Our paper focuses on the use of modern technologies in public governance in public sector management. We apply the multidisciplinary cross-country comparison of the three countries represented by Estonia, India and the United Kingdom and analyse the depth of use and the functionality of ICT in public sector (voting, biometric identification and personal IDs). Our results show that if properly implemented and managed, novel information and communication technologies (ICTs) might represent a breakthrough in traditional state and municipal management. However, the governments interested in implementing these technologies should also ensure the personal data protection of its citizens as well as to be ready to face security attacks from hacker groups and hostile regimes. Our results might be relevant for policy-makers and stakeholders in the countries considering the implementation of similar schemes in their public administration management. Our findings might help to channel the consideration which ICT e-government scheme might be better to implement and to use and what to expect from its usage and implementation.

The quality of education in higher education concerns both the process of education and higher education as a good produced as a result of education processes. In the last several dozen years, the quality of education has become a major issue dealt with as part of public policy in the area of higher education both in the dimension of particular countries participating in the Bologna Process, and in the European Higher Education Area. As a result, social sciences have shown more interest in education processes in higher education, with managing the quality of education becoming one of the ideas central to the matter. Studies into the quality of education are conducted nowadays by representatives of many social sciences, adopting many different research approaches. The research approach proposed in this article refers to the organisational game concept and draws on the assumptions and the notional apparatus of the so-called decision-making approach as regards making public decisions. A particular assumption that has been made is that the activity of entities involved in the process of education and performing different roles therein (public authorities, higher education institutions and their associations, accreditation agencies and other institutions assessing the quality of higher education, the so-called stakeholders of higher education institutions) can be described and explained as decisions of players playing multiplayer and multilevel games for the organisation of education processes and for higher education. Games for education processes and for higher education are currently played not only in the hierarchical structure of the state, but also in a broader organisational perspective, which is the European Higher Education Area. Managing the quality of education in this area is not controlled top-down, and involves mainly arranging some binding and guiding institutional solutions which are to lead to an increased competitiveness of education processes and higher education offered by European higher education institutions.

Among them, there are crises related to natural disasters or industrial. The characteristic for natural disasters is their high degree of unpredictability. The best example are floods. When it comes to the industrial failures, these are the result of human error and can cause a lot of damage to the environment. It is crucial to pay attention to the fact that it is not possible to forecast with any degree of certainty nor to control potential risks, however, you can try to minimize their effects. All types of catastrophes or crisis situations are characterized by violence and unpredictability. Therefore, a quick commitment of adequate forces and resources is needed, depending on the circumstances. Therefore, the participation of Polish Armed Forces in particular phases of crisis management can have not only supporting role, but also a key one.

It is worth investigating the problem of whether the contemporary organization of the road safety management system in Poland takes into account in its program assumptions significant social and economic costs caused by numerous road accidents and „sees“- in a proper way – problems of road marking with signs and signals as one of the main reasons for this state of affairs. In the existing realities, proving the high number of road accidents resulting in numerous victims and deterioration of the health condition of many people and large material losses, it is purposeful to reflect on this issue. Proper road marking undoubtedly affects the level of safety in this area. The drivers of vehicles do not apply in many situations to traffic signs and signals, because their location and location often seems to be incompatible with the logic and purpose of their use. It involves many unpleasant – as mentioned above – consequences, but also (and often) manifests itself in disregarding the applicable legal provisions in road transport, which in turn reduces the level of safety culture, perceived from the point of view of security sciences.

This article is an empirical, qualitative study which seeks toprovide some insights into organisational communication, how it is taught and the context, both academic and ‘in-company’, in ClujNapoca, Romania. The study suggests ways that may help in-company trainers improve their training efforts. The prerequisites for the study were set by organisational communication and contemporary theories of learning, while the research is based on testimonials and comments resulting from recorded interviews with employees working for multinational companies. Multinational companies offer further in-company training to their employees, and our present inquiry looked into a few cases of employees who received such a training, in an attempt to reconcile the two forms of training (academic and in-company) for the benefit of all actors involved: trainees, academic trainers, company trainers and stakeholders.

Modern computer information systems continue to increase their presence in the fields of business analysis and education. This trend is presented in the article with the help of a server-based multiagent business simulation for multinational corporations, created in Microsoft Excel. The simulation is based on the widely used in the business practice and in different on-campus and distance learning courses method PESLE analysis. One of its unique feature is the use of BBNN theory for the generation of external economic shocks, which affect the macroeconomic environment. The mathematical model is trained based on dynamic data of macroeconomic indicators for several countries. Coefficients obtained during the training process are used to generate fluctuations in the international markets close to the reality. The simulation consists of several fiscal periods. In each period, students assigned to different teams are making decisions related to the creation and the implementation of a business strategy of a fictitious multinational corporation, and are developing and analyzing different aspects of its financial analysis, market research, operations, international human resource management, pricing, and others. The simulation also includes several agents that act as competing corporations. Their action has an impact on the distribution of market shares in the various segments. The overall performance evaluation approach is based on a framework for an in-depth analysis of key performance indicators of the fictitious international firms, and is measured for each decision round of the simulation game.

Summary. The success of any organization depends on effective management. In the health care system the requirements for the development of managers are directly related to the ongoing reform and the need to adopt new organizational values, requiring a new management style, skills and attitudes to work. The need for managers, who to prepare for their new roles of developing leaders and „agents of change“, is becoming apparent. Based on a survey conducted among 220 health managers are prepared guidelines for the development of basic management skills necessary to optimize the training of health managers. The most desired areas for improvement to which it is necessary to focus training topics are related to: motivation skills, conflict resolution within the team, communication skills, psychological mechanisms of change management, leadership skills.

The research focuses on the influence of organizational culture on performance management and on the banking risks management. The models used in the scientific approach are the quantitative research method, the descriptive method and the explanatory one. The objective of this article is to present research devoted to the relationships between HR practices and productivity (understood as behavior and results) of employees in the KIBS sector (knowledge intensive business services sector). The operations of companies in this sector are based on the application of expert knowledge to create services satisfying the needs of personalized clients. Because companies from the KIBS sector are immensely important to the development of the economy (mainly in the context of their high potential for innovation), identification of the key factors that allow them to give fine performance is a significant theoretical and practical issue. A major role in this respect is played by the human resources management system – chiefly because KIBS companies gain competitive advantage though employees’ knowledge. As part of research with a quantitative approach (serving to test hypotheses) and a qualitative approach (allowing exploration), the human resources management system has been described as the key – from the point of view of desired behaviors and results – HR practice identified. Based on the study that has been conducted, which examined employees who had expert knowledge and created personalized services for clients, it has been concluded that the HR practices that most fully account for the productivity of employees are work design and job characteristics and empowerment, participation, and autonomy. Within the framework of qualitative research carried out in participation with HR managers of knowledge-intensive service firms, the character of individual high performance HR practices and the prominent role of managers and HR experts in supporting performance on individual and organizational levels has been indicated.

The problem of trust in the context of the media appears first of all in relation to the relation between the recipient and the sender, i.e. the relationship between the media enterprise and an important part of its external environment. At the same time, the validity of trust as an intangible asset, which is the value of an enterprise, is emphasized. We are speaking less about trust in the context of the internal environment of media organizations, its role and importance in building relationships between people who take part in the production of a media message in a direct or indirect way. Drawing attention to this issue by managers may both positively affect the culture of the organization and be an element of the company’s business strategy and contribute to their competitive advantage in the market. In this article I would like to draw attention to trust as an important good in the process of managing a media enterprise, emphasizing at the same time the subjective predispositions enabling its shaping in such an enterprise.

The aim of the article was to assess the technical efficiency 31 of the healthcare sector in Poland in 2016. The study was carried out on the 32 basis of non-parametric method of efficiency testing - Data Envelopment 33 Analysis. The technical efficiency of the sector's functioning in voivodships 34 was considered on the basis of information gathered from public general 35 hospitals. The results showed which voivodships were characterized by the 36 best technical efficiency in comparison to the group under study.

The study aimed to investigate the relationships between intra-organizational knowledge sharing and the absorptive capacity of a company – under conditions of two mediators: job satisfaction and organizational commitment. Identifying the relationships between these variables contributes to the development of the literature in the field of strategic management concerning the mechanisms creating the absorptive capacity of the company. Absorptive capacity is understood as the ability to acquire, assimilate, transform, and exploit useful external knowledge. The object of study was a company specializing in the production of high-quality insulating glass and special glass – one of the leading producers in this line of business in Poland. To test the hypotheses, the author performed the regression analysis, which revealed a direct relationship between the process of knowledge sharing and absorptive capacity. Above all, the results achieved show that intra-organizational knowledge absorption and transmission stimulates an increase in job satisfaction, which in turn leads to an increase in organizational commitment. Both changes result in a perceptible increase in the absorptive capacity of the examined company. The observed double-mediating effect constitutes the added value of the above investigations.

The development of the concept of the network, which is used both to explain complex decisions made in the area of implemented policy and as a basis for introducing innovations, is currently of significant importance for organizations. The analysis of network relations may contribute to increasing the efficiency of managing complex interactions that also arise in the sphere of entities participating in activities aimed at satisfying social needs, which is why the common courts that constitute the system of justice is the subject of interest. The purpose of this article was to determine the levels of organizational maturity of common courts for the practice of cross-referencing within the justice system, the formulation of general recommendations in this area, and indication of potential benefits. The research involved direct interviews and participant observations as a result of the project POKL 05.03.00-00-012/11, entitled PWP Education in the field of time management and court proceedings costs – Case management. Nearly 10% of all courts in Poland were subject to the survey. The research results became the basis for determining the levels of organizational maturity of the courts. The results obtained indicate the potential for the judiciary to create horizontal organizational links, the purpose of which is to connect members of the organization, facilitate joint activities and learning, and consequently create new solutions to existing problems. The research shows that the level of maturity is varied, but judicial cooperation is possible, cutting hierarchical subordination as a voluntary inter-organizational network.

Physical exercise is an instrumental, thought-based and planned value-driven activity to achieve physical fitness and sports training items - muscle toning and muscle strength development, attribution and specialization of motor skills , development of motor skills and effort capacity etc. The protein consumption recommended for athletes practicing resistance training and those exercising strength exercises can oscillate between values of 1.2 grams per kilogram of body weight, reaching values of 1.7 grams per kilogram of body weight.
