Communications are complicated processes, that cover several interrelated stages, each of which is important for understanding of addressee the essence of the sent message. If one ignore some rules of submitting of the information, its content may be strained or even lost. So one should choose such method of communication, which can provide the most effective and the safest exchange of information in every management situation.The subject of the research are communications in the system of organization management.The aim of the publication is to find out the role of communicative process in the organization management,to research the advantages, disadvantages and barrier of different kinds of communication.Results of the work may find its practical application in management of modern domestic enterprises and organizations.Creating of effective inner and outer communications is achieved by well-organized communicative process.Communications are that chain, which combines all elements of organization in the integral system.At the same time, communication is not limited by a simple data transmission. It must be carried out in such a way, that sent information would motivate actions of whom it was addressed. And it is possible by a condition,when both sides are sure, that solution and appropriate actions on the base of given information will improve the situation. That is why the information must be reliable, timely, complete and relevant.Requirements for information are not the same on different stages of management process. When defining goals, a great value have the amount of information, its scientific and technical novelty, completeness. In assessing the information, its structure is important, which gives an opportunity to use systematic approach to analyze the situation. When developing management solutions – its timeliness, completeness, possibility of automated processing etc.In general, we should notice, that operative exploration of gathering, processing and effective using of the information rises as a strategic task of management. From its solution depends the rapidity of finding and the actuality of adoption and implementation of management decisions.The wide using of informational technologies radically affected on the organization of communicative processes in modern society: establishing of relations became easier, the information interchange got almost instantaneous nature, the dependence on location of communicants decreased, new ways of communication,which brought closer a distance communication to direct, appeared.

Purpose: The development of public TV stations most clearly reveals that in Europe the state tends to withdraw from a lot of its duties and concede them to society. How does that actually happen in post communist countries? Results: The main problems are the lack of political culture, political will for liberalization of the electronic media and desire for honest public debate. Contributions: We can say that for the political fairness of public electronic media, we need honesty and responsibility from each and every journalist. The key problem is whether the political and social situation allows such discourse in electronic media, which is crucial for democracy itself.

Purpose: To research features of TV programming regarding the presence of Bulgarian films on the TV screens Results: Proves that commercial TV programming is deliberately aimed at the most uneducated part of the audience and meets its needs. This was achieved via one year monitoring of the leading Bulgarian TV stations. Contributions: This research exposes a huge problem in the promotion of socio-cultural patterns of behavior and mass culture. Everybody can do as they wish, as long as they win, as the neo-liberals say. The problem is that the cost of forced mediocrity will then be paid by everyone.

The article considers the essence of the realization of the right to freedom of speech on the Internet. The guarantees of the right to free expression of views in the online mode in a democratic state have been investigated. Taking into account both positive and negative consequences (we are talking about cyber and hacker attacks), as well as the speed and possibilities of the network, the issues of state regulation of Internet content are becoming relevant. As we see, in the present conditions, the need to provide and observe guarantees of human rights in the Internet, namely freedom of speech and freedom of expression, becomes urgent. Now, emphasizing the need to introduce human rights standards on the Internet at the national level, the Council of Europe is developing numerous recommendations and comments, taking into account the peculiarities of the legislation and the state of many countries. The difficulty for Ukraine lies in the fact that, first of all, the requirements of national legislation should be adapted to international provisions. The prescriptions and provisions of the current legislation of Ukraine, mechanisms for revealing the balance between state interests and citizens' rights on the example of foreign countries are analyzed. Attention is focused on the existing problems of ensuring the right to freedom of expression on the Internet, ways of possible legal regulation of the information on-line space, taking into account the compulsory observance of human rights, are suggested. The role of the public in controlling Internet activities deserves special attention. It is noteworthy that the Internet Association of Ukraine operates in our country, one of whose functions is cooperation with the Verkhovna Rada of Ukraine committees on the development, adjustment and analysis of the regulatory and legal framework governing Internet activities. In our opinion, it would be advisable to expand its powers, considering its decision along with other human rights media organizations to control the circulation of online information, because only in the case of consolidated activities of all those interested in the development of Internet regulation of subjects, they will be able to professionally approach the evaluation of various materials. Taking into account what has been said, it can be stated that the issue of freedom of speech in Internet sources has certain features, legal specifics and requires concretization. The balance between the information society and the state requires respect for the principle of proportionality, promotes the realization of human rights, provides for exclusively those restrictions that are necessary in a democratic society. In addition, legislative regulation and the delineation of the concepts "authorized statements" and "statements are illegal", that is, violating rights, is an urgent necessity in a state governed by the rule of law. When considering the category of "content that may cause concern in terms of tolerance and respect for others," it is important for the legislator not only to adopt norms that impose prohibitions, but also to try to find the root causes of misunderstandings in society, to set the vector for avoiding discriminatory influences, minimizing the likelihood of violations of law on freedom of expression.

The purpose of the article is to analyze the main aspects of the use of the information system of the port community in Ukraine.The article investigates the use of the information system of the port community in seaports. The normative-legal, institutional support for using the information system of the port community is analyzed. The main directions of problems of practical work with the help of the information system of the port community during the implementation of customs control and customs clearance in Ukraine are given. It was clarified that the private firm monopolized the data processing process in the ports of Ukraine, and the program developed by it does not comply with the current legislation, in particular the Customs Code of Ukraine, and has acquired significant powers in terms of establishing the conditions of access and operation of the information system of the port community.Scientific novelty consists in complex consideration of issues related to the procedure and features of functioning of the information system of the port community in the seaports of Ukraine. The practical significance is to focus on the negative consequences of non-interference of government agencies in a situation that has all the signs of corruption and the need to address the existing problem issues related to the implementation of the "single window" principle, in particular, the DFS of Ukraine. The results of the study can be used by public authorities, in particular, within the framework of the DFS of Ukraine, AMPU, to improve the mechanism of information exchange between actors and state controlling bodies in the seaports of Ukraine.

ПРОБЛЕМИ ФУНКЦІОНУВАННЯ МЕРЕЖІ ІНФОРМАЦІЙНО-АНАЛІТИЧНИХ ЦЕНТРІВ УКРАЇНИ НА СУЧАСНОМУ ЕТАПІ

The purpose of the article is to analyze the main problems of functioning the information-analytical centers (IAC) of Ukraine on the modern stage. The methodology of the research is based, firstly, on multifactorial analysis which is directed on the complex studying of internal and external factors of IAC work with the purpose of revealing its key problems, and, secondly, on methods of generalization and typology, thanks to which is possible to form and separate closely connected blocks of problems. The scientific novelty of the work is in separation the key blocks of problems of IAC functioning in Ukraine nowadays: 1) financial (absence of stable financing from the state, lack of institutional grants, problems of legislative regulation of diversification of sources of income, etc.); 2) communicative (absence of the proper level of communication between IAC, power institutions, and business, between different subjects of analytical activity); 3) institutional-regulatory (“hybrid” and situational type of activity of major agents of the information-analytical market, absence of Ukrainian IAC association, etc.); 4) educational-scientific (“staff shortage” which is closely connected with the absence of educational centers of analysts’ advanced training); 5) reputational (low level of Ukrainian IAC integration into the global analytical community, non-system work in raising the level of Ukrainian society trust to IAC, weak presence on the regional level, non-effective media activity, etc.). Conclusions. It is affirmed that the IAC NET of Ukraine as the basis for the effective intelligent platform for the management decisionmaking process which, is still on the stage of evolution and formation, nonetheless, its activity is not only possible but also is effective, even note the closed nature of the political system and the risk of increasing social tensions, given the unresolved nature of many socio-economic problems in Ukraine nowadays.

The article examines the problem issues of the determination of the jurisdiction of the courts in the implementation of the protection of the rights of the intellectual property given the establishment of a specialized judicial institution in Ukraine for consideration and settlement of disputes in this area – The High Court of the issues of the intellectual property, however, which has not begun its work yet. The ambiguous interpretation and law is the application of the legislation, which regulates the jurisdiction of the cases of the specified category, is connected, first of all, with the different interpretation both by judges and persons, who apply for protection of the rights of the intellectual property of the p. 16 of the Transitional provisions of the Commercial Procedural Code of Ukraine, which provides that ‘before the beginning of the work of the High Court on the issues of the intellectual property case regarding the rights of the intellectual property are considered under the rules that are in force after the entry into force of this version of the Code, by the courts in accordance with the rules of jurisdiction (criminality), which operated before the entry into force of this version of the Code’.

Šiame straipsnyje atkreipiamas dėmesys į visiškai naują vertimo studijų objektą – kompiuterinius vaizdo žaidimus. Jame apžvelgiami skirtingi akademiniai požiūriai į lokalizacijos reiškinį ir pagrindiniai žaidimų lokalizacijos etapai. Pasitelkus A. Chestermano pasiūlytą vertimo strategijų modelį ir semiotinę analizę, kompleksiškai analizuojami du žaidimo „Half-Life 2“ lokalizacijos į rusų kalbą variantai (lokalizaciją atliko bendrovės „Valve Corporation“ ir „Buka“), tiriama, kuris iš jų yra priimtinesnis rusakalbiams vartotojams. Atliekant tyrimą išnagrinėta į rusų kalbą lokalizuoto žaidimo „Half-Life 2“ tekstų visuma, kurią sudaro informacinio, ekspresyviojo ir audiovizualinio tipo tekstai. Teigiama, kad lokalizuoto žaidimo sėkmė tikslinėje rinkoje priklauso nuo sėkmingo vertimo strategijų naudojimo. Sukurtų žaidimo lokalizacijos variantų lyginamoji analizė patvirtina, kad abiejuose naudotos beveik visos vertimo strategijos, tačiau tai daryta verčiant skirtingas programos įrašų sekas. Rusų bendrovės „Buka“ sukurta žaidimo „Half-Life 2“ lokalizacijos versija yra tikslesnė rusų kalbos taisyklingumo prasme, būtent ji yra priimtiniausia rusakalbiams vartotojams ir populiariausia tarp jų. Tai lėmė tinkamas vertimo strategijų pasirinkimas verčiant skirtingų tipų žaidimo tekstus, profesionalus subtitravimas ir įgarsinimas atsižvelgiant į vartotojų pastabas ir pasiūlymus.

The purpose of the study was to analyze the city of Dnepr for the suitability of movement of people with limited mobility. The need to create an accessible environment for the movement of people with disabilities and people with limited mobility. The main problem faced by these people is the inaccessibility of the living environment, namely, education, employment and communication. Considered the central streets of the city. Movement problems on footpaths and entrances to buildings were identified. The basic requirements for footpaths and their adaptation to people with limited mobility are given. Proposed solutions to the problems of communication for people with disabilities. The need to comply with the requirements of building codes for functional planning elements of buildings, and especially of communication between them.

Economic and mathematical analysis was carried out and linear and non-linear regression equations were built in this article in order to forecast the Digital Economy and Society Index (DESI) for Belarus. This will position the country in the most important indicator for assessing the prospects of the digital economy modern development. The subject of the research is organizational, economic and managerial relations in the process of development of the digital economy. The aim of the research is compilation of an economic and mathematical model based on statistical data to calculate the predicted value of the targeted index for the Republic of Belarus. Research methods. During the study the general scientific and formalized research methods were used: analysis and synthesis, systematization and classification, statistical collection of information, SWOT analysis and ABC analysis, correlation and regression, economic and mathematical modeling, and others. Results of work. Based on the polynomial regression equation obtained, a forecast for the Digital Economy and Society Index (DESI) for Belarus is made. This index is currently not calculated in the Republic of Belarus. The scope of the results. Research organizations, government bodies, educational institutions.

Прогнозирование миграционных процессов методами цифровой демографии

The nature and intensity of migration processes are constantly changing. Demographic statistics are not suitable for obtaining up-to-date information and making timely decisions in the field of demographic and social policy. Thus, digital demography is becoming increasingly important, as this area of population research uses new methods and data sources resulting from the Internet expansion and the digitalisation of society. Using digital demography methods and emerging data sources, the study aims to identify current migration trends in Russia at the municipal level. The duality of the object (real and virtual population) and methods (demographic and data science methods) of digital demography is demonstrated. Digital data sources for studying migration and relevant processing methods were considered. Further, it was proposed to assess migration flows by examining social network information and graphs of migration routes. The analysis of data obtained from the “Virtual population of Russia” project for 2356 urban and municipal regions revealed the features of intermunicipal migration and the centres of migration attraction in the country. An indicator for assessing the potential of future migrations based on the graphs of migration routes was presented. The analysis results show that balanced spatial development of Russia requires the stimulation of human capital development in local centres characterised by high migration potential. These include regional capitals, “second” cities in terms of population, and some research and industrial centres. The study findings can be used to consider demographic processes at the municipal level and elaborate strategic documents in the field of regional spatial development. Further digitalisation and the implementation of digital economy projects will lead to the accumulation of population data at the national level. Therefore, future research should focus on improving digital demography methods for studying and forecasting demographic processes.

The article emphasizes the role of the advancement of modern science and new technologies in forecasting research as a key factor for making prognoses for the future. It presents the concept of technoscience, developed by the author, as a blend and symbiosis of modern science and technologies, converging on the basis of similar purposes, objects of treatment and outcomes, as well as of the rising engagement with social interests and attitudes. Furthermore, the main kinds of forecasting research with their specifics, advantages and limitations are outlined, pointing out the special role of building foresight scenarios for the future as a prognosis and policy instrument. The tendencies in this field of research are identified, revealing the challenges related to modern technoscience, and the possible solutions.

ПРОИЗВОДСТВО И ПОТРЕБЛЕНИЕ ИЗОБРАЖЕНИЙ В ЦИФРОВУЮ ЭПОХУ

The article traces the changes in everyday practices of production and consumption of amateur photographs at the beginning of the XXIst century. The authors argue that transformations were caused by a massive shift towards use of digital cameras and by rapid development of Web 2.0. As a result, the number of amateur photographs posted in Internet has dramatically increased. This led to criticism resulted in uprising of specific resistance practices. Among the resistance practices are return to film-type cameras and the lomography movement.
