THE EVOLUTION OF THE MEDICAL SYSTEM AND HEALTH STATUS IN ROMANIA AFTER THE COLLAPSE OF COMMUNISM

The purpose of the present paper is to analyse the changes that occurred in the Romanian medical system since the communism’s collapse and until nowadays and to determine the evolution of the population’s health status during this period. During the last 25 years, the public Romanian healthcare system has been struggling to cope with underfunding. Our results indicate that this fact had a significant influence on both the medical assistance, reflected in physicians’ emigration and poor healthcare conditions, especially in rural areas, and on the individuals’ health status, Romania being far behind other EU states from this point of view.

The article deals with the analysis of “intersubjective (collaborative) creative work” phenomenon in the concept of philosophical anthropology of intersubjective pedagogy. A detailed description of all structural components of the studied intersubjective crea-tive activity and principles of its realization are provided. Based on the analysis of philosophical, pedagogical and psychological literature a new definition of the term “intersubjective creative work” is introduced. Special consideration is given to the stages of its development facilitated by the use of drama games. The understanding of the essence of intersubjective creative work phenomenon infers that it includes both the process of creating new products in different spheres of life and the process of unconventional thinking skills’ development. It also contributes to the enhancement of self-improvement skills and promotes creative cooperation, which is instrumental in the establishment of effective communication with people in different environment. The highest level of intersubjec-tive creative work development and its realization are approached as an intersubjective reality, which includes poliphonism, deep involvement with current events, freedom of creativity, and an opportunity for personal realization.

В ПОИСКЕ ПУТЕЙ ЭФФЕКТИВНОГО ВЗАИМОДЕЙСТВИЯ НАУКИ, ОБРАЗОВАНИЯ И ПРОИЗВОДСТВА

The article examines the problem of interaction among science, education and industrial production as a decisive factor for the in-novative economy development and for the increase of national competitiveness. Due to the accelerating rate of global development a need for a comparative research in this field increases. The research is essential for deeper understanding of our own development experience in comparison to the foreign one. The author considers characteristic features inherent to the development of integration processes taking place in Turkey and Russia. The forms and areas of possible cooperation are studied as well. The main principals of the Turkish higher education (HE) transition to a qualitative model of the  stable development, enhancement of the universities' role in the promotion of the state scientific and innovative systems, caused by the enlargement of  the University research funding are revealed. Low effectiveness of the Russian universities involvement into the process of innovative development acceleration is conditioned by the lack of research funding, reduction  of scientific personnel, insufficient orientation of students towards research work. Efforts aimed at the development of the institutes’ scientific potential and further capitalization of the institutions’ scientific reputation are present in both countries. A research of the Turkish experience in the area of HE, its interaction with science and in-dustry has led to the development of constructive ideas. They are instrumental in solving such common problems as promotion of active private-state partnerships in professional training, creation of quality culture, intensification of international cooperation in scientific and academic spheres.

ОТЛИЧИЯ В ПОНИМАНИИ СУЩНОСТИ ЭЛЕКТРОННОГО ПРАВОСУДИЯ В РОССИИ И ЗА РУБЕЖОМ

The article is concerned with the study of the advanced legal phenomenon, which is new for both our country and the world legal community as a whole. In modern legal science and contemporary literature this phenomenon is called “e-justice”. The analysis of publications issued by legal experts, both theorists and practitioners, was conducted by the author. The research was carried out to identify a number of approaches facilitative in the understanding of the e-justice essence. As a result, two main approaches to the definition of the legal phenomenon in focus were revealed: an approach based on the simple enumeration of elements composing the phenomenon and the definition of e-justice as a method of justice realization based on the use of information technologies. At the same time, the author indicates that the last definition does not clarify whether the use of information technologies is applicable in the production of all or only some legal proceedings. Moreover, the majority of domestic authors, revealing the essence of e-justice, do not impose an obligation to express all procedural actions in an electronic form. They recognize such opportunity only for legal proceedings under statutory conditions. Considering deep foreign experience in information technologies’ employment in judicial practice, the author concludes that it is essential to adopt such understanding of e-justice, which implies the of use of information technologies in the production of all legal proceedings.

The article looks at the Ukrainian citizens of Polish descent that have arrived in Poland from eastern Ukraine in the aftermath of the war in Donbass. The article is based on the research conducted by the author among the evacuees and the staff of the institutions participating in the evacuation. The first section introduces legal framework of the evacuation and stay in Poland. In the second section, the author covers socio‑demographic characteristics of the evacuees and prospects for their adaptation. In conclusion, the issue of evacuees is discussed in light of the Polish immigration strategy.

In the paper the authors deal with the issue of the perception of people with disabilities by people working as their assistants. They compare two assistance programs for people with disabilities – the program of the city of Warsaw and the program of the Office for People with Disabilities at the University of Warsaw. The authors show that in the assistants’ statements one can find three images of “strangeness” of people with disabilities and analyze in details their content. Only one of them is a picture showing a social inclusion, and two others – although they seem to be positive – create distance between people with disabilities and the rest of society.

This Article provides an overview of the current problems concerning the political rights of persons with disabilities, i.e. the right to vote and be elected. The Convention on the Rights of Persons with Disabilities guarantees that persons with disabilities should have the opportunity to be actively involved in decision-making processes about policies and programmes, including those directly concerning them. However, despite various instruments and undertakings, persons with disabilities continue to face barriers in their participation as equal members of society and violations of their human rights in all parts of the world.

Niepełnosprawni – przełamywanie stereotypów i barier integracji

Social policy as well as change of people’s mentality in Poland eliminated or mitigated some of barriers to integration. Nevertheless the disabled are still one of the disfavoured social groups. These barriers exist in labour market, in urban architecture, in social attitudes towards disable people. It is shown in this article how a stereotype of disable person has been changed for over last twenty years and how difficult is to grasp the scale of discrimination. Social perception of disability is diversified through different situation in which they are in and through different situation the other people are in. In order to present this diversity the life course perspective was adopted. For young disabled and their parents the crutial question is how broadly and how friendly the educational system is open for them, for adults – the labour market, the reliant seniors have to face another problems. On the other hand changes in social opinions and the role of media, NGO-s, local government are presented here. The empirical basement of the article are various existing data collected by official state institutions, organizations, sociological surveys and studies.

The article shows the role of comprehensive rehabilitation in restoring good health, ability and in social and professional activation of the growing population of the disabled. The author discusses changes that have occurred in the approach to disability over time. The paper stresses the importance of comprehensive rehabilitation including medical, social and professional rehabilitation due to the fact that rehabilitation results depend on the work of a team of professionals from different fields working under the direction of a doctor specialised in rehabilitation medicine. It also presents acts of international and domestic law pursuant to which Poland should provide the disabled with equal and quick access to comprehensive rehabilitation, thus enabling them to participate in all aspects of life as fully as possible.

This article aims to show that the universal design which developed out of different stages of including people with body and mental impairments in the full stream of life of the societies, is a highest and most civilised way of designing the human environment for everyone. It is not only the most developed way of treating human needs but also most innovative one, as the studies show. The author presents the development and progress of the tendency, specific trends in universal design and its relations with sustainability. The newest perspective for implementing the universal design is created by the aspect of the cultural inclusion, which shows the problems of integrating people of all kinds and possibilities with the societies in the light of chances for participation in the social life.

Niepełnosprawni w środowisku zamieszkania – projektowanie działań włączających w gminie

The article discusses the situation of disabled people pointing to the barriers they face in their daily lives. According to the logic of the EU local government has a duty to include enable people with disabilities in the society. Local government actions are supported by the EU’s strategic initiatives. The most important of these is the European Disability Strategy 2010–2020 Case. Renewed commitment to a barrier-free Europe. The document indicates 8 areas in which action should be taken to the inclusion of disabled people, to which overarching objectives and actions foreseen at the level of strategy were aassigned. The authors of this paper propose a model to include activities, which may be undertaken by Polish local governments (community level) grouping them as those addressed to the living space and the immediate surroundings and the wider environment of residence.
