Сільський туризм у контексті розвитку соціокультурних послуг в умовах децентралізації в Україні

The purpose of the article is to study the issue of financing the socio-cultural development of communities in the context of the introduction of administrative reform and the decentralization of power and budgetary authority, their transfer and expansion at the local level. The methodology of the research is based on the use of structural-system, cultural, historical-comparative approaches and critical analysis of theoretical and practical data in identifying ways of financing the socio-cultural sphere in the context of decentralization. Scientific novelty consists in developing approaches to introduce self-financing mechanisms for the sociocultural sphere in rural areas, taking into account the redistribution of budgetary powers through the development of entrepreneurial activities in the countryside, namely, the expansion of the sphere of activity of the local population. Conclusions. The introduction of decentralization allows the use of community budget funds to finance the socio-cultural sphere. One of the types of services provided on a commercial basis and which can take over the functions of financing free socio-cultural services is rural tourism, which has resource potential for development and is a popular type of tourism in developed countries.

The text examines the self-presentation of museums to each other by tracking digital posts on Facebook profiles focused on cultural heritage. However, the main goal of a large part of those working in the field of culture and museums was to remain visible. This happens with the help of social networks, where museums are presented weakly, monotonously and boringly. It is possible that these "museum" media are not recognized as common to all institutions, and the limited access of some of them hinders their promotion. Because of this, the significant events that museums have created remain unknown to general audiences.

Seasonality is analyzed as the main element of the most mass tourism types. Events are defi ned as an essential part of the tourist development of destinations, a factor for attracting visitors, promoting investment, improving the image and revitalizing the local economy. The effect of this development can be twofold: on the one hand, by identifying and discussing the main concept of events, it will contribute to the enrichment of scientifi c knowledge in the fi eld with potential for future research work. On the other hand, it can be benefi cial to destination managers as it will offer a better understanding of the importance of conducting unique events for the formation of destination image, seasonal decline, and the development of a sustainable economy based on tourism.

New technologies that aim to make attractive and dynamic atmosphere in the museum, to ensure proper memorable information, to make the visitors active participants in an educational process, to create authentic environment and to ensure full protection of artifacts are introduced in exterior and exterior expositional design of the contemporary museum. Further, spaces are designed especially for museums, where the built environment, interior design, key constructive elements, lighting, multimedia, interactive walls, kiosks, holograms, theatrical scenery, texts, graphics, etc. build an atmosphere in which a "time machine" sends visitors back in time, helping them to experience the time and place of the theme of the museum. The publication investigated and analyzed the methods and stages of design achieved by means of new technologies and spatial decisions. It discusses examples of temporary and permanent exhibitions of modern architectural spaces and the introduction of new technologies in museums which are architectural monuments.

The article discusses the dynamics of the development of the cruise business in the process of globalization and the integration of regional tourism markets, topical issues of modernization of the cruise infrastructure of coastal areas, the interaction of the ports of the Black Sea cruise region with international cruise operators. The main patterns and tendencies of tourist demand, the main constraints on visiting the Black Sea ports by cruise ships are analyzed, the problems of the influence of the cruise industry on the marine economy complex and international tourist flows are considered. Potential sources of income for coastal states have been identified due to the expansion of tourist services programs in seaports and the assistance of state bodies. Based on the study, recommendations are proposed to improve the development of the cruise industry in the Black Sea cruise region.

The study states that on a global scale, in modern conditions of development, individual countries pay special attention to pay for their security by identifying with countries with different cultural structures of society. The expression against the opposition of separate cultures with the attacks on cultural sites in different parts of our planet, which have become more frequent in the first two decades of the 21st century. One of the greatest dangers to humanity is modern terrorism within cultural sites. Directions for this type of terrorism are considered and included in the development. One direction is in connection with the spiritual culture of man. The object of such terror are the basic values of the individual. Another direction is the destruction of material movement and immovable cultural heritage. The purpose of this study is to study and analyze terrorism against cultural values as a social phenomenon and on this basis to outline the main guidelines and tools in preventing and combating this type of terrorism. A comprehensive set of measures that the world community uses to combat terrorism on cultural sites is outlined.

The scientific report aims to explore the possibilities for integrated management of tourist districts as a prerequisite for tourism development. The emphasis is placed on theme parks as a new paradigm for the experience economy. The attention is drawn to product specialization in the management of tourist districts in Bulgaria. The authors argue that effective marketing management enables the structure of supply and demand to be synchronized through the formation of several tourism products, including theme parks. A successful business model of an innovative theme park is considered – Terme Bucharest – Romania which offers the highest standards of quality in the wellness and entertainment industry.

Bulgarian tourism has been experiencing strong and steady pace of development for the last decade. Its rapid growth made the tourism industry a priority for the state government and business alike. In 2007 Bulgaria faced a challenge that would inevitably influence on its further level of performance. The official accession of Bulgaria to the EU on 01.01.2007 would have a very contradictory impact on the tourism industry in terms of its attractiveness for existing and potential target markets. This situation seems to become even more complicated with the global economic and financial crisis, entering Europe. In terms of the economic uncertainty, and shrinkage in business activity, Bulgaria is confronted with the dilemma to evaluate its most important markets, generating tourist flows. And logically here comes the question – what is the role of the Balkan countries for the current and prospective tourism performance of the country?The paper is intended to make an analysis of the strengths and weaknesses Bulgaria meets in scope of its inbound and outbound tourism to and from the countries from the Balkan peninsula.
