In order to bring healthy political choices to its troubled eastern neighbourhood, the EU should follow a 12-point plan focusing on a more nuanced policy towards Russia, stronger regional ties between Eastern partners, tailored EU conditionalities and an integration approach better suited to EaP countries, as well as improving EU political capacities in the region.

A Court of Justice judgment appears to have not resolved a dispute over the application of EU trade agreements with Morocco to occupied territory in Western Sahara. It confirmed, however, that the EU has not developed trade policy in relation to occupied and separatist areas that would be in line with international law. The absence of such policy negatively affects EU diplomacy and the coherence of its foreign policy, particularly in the field of sanctions. Poland could propose a review of the application of EU trade agreements to contested areas.

On 14 November 2009, Europa Nostra, the Pan European Federation for Cultural Heritage, organised a Forum bringing together one hundred heritage professionals and interested members of the public from across Europe at UNESCO Headquarters in Paris to discuss possible ways forward in the protection of the cultural heritage in Kosovo. // While recognising the scale of deliberate heritage destruction in the recent past, the continuing threats and state of disrepair of many historic buildings and sites, both listed and non-listed, the preparatory meetings generated positive energy and some optimism for the future. Among the individuals with a heart for cultural heritage there is a genuine will to get to know one another and to act together for the benefit of the safeguard of the cultural heritage in Kosovo, as an integral part of Europe’s common cultural heritage. The discussions yielded a wealth of practical ideas and initiatives that could be deployed to bring to life the hopes and ideals expressed at the Forum. // The publication contains the transcripts of the recorded speeches and discussions during the Forum.

Published in March, 2006 by the »Council for the Defence of Human Rights and Freedoms« (Prishtina). // „If we take into consideration the classification of democracy in fictive, formal and real democracy, we can say that Kosova is a country with formal democracy, not to say a country with fictive democracy. This is due to the fact that according to UNMIK Regulation 2001/9 (the Constitutional Framework for Provisional Self-Government) “Twenty (20) of the 120 seats in the Assembly of Kosova shall be reserved for the additional representation of non-Albanian Kosovo Communities”. This is not surprising if we bear in mind the fact that during the ‘90s, out of 130 deputies, who were to be elected in the Assembly of Kosova, only 100 were elected directly, whereas the others were to be elected based on the principle of the proportional representation of the political parties and the adequate representation of the political parties, which draw together members of the national minorities living in the “Republic of Kosova”. // Despite the fact that additional representation is a positive thing, this does mean that the situation of the Serb community in Kosova is satisfactory. On the contrary, in some parts of Kosova, the situation of the Serb community is grave. Positive discrimination may have negative effects in many cases – it seems that it has had such an effect on the Serb community in Kosova“ (Introduction)

The author of this paper proposes to open a discussion about the terms 'Gypsy' and 'Roma'. The analysis follows the idea that the terms as they are mostly used today in several fields, have a simplifying and homogenizing tendency. Based on a two-month research in a Gypsy community in the Brasov area the author argues that the use of the terms in everyday life varies greatly and their meaning depends on the person and on the situation. The definitions offered by the interviewees rarely correspond to the use of the terms in political and official discourses. Interviews with Gadje and Gypsies evealed the fact that there is a great complexity behind these terms. The paper demonstrates the role of stereotypes and prejudices in defining ethnicity and the everyday strategies of fighting against these stereotypes are also presented.

Asian countries are intensifying their efforts for regional co-operation ever since the Asian crisis struck in 1997. In some countries, these attempts have been accompanied by strong criticism of American economic and foreign policies. However, this does not equal Anti-Americanism. Rather, we are confronted with a puzzle: on the one hand, East Asian societies continue to follow American culture as well as maintain strong security ties with Washington. On the other, East Asian countries are very eagerly trying to reduce their dependence on institutions that are heavily influenced by the US, namely the International Monetary Fund (IMF). The paper argues that the declining influence of the US in East Asia is the combined effect of a number of factors: The decreasing attractiveness of the US as an economic power, the increasing importance of China as well as its clever diplomacy, the disastrous policies of the American-led IMF in the Asian crisis and the unfortunate foreign policy of George W. Bush.

While several recent studies have explored the position of Roma in the labor market in Hungary and across Central Eastern Europe, most fail to integrate gender into their analyses. Responding to this gap, this paper calls attention to the invisibility of Roma women in research projects and publications, despite the fact that they maintain a specific and marginalized position in the labor market. This paper also goes beyond existing studies that reproduce a narrow interpretation of “economy” and “paid work,” by drawing attention to the connection between Roma women’s productive and reproductive roles. Based on a review of existing research and literature, this paper challenges the validity of traditional labor market concepts for understanding and addressing Roma women’s labor market position and employment potential. Analyzing a range of issues surrounding Roma women’s employment, the paper shows strong links between education and economic activity, and between Roma women’s economic activity and the potential for their families to avoid poverty. The study offers a series of recommendations to improve the position of Roma women, as well as that of Roma men, in the labor market in Hungary.
