The clash between preserving traditions and preserving institutions in administrative law. From the collector to the computer. Lectio magistralis

Summary/Abstract: The present study proposes an incursion into two themes that we appreciate as topical not only for the present era, but also for those to come. It is about a compatibility between two aspects of the administration's activity that seem, somewhat at extremes: on the one hand, about articles, which give the identity of all traditional people, in the forms and fields in which they are found and manifested, and on the other hand, about the modernization of the administration, through the digitization process, of the basis were laid at the programmatic level after 1990, through I administration and I Government. Each of them, the authorities competent to carry them out, the relations between them and those with the beneficiaries of public services, the forms of manifestation are analyzed, and in the final part, of conclusions, some proposals are outlined that can be considered in order to succeed achieving that balance between preserving identity, through traditions, and "welcoming" the institutions.
