Structure will be organised to lead allied forces into operations and the way in which those forces will be commanded and employed in order to establish a flexible and credible military crisis response mechanism to meet the challenges of the full range of NATO-led operations.

In modern battlefield, the airpower represents a major force-multiplier and a support for any military operation. For this reason, the air defence has the same importance. Among the air defence assets, ground-to-air missiles are the most important features in terms of procurement. This article presents the basic coordinates for the life extension, revitalisation and modernisation processes focused on missiles and their involvement in the scientific, technical and technological environment of the owners. An important distinction between the missiles and systems requirements is made. The conclusions are useful for all the military commanders in charge of the maintenance and procurement plans regarding this kind of equipment.

We are witnessing, in the author’s opinion, an unprecedented development of the procedures for the transfer of authority by adopting, in the national command and control systems, some elements in the international practice, aimed at providing commanders with limited authority, which has implications relating to the emergence, in the dynamics of conducting combat actions, of some limitations regarding the exercise of the command act, with effects on the proper development of the operation. The development of new operational concepts is essential to formulate appropriate responses to security challenges. Detailed practical arrangements and avoidance of duplication as far as capabilities and operational elements are concerned represent key elements of the operational architecture since the beginning of the 21st century.

In this article, the author approaches the issue of terrorism and insurgency as well as the way they are interlinked in the operational environment. In his opinion, as time goes by, the operational environment is diversified by the emergence of new, unpredictable actors, and insurgency and terrorism remain the main forms of unconventional war that can be fought only by adopting new strategies and a unified action of the military, economic and political element. Moreover, he mentions that, even if insurgency and terrorism are often confused conceptually, they are dynamic processes specific to the operational environment, focused on triggering political changes. The difference between insurgency and terrorism consists in the decision to use violence to achieve political goals.

ISR capabilities are transforming, the air situation visualisation is almost permanent and it has decentralised up to sub-tactical levels. The time for delivering close air support has shortened, by the dynamical allocation of targets, to periods difficult to imagine in the past. At the same time, the quality and precision of close air support have evolved up to providing the capability of distinguishing between individuals. On the other hand, air force robotisation has been assuming more and more classical missions of the vehicles with human crew onboard, from research, electronic warfare to combat missions and airlift. Robotisation is only at the beginning, the author considers, and the future will definitely witness an explosion of the unmanned air vehicles, especially in the high risk areas.

In nearly 140 years, the Romanian Armed Forces signal troops have participated in the War of Independence, the First and Second World War, bringing an important contribution to carrying out their missions and, through their willingness to fight and even their supreme sacrifice, to covering with glory the battle flags of the Romanian units and large units, under whose folds they fought on all fronts. In this article, the author reviews the main stages in the life of the military signal branch, starting from the establishment of the first signal sub-unit transmission to the approval of the concept of organisation and implementation of the signal system of the Romanian Armed Forces. Moreover, the author highlights the stages of the transformation and modernisation process of the communication and information structures of the Communications a n d In f o r m a t i o n C o m m a n d and its subordinate military units.
