The issue of scientific investigation gains a special significance in an ever-changing economic, social and political environment where almost all aspects of education, and in particular education, starting with funding, content, quality, efficiency of educational systems and activities, are brought into question. According to the literature and models of good educational practices, there is important evidence of scientific research that highlights that teaching subjects by approaching the scientific investigation method, contribute to fostering of school pupils / students motivation, educating their scientific spirit and intellectual development. In this context, teachers have a significant role to play in applying specific techniques of scientific knowledge in the act of teaching, i.e. to teach school pupils / students how knowledge, idea and science are produced, because only so its values will truly be assimilated. Moreover, in order to facilitate the implementation of investigation-based learning and teaching models in authorized / accredited study programs within educational institutions, it is essential to promote the educational vision of teachers and, most importantly, in the specific activities of educational institution.

Project management is an area with exponential growth in Romania, given the open access of Romania's to European funding, for both structural programs and community programs such as the Framework Program for research - development – innovation and the Competitiveness and Innovation Program. For the latter, the competition is organized in Brussels, the evaluation is carried out by independent experts selected by the European Commission, and the financing contract is signed directly between the Commission and the participants. For an efficient management of community programs, the demand is very high for people with specific project management skills, able to operate in a dynamic, specific and complex environment, enabling the European research to generate innovation and scientific advancements.

The aim of the text is to examine the role of metaphors in political debates about Bosnia and Hercegovina. Many authors underline that the metaphors are widely used for explaining complicated problems and Bosnian case is not an easy one. There is no doubt that the majority of popular metaphors about this country refer to its multinational and multicultural heritage. Some of them are positive and some of them are negative depending on the ideological and political context. One should keep in mind that oriental stereotype can be defined in various ways, sometimes oriental values are affirmed and sometimes are stigmatized.

The aim of this article is to observe and to analyze the influence of the local development on the strategic management in the local colectivities from Romania. The paper includes some explorative conceptual aspects, focused on theoretical and practical analysis of sustainable local development, using the empirical data provided by the strategic documents of the local colectivities. The cities that we have chosen for this analyze fall into three categories: big, medium and small cities, from different areas. Cluj-Napoca, Timisoara, Iasi count as big cities, Bistrita, Giurgiu, Vaslui are the medium ones, and the small cities are Negresti-Oas, Calafat and Cernavoda. The conclusion of the article consists of ways in which the local development level influences the type of management and summarizes the factors that contribute at implementing an efficient and accurate management.

It is known that the administration of a country cannot be effective and modern if its human resources are not of somewhat performance. Improving the performance of human capital from the administration sector, is a major objective of the current Romanian government. However, in the absence of clear strategies and policies and transparent in the light of the human resources from the administration sector, there may be a crisis in this area. The reform of the public administration, either central or local, entails certain aspects of human resources to change, of which are at its disposal: the recruitment, selection and appointment of public performance appraisal, evaluation of professional performance, staff motivation and increases of salaries, professional training and career development for the personnel which is part of this industry. All of the aspects mentioned above have been addressed in this paper, from the point of view of both the specific literature and from a strategic perspective.

The concepts of migration and diplomacy are frequently in connection with each other. This study, which focuses on the concept of migration diplomacy, has been prepared primarily to reveal the principals of this concept. In order to properly explain its principals, firstly, following questions were asked: “What is migration diplomacy?” and “Is migration diplomacy useful as a tool in international relations?” A comprehensive literature review was conducted to answer these questions. It is aimed first to define the concept in question and then to determine its place in the international relations.

Crna Gora će proći do sada najzahtjevniji i najsloženiji put pregovora sa Evropskom unijom (EU). Činjenica da će pregovori početi poglavljima 23 – Pravosuđe i temeljna prava i 24 – Pravda, sloboda i bezbijednost, kao i da će ova poglavlja ostati otvorena do samog kraja, ukazuje na veličinu izazova sa kojim će biti suočena Crna Gora tokom pregovaračkog procesa.

The aim of the paper is to find out and describe if and by which means the attributes of Pork barrel politics were present in redistribution of funds from Regional grants, which were part of Action Plan – Support of Least Developed Districts. Secondary aim is to see how receiving of this grant could have helped in reelection of incumbent in next election. An Index of political patronage was assembled to measure the level of pork barreling. Based on party affiliation, mayors with connections to government were not highly favored when receiving grant, not even in the case of affiliation with party, which redistributed the grants. Neither there were no significant differences in the odds of reelection based on whether the incumbent received a grant nor not. That is an unexpected result relative to other research in the field.

The provision of the pharmaceutical service is the basic designation of the pharmacy activities as a public health care facility and is a correlate of the subjective right to health care guaranteed under the Polish Constitution. The provision of the pharmaceutical service remains within the scope of the profession of a pharmacist as a profession of public trust, which is also a regulated profession. Taking into account the need to ensure the highest level of implementation of the right to health care, the legal status of a pharmacist as a participant in the pharmacy market should be subject to special legal protection. The assessment of the existing legal status in this respect remains justified by both the subjective distinction between categories of entrepreneurs who hold a permit to operate a generally accessible pharmacy, as well as the legislative process on principles of fulfilling the pharmacist's professional obligations included in the draft Act on the profession of pharmacist. The purpose of this article is to assess the indicated legal conditions undertaken both on the basis of the existing legal status and proposed statutory solutions.

Health Technology Assessment (HTA) is one of the tools that can be used to support rational and objective decision-making in healthcare in the endeavour to contain public expenditure while maintaining the availability of healthcare interventions. The complex process of HTA often struggles to find its place in public policies and faces pressure from various stakeholders. HTA has existed since the 1970s and as a formal process has its roots in the United States. During the 1980s, HTA began to spread outside the US and over the next twenty years, reached almost all European countries, including some countries in Central Europe. The rise of HTA brought about an exponential increase in the empirical studies of HTA available in academic databases. This study reviews the available literature to analyse the development and research topics and the potential pitfalls of HTA implementation.
