The aim of the article is to provide a possible interpretation of identity in one of the contested border regions on the Balkans well known for the competing politics and interests by the two bordering countries – Bulgaria and Serbia, for the past century. This region is known as „Western Outlands” in the social and political life. The communal memory of the Bulgarian minority in Bosilegrad, Serbia, leads the narration through different historical periods and their respective politics to uncover an identity which has become a survival strategy at the intricate periods. This will reveal a complex picture of the multiple identity levels where the individual and social identity are tightly related and are further shaped by the existing number of internal and external „others.“

The article examines the policy of cross-border cooperation in the field of culture and cultural and historical heritage of the bordering region of Petrich, Bulgaria, and Strumica, Macedonia. For centuries, until their final political division after 1944, the two regions were not familiar with the existence of dividing state border and established close economic, social and cultural relations. However, in the period after 1944, those relations were rendered difficult and for a certain time even completely impeded which led to their strong violation. The political contradictions between Bulgaria and Macedonia (until 1991 part of Yugoslavia) almost completely broke off the contacts and cooperation between the municipalities of Petrich and Strumica. The attempts at their resumption began only after the year of 2000 when the European mechanisms for cross-border cooperation started working. Focusing the attention on joint projects of the two municipalities, the article tries to answer the question to what extent the example of cross-border cooperation presented here achieve the purposes related to cultural and historical heritage and identity and set in the idea of a "Europe of the regions" and which are the main problems and failures.

Transitional Justice Models and Analytic Philosophy

As an interdisciplinary field of scholarship, transitional justice is still in its pre-theoretical stage, focusing mainly on the case and comparative studies, supported by general considerations concerning justice in the times of transition. To entrench the field as a distinct area of studies, a theory of transitional justice needs to be formulated. The article explores the possibility of making a step towards such a theoretical basis with the use of the tools of analytical philosophy, methodology and legal theory. First, drawing on Leszek Nowak’s procedure of idealisation, three basic models of responses to a painful past are formulated. Then, distinct transitional justice values are attributed to each of the models. Finally, with the use of Jerzy Kmita’s concept of humanistic interpretation, the article seeks to conceptualize the way in which these values – among other factors, such as the need to uphold the rule of law or to preserve the stability of a democratic system – influence the choice of a model of transitional justice response. Thus, the aim of the presented models – which I described in more detail elsewhere (Krotoszyński 2017) – is to provide a sound theoretical basis for some of the fundamental claims formulated in the field of transitional justice.

Transitional Justice in Ongoing Conflicts and Post-War Reconstruction

The main aim of the paper is to analyse the potential transitional justice mechanisms, directed at reintegration of Donbas, a territory temporarily occupied by pro-Russian separatists, being under the combination of a direct and indirect control of Kremlin, with Ukraine. In the aftermath of the Revolution of Dignity and a remove of ex-President Viktor Yanukovych as a consequence of Euromaidan protests held in Kyiv, in the Winter 2013/14, Ukraine became a state involved in the international armed conflict covering its Eastern provinces as a result of an external aggression of the Russian Federation. Furthermore, since early-2014, Moscow is continuously using pro-Russian militants to form and uphold unrecognised, de facto regimes of the so-called ‘Donetsk’ and ‘Luhansk People’s Republic(s)’ affecting the territorial integrity of the Ukrainian state. It is argued that Kyiv shall take into consideration some of the peace and restoration models applied in similar conflict or post-conflict environments, such as the United Nations Transitional Administration for Eastern Slavonia, Baranja and Western Sirmium (UNTAES) or the experience of numerous disarmament, demobilisation and reintegration (DDR) programs, filled with the transitional justice component. Moreover, by emphasising the context of a military (semifrozen) conflict in Eastern Ukraine, the paper is going to shed more light on the possible application of transitional justice tool-kit in the ongoing conflicts scenarios and its potential contribution to the shift from a conflict to the postwar environment.

The paper presents the topics and contributions in the contemporary study of the culture of Muslims in Bulgaria. It discusses scientific publications with an anthropological focus from the post-1989 period, when the theme about ethnic and religious minorities in Bulgaria became particularly relevant. One of the main topics of research is the state policy towards Bulgarian Muslims in the 20th century, which receives a new interpretation and evaluation. The study of inter-confessional relationships remains one of the leading lines of research in the early 21st century, too. Numerous studies have been published on the various ethno-confessional groups – Bulgarian Turks (Sunni, Alevi), Roma, Tatars, Muslim Bulgarians. The publications analyze elements of their culture, issues of religion and identity. Ordinary people, their culture, their strategies for adaptation in the changing social environment became increasingly an object of study instead of political history. Changes occur also in the approach to research; attention is redirected from highlighting the common elements in the culture of Christians and Muslims to analyzing the specificities, the alternative memories, local culture and identity of Muslims in Bulgaria.

The recognition of Kosovo is an issue in some part of the international community even though its independence has been recognized by 116 states and that the ICJ has given a legal opinion which confirmed that the independence was not a violation of international law. This paper analysis the pros and cons and the difficulties created by the non-recognition of Kosovo both for the region and broader, dealing not only with the political reasons and difficulties. The paper is written by using combined methodology and methods: systemic analysis, of legal analysis, and method of comparison analysis. Conclusions and recommendations are expected to be a contribution towards a further debate about the importance of the recognition of the state of Kosovo.

The main subject of interest of this paper is the current situation and the trend of international terrorism in the European Union, explained through security analysis of the committed terrorist attacks and their influence on the European security and stability. Also, it will be shown the measures and the activities of the anti and contrary terroristic fight against the risks and the threats from the terrorism as a result of the recent terroristic attacks. Even though on international level there isn’t a common definition of the terrorism as a criminal act, the European Union and the Council of Europe through their most important documents set the concept for terrorism which has helped in the process of creating national security systems for fight against the terrorism. This paper will go through the circumstances of terrorist attacks (failed, foiled and completed) in the European Union Member States, as well as the conditions of the criminal acts through analysis of the statistical data about the court proceedings and the verdicts.

Racism does not always manifest in the form of overt acts such as racial violence or hate crimes, which are visible, explicit, and easily identifiable. Rather, it is deeply embedded within the very fabric of society, operating through the structures of social, economic, and political institutions. This systemic form of racism results in unequal treatment and perpetuates ongoing disadvantages. The current report examines these widespread systems of inequality, which affect both individuals and particular communities at a structural and institutional level, specifically focusing on structural and institutional racism. Its purpose is to analyze the situation in eight EU member states (Czechia, Germany, Greece, Latvia, the Netherlands, Romania, Spain, and Sweden), to present an overview of the current state of affairs, and to provide a preliminary set of recommendations for both national and European authorities.

In the context of increasing migration and refugee flows, the integration of new advanced technologies into border security and their implications for human security requires considerable adjustment. AI-driven surveillance, biometric identification, and automated controls at the border have become part of strategic security measures. While these technologies seek to create “smart borders” for effective functionality, major concerns are raised for data privacy and civil liberties, and the potential for discriminatory practices against vulnerable populations. The analysis describes ethical and humanitarian dilemmas created by the technologization of border management concerning issues for access to international protection by asylum seekers under the 1951 Refugee Convention. It does so by drawing on comparative case studies from the member states of the European Union, illustrating how different geopolitical contexts shape the deployment and regulation of those technologies. This research calls for a balanced policy approach that incorporates the notion of border security with the principles of international human rights law, thereby advancing a framework that protects the dignity and rights of all individuals.

Human security, encompassing economic, social, political, and cultural dimensions, is a multi-faceted concept that becomes particularly relevant when discussing migration. Migrants often face vulnerabilities, such as exploitation, discrimination, and socio-economic instability, which can lead to heightened risks for both individuals and communities.A significant focus of the article is the role of institutional collaboration in enhancing human security and preventing crimes related to migration, such as human trafficking, smuggling, and organized crime. Government agencies, international organizations, and NGOs play a key role in managing these issues, ensuring that migration is handled in a way that minimizes risks while promoting safety and inclusion. Successful case studies of interagency collaboration highlight how information sharing, joint training, and coordinated intervention strategies have led to positive outcomes in safeguarding both migrants and local populations.However, the article also explores the challenges that hinder effective collaboration, such as resource constraints, conflicting interests, and coordination gaps. Restrictive migration policies can exacerbate these issues, making it more difficult for institutions to work together efficiently and placing additional strain on human security.To overcome these challenges, the article suggests strengthening institutional frameworks, fostering cross-agency communication platforms, and promoting education to raise awareness and reduce biases against migrants. A shift toward migration policies that prioritize human security is also recommended, aiming to protect both national interests and migrant rights, creating a safer, more inclusive environment for all involved

The mass emigration of 1991, the mass migration following the 1997 financial crisis, and the migrant surge during the Kosovo conflict in 1999 were the three main waves of Albanian migration to Italy. In addition to the initial surprise and lack of preparation on the side of the Italian people and governmental bodies, each of these waves was marked by incredibly challenging initial conditions. The Albanian immigrants’ integration process is today viewed as a largely successful narrative. What were the primary causes of the comparatively quick integration following such a dramatic beginning? Young age, medium educational attainment, big family size, lack of religious affiliation, and comparatively high level of familiarity with Italian language and popular culture are characteristics that identify Albanian immigrants. Also, the Italian government has taken significant steps towards integration, including legalizing undocumented immigrants and reaching agreements with their Albanian counterparts on the repatriation of Albanian individuals convicted of crimes. The primary issues and patterns that have surfaced during three decades of migrant flows are examined in this article. Particularly, it emphasizes integration into the workforce and culture, and how the media depicts and influences the relationship between migrants and the host country. Integration data have been examined in the context of Italian political and social dynamics. A few integration factors have also been studied, with a focus on the demographics of migrants and refugees during the main migratory waves. It may be possible to determine the least stressful and most successful cohabitation techniques throughout Europe's difficult and ongoing migrant waves by looking at these integrating components.

Artificial intelligence can play a significant role in both executing and defending against 21st century conflicts. Hybrid conflicts are characterized by the blending of conventional and unconventional tactics, often involving a combination of military force, cyber operations, economic coercion and information warfare. Some notable examples where elements of hybrid conflict have been observed are Russia – Ukraine Conflict (2014 – present), Syrian Civil War (2011 – present), Crimea Annexation (2014), Iranian Proxy wars and Cyber Operations, Chinaʹs Strategy in the South China Sea, Baltic states and Russian Influence Operations. The role of artificial intelligence in countering Hybrid conflict is to detect and analyze threats, shape automated response systems, support strategic decisions, and build resilience. The impact of artificial intelligence on hybrid conflict in the 21st century is profound and multifaceted. While offering significant advantages in intelligence, cyber operations and decision-making, it also introduces new risks and ethical dilemmas. As artificial intelligence continues to evolve, its role in hybrid conflicts is likely to expand, becoming a key factor in future military and geopolitical strategies. To meet these challenges, it is essential that nations develop robust frameworks for responsible use of artificial intelligence in warfare, ensuring that its benefits are exploited while minimizing risks. It is certain that the ability of AI to quickly and accurately process and analyze large amounts of information, which can be exploited to either execute or counter these multifaced strategies, will be a major challenge for all of us in the years ahead.

From the aggregation of this data through specific technical instruments, it is also possible to obtain segmented voting profiles. Campaign teams can thus adapt their communication flow to the expectations of the electorate and develop campaign strategies based on data. In the era of digital revolution, political actors' use of generative artificial intelligence through social media gives them the ability to create personalized messages, but also to accurately estimate their impact on individuals and groups. Different state and non-state entities can interfere with ongoing campaigns, influencing the electorate by favoring certain political actors and jeopardizing the democratic practices that should govern the electoral process.

The spread of digital technologies in Africa has reshaped civic engagement, enabling citizens to mobilize and hold authorities accountable through online platforms. Social media platforms have become avenues for voter education and sensitization, political participation, and communication, as attested to by the recent spate of technology-based social movements. However, despite its indubitable role in promoting civil rights, digitization in Africa is caught in the web of digital authoritarianism, exemplified by state censorship. Because of its penchant for granting citizens a voice to speak to power, this empowerment has been met by significant government resistance, leading to widespread censorship and repression. This study examines the dual role of digital platforms in Africa as enablers of civic activism and instruments of state control, addressing the tension between the promotion and undermining of civil liberties through digital technology. This study was guided by Digital Citizenship and Panopticism and employs a qualitative approach by analyzing secondary data from policy reports, government briefs, journal articles, newspaper articles, and internet sources on digital platforms, state surveillance, and freedom of expression across sub-Saharan Africa. This study shows that while digital platforms have supported social movements and citizen rights, governments have responded with Internet shutdowns, surveillance technologies, and restrictive legislation to silence opposition.

Football subcultures like those of ultras and hooligans are infamous for their proximity and welcoming attitudes towards far-right and right-wing extremist actors and ideologies in Eastern Europe. Romania makes no exception. While not all ultras or hooligans can be categorized as far-right or right-wing extremists, this article takes a close and in-depth look into the political expression, mentalities, and networks of the Romanian football subculture. Through research from the inside of the social-media channels, stadiums, and events set up by the groups analyzed in this paper, the author focuses on three main elements: political expression and opinions of Romanian ultras and hooligans, their networks in Europe, and the threat they pose to the democratic society through violence. The article concludes that taking the developments in the football subculture seriously means to understand the three mentioned elements as a dangerous synthesis that can become a threat, one that is overlooked or generally downplayed by the State authorities.

Memoria traumatică în cazul deportărilor din RSS Moldovenească sau cum am ajuns să validăm memorii

This article explores the deportations from the Moldavian SSR (1940-1941 and 1944-1953) during Joseph Stalin’s rule. These policies were part of a program to eliminate social groups considered dangerous, which was implemented between 1920 and 1959. A specific feature of the deportations from the Moldavian SSR was the inability of deportees to publicly share their experiences of repression. Because of this taboo, scientific studies on deportations were possible only after the 1990s. Currently there are complex representations of these events: scientific, civic, and cultural accounts marked by individual and collective remembrance that reveal both resistance and ambivalence. The article addresses, from psychoanalytic and psychosocial perspectives, the impact of this official silence upon the deportees from the Moldavian SSR. It analyzes the patterns of communication at family and community level on the subject of deportations as well as the forms and meanings of silence. At the same time, theoretical and empirical arguments are used to clarify individual and community resistance to the validation of the memory of deportees from the Moldavian SSR.

This article examines the complex process of identity construction and reconstruction among the Găgăuz, an ethnic Turkic community living in the autonomous region of Găgăuzia, in southern Moldova. Based on field research conducted in Comrat, the capital of Găgăuzia, the study explores how memory, political context, and cultural symbols shape the collective identity of this community. The concept of “symbol managers” is introduced to describe the local actors who strategically manage and promote cultural symbols, such as monuments, flags, and architecture, to reinforce a distinct Găgăuz identity. The selective nature of collective memory plays a crucial role in this process, especially concerning the community's ambivalent relationship with its Soviet past and the interwar Romanian experience. The study highlights how political tensions between Găgăuzia and the central authorities in Chişinău, coupled with external influences from Russia and Turkey, contribute to a fluid identity. As Găgăuzia navigates the challenges of globalization and modernization, its cultural landscape becomes a battleground where identity is continuously negotiated. This article contributes to the broader discourse on how marginalized ethnic communities use memory and cultural symbols to sustain and redefine their identity in a changing political environment.

Theorization of Violence (Israeli-Palestine Conflict)

This paper is a text-applied comparative approach to some thematic aspects of the violence throughout theoretical texts belonging to philosophers like, for instance, Frantz Fanon (1925-1961, psychiatrist, philosopher, author from Martinique). Through violence decolonization is achieved, thus a new man is created. Violence is the native’s mean to an end: the formation of a just society. Colonizer’s violence (the violence of the colonial regime) versus Native’s violence (counter-violence). The appearance ot the settler represents the death of the aboriginal society, cultural lethargy and petrification of individuals. Rather than aiming at an exhaustive survey of this topic in English (almost an impossible task, given the amount of such writing that is being produced in the contemporary global age), I shall aim at focusing on a number of recurrent topics approached throughout the chosen theoretical work. My main intention will be to point out various ways in which the textuality of written texts reflect on issues related to ethnic conflict, self-identification, national movement, colonialist conflict, ideologies, religious dimension from a variety of theoretical perspectives, but situated mainly in a transnational and global light. Place and time are connected to memories and homeland as they represent important values for those who live in their homeland or in diaspora (place: where they were born and they spent their childhood or a part of their lives; time: events, customs and traditions associated to a certain moment in their lives).
