Professional functioning of the institutions of social assistance depends primarily on the effective work of its employees, in particular social workers, whose main task is action to individuals, families, social groups and communities, are in a difficult situation. The article elaborates on the management of human resources in the organizational units of social assistance (also in the light of existing regulations) For this purpose analyzed primarily two planes of human resources management, namely recruitment and selection processes and shaping the professional development of social workers. Supervision encompasses individual or group sessions for employees conducted in public social care units. Its aims are, among others, developing competencies and the engagement of employees. The reform of the Polish public social care system has proposed a widespread implementation of supervision practices. However, currently in Poland in most social care units supervision has either not yet been implemented or it has been done as a one-off action. The effectiveness of supervision depends on, among others, the features of the cultural environment of social care units. Those features can either support or stifle attitudes and actions of employees, which have been shaped during supervision. The aim of the paper is to outline the features of the cultural environment of social care units, which support the high effectiveness of supervision.

The article presents the path of evolution followed by contemporary research institutions. Similarly to business organizations, colleges and universities also evolve toward better access to the broadly defined resources (both tangible and intangible) and development of scientific potential. Consequently, universities strive for a significant place in national and transnational economies. It is a task that requires them to introduce organizational changes. One of these changes, increasingly noticeable no less, is being open to cooperation and willingness to establish relationships based on cooperation. Technological advancement provides, in this regard, a number of solutions and facilities willingly applied by research institutions and their representatives. The authors of the publication, based on the conducted studies, point to the need of establishing cooperative relationships that exceed the boundaries of the organization and to the advantage of this solution in the implementation of scientific and research projects.

The present publication presents basic terminology and typology related to the ground handling services needs of management at the airport, based on the analysis of the content of the Act of 3 July 2002 – Aviation Law and its implementing act, i.e. the regulation of the Minister of Transport, the Construction and Maritime Economy of 19 November 2013 on the ground handling services at the airports. This publication contains descriptions of suppliers of the ground handling services at the airports, taking into account the obligations which arise in the course of these activities. In addition to the presented analysis regarding authorization to provide the ground handling services, a list of categories of the ground handling services and the activities carried out within the particular categories was drawn up. The publication discussed the conditions of access and usage of the airport infrastructure by the suppliers of the ground handling services, including the main rules of setting and collecting charges for access to devices and the airport area as well as charges for centralized airport infrastructures.

Modern organizations operate according to the principle of trust, which is important both within the organization and in relations with the environment. The operation of public entities is strictly determined by the procedures, but those imposed by authorities are not able to guarantee trust in institutions operating in the public sphere. Trust is the determinant which enables entities to deal with complexity and variability of contemporary social and economic realities. It indicates that trust is a strategy to cope with uncertainty and inability to control the future of the public. The aim of the article is to point out the importance of confidence in strategic management of public organizations. Trust can be regarded as a tool introducing strategic management or as a result of the introduced management strategy. This article will attempt to assess this issue by analysis of the literature and theoretical discussion. Theoretical analysis has been complemented by an overview of public institutions' strategies that build trust in different areas.

The work, conceived as a scientific essay, puts the Mercocities Network as an object of study which poses inspired statements or hypothesis, grounded in theoretical and empirical references are resolved from these latest research by the author, allows to analyze the institutional process of that pair and the value placed on the role of municipalities in the regional context. Thus, the essay explains socio-political relations that gave rise to the Common Market of the South (Mercosur), the regional integration process established under the Act of Asuncion on March 26th, 1991 to the present. Various positions led to establish a prosperous and high purposes initial stage, its subsequent decline, and the new perspectives that resumed with other partners. Faced with the continued assertion of a dying Mercosur, the essay offers arguments to collapse this appreciation. Hence new actors, including the Mercociudades, which respond to the „absent sociology” by researcher Sousa Santos, later to return as a way to recognize broader possibilities.

Since the last decade of the twentieth century has been remarkable in many countries and / or regions, the social and political problems related to the availability and distribution of water, issues involving spatial dimensions, both local as regional levels and for many governments even when is displayed as a priority to attend, not always the decisions eliminate conflicts of interest between the resource users. In Mexico, historically has been stating that geographically, the availability of water resources has come to an end in the metropolitan area of G uadalajara (Mexico) and the city of Leon, Guanajuato (Mexico) and that this situation requires water transfers, given the exponential growth of urban and industrial centers affected by the process of economic globalization. Therefore, the purpose of this document is to present the different legal and institutional arrangements in relation to the distribution and use of water in the basin of the Rio Verde, which allow inferences of social and economic conditions that may affect regional development derived legal actions that establish management guidelines of national waters in this basin, intended as reserves for domestic and urban public use and its transfer to the metropolitan area of G uadalajara and the city of Leon, Guanajuato.

The purpose of this paper is to present a brief historical sketch of the development of intercontinental Bioceanic Corridors in South America highlighting the economic and social benefits of its implementation. Also, the aim is to emphasize the notion of regional integration as an alternative for countries for greater coordination of production chains associated with infrastructure development. Together, the research hypothesis establishes the relevance of making a bioceanic corridor in the northwest of the country, specifically in the state of Sinaloa, the economic impact would trigger an expansion in investment to encourage trade area with Asian countries and Europe. Glimpse beyond the risks, what they are the opportunities prevail to address the problems of global imbalances.

Tourism is growing fast and for less developed regions, it represents a chance for rapid development; for this, the attraction of a region should be transformed into the regional tourism product through phases like the organization, direction and control, with the participation of different actors. The aim of the study was to determine the level of participation of stakeholders in the management of tourist regions. The study was conducted focusing on two mountainous regions of Poland and Peru, the data was collected from key informant interviews, surveys and participant observation in their natural environment complemented with information from secondary sources. Finding that the two regions have similar elements as in the two regions formulated rules of operation; they initiated with the participation of external actors in the region and the people gradually became involved and the elements of culture became part of the attractions for tourists who visit them. Concluding that the management of tourist regions in remote communities requires the integration of both public and private actors and local development of new tourism products.

Tourism is considered one of the most important sectors of the economy worldwide with rapid growth, more than one third of world trade in services and generates 277 million jobs globally, 1 of every 11 jobs in the world According to World Travel & Tourism Council (WTTC, 2015); Also, this sector has a cross-link with other areas of the economy and has the potential to reduce poverty through local development, creating value chains and integrated approaches to sustainable development of tourism and a wide range of micro that dominate the sector in many countries. However, this is still a utopia. This study analyzes the tourism in Mexico and its impact on local development. The research was conducted under the qualitative methodological perspective. The findings indicate that although Mexico has occupied the first places in tourist arrivals in the world, requires transforming tourism destinations more competitive, it is necessary planning and commitment of the different levels of government, allowing encourage wealth generation, employment and local development.

Objective: The objective of this article is to evaluate the role of specialisation in the export success of counties (powiats) (LAU 1) in Poland between 2004 and 2015. Research Design & Methods: Using panel fixed-effects regressions with Driscoll and Kraay standard errors, the authors investigate the role of export specialisation and product concentration, as well as comparative advantages on the value of log exports per capita, controlling for other important export determinants. Findings: Estimations of the panel model bring the conclusion that specialisation in a positive way contributes to the value of exports per capita, assessed at county level. The robustness of the obtained results has been verified by the use of several concentration and specialisation measures, incl. HHI, Krugman specialisation index, weighted RCA and concentration ratio. Implications & Recommendations: Further research is recommended to capture the consequences of differentiation in the patterns of exports among counties in terms of agricultural vs. industrial goods as well as the low-tech vs. high-tech products. Similar research is recommended to be done at NUTS-2 level in order to inquire into the rationale of smart specialisation(s). Contribution & Value Added: The main contribution of the research is showing the lumpiness of Poland’s exports at county level in terms of product specialisation and concentration. The value added is depicting the positive role of specialisation for the exports success, understood as exports per capita.

The quality of education in higher education concerns both the process of education and higher education as a good produced as a result of education processes. In the last several dozen years, the quality of education has become a major issue dealt with as part of public policy in the area of higher education both in the dimension of particular countries participating in the Bologna Process, and in the European Higher Education Area. As a result, social sciences have shown more interest in education processes in higher education, with managing the quality of education becoming one of the ideas central to the matter. Studies into the quality of education are conducted nowadays by representatives of many social sciences, adopting many different research approaches. The research approach proposed in this article refers to the organisational game concept and draws on the assumptions and the notional apparatus of the so-called decision-making approach as regards making public decisions. A particular assumption that has been made is that the activity of entities involved in the process of education and performing different roles therein (public authorities, higher education institutions and their associations, accreditation agencies and other institutions assessing the quality of higher education, the so-called stakeholders of higher education institutions) can be described and explained as decisions of players playing multiplayer and multilevel games for the organisation of education processes and for higher education. Games for education processes and for higher education are currently played not only in the hierarchical structure of the state, but also in a broader organisational perspective, which is the European Higher Education Area. Managing the quality of education in this area is not controlled top-down, and involves mainly arranging some binding and guiding institutional solutions which are to lead to an increased competitiveness of education processes and higher education offered by European higher education institutions.

Societies for centuries have been encountering various crisis situations. Human existence is full of constant changes being a result of critical events. Among them, there are crises related to natural disasters or industrial. The characteristic for natural disasters is their high degree of unpredictability. The best example are floods. When it comes to the industrial failures, these are the result of human error and can cause a lot of damage to the environment. It is crucial to pay attention to the fact that it is not possible to forecast with any degree of certainty nor to control potential risks, however, you can try to minimize their effects. All types of catastrophes or crisis situations are characterized by violence and unpredictability. Therefore, a quick commitment of adequate forces and resources is needed, depending on the circumstances. Therefore, the participation of Polish Armed Forces in particular phases of crisis management can have not only supporting role, but also a key one.

An increasing degree of turbulence, instability, uncertainty, complexity, and ambiguity is registered in the external environment of security management. Therefore, it is more important to efficiently create internal processes within the security management organizations themselves. One of the ways of the realization is to apply knowledge management in the practice of security management. The paper presents the results of the pilot research carried out at the Police Academy of the Czech Republic in Prague and contributes to the reduction of the consequences of the security risks through conceptual proposals.

It is worth investigating the problem of whether the contemporary organization of the road safety management system in Poland takes into account in its program assumptions significant social and economic costs caused by numerous road accidents and „sees“- in a proper way – problems of road marking with signs and signals as one of the main reasons for this state of affairs. In the existing realities, proving the high number of road accidents resulting in numerous victims and deterioration of the health condition of many people and large material losses, it is purposeful to reflect on this issue. Proper road marking undoubtedly affects the level of safety in this area. The drivers of vehicles do not apply in many situations to traffic signs and signals, because their location and location often seems to be incompatible with the logic and purpose of their use. It involves many unpleasant – as mentioned above – consequences, but also (and often) manifests itself in disregarding the applicable legal provisions in road transport, which in turn reduces the level of safety culture, perceived from the point of view of security sciences.

This article is an empirical, qualitative study which seeks toprovide some insights into organisational communication, how it is taught and the context, both academic and ‘in-company’, in ClujNapoca, Romania. The study suggests ways that may help in-company trainers improve their training efforts. The prerequisites for the study were set by organisational communication and contemporary theories of learning, while the research is based on testimonials and comments resulting from recorded interviews with employees working for multinational companies. Multinational companies offer further in-company training to their employees, and our present inquiry looked into a few cases of employees who received such a training, in an attempt to reconcile the two forms of training (academic and in-company) for the benefit of all actors involved: trainees, academic trainers, company trainers and stakeholders.

Modern computer information systems continue to increase their presence in the fields of business analysis and education. This trend is presented in the article with the help of a server-based multiagent business simulation for multinational corporations, created in Microsoft Excel. The simulation is based on the widely used in the business practice and in different on-campus and distance learning courses method PESLE analysis. One of its unique feature is the use of BBNN theory for the generation of external economic shocks, which affect the macroeconomic environment. The mathematical model is trained based on dynamic data of macroeconomic indicators for several countries. Coefficients obtained during the training process are used to generate fluctuations in the international markets close to the reality. The simulation consists of several fiscal periods. In each period, students assigned to different teams are making decisions related to the creation and the implementation of a business strategy of a fictitious multinational corporation, and are developing and analyzing different aspects of its financial analysis, market research, operations, international human resource management, pricing, and others. The simulation also includes several agents that act as competing corporations. Their action has an impact on the distribution of market shares in the various segments. The overall performance evaluation approach is based on a framework for an in-depth analysis of key performance indicators of the fictitious international firms, and is measured for each decision round of the simulation game.
