Po zimnej wojnie ze szczególną siłą zaznacza się w tej sferze  – nie zawsze pozytywna – rola biznesu, mediów i  think tanków.  Pojawia się też nowe, niepokojące zjawisko prywatyzacji bezpieczeństwa. To wszystko znajduje odzwierciedlenie w bogatej literaturze, niezliczonych monografiach, raportach, policy papers, często wartościowych, niekiedy jednak bałamutnych. W prezentowanej publikacji studenci  politologii i stosunków międzynarodowych oraz eksperci i komentatorzy otrzymują po raz pierwszy w naszym kraju, syntetyczny podręcznik akademicki do studiowania  bezpieczeństwa międzynarodowego, spełniający rygory gatunku. The culmination of the large-scale influx of migrants in the European area in 2015 and 2016 has not only led to severe pressure on the affected countries – transit countries as well as countries of destination – but also to the questioning of fundamental achievements of the European Union such as the freedom of movement. The migrant crisis also shed light on pressing issues still in need of satisfying responses reflecting reality, such as the case of the revision of the 1951 Geneva Convention on the status of refugees and the Dublin Ili Regulation setting forth that an asylum application needs to be filed in the first country of entry. Not only did the crisis reveal already existing ruptures between Western and Eastern Europe, but it also showed that the European Union as such is incapable of taking firm and swift decisions regarding the protection of its own borders and citizens against an unprecedented influx of irregular migrants – many of them without official documents. Czech Republic, Hungary, Poland and Slovakia are all sceptical towards the idea of positivist humanitarian approach towards migrations and introducing limits on accepting refugees for each EU state. Such reluctance derives from many different aspects, from political and geopolitical to social and cultural. Does V4 region is in fact threatened by migration crisis? lt is evident, that Hungary being the transit state can face significant threats. However, none of those states have the status of settlement countries or long-standing destinations.

Security concerns are an integral part of the discussions on energy dependencies. The security discussion became even more common in the European energy debates with the various gas disputes between Russia and Ukraine in 2006–2015. After these incidents, the energy diversification policy has received increasing attention in Europe. Russia has featured prominently in the European debate relating to energy dependencies and interdependencies, but there are also other actors who may have an interest in affecting the stability of the energy supply. This has been the case with hydrocarbon production and exports in particular (Oxenstierna, 2014). Recent attacks on oil tankers and an oil processing facility in Saudi Arabia have made headlines and resulted in rapid fluctuations in the price of oil. Nuclear energy has attracted much less attention as a potential security risk compared to the perception of risks related to hydrocarbon dependency, and it is therefore worth taking a closer look at the sector. Different energy sources, industries and actors must be studied more carefully in the changed security environment. These changes include the growing dependencies across energy infrastructure systems, increasing interconnectedness in the world, the increased potential to use energy as a geo-political tool and the intensifying competition among great powers and regional hegemons (Verner, et al., 2019). The objective of this study is to analyse whether nuclear energy can be used in some way by an adversary as a part of their hybrid activity toolbox.

This paper makes the case for enhancing the economic and political integration of the entire wider European space with the EU, involving all those neighbouring states willing to subscribe to EU standards while at the same time facilitating the EU’s further enlargement in due course. This would also amount to a consolidation of Europe’s values, and act as a strategic marker to rebut Russia’s efforts to undermine those values. More specifically, the author advocates: - Upgrading the EU’s Association Agreements (AA) with East European states (Georgia, Moldova, Ukraine), with further content branded ‘AA+’; - Replacing the European Neighbourhood Policy with a Wider Europe policy concept; - Continuing the development of a multi-speed Europe which, with other EU reforms, could facilitate further enlargement of the EU when the conditions are met.

The Yemeni conflict has been witnessing essential information warfare and propaganda front. Since the beginning of the conflict, the Houthi movement has been aware of the importance of the internet. Notably, they avoid adopting an aggressive sectarian lexicon on social media. Instead, following drone and missile strikes, the Houthi-associated accounts frequently emphasize IRGC-assisted game-changing military capabilities. This focus seems to follow Iranian priorities in Yemen, namely promoting the militarized political movement and portraying it in a less sectarian but more patriotic and battle-hardened fashion. This approach likely emanates from the different characteristics of the Shia faith in Yemen compared with the rest of the Middle East.

This publication is the latest of a series of four publications that present the findings of the research project titled the “Association Agreement between the EU and Ukraine and Cross-border Cooperation between Slovakia and Ukraine: Implications and Opportunities”. The research project was implemented by the Institute of Political Science at the Faculty of Arts of the University of Prešov and supported by the Slovak Research and DevelopmentAgency over the period of 2016 ‒ 2019 (project no. APVV-15-0369). This fourth publication presents the results of empirical research focused on perceptions, preferences, motivations and strategies of regional and local actors on both sides of the border. The book entitled Cross-BorderCooperation between Slovakia and Ukraine: Volume IV: Perceptions of Localand Regional Actors, co-authored by Michal Cirner, Martin Lačný, Anna Polačková and Gabriel Székely, consists of two extensive scientific studies.The first one provides interpretation of the empirical research results at the local level, and is divided into nine sub-chapters, focusing on different sets of issues from the structured questionnaire for local CBC actors: migration and social interaction; identifying barriers to interaction and cross-border cooperation; perceptions and ideas about the residents on the other side of the border; evaluation of cross-border cooperation policies; the expected impact of cross-border cooperation; expected impacts of the EU AssociationAgreement with Ukraine. The second study, presenting interpretationof empirical data obtained at regional level, is structured according to thestructure of the questionnaire for regional CBC actors and thus similarly to the study at local level, but includes one extra sub-chapter, tracking a set of questions focused on types and levels of mutual economic interaction. The final part of both studies consists of the interpretation of correlation analysis results and the final commentary in the form of policy considerations.

This paper focuses on Russia’s strategies in Africa. The first ever Russia-Africa summit, co-hosted in October 2019 by Russian President Vladimir Putin and Egyptian President Abdel Fattah Al-Sisi in Sochi, was presented by both Russian and international media as a milestone in Russia’s return to the African continent. Leaders and delegations of the vast majority of African states met with Russian President Vladimir Putin, Foreign Minister Sergey Lavrov, and other Russian representatives to discuss possible projects of cooperation between their respective countries. The summit ranked among the largest of recent Africa-partner summits (EU-Africa, China-Africa, US-Africa, and Japan-Africa). For example, Russia was able to welcome more state delegations than the US at their summit. The declared initiatives of cooperation appeared impressive, ranging from nuclear energy, oil and gas, to automobile production and financial loans for various fields. This meeting sparked numerous claims by both Western and Russian media that Russia is a key player in the region. There are plans for organizing another summit in 2022.

This study deals with the growing trend of Russia’s use of historical propaganda to further its foreign policy goals. It contains chapters written by experts in the field in the respective countries of Estonia, Finland, Latvia and Poland. The methodological aspects of the project were discussed in detail during a seminar in Riga on 11 December 2018. It was agreed that, for the integrity of the compendium, at least the central theme should be commonly understood as Jowett and O’Donnell conceptualise it: propaganda is a deliberate and systematic attempt to shape perceptions, manipulate cognitions, and direct behaviour to achieve a response that furthers the desired intent of the propagandist. Its systematic nature requires the longitudinal study of its progress. Because the essence of propaganda is its deliberateness of purpose, considerable investigation is required to find out what this purpose is.

The book describes in the chronological order – with the attention focused mainly on the 19th and the beginning of the 20th century – key elements of the evolution of the European Slavic studies in the context of integrative and disintegrative processes. These tendencies are situated within the framework of diverse Slavic studies and their sociopolitical and cultural surroundings. The illustration of this issue is provided by the comparison of the extensive factography from the history of the polymorphous discipline, discussed in the methodological, socio-environmental and ethnopolitical dimensions. The oppositions “centralism – particularisms” or “collective norm – individual norm” have been designed for the ordering of rich material from all regions of Slavdom – in the perspective of creating and breaking the canon of the scholarly discoveries and the representations of the essence of Slavic studies as such.
