Bonds of Steel or Bonds of Straw? International Treaties and Anticorruption Policy in Slovakia

The paper is a case study of influence of international organizations on national/domestic policies. It analyses effect of major anti-corruption conventions of three organizations – OECD, Council of Europe and UN – on domestic policy in Slovakia to see whether these conventions matter for what actually happens in domestic policy. More broadly, it also looks at whether the current political science and sociological perspectives, with their dichotomy of external incentives and social learning, are appropriate for understanding the mechanisms through which such conventions operate. The conclusion is that, for domestic policymakers, international anticorruption conventions are not inherently either bonds of steel or bonds of straw. The external commitment would be used by domestic champions, but is not necessarily sufficient to override the domestic opposition.

The Validity of Gibrat's Law: Focus on Gender Composition of Top Management

The study is focused on relationship between firm size and firm growth in the context of gender composition of top management of the firms. In accordance with Gibrat´s law, firm growth is the stochastic process that does not depend on firm size. The aim of this study is to find out if the confirmation or rejection of Gibrat´s law validity might be related to the gender composition of management. The data for 20,073 Czech firms in the period 2008 – 2013 is used. To examine the relationship between firm size and firm growth, the linear auto-regression model is applied. The study concludes that the gender composition of top management is not the key factor affecting the validity of Gibrat´s law. The validity of Gibrat´s law is rejected at the aggregate level and also for both men-led and women-led firms. Smaller firms tend to growth faster than their bigger counterparts.

Computer Literacy Improvement in a Health-Care Facility. The Case Study of Hospital Jihlava 2020 – 2021

This text addresses the process of improving computer literacy in Hospital Jihlava which is a non-profit organization situated in the middle of the Vysočina Region in the central Czech Republic serving 150,000 inhabitants and consisting of 18 medical departments. In 2020 there were over 1,500 employees, including around 200 doctors and 600 nurses. Every year on average number of 430,000 patients are treated there, with over 25,000 patients being hospitalized, and around 7,500 undergoing a surgery. The main aim of this text is to find out how the improvement in information technology skills can be dependent on the given training and the offered help with these basic skills. Since not all health-care professionals are capable of working with information technology, due to the fast development in the area, they must be continually educated in it, because the ability to work with the computers and software is far from being innate. In 2007, in connection with the growing need for a continual development in hospital employee’s IT skills and abilities in work with information technologies, a computer literacy survey was carried out. 652 respondents took part in it, out of who there were 555 women and 97 men. The highest level of computer knowledge amongst respondents was working with the Internet, while the lowest knowledge was found working with spreadsheets. Overall level of knowledge corresponded with the required skills of a given work position. The highest achieved level of formal education played a part, as did their age. This was why the position of ICT Lecturer was created in 2020 in order to improve the computer literacy of the staff. Computer literacy here is understood as a set of knowledge, skills and abilities that will enable individuals to use computer technology for their professional and personal life to the extent that they would not feel computer-handicapped or behind a "digital wall", while their personal and professional development with the help of computer would be voluntary. This step was preceded by a unification of the crumbled software environment, which caused a lot of compatibility issues. In 2018 it was unified; Microsoft Office 365 was chosen because it has only one version and there is no need for upgrades to newer ones. With Office 365 a lot of other applications came, all the hospital, employees can use any of them, each employee owns a version of Office 365. They can use it locally on any computer in Hospital Jihlava or at their mobile devices, they can work remotely. Then the training courses in Hospital Jihlava started. They were aimed at all employees of the facility, though mainly at those afraid of computers due to the lack of basic computer literacy. The training programs were offered between May 2020 and April 2021, though the participation was not obligatory, the number of trained people rose to 872. The training method was a monological lecture for the group of 1-12 people, combined with the practical demonstration of the program functions, which the participants were able to test with the help of the lecturer. The training topics were divided in two main categories: a - basic work with computer and the main rules of cyber security; and b - office and communication platforms and applications. Group a/ consisted of the trainings meant to cover the fears of work with the computer systems, its topics were: Work with PC, Computer for Beginners, and basic rules of cybersecurity. The b/ group expected to cover the basic office and communication platforms and applications, it consisted of these trainings: MS Word, MS Excel, MS PowerPoint, MS OneNote, MS Outlook and E-Mail Security, MS OneDrive, MS Teams, MS Forms, MS Stream. The training courses were supplemented by video courses aimed to help retain the gained skills which could be immediately applied at everyday work. The trainings turned out to be an immense investment into potential capacity of the employees, which in turn can be used to the overall organisation development. Its best visible result was in the readiness for the implementation of a new Hospital Information System in March 2021, but there was a measurable increase in the number of the active usage of the main trained applications. The limits of the conducted training process are addressed in the conclusion. At the first place, with motivation being the greatest issue. Although the IT training does not improve the primary qualification of the medical staff, the employees are eager to train their skills and learn to operate the apps to develop skills considered essential in current society. Yet, some of them are hindered from learning to work with information technologies through lacking confidence. Therefore, the necessity to motivate people to undergo training and develop their own knowledge and skills is a future challenge for the IT department of Hospital Jihlava.

ACTIVE LEARNING AND A GOOD RELATIONSHIP WITH STUDENTS – THE FOUNDATIONS OF FACILITATING LEARNING

The article’s aim is to review the main factors which contribute to an optimal teacher-student relationship using active learning. We overview how the effectiveness of a teacher is not his personality structure, but the relationship he establishes with students, as well as the pedagogical methods used. The teacher-student relationship is one of the most important factors for learning. The learning facilitator teacher, as opposed to the one who only transmits information, helps students to learn skills by themselves and to develop critical thinking by involving them in a personal process outside the course when they process texts related to the course. To counteract the progressive deterioration of students' attention, the effective teacher will introduce something original every 15 minutes. Basically, instead of a 50-minute lecture, he will introduce 3 mini-lessons of 15 minutes integrated by a pedagogical activity that changes the rhythm of the presentation. Working in a team, framing clinical contexts, theatre techniques and problem- and project-solving learning are reviewed from several studies examined. The students are as often as possible in the role of actors involved in the educational process, thus favouring active learning, which involves more than just listening and gives them the opportunity to explore their own ideas, attitudes, beliefs related to the topic studied. In conclusion, while revisiting the limits of active learning we emphasize that a relationships based on honesty, mutual respect and emotional involvement between teachers and students is essential to the effectiveness of education with clearly defining of learning objectives the success of active learning and its benefits mentioned above could be easily achieved.

Mosaic Governance Models in the Creation of Environmental Policies in Slovakian Cities

Mosaic governance is a concept used in environmental policy, where the basis is the initiation of topics by the civil sector. Active citizens should contribute to creating environmental policies (specifically green infrastructure and waste management in the presented research). The article aims to analyze active citizenship in local environmental policy initiatives using the concept of mosaic governance. Mosaic governance focuses on exchanging resources, discourses, game plans, and experiences between governments and active citizens. Mosaic governance is mainly applied in Western European cities, where the concept originated. In the Central European area, the investigation of mosaic governance is not so strongly widespread. That is why the article's authors investigated the model mentioned in Slovakia. The paper's primary goal is to show the different forms of civic activism involved in environmental policies in selected cities. Since the Slovak Republic has eight self-governing regions, one city was selected from each. The criteria for selecting cities were realized projects in green infrastructure and waste management, a higher rate of the city's transparency index (according to statistical data), the willingness of local government actors to conduct interviews, and financial subsidies used in environmental projects. Each city uses citizen activism differently when creating environmental policies. The authors conclude that several modified versions of mosaic governance and representation of civic activism exist. The basic model, where citizens are involved based on the initiative of self-governing bodies; the optimal model, where citizen activists directly initiate topics; and the adaptive model, where citizen activists are direct decision-makers.

Particularities of the Organization and Functioning of the Local Police Service in Scheia, Suceava County

This article aims to analyze the organizational and operational particularities of the Local Police Service in the commune of Şcheia. Confronted with numerous issues related to public order and safety, the local administration in Şcheia was compelled to establish a public service to deter, halt, and prevent criminal acts that endangered the safety of its residents. By examining specific indicators related to activities for preventing and combating offenses and crimes, crime detection and sanctioning, and collaboration with other institutions, this article demonstrates that the Local Police Service in Şcheia serves as a positive model for a public service created to fulfill the public interest of a local community. Although the establishment of this local police service required a significant financial commitment, it has proven to be a long-term solution for stabilizing and enhancing citizen safety and for protecting public and private property within the administrative area (UAT).

The present paper investigates the barriers and opportunities faced by students with disabilities during the transition to online remote and (back) to onsite higher education, in order to formulate proposals for an inclusive hybrid post-pandemic university. The paper is based on an action research project that took place in a Romanian university in 2022-2023, involving the active participation of eight students with visual and physical disabilities, as well as chronic health conditions and social work and inclusive education researchers. Photo voice methodology, as well as in-depth semi-structured interviews was used. Visual and textual data were analyzed collaboratively by research team members and the results were presented to the participants in the form of member-checking, their feedback was incorporated into the present analysis. We identify barriers and opportunities of both onsite and digital remote education and then go on to formulate policy proposals that should be useful to universities seeking to capitalize on the lessons of the Covid-19 pandemic for a more inclusive university.

One of the main independent living instrumentş for adults with disability is employment. Once a person with disability is employed that person has taken the first steps towards an indepent life. This is why it is essential for the social work practitioner to understand how employment of persons with disabilities truly works. Given current realities persons with disability are part of the general workforce, they do not work only in protected workplaces anymore, this means managers have to take measures towards inclusive management. In order to correctly promote his clients rights the social work practitioner has to understand that inclusive management is not the same with diversity management even though the two concepts kind of include each other. This article’s main purpose is to describe the opportunities of the employer who employs persons with disabilities, the challenges that come with inclusive management and also present success strategies that have helped both employers and employees with disability to achieve success. This article is planned to be an instrument for the social work practitioner when planning his/her intervention that has as target the employment of his client, who happens to be a person with disabilities.

In old age, people are used to living in their own house with their partner, and when one of them disappears, the feeling of uselessness appears, and at the same time, emotionally, the feelings are felt more strongly, gradually becoming dependent on another person. Socialization is also an important element in people's lives, in old age it is the connection that allows the individual to remain connected when various changes occur, for example retirement. The state of health plays a very important role in the life of individuals reaching old age, as various medical conditions begin to appear that require the unconditional support of family members.

The analysis of disruptive innovations is useful for understanding how certain initiatives have led to changes in social work legislation and, subsequently, the introduction of new practices. Social service providers are innovating to find solutions to problems such as unmet social needs or existing pressure on the social work system.

Feminizarea profesiei de asistent social în România. Studiu privind proporţia femeilor în funcţii de conducere

The study is based on administrative data received from General Directorates of Social Work and Child Protection (DGASPCs) and Directorates of Social Work/ The Departments of Social and Medical Assistance and Public Social Work Services (DASs/ DASMs/ SPASs) in Romania in 2022. In none of the DGASPCs in the country does the number of male managers exceed the number of female managers. Half of the DGASPCs in the country have women in positions with management attributions of these institutions. The average number of staff in management positions in all 48 DGASPCs in the country is 37 women, the most in a DGASPC in Bucharest, the fewest in DGASPC Bistriţa-Năsăud. More than half of the DGASPCs in the country, 26 DGASPCs have a female director general at the head of the institution, compared to only 15 DGASPCs headed by men. And in the DASs of the county town halls, the majority of the managers are female. Of the total number of DASs in county capitals across the country, 78.23% have women in management positions in their own apparatus or in subordinate units and structures. So, whether we are talking about county or local social welfare institutions, the majority are headed by women. In order to interpret these data, in further studies it is worth conducting interviews to see why women assume leadership positions to a greater extent than men in the social work field, or is the trend due to the higher number of female persons working in the field compared to male persons.

DYNAMIC CAPABILITIES FACILITATE THE USE OF TECHNOLOGY TO PROMOTE ORGANIZATIONAL AMBIDEXTERITY

The organizational ambidexterity of commercial banks has been the subject of recent research. As a novelty, research has yet to be conducted on the banking sector in a dynamic environment. This study’s goal is to identify the variables that affect ambidextrous banking. The research methodology uses quantitative techniques with six constructs: organizational ambidexterity (OA), dynamic capability (D-CA), organizational culture (O-CU), human capital (H-CA), and technological capacity (T-CA) with moderator environmental dynamism (E-DY). The research questionnaire was measured using seven Likert scales, and the data was processed using structural equation modeling and Smart PLS software. The results of all hypothesis tests are as follows: First, technological capacity, organization culture, and dynamic capability have a positive effect on organizational ambidexterity. Second, technological capacity, human capital, and organizational culture have positive results for a positive effect on dynamic capability. Third, the moderating effect of E-DY on the relationship between T-CA and OA has a negative and significant impact. Fourth, the moderating effect of E-DY on the relationship between O-CU and OA is insignificant. Fifth, the moderating influence of E-DY on the link between dynamic capability and organizational ambidexterity has a positive and significant impact. This study will contribute to the theoretical aspect by enriching the theory that human resource management, technological capacity, organizational culture, and dynamic capabilities are essential in organizational ambidexterity.

DEVELOPMENT OF PROFESSIONAL SUPERVISION IN SOCIAL WORK IN THE REPUBLIC OF MOLDOVA: PRACTICES AND DIFFICULTIES

Professional supervision in social work in the Republic of Moldova is a relatively new field, the first mechanism in the field being approved in 2008. This article presents the results of research carried out on the subject of professional supervision in the field of social work in the Republic of Moldova, which allowed highlighting the implementation practices, needs met by these meetings and some gaps. The supervision activity is carried out in the form of a cascade, especially applying internal supervision. Also, studies have established that group supervision sessions are most often held, which also serve a reporting function.

A quantitative literature review of ProQuest, Scopus, and the Web of Science was carried out throughout May 2024, with search terms including “immersive multisensory virtual spaces” + “task automation and virtual collaboration tools,” “algorithmic tracking and wearable haptic technologies,” and “employee engagement and network visual analytics.” As research published in 2022 and 2023 was inspected, only 167 articles satisfied the eligibility criteria, and 30 mainly empirical sources were selected. Data visualization tools: Dimensions (bibliometric mapping) and VOSviewer (layout algorithms). Reporting quality assessment tool: PRISMA. Methodological quality assessment tools include: Abstrackr, CASP, DistillerSR, Litstream, MMAT, and PICO Portal.

Throughout May 2024, a quantitative literature review of the Web of Science, Scopus, and ProQuest databases was performed, with search terms including “immersive interconnected 3D worlds” + “virtual communication and collaboration tools,” “generative artificial intelligence and wearable haptic technologies,” and “computer-based teamwork and realistic movement simulations.” As research published in 2023 was inspected, only 180 articles satisfied the eligibility criteria, and 31 mainly empirical sources were selected.
