Budowa administracji skarbowej w pierwszych latach Polski międzywojennej

The purpose of this article is to present the process of building fiscal administration in the first years of interwar Poland, which ended with the adoption and gradual extension of the territorial scope of the binding law of July 31, 1919, on the temporary organization of tax authorities and offices. It replaced the post-partition solutions, which were initially subject to temporary changes. Considerations concerning the organization and scope of activities of the fiscal administration are complemented by comments illustrating the efforts of the Ministry of the Treasury to employ and train tax officials and candidates for tax services. The stated comments and observations were made on the basis of an analysis of legal acts, sources allowing to reconstruct the course of legislative processes (The Lower House of Polish Parliament [Sejm] documents and stenographic reports from the Lower House [Sejm] sessions) and literature. They confirm that the Act of July 31, 1919, adopted a structure based on the following principles: 1/ separation of fiscal authorities and offices from general administration, 2/ three-stage system of fiscal authorities (Ministry of the Treasury, tax chambers, tax offices), 3/ equal treatment of administration of direct and indirect taxes, as evidenced by their organizational unification in tax chambers, while maintaining the separation only in the authorities of the first instance (tax and fiscal offices; excise and state monopoly offices). The adopted fiscal administration system met the increasing role of direct taxes, which required the building of institutions for efficient calculation and collection of those taxes. However, the management of customs was separated from the competence of the tax chambers.

Osnivanje i djelatnost područnice Hrvatskoga kulturnog društva “Napredak” u Gospiću (1926.-1945.)

In this work, the author underlines the importance of the Association “Napredak” in the cultural enlightenment and advancement of Croatian national conscience among the population of Gospić. This association enabled the education of youth in Lika, one of the poorest regions of Croatia. The preamble of its charter explains how the association was formed during Austro-Hungarian times. After the introduction of King Alexander Karadjordjević’s dictatorship, the chapter of Napredak in Gospić was dissolved (1932). The chapter was revived in 1935, and successfully continued to reduce illiteracy, increase its own literary publications and organize cultural life. Because of the outbreak of World War II, the work of the association slowed down, and after the war, Napredak was outlawed.

ln the Karađorđević stale - !he Kingdom of Serbs, Croats and Slovenes (SHS), later the Kingdom of Yugoslavia, from its first day of existence in the beginning of December 1918 until the establishment of the Banate of Croatia (Banovina Hrvatska) in August, 1939, Croats and Croatia were in an unequal position in the administrative, political, economic and cultural sense. ln reality, the ruling Greater Serbian circles with the Karađorđević Dynasty at its head had been using different forms of political terror and other sorts of repression in order to remain in power not only in Croatia but in the entire country. ln Croatia, where the opposition was most developed and best organized, the political and various types of pressures, even open terror, including organized political assassinations, generally characterized social life. These characteristics of the political and social life were reflected in the contemporary press. Several newspapers, especially those from Zagreb, the center of the Croatian opposition political parties, frequently wrote about the role of Croatia and Croats and about particular segments of their political life, despite the bans and confiscation. They were an important factor during that period in creating public opinion, being for today's historians an indispensable source in the research.

Data about the location and role of the HZ in local elections and the achieved results are presented.

Historical Weather Data from Chronicon Conventus Franciscani Brodii in Savo (1706–1932): An Attempt to Reconstruct Microregional Weather Patterns and their Influence on Daily Life

Historical weather data from Chronicon Conventus Franciscani Brodii in Savo (1706–1932) consists of numerous entries regarding weather patterns, such as storms, hail, extreme pluvial episodes, drought and cold periods, flooding and periods of Sava river freezing, grape harvests etc. Franciscan monastery in question is situated on the left bank of the Sava river, in a region specific for its microclimate conditions while in the wider region, it is situated at a very sensitive spot between hydrologically active regions of northern Balkan Peninsula and the Alps. The data is analysed and compared to reconstructed Old World Drought Atlas (OWDA) and other available climate data such as temperature, precipitation and consequently flooding episodes. Influence on daily life is considered. Regardless of strong bias in quality of entries Chronicon is a highly valuable source of information.

The period of activity of the Croatian Democratic Party, or as it would later be known, the Croat People’s Progressive Party, conforms with the transformation of the political scene in Dalmatia. The old National Party lost its importance, while the younger generation of politicians inaugurates the arrival of new political forces in Dalmatia. The younger generation grouped around the Croat People’s Progressive Party. This was the first political party that was active in Dalmatia as well as Civil Croatia, and to have sympathizers in Bosnia and Hercegovina. This article deals specifically with the part played by Ivo Tartaglia (1880-1949) in the Croat People’s Progressive Party.

Natural Disasters on the Island of Vis in the 1930s: Analysis of Natural Hazards in the Context of the Development and Importance of Winemaking and Viticulture

Weather changes and their belonging manifestations in the form of meteorological phenomena have always been largely associated with economic ascents and descents, and have entailed a series of economic, cultural and political changes that have left their mark on the entire history of a particular region. Meteorological changes, but causally also those in the economy, are also visible in the 1930s in the Adriatic region, where in some cases they completely destroyed economic activities and yields. This paper deals with the disasters that plagued the island of Vis in the period from 1935 to 1939 on numerous occasions and in various occurrences. Some contemporary newspaper articles in Split’s Novo doba, Jadranski dnevnik and Jadranska straža remained, as well as detailed writings on the destruction of vineyards and yields in the fund for the Economy of the Banovina of Croatia (HDA, BH-OSG, IV, 39039-44 / 1939). The overall problem has been viewed from multiple perspectives; variability of weather and its impact on the overall situation, natural hazards as a considerable factor in the complete destruction of viticulture and their reciprocal echoes, and people‘s perceptions of these hazards as disasters that present themselves within the confines of oral history.

Od 19. do 21. rujna 2001. u Dubrovniku je održan prvi hrvatsko-poljski znanstveni susret povjesničara, koji su organizirali Hrvatski nacionalni odbor za povijesne znanosti u Zagrebu i Odsjek za povijest Sveučilišta u Varšavi. Susret su financijski pomogli Veleposlanstvo Rep. Poljske u Hrvatskoj te Ministarstvo znanosti i tehnologije Rep. Hrvatske. Skup su svečano otvorili Mirko Valentić, Bronislav Nowak i Pawel Wieczorkiewicz. Pismeni pozdrav uputio je i odsutni Drago Roksandić.

In den Jahren nach dem Ersten Weltkrieg (1918-1921) änderten sich auf dem Gebiet des heutigen Ungarn mehrere Staatsformationen. Ziel dieser Arbeit ist es, die Existenz kroatischer Ausgaben (Bücher, Periodika, Broschüren und Faltblätter) vorzustellen, die in diesem Zeitraum auf dem genannten Gebiet entstehen und direkt oder indirekt mit staatlich finanzierten Institutionen oder Einzelpersonen in Verbindung stehen. Ausgangspunkt ist ein Verzeichnis kroatischer Publikationen, die von 1918 bis 2015 auf dem Gebiet des heutigen Ungarn veröffentlicht worden sind. Da sich das Minoritäten-Verlagswesen in Ungarn nach dem Ersten Weltkrieg weitgehend auf staatliche Institutionen beruht hat, beschreibt ein Teil der Arbeit die ungarische Minderheitenpolitik dieser Zeit. Mit dem Einblick in das Korpus und den Inhalt der Veröffentlichungen entsteht der Eindruck, dass es sich um einen Verlag mit starkem Propaganda-Charakter handelt.

The realization that health care is one of the most significant aspects within the concerns of governance was awakened in the mid-18th century. A health and welfare institution, that is to say the Civic Hospital, was established in Osijek in 1741; one of its functions was to provide health care to the poor of the town which implies that it operated as an almshouse right from the start. The work of the Civic Hospital in the New Town stopped in 1874 with the construction of the new hospital building in the Lower Town and the opening of the General and Public Huttler Kohlhoffer Monsperger Foundation Hospital. From then on, the Civic Hospital facility was converted into the City Almshouse where old women and men were accommodated so that they should not perish from becoming homeless. From September 1, 1890 up until 1952 the care for the poor and those in need of care was provided by the Association of Sisters of Mercy of St. Vincent de Paul from Zagreb. Since year after year the numbers of the indigent increased, in 1902, built to the western courtyard side was the building in which was located the Mijo Cseh Institution for the Care of the Mentally Ill located in the Civic Almshouse. The City Almshouse was a ground floor building and in the first decades of the 20th century it did not meet the spatial requirements, hence in 1936 a first floor was built on and a large number of the poor and infirm were cared for. As in 1952 the work and care of the Association of Sisters of Mercy of St. Vincent de Paul in the City Almshouse was prohibited, the Peoples Committee of the town of Osijek registered the pre-war City Almshouse on May 20, 1954 in Martin Divald Street 2 as the Nursing Home for the Elderly and Infirm.

Dokumenti o aktivnostima državnih vlasti pri suzbijanju širenja boljševičkih ideja na području Slavonije i Srijema (1918.-1922.)

In this paper the author provides a review of the socio-economic situation in the postwar period of World War I in the context of the activities of the state authorities in combating the spread of Bolshevik ideas in the territory of Slavonia and Syrmia. Accordingly, this paper provides an overview of the documents of the State Archive in Osijek as well as of the Centre for the Research into the Workers’ and People’s Liberation Movement for Slavonia and Baranya kept in the present-day Croatian Institute for History – Department for the History of Slavonia, Syrmia and Baranya. The focal point of this paper is the activities of the “oktobarci” (participants of the October Revolution) who, in the wake of the revolutionary turmoil in Europe, tried to propagate Bolshevik ideas in this territory.
