This is theoretical research. Its aim is to analyze the two strategic for education documents and to compare the progress of member states according to decisions in them. The author describes the relationship with Memorandum on Long Life Learning, makes an attempt to clarify the keywords – knowledge, skill, competence, analyzes the conceptual base, content and principles of the two documents, compares the member-states’ progress about implementation of the two frameworks in national education policies.
