The paper Japanese miracle versus thirty-six years of excellence in American searching groping presents the way in which a country which can ensure tile necessary from own resources only to the limestone and sulfur, having a hardworking population, highly disciplined, proud and persevering has managed to install in the consciousness of the world an undeniable phenomenon called Japanese miracle. In this paper the authors tried to decipher some of the mechanisms that have made the great achievements of Japanese. The authors believe that being forced to start from scratch, the availability and openness that they had in order to learn from others, especially from tile best managers of the moment, but also from their mistakes enhanced by the consistency and perseverance of not doing sacrificing quality, represented the main factors of success. The Japanese have used like nobody else the oil crisis as a great opportunity, by restructured and modernized their economy, while their total dependence on raw materials forced them to be imaginative into collaborations of all kinds and become very performant. No one before them has harnessed more the new technologies communications, coordination and mainstreaming.

Impact assessment of microfinance institutions in Nigeria: gaps, inefficiencies and emerging solutions

Microfinance has received a lot of attention recently, both from policy makers as well as in academic circles. Microfinance interventions have contributed significantly to small business development.The success story of microfinance schemes notwithstanding, they have the problem of excluding the poorest of the poor and at times do not have the characteristics that encourage entrepreneurial development. This paper reviews the achievements of the microfinance revolution’, through reference to the now extensive literature. It finds that there are many opportunities to improve and innovate. The interpretation reveals that as more the number of years of formal education of respondents, the more the level of enlightenment which will determine the level of annual savings. It is also confirmed that there is negative relationship be-tween the nature of business enterprises and social cultural expenses. This negative relationship could be explained as the more the expenditure on social and cultural issues the less the annual savings. To illustrate this finding, the paper concentrates on examining what we need to know to design and deliver better financial products to the poor, especially the poorest. It argues that financial services for the poor are essentially a matter of helping the poor turn their savings into sums large enough to satisfy a wide range of business,consumption, personal, social and asset-building needs.

Online Satirical News as Instances of Liquid Racism: Evidence from Greek

When discussing the relationship between humour and racism, research usually concentrates on ethnic or racist jokes or on other humorous texts which expressly target migrants or other minorities. Relevant studies more or less explicitly ascribe to critical humour studies investigating topics such as how and why humour targeting the linguistic, cultural, or religious Other reproduces and maintains social discrimination and inequality, as well as how and why the generic conventions of humorous genres do not incite the audience to think critically of their content but instead enhance their tolerance for discriminatory and racist standpoints. In this context, the present study explores humorous texts that at first sight appear to have antiracist intentions. More specifically, I analyse a corpus of satirical news coming from popular Greek websites and targeting majority people for their racist views and practices towards migrants. The analysis is based on the concepts of script opposition and target as defined in the framework of the General Theory of Verbal Humour. The findings suggest that distinguishing between antiracist and racist interpretations is not an easy or straightforward matter: humour seems to blur the boundary between racism and antiracism. In order to account for this dimension of humour, I exploit the concept of liquid racism put forward by Weaver (The Rhetoric of Racist Humour) to account for the ambiguities of humorous discourse when it involves racist and antiracist meanings and interpretations.

The aim of the article is to examine the opinions of teachers and specialists working in educational institutions on the use of virtual reality in education in Poland. The research also focuses on the issue of the availability of VR in schools, the possibility of using VR on school subjects and on the assessment of positive and negative aspects of the use of VR in teaching. Using Polish and foreign literature, in the context of various areas of human life, including education, therapy, rehabilitation or sport, the current state of knowledge and practical ways of using VR was analysed. In the empirical part of the article, the collected quantitative data were analysed, which, among other things, show that the majority of surveyed schools do not yet have VR. Teachers, on the other hand, see the educational potential of this technology and the majority of respondents would like to have VR in their school.

In today's world, where the importance of the visual is increasing and social media is being skillfully used by populists, the visualization of politics can be considered as transformative forces, as these processes make certain aspects of international relations visible and profoundly affect the way of understanding the state of affairs. When digital narratives and the imaginaries they signal are manipulated, as in the case of right-populist examples, they spread faster and have more impact. It is observed that the texture of right-populist discourse conforms to specific patterns and modes of representation. Methodologically, using multimodal discourse analysis, this article examines Turkey-EU relations visualized by the Alternative for Germany party and the images on Turkey-EU relations published by the European Parliament. The main argument is that the right-populist tone transforms Turkey-EU relations pejoratively and this tone is instrumentalized at different levels by coverging or diverging between national and international spheres.

ШТУЧНИЙ ІНТЕЛЕКТ В АКУСТИЦІ ФУНКЦІОНУВАННЯ КНИГОЗБІРЕНЬ УКРАЇНИ

The purpose of the study is to outline achievements, prospects for transformation and identify obstacles to the implementation of systems, elements of artificial intelligence (AI) and the algorithm for overcoming them in national library and information institutions. Research methodology: the principles of systematicity, generalisation, objectivity, and general methods of scientific research – analysis, synthesis, comparison, analytical monitoring of AI elements in libraries of the country – are applied. The scientific novelty of the work is to highlight, with an emphasis on key aspects, the obstacles to the addition of AI intellectual resources to the work of libraries in the realities of today. Conclusions. The article reflects the developments, main areas of use and reasons for limiting the intensive integration of AI systems and elements into library practice. Features of the application of AI components, practical potential of ultra-high-frequency technologies in national libraries. The above-mentioned practice in libraries is especially relevant during martial law and the times of profound changes. It will facilitate public access to information and self-education; access to advanced technological developments; allow further steps in the formation of a new digitalisation focus of libraries and modification of library activities; thoroughly form an approach to the vectors of the industry's influence on society; innovations in the model of library-user relations, taking into account civilisation challenges. The studied trends in the addition of intelligent systems and elements of artificial intelligence will contribute to the voluntarisation of technological proposals in library and information institutions. As a result of the study, the issue of compatibility of adding intellectual components to the work of the library industry with the realities of the country and the corresponding algorithm of actions for the long-term is considered.

The purpose of the article is to determine the functions of the libraries of Ukraine in the direction of the formation of information security of the state. The research methodology consists in the application of general scientific and special research methods: analysis, synthesis, generalisation, systematisation of materials, induction, and deduction. Scientific novelty. The views on the content of the concept of "information security" of foreign and domestic specialists were analysed. It was determined that "fakes" are only one of the types of information threats. The types of information threats have been established and the role and functions of library specialists have been determined in accordance with each of them in terms of preventing the occurrence and spread of inaccurate information. The main aspects regarding the formation of information security strategies by libraries of higher education institutions of Ukraine are considered. Conclusions. Information security is an important component of library activity. The entire set of measures is important for ensuring the security of information in the library and increasing users' trust in the library as a reliable source of information. To do this, the following practices should be used: protection of the network and library databases (containing not only metadata, but also full-text documents) from unauthorised access: installation of firewalls, anti-virus software, regular software and operating system updates; protection of confidential information: encryption of data, control of access to information, regular updating of passwords and verification of the security of third-party services; data backup: providing regular data backup to restore information in case of data loss or damage; employee training: training employees in the rules of information security, setting out the security policy, organising trainings and seminars.

The purpose of the research is to analyse effective methods and tools for promoting bibliographic products by leveraging the Internet capabilities within the context of libraries, particularly by examining existing practices and innovative strategies in the online space to enhance the accessibility of bibliographic resources. Research methodology. To study this problem, general scientific methods (analysis, synthesis, deduction, and induction) were used in relation to the use of marketing tools, social communications, Internet opportunities for the exchange and distribution of the resources bibliographic products in the modern library space of Ukraine. As a result of applying these methods, we have gained a deep understanding and analysis of the problems and opportunities in using marketing tools, social communications, and Internet capabilities for the exchange and dissemination of bibliographic production in modern libraries in Ukraine. The scientific novelty of the study arises from the fact that the subject of bibliographic production popularisation in Ukrainian libraries remains insufficiently developed, particularly in terms of promoting publications by means of the Internet, necessitating a comprehensive approach to studying all possibilities and identifying pathways for the development of library activity. Such a comprehensive approach will allow us to identify optimal pathways and development strategies for libraries in the digital age, which, in turn, will contribute to improving access to cultural heritage and information for the public, increasing information literacy, and supporting libraries as crucial agents of education and cultural development in society. Conclusions. The research examines the effectiveness of libraries’ promotional and informational activities in popularising bibliographic production through extensive Internet resources. Special attention is paid to primary tools for promoting bibliographic production in social media and incorporating crowdfunding instruments.

МУЛЬТИМЕДІЙНИЙ КОНТЕНТ БЛОГОСФЕРИ ЯК ІНСТРУМЕНТ ІНФОРМАЦІЙНОГО ВПЛИВУ

The purpose of the study is to determine the resources of the information influence of the content of the blogosphere of the Internet publication "Censor.NET". To realise this goal, it is necessary to solve the following tasks: perform a thematic analysis of the multimedia content of the blogosphere; analyse the performance of content topics; establish a typology of visual materials; determine the productivity and artistic features of using different types of content visualisation. The research methodology lies in the use of general scientific methods of analysis, synthesis, logical generalisations, the application of which made it possible to establish the thematic focus, typology of visualisation of textual information, their role in the implementation of informational influence on users of the blogosphere of the Internet publication "Censor.NET". The use of synchronous slice and statistical methods made it possible to establish quantitative indicators of the leading topics of posts in the blogosphere and types of visualisation of the analysed text. The synchronous slice is formed on the basis of a sample population. Visualisation was used to present the results of the study, in particular, regarding the topic of posts in the blogosphere and the types of visualisation of the analysed text. The scientific novelty of the work consists in the synchronous monitoring of the thematic direction and forms of visualisation of the content of the online publication, which makes it possible to evaluate its possibilities of exerting an informational influence on readers. Conclusions. The content of the blogosphere on the "Censor.NET" platform is a combination of textual and visual information. The thematic structure of the blogs indicates the top problems that are related to the political, military, socio-economic conditions of life in the country caused by the Russian-Ukrainian war. The content of the blogs indicates a high level of social instability, the expectation of aggression, as well as the activities of the Ukrainian authorities in relation to today's complex challenges. The most common visualisation methods include photos, screenshots, and videos. The specificity of the multimedia content of the blog is determined by the features of the blog platform and the nature of the publications. A blog with an optimal ratio of text and visual information helps to attract a wide target audience of readers, to exert an informational and emotional influence on them.

The purpose of the article is to demonstrate, based on the analysis of foreign and domestic publications, how social networks become an additional source of information for obtaining research and practical information of various directions. The research methodology is based on the inclusive use of general scientific (analysis, synthesis, comparison, descriptive, generalisation) and special research methods, in particular information science and the science of social communications. The bibliographic method, methods of processing textual information and content analysis of scientific information resources were not least important. The scientific novelty of the study consists in actualising attention to the practical-research possibilities of social networks as a source of basic or auxiliary information. Conclusions. The topics of publications that represent the possibilities of using social networks as a source of information for various purposes are quite broad and interesting for both scientists and marketers and other specialists. In general, we observed two important trends: firstly, despite the fact that the majority of users (for example, 76.6% of Ukrainians) use social networks to obtain information and communicate, their role as a source of information for practical application at work is increasingly growing, conducting various studies, presenting conclusions about various facts and trends that prevail in social life, as well as for the purpose of improving marketing or business projects. Secondly, perhaps due to the actualisation of the first trend, research has recently intensified, which presents the analysis of publications devoted to the use of social networks with different purposes in different areas, for example, in education, tourism, and so on. The latter makes it possible to quickly navigate a large array of publications and decide on those that can be useful for the implementation of research, work or business tasks related to the need to analyse information from social networks.

The purpose of the article is to analyse the main advantages of social media in the advertising of tourist and hotel services with the emphasis on the results of network communication. Research methodology. Since the research topic is interdisciplinary, its coverage involves an inclusive combination of a number of methods and approaches integrated from various fields of scientific knowledge – social communications, management, information activities, medieval studies, and others. The establishment of close scientific and integration ties between them made it possible to formulate a systematic understanding of social media as an effective communication tool for the promotion of services in the tourism and hotel spheres. General scientific methods are also used: analysis, synthesis, analogy, comparison, generalisation of results, and more. The scientific novelty of the research consists in drawing attention to the communication possibilities of social media in advertising and attracting new customers. Conclusions. Social media is becoming an important marketing tool in the travel industry, most crucial in advertising, attracting customers and selling services for the hotel and tourism business due to the experiential nature of hospitality products. The significant reduction of the technological barrier to the possibility of searching for information on the Internet for ordinary travellers plays a significant role in this. Mobile devices play the most important role in this today. Therefore, most companies include social media in their strategic plan for advertising and positioning in the market, in particular to monitor customer feedback, respond to comments and communicate more actively with potential and regular customers. Because any information posted on social media instantly becomes publicly available and significantly affects the trust and reputation of the company. Those companies that pay attention to the need for specialised social media management with the introduction of a corresponding position will not only retain customers and attract new ones, but will also improve their business practices and revenue levels.

The purpose of the article is to study the peculiarities of the use of Internet resources for the formation of a positive image of a modern higher education institution (HEI). Research methodology: analysis, synthesis, generalisation of theoretical data from the research problem, systematisation, content analysis. The scientific novelty is the expansion of knowledge about the use of Internet resources by higher education institutions of Ukraine to create a positive image. We have formulated recommendations to improve this process. Conclusions. It has been established that today the most relevant and effective component of forming a positive image of educational institution is the presentation of its activities on the Internet. It is noted that websites and social networks are currently the most promising means that provide ample opportunities for higher educational institutions to talk about themselves and popularise information about their activities in the virtual space. It has been noted that in recent years, the websites of HEIs have given way to social networks, which are actively used by their target audience. It has been observed that most of the information that was previously posted exclusively on websites is duplicated in the social networks of HEIs. It has been established that EIs posts current news, announcements, photos, and videos from various activities, events on their social media pages. Therefore, HEIs should make great efforts to form a positive image, as the competition in the market of educational services is growing every year. In particular, it is necessary to pay considerable attention to the use of various Internet resources, among which the most effective today are the website and social networks.

Gender disparity and gender imbalance are globally pervasive in academia. Research into gender disparity characterizing gender differences uses metrics such as publication rates, author contributions, citation rates and research impact. Previous studies are contradictory in their findings and are limited in scope. As such, the current study examines the research contribution of both men and women in Shimla, Himachal Pradesh, India. A Scopus search was used to identify all articles published over a 20-year period (1999-2018). For each article in the final sample of 2,881 publications, the gender the first author was identified. Both the number and the growth rate of publications by women were lower than those by men. Conversely, the growth in citation rate was higher for women in 2009 and 2016. Gender disparity was found to be highest at the Indian Institute of Wheat and Barley Research and less severe at the HP Govt. Dental College.

The development of new technologies has a significant impact on many artistic fields, with work processes redefined and new digital tools can join analog ones to become a continuation of the creator's hand. The goal of this research is to determine the possibility of using digital and analog tools in art education. The research was conducted among students/future teachers, with the aim of determining the extent to which digital and analog tools are suitable for certain art design, and to examine the methodological specifics of the implementation of such classes. The research “Development of digital competences and their influence on innovative approaches in the teaching practice of students of the Academy of Fine Arts of the University of Sarajevo” foresees a series of activities, which require that students, through lectures, seminars and workshops, become familiar with new possibilities of digital and analog tools, and to implement the acquired knowledge in their teaching practice. The impact of the research is reflected in the strengthening of students' output competencies, their preparation for independent activity in the primary educational context. Digital and analog tools, along with the application of the general laws of visual language, will have an empowering effect on students and future teachers, but also on the end users of the acquired knowledge, that is, on the students of Canton Sarajevo primary schools. The use of digital and analog tools for the purpose of creating an art solution will enable all participants of the research activities to develop a wide range of creative skills and expand their output digital competences, as well as easier design and construction of a personal art manuscript. The results of the research can be a real incentive for the modernization of the university education program, the lifelong training program for art teachers, and current and future teaching practices, which primarily want to respond to the challenges of social aspirations.

DIGITIZING THE COIN FINDS OF UKRAINE

This article introduces the Coin Finds of Ukraine (CFU), an ongoing, collaborative project to digitize and catalogue classical Greek coin finds (500-1 BCE) on the territory of modern Ukraine, which brings together resources and expertise from several participating institutions. An inventory of published coin finds that aims at comprehensiveness is an important contribution to preserving Ukrainian cultural heritage. To date, CFU has completed two major project phases. This paper will acquaint readers with CFU‘s goals, methodology, and results so far, as well as provide some preliminary discussion of the results. It will also highlight the ways that CFU‘s data is incomplete and chart future project goals.

Електронні технології на виборах та референдумах: теорія і практика

The article is devoted to the study of the theory and practice of using electronic technologies in elections and referendums in the context of guaranteeing the established international principles of electoral law. The relevance of the topic is related to the adoption of the Law of Ukraine "On the All-Ukrainian Referendum", which allows the use of information and telecommunication technologies during its organization and conduct. The subject of the study is the theory and practice of using electronic technologies in elections and referendums in Ukraine and abroad. The purpose of the article is to analyze the use of electronic technologies in the process of administration, preparation and conduct of elections, which can be similarly used in the all-Ukrainian referendum in the context of ensuring the principles of electoral law, and also to clarify the technical side of their implementation. The study applies the method of analysis and synthesis of scientific information, comparative legal and dialectical methods of scientific cognition. The norms of domestic legislation on holding elections and the all-Ukrainian referendum on the use of electronic technologies have been studied. International standards of the implementation of e-voting technology, as well as the main recommendations of the Venice Commission and the Committee of Ministers on preventing violations of the principle of fair and free elections during the use of information technologies, were analyzed. Special attention was paid to the study of legal opinions of courts of foreign countries regarding problematic aspects and possible violation of voting principles when using e-voting technology (USA, Germany, India, Albania). It was concluded that the international community does not distinguish between using of electronic voting programs in elections and referendums, applying the same approaches to the implementation of electoral principles. Recommendations for domestic legislative activity and the practice of election administration are outlined. The possible use of such leading information and telecommunication technologies as biometric identification, online registration of political parties and candidates, electronic voting, optical scanning of paper ballots, recording of a paper trail, cryptography, etc. has been revealed. The analysis of judicial practice made it possible to conclude that in order to comply with the public nature of the election process it is important to guarantee cybersecurity, protection of personal data and the results of will detection by recording a paper trail. Finally, attention was drawn to the problem of legislative regulation of electronic procedures during the allUkrainian referendum without their consistency and harmonization with the provisions of the Election Code of Ukraine. The obsolescence of the procedure for initiating a national referendum enshrined in the Constitution of Ukraine and detailed in the law, which needs to be modernized, is emphasized.
