This paper presents the results of a study of the professional profile of communication experts in the public administration in Bulgaria. It is part of a project focused on public communications in the public administration in the country. A review of previous local studies of the public communications of the state administration was carried out. The research was conducted in 2021 in a survey filled out by 182 respondents who work as communication experts in state structures such as the Council of Ministers, ministries, state agencies, state commissions, regional administration, municipal administration, and state medical institutions, state universities, etc. The results summarize the skills of PR experts in the state administration in the following main directions: strategic competencies, narrative competencies, and technological competencies.

Changes in Organizational Communication since ChatGPT AI Usage in Romania for internal and external corporate communication

Since their apparition, Large Language Models have been highly used by both individuals and companies for a plethora of personal and professional activities. Considering its capacity of generating text, using large amounts of data available as well as its accessibility, ChatGPT proves to be a useful tool for internal and external communication within companies worldwide. This paper focuses on exploring the changing dynamics in terms of information diffusion between managers, employees, colleagues, and stakeholders within international corporations, with a particular emphasis on the European and American research conducted in the last two years and the personal experiences of ten Romanian managers that use language models in their professional activities and communication. The results show a direct correlation between the usage of ChatGPT to convey important information or assign tasks to the employees, and their augmented productivity, due to better time management and an increased clarity of the delivered messages. While oral communication still plays an important role in establishing personal relationships at the workplace, the written one, facilitated by virtual platforms, is gaining more popularity. This study aims to be a starting point for any future, in-depth analysis of the changing communication organizational dynamics in Romania.

Cel pracy:Celem artykułu i przeprowadzonych badań jest identyfikacja czynników i kryteriów decydujących o awansie w PolicjiMateriał i metody:W badaniach wykorzystano metodę sondażu diagnostycznego, technikę badań ankietowych oraz autorskie narzędzie badawcze w postaci kwestionariusza ankiety. Badania ankietowe przeprowadzone zostały na przełomie 2019 i 2020 roku. W badaniach uczestniczyli tzw. interesariusze wewnętrzni będący funkcjonariuszami policji na jej różnych szczeblach i przede wszystkim podnoszący swoje kwalifikacje w ramach kursu oficerskiego oraz na studiach podyplomowych organizowanych w Wyższej Szkole Policji w Szczytnie. Na użytek niniejszego artykułu określeni zostali oni przez autorów nazwą interesariuszy wewnętrznychWyniki:Z badań wynika, że w formacji mundurowej jaką jest policja stosowanie racjonalnych kryteriów decydujących o awansie zawodowym na wyższe stanowiska ma charakter ograniczony. Można przyjąć, że występują pewne objawy uznawane powszechnie za patologiczne, w ramach, których najczęściej o awansie decydują inne, często nie merytoryczne czynniki.Wnioski:Przeprowadzone badania wskazują na konieczność dokonania pogłębionej oceny i analizy realizowanych zasad zarządzania kadrami i wdrożenie procedur uzdrawiających stan zasobów kadrowych tej formacji. Niezbędne jest też wdrożenie zasad i procedur stałego nadzorowania realizowanego procesu zarządzania kadrami, w tym zwłaszcza procesu awansowania.

This study examines the impact of environmental dynamics on the relationship between Entrepreneurial Orientation (EO) and corporate performance in the Malaysian aviation industry, specifically investigating the mediating effect of environmental performance. The focus is on the influence of technological advancement, economic policy reorientation, and political and security stability on EO, as documented by Hina et al. (2020) and Haider et al. (2017), in relation to business performance. Additionally, the study explores the effect of environmental dynamism on this relationship.A quantitative approach was adopted, collecting data from 100 staff members of three selected Chinese airlines. The findings show a high correlation between EO and variables such as technological innovations, economic policy reforms, political stability, and security. It is confirmed that environmental changes positively influence the relationship between EO and business performance. The results suggest that companies with a higher level of EO are more competent in managing technology, adjusting economic policies, and thriving in politically and security-stable environments.This study offers valuable insights for strategic decision-making in the aviation industry, emphasizing the importance of fostering entrepreneurial behaviour and adaptive capacities to enhance organizational performance within dynamic business environments.

Management Strategies for Higher Education Institutions Based on the Principles of Education for Sustainable Development in the Lower Northern Region

Education for sustainable development is globally acknowledged as crucial for fostering knowledge, skills, and values essential for sustainable living. This research aimed to (1) examine the current and desired conditions of administrative strategies in higher education institutions in the lower northern region based on the concept of education for sustainable development, and (2) develop corresponding strategies focusing on economic, social, environmental, and systemic dimensions. A mixed-method approach was employed, with a sample of 243 administrators and personnel from 12 universities in the region. Research instruments included a conceptual framework assessment, a questionnaire, and structured interviews. The findings revealed that current administrative practices ranked as follows: (1) curriculum development, (2) teaching and learning management, and (3) educational measurement and evaluation. While all aspects showed a good level of development, the desired conditions indicated the need for further improvement, with the ranking of (1) curriculum development, (2) educational measurement and evaluation, and (3) educational management. The study identified three core strategies: (1) reforming integrated curriculum design to align with sustainable development by emphasizing comprehensive systems that connect theory to practice; (2) enhancing the quality of educational measurement and evaluation to support sustainability-focused skills and concepts; and (3) transforming teaching and learning management by utilizing technology to foster an environment conducive to learning and innovation. These strategies are essential for guiding universities toward sustainable development and align with Thailand’s higher education standards focused on producing skilled, knowledgeable, and sustainability-minded graduates.

Phenomenon, Private University at LLDIKTI VI Central Java (1) There is inequality in the quality of education which indicates that the increase in human resources has not been evenly distributed in all areas of the city/district. (2) The behavior of lecturers in carrying out tridharma activities is still not optimal. This research is based on the existence of empirical GAP and theoretical GAP regarding the limitations of TPB theory, so this research closes this gap by adding the variable compliance with regulations and visionary leadership as a moderator, which is combined into the Theory of Planned Behavior model to make this variable as research novelty. The aim of the research is to prove and analyze the influence of behavioral attitudes and norms subjective, behavioral control towards lecturer behavior through behavioral intentions and prove and analyze the role of regulatory compliance and leadership visionary in moderating influence of behavioral intentions to behavior lecturer. Study this is causal explanatory with a sample of 370 lecturers in LLDIKTI Region VI Central Java in 2022. Data collection techniques use questionnaires, data analysis uses SEM. Results research (1) behavioral attitudes influential significant positive to behavioral intentions. (2) behavioral attitude has no effect on lecturer behavior. (3) norms subjective influential significant positive effect on behavioral intentions. (4) norms subjective influential significant positive effect on lecturer behavior. (5) control behavior influential significant positive effect on behavioral intentions. (6) control behavior influential significant positive effect on lecturer behavior. (7) behavioral intention influential significant positive effect on lecturer behavior. (8) compliance on regulation moderate influence of behavioral intentions towards lecturer behavior. (9) leadership visionary moderate influence of behavioral intentions towards lecturer behavior.

1. Instanța de fond a interpretat în mod corect prevederile art. 16 alin. (1) din Legea contenciosului administrativ nr. 554/2004, publicată în Monitorul Oficial al României, Partea I, nr. 1154 din 7 decembrie 2004, cu modificările și completările ulterioare. Este adevărat că, în prezenta cauză, reclamanta nu a solicitat și obligarea pârâților plata unor despăgubiri pentru prejudiciul cauzat, însă pârâta UAT Comuna I a fost chemată în judecată în calitate de emitent al actelor administrative contestate, iar Viceprimarul Comunei I, în calitate de contrasemnatar al raportului de evaluare a performanțelor individuale nr. X/06.01.2022 (f. 198 Vol. II dosar fond), raportul de evaluare menționat conținând semnătura și ștampila evaluatorului Primarul Comunei I, precum și semnătura persoanei care a contrasemnat raportul Viceprimar B. De asemenea, pârâta UAT Comuna I este autoritatea publică emitentă a raportului de evaluare menționat, precum și a adresei nr. Y din 12.07.2022 contestată de reclamantă, în sensul prevederilor art. 2 alin. (1) lit. b) din Legea nr. 554/2004, având calitate procesuală pasivă în prezenta cauză; 2. Instanța de fond s-a referit în mod corect la dispozițiile art. 621 , art. 622 și 627 din Legea nr. 188/1999, în temeiul căreia a fost emisă hotărârea Guvernului în conformitate cu care a fost întocmit raportul de evaluare contestat, pârâții utilizând, la întocmirea raportului de evaluare, formularul prevăzut în Anexa nr. 6 la Hotărârea Guvernului nr. 611/2008, fără a face nicio referire la metodologia prevăzută în Anexa nr. 6 la Ordonanța de urgență a Guvernului nr. 57/2019. Pe de altă parte, față de perioada pentru care a fost evaluată intimata-reclamantă, 01.01.2021-31.12.2021, ulterioară intrării în vigoare a Codului administrativ, într-adevăr erau incidente prevederile Anexei nr. 6 la Codul administrativ, iar nu cele ale Legii nr. 188/1999, însă Curtea a constatat că metodologia prevăzută în Anexa nr. 6 la Ordonanța de urgență a Guvernului nr. 57/2019 conține prevederi similare cu cele ale Legii nr. 188/1999 la care s-a referit instanța de fond; 3. Raportul de evaluare a performanțelor individuale nr. X/06.01.2022, contestat în prezenta cauză, nu a fost motivat în mod corespunzător în privința notelor acordate, mențiunile din raportul de evaluare fiind și contradictorii. Astfel, cu privire la obiectivul „Efectuarea lucrărilor legate de încasarea impozitelor și taxelor de la populație”, se menționează că indicatorul de performanță „Permanent” a fost realizat în proporție de 100%, ceea ce înseamnă că obiectivul menționat a fost realizat la nivelul maxim, însă nota acordată este 3, în condițiile în care atingerea obiectivului la nivelul maxim justifica acordarea notei maxime 5 conform art. 18 alin. (1) din Metodologia prevăzută în Anexa nr. 6 la Ordonanța de urgență a Guvernului nr. 57/2019, iar nu a notei 3, care a fost acordată intimatei; 4. În condițiile în care interviul reprezintă o etapă a procesului de evaluare a performanțelor profesionale individuale ale funcționarilor publici conform dispozițiilor art. 17 alin. (1) lit. a) din Metodologia prevăzută în Anexa nr. 6 la Ordonanța de urgență a Guvernului nr. 57/2019, iar semnarea și datarea raportului de evaluare nu se pot realiza în lipsa parcurgerii etapei interviului, Curtea a reținut că raportul de evaluare contestat a fost nelegal întocmit, criticile recurenților pârâți, prin raportare la alte înscrisuri pretins a fi avute în vedere la întocmirea raportului de evaluare fiind nefondate.

The article, based on archival material and conversations with informants, provides data on the leadership of the Chernivtsi State Medical Institute and the Bukovinian State Medical Academy in 1975-2005 and its impact on the development of the institution. The purpose of this work is to introduce these new data into scientifi c circulation. The relevance of the study is due to the approach of the 80th anniversary of Bukovinian State Medical University, the need to honor the scientists who glorifi ed the educational institution, as well as the need to educate young doctors with a creative approach to the profession. In the fi eld of attention of the authors of the study, not only the list of rectors (V. K. Patraty, V. P. Pishak), vicerectors (Fedoruk S. G., Sokol A. M., Kolomoets M.Yu., Voloshin P. V., Khodorovsky G. I., Kokoshchuk G. I., Mohun I. K., Milkov B. O., Kravchenko O. V., Sidorchuk I. Y., Nechitailo Yu. M., Zoriy N. I., Kardash V. E.) and deans, but also the analysis of each personality in the context of biographical data, career movement, creative achievements, social activities, awards, personal contribution to the development of medical science and the university. The article is decorated with photographs of rectors and vice-rectors of the corresponding period. Conclusions. In the time interval 1975-2005. the main stages of the development of BSMU were due to historical realities. Since 1975. until the mid-1980s. the education system was embedded in the Soviet paradigm of world perception. However, in professional terms, the BSMU team clearly followed the scientifi c approaches to teaching special disciplines, highlighting the practical training of young doctors. With the beginning of «perestroika» (rebuilt) in the USSR (II half. 1980s), the process of liberalization of political life intensifi ed, which certainly had an impact on the educational process, especially in the humanitarian cycle of subjects. With the Ukrainian state gaining independence, there were major organizational changes: in 1997. the institution became an Academy, and since 2005 it has been transformed into University. This infl uenced the content of education. The University joined the Bologna Process. A stable number of foreign students in those days is an indicator of these changes. The disciplines of the Marxist- Leninist cycle disappeared. The educational institution entered the era of electronic technology, having a solid material and technical base for this.

The purpose of the article is a theoretical analysis of exhibition activity as a cultural phenomenon and an object of event management. The research methodology is based on the use of dialectical, systemic, cultural and interdisciplinary approaches, which makes it possible to comprehensively investigate the multifaceted phenomenon of the organisation of exhibition activities. The scientific novelty lies in deepening the understanding of the nature of the exhibition phenomenon and the peculiarities of its event management in the conditions of complicated social relations, uncertainty, and turbulence. Conclusions. The exhibition is a special cultural phenomenon, an object of event management, a source of information about the achievements of individual enterprises, industries, regions, and countries, as well as an effective marketing tool of intercultural communication. It is a semiotic space formed for the purpose of presenting ideas, things created for their presentation to society. Exhibits as semiotic signs form certain meanings, emotional and figurative cognitive activity, contribute to the growth of interest in the relevant products, the development of national culture and economy. Considering the exhibition as a product allows you to look at this marketing tool in the event management system in a new way, identify all the opportunities it provides and use them to get the maximum effect from the exhibition. The market of exhibition services is steadily growing. However, there is a conflict of interests between the organisers and the exhibitors: the organisers cannot offer a product that satisfies the communication needs of the exhibitors, and because of this, the exhibitors do not fully use all the possibilities of the exhibition. The reason for this is insufficient methodical support of the exhibition activity, as well as failure to take into account the assessment of the level of organisation of the exhibition and the quality of services provided by its organisers.

In general, human resources management (HRM) is a set of activities, performed at the organizational level, and which allows the most efficient use of people, employees of that authority, to achieve both general organizational and individual goals. In specific terms, human resource management consists of numerous activities, which include, among others, the following basic directions: • Staff planning; • Elaboration of job descriptions; • Recruitment, selection and orientation of staff; • Evaluation of individual and collective performances; • Rewards and benefits specific to the job; • Health and safety of staff; • Discipline, control and evaluation of staff functions; • Work scheduling, etc. Obviously, this list is not exhaustive, but it presents most of the important actions that human resources management deals with, an area of organizational management that helps, and most often does, to streamline the activity of an organization. Within the local public authority (LPA), this is particularly important, because the success of the activities carried out at the level of the whole community depends on the efficiency of carrying out these activities.

This study examined knowledge management and teacher job performance in public secondary schools. The study adopted a descriptive survey research design. A multi-stage sampling procedure was used to select 400 respondents for the study. The data obtained through the instrument were analysed using percentage and Pearson Moment Correlation Coefficient statistical tools. The study’s findings showed that knowledge support, knowledge competency, knowledge sharing, knowledge mapping, and knowledge infrastructure are related to teachers’ job performance. The study’s findings recommended that school principals should encourage knowledge sharing by organising strategies for teachers to share knowledge among themselves; promote collaborative teaching and supervise its effectiveness; cultivate a good practice of accurate record keeping as this will enhance organisational knowledge mapping.

Personal (intrapersonal) conflict relates to the individual itself, being the sole source of conflict occurring within the individual. It doesn't necessarily require the presence of other individuals. In some cases, the effects of this conflict may extend to others within or outside the organization when the individual's condition deteriorates, leading to unconscious behaviours that alter others' perceptions of them. Interpersonal conflict occurs between individuals and involves multiple parties. It can happen between a manager and their subordinates, between a manager and their deputy, or among groups of individuals due to differences in opinions and attitudes towards a specific phenomenon. This type of conflict can also occur between groups, involving various levels and encompassing a large group within the organization. Conflict might arise between different work units, departments, or organizations due to differences in viewpoints, fair resource distribution, or difficulties in defining responsibilities among different units, leading to conflict between these groups or organizations, known as 'inter-organizational conflict.' Due to the significance of this issue, we wanted to shed light on this phenomenon by focusing on its methods, tools, the reasons behind its occurrence within organizations, as well as its management strategies. Additionally, we will also focus on its effects, whether positive or negative.

PREVENTING SCHOOL FAILURE THROUGH MODERN EDUCATIONAL MANAGEMENT STRATEGIES

School failure is a complex phenomenon, with social, pedagogical and individual determinations. This article analyzes the relationship between education, socialization and the educational ideal promoted in a society. School deviance is shown to be indicative of wider systemic dysfunctions. At the pedagogical level, the main causes identified are: the inability to adapt to the needs of each student, the perpetuation of inequalities and negative labeling. To combat it, modern educational management strategies are proposed: student-centered learning, prevention of discrimination, inclusive education, teacher training in new paradigms. The transition to a modern education, focused on the uniqueness of each student, is a complex but necessary reform. The multidimensional approach - social, managerial and pedagogical - is essential for the creation of a performing and fair educational system.

Through this analysis we aim to describe how the identity of the Craiova International Shakespeare Festival has been built over time. We will trace the communication patterns, the diversification of audience categories and the democratization of the festival's offer, as well as the evolution of communication strategies. An important stage will be the description of the communication barriers that the Festival's communicators have to overcome, as well as the techniques to attract certain influencers to take up and relay the message. The Craiova International Shakespeare Festival is already 30 years old, but its identity is still evolving. In our analysis we will highlight the stages of identity building as one of the main outcomes of the communication process.

Purpose: We inhabit an epoch confronted by formidable challenges that imperil our collective well-being. The reliance of economies on fossil fuels, coupled with widespread deforestation, has exacerbated the greenhouse effect, resulting in the degradation of numerous ecosystems and the alteration of the global climate. Concurrently, there is a fervent pursuit of non-renewable resources, heralding a pivotal contest among major producers. The proliferation of production and consumption has engendered a staggering volume of waste, whose mismanagement risks precipitating extreme levels of pollution across land, water, and the atmosphere. These pressing concerns underscore the imperative for a transition from a linear to a circular economic model. The purpose of this article is to elucidate these challenges and conduct a comprehensive comparative analysis between the Waste Management Systems of Albania and those of Europe. Methodology: A qualitative research study was undertaken to analyse pertinent data, reports, and legislation. The paper draws upon secondary data sourced from various entities, including the World Bank, Eurostat, INSTAT Albania, EU legislation, and reports. Findings: The findings suggest that the primary waste management strategy in Albania involves landfilling, which is considered the least effective method for waste treatment and utilization. While Albania endeavors to align with the guidelines provided by the European Union, it still lacks a waste management system capable of meeting the established objectives. Value: By delineating the challenges faced by Albania and juxtaposing them with those encountered by EU member states, this paper initiates a broader discourse on innovative strategies, emerging technologies, and cultural influences necessary to attain an effective waste management model.

The concept of success is a subjective category, making it a challenging area for research. It was, therefore, intriguing to delve deeper into what artists themselves consider to be a success. This text has been crafted around this issue, presenting a qualitative review of the relevant literature. This includes shifts in responsibility for career management from organisations to individuals and the evolving job market for artists, where there is an increasing move away from traditional employment models towards self-management of careers. Research findings selected by the author have been presented, highlighting the diversity of approaches, challenges, and barriers to self-management as defined by the artists themselves.
