Dochód podstawowy z perspektywy ekonomii politycznej Michała Kaleckiego

The main objective of the article is to investigate the potential influence of basic income on the economy, especially Gross Domestic Product. The author uses Michat Kalecki's reproduction schemas and relations between fundamental macroeconomic factors in national economy (like GDP, the share of profits/wages, the amount of the budget deficit, private investment etc.) to verify objections against basic income made by Michel Husson: problem with financing, accusations of causing potential increase in social inequalities and reducing workers' wages. At the end of the paper some conditions under which implementing basic income can be beneficial are made and some political obstacles are indicated.

The Evasion of Retirement Insurance Contributions in Croatia

The aim of this paper is to investigate the evasion of retirement insurance contributions in Croatia. This problem can be connected to the weakness of the administration and the inefficacy of the competent bodies, to high rates of contributions and a general lack of trust in the public pension system based on intergenerational solidarity. One of the most important determinants of evasion is the benefit deriving from the insurance, that is, the relation between the contributions and the pension. Insured persons who have worked their whole lives and have reached old-age pensions have an unfavourable ratio of contributions paid in and amount of pension received, because funds for pensions have been redistributed to several other categories. After a brief explanation of the pension reform, we draw attention to certain legislative inconsistencies connected with retirement insurance. The paper closes with a proposal for possible measures for the improvement of collection.

M. Olson w „Logice działania zbiorowego” zauważył, że działania jednostek na rzecz grupy często stoją w konflikcie z ich egoistycznymi interesami. Utrudnia to podejmowanie działań zbiorowych i powoduje, że optymalne z punktu widzenia całej grupy rezultaty niekoniecznie są osiągane. Z tego względu, teoria wyjaśniająca mechanizmy podejmowania działań zbiorowych ma doniosłe znaczenie. Celem niniejszego artykułu jest teoretyczne wyjaśnienie zachodzenia działań zbiorowych na gruncie współczesnego instytucjonalizmu, a przede wszystkim myśli E. Ostrom.Niniejszy artykuł ma charakter stricte teoretyczny. Objaśniono w nim założenia teorii racjonalnego wyboru I i II generacji i przedstawiono, w jaki sposób przekładają się one na mechanizmy działań zbiorowych. Współczesna teoria działań zbiorowych E. Ostrom rozwija koncepcję działającej jednostki o elementy wyjaśniające interakcje i długookresowe relacje pomiędzy podmiotami – normy, instytucje i kapitał społeczny. Dzięki temu jest w stanie spójnie opisać instytucjonalizację sytuacji działania zbiorowego i może być aplikowana do wyjaśniania różnorodnych problemów społecznych.

W reakcji na krytykę dominującego w ostatnich dziesięcioleciach rynkowego paradygmatu usług publicznych, rozwijają się koncepcje proponujące korektę modelu rynkowego lub odejście od niego na rzecz całkowicie nowych wzorców funkcjonowania administracji usługowej. Do pierwszej kategorii można zaliczyć promowanie udziału podmiotów ekonomii społecznej w zapewnieniu usług publicznych, podczas gdy drugi kierunek reprezentuje zwłaszcza koncepcja obywatelskiej koprodukcji usług publicznych. W artykule przedstawiono porównanie teoretycznych założeń obu wizji. Prowadzi ono do wniosku, że koprodukcja i udział przedsiębiorców społecznych w zapewnieniu usług publicznych to koncepcje nie tylko w wielu punktach zbieżne, ale też komplementarne.

The overall problem of the economic system in Bosnia and Herzegovina lies in its faulty andoutdated foundations. Property is outdated, and the free market and the currency board arewrong foundations. Mass shareholding ownership of workers and citizens is the highest level in the developmentof private property. It is an ownership basis on which grow large, primarily industrial enterprises, which are the only reliable guarantee for development success. In contrast, in Bosnia and Herzegovina there is dominance of the supporting individual private property, which is historically overcome, and which ends in small businesses as an expression of their economic irrationality. Instead of rationality of a regulated market, which is so assuredly reflected in the overall economic history of the developed countries, in our country we have the harmful free market. By managing the money supply, a Central Bank significantly contributes to the stabilization and performance of the economy. We have no Central Bank with monetary competencies, whichis the basis of expressed instability that threatens with economic collapse. Especially due to the high currency overvaluation.

The liberalization of the telecommunication market was an important step in the further development of the entire Romanian communication system, by facile access for the market participants and set up of the necessary infrastructure for mobile phone operators in order to provide services at reasonable prices to the final consumer. The process of liberalization, largely imposed by European directives packages, involved the necessity of monitoring the functioning of the market mechanism by an autonomous authority, empowered to issue regulations in order to promote non-discriminatory access. This article will look into the liberalization process of the mobile telecom market in Romania and in other EU Member States and it will be illustrated with some case studies of European mergers in this sector.

Political institutions have been found to be the source of many policy differences between countries. Elaborating on earlier work in this tradition, this article will suggest an association between institutional veto power creating political constraints, and the discretionary fiscal policy reaction of governments during the economic crisis of 2008. It will be argued that the institutional configuration may have played a role in shaping the different discretionary fiscal policies adopted by governments. A limited empirical exercise indeed suggests that greater political constraints are convincingly associated with a lower fiscal package in a cross section of 46 countries with relevant country level controls.

Purpose – This study, which examined the general lines of the private pension system is being implemented in Turkey, the change in the number of participants and was conducted in order to reveal the development of the private pension system accordingly. The change in the number of participants has been examined as three periods. Regarding these periods, evaluations were made about the development of the Private Pension System. Design/methodology/approach – In this study, the development model of the Private Pension System is tried to be estimated. In this analysis, the number of participants from the data shared publicly by the Pension Monitoring Center was used. Findings – As a result of the regression analysis conducted for the periods covered in the study, it was determined that the number of participants, in general, showed a positive development in the first two periods. However, according to the previous period, the number of participants showed a negative performance towards the last months of the third period. Discussion – The positive number of participants in general and the development of the Individual Pension System are partly similar to the results of other studies in the literature.

Purpose – Precarization has emerged due to changing employment conditions as a result of the prevalence of post-Fordist production systems. The main indicators of the precarization process are insecurity and flexibility in employment conditions. The effects of precarization are observed on the entire labor force, regardless of class. The aim of this study is to explain the effects of precarization process on white collar workers. Design/methodology/approach – Content analysis method, which is one of the qualitative research methods, was used in the study. Analyzes were carried on the full texts of a total of 50 cases appealed to the Supreme Court by white-collar workers. The analysis of data was carried out through MAXQDA 2018 qualitative data analysis program. Findings – White-collar workers experience problems related to employment, skill reproduction, representation and job security, especially with income security. In addition, they experience employment and income insecurity problems due to job and wage flexibility. Discussion – The result of the search it is understood that white collar workers are in a precarization process. It is also predicted that the distinction between blue collars and white collars will gradually create due to the similarity of employment conditions.

THE CARPATHIANS AND THE PRODUCTION OF LIMINALITY

The Carpathian Mountains have for centuries remained a fundamentally border region, split in many ways and, at the same time, subject to unifying metaphorical re-conceptualisations. The article has the goal of contributing the identification of the structural role of the imagined Carpathians in intra-regional and wider-scale exchange definition, and, consequently, their perception by internal and external actors. One therefore reviews the conditions nurturing the discourses of backwardness and progress as well as transition and in-between-ness of the Carpathian area. The article suggests to rely on the post-colonialist perspective to ground and to problematise the exploration of the discursive elements supporting liminality production and perpetuation. Being chiefly interested in the applied aspect of that scheme, the study looks at the liminality discourse as an example of frame-setting for international cooperation in the area.

Važne i potrebne kritike nacionalizma bez izuzetka ostaju u sferi ideologije i politike, nečega što se uopšteno može nazvati društvena svijest. Istovremeno, nacionalizam istorijski pokazuje trajnu “žilavost”, stalno se obnavlja, sve političke i društvene promjene preživljava uz modifikacije svojih oblika. Izbori u Bosni i Hercegovini oktobra 2022. potvrđuju prethodnu ocjenu. Nacionalističke partije Stranka demokratske akcije (SDA), Hrvatska demokratska zajednica (HDZ) i Savez nezavisnih socijaldemokrata (SNSD) u raznim “koalicionim” oblicima učvrstile su poziciju najjačih partija uz neznatne gubitke. Sami izbori niti su bili fer ni pošteni. Krali su se glasovi na sve strane. To nije razlog njihovih pobjeda i ne smije biti alibi za izbjegavanje suočavanja s realnošću. One su, nažalost, pobijedile a krađa glasova, veća ili manja, samo je cilj sistema koji je u nas formiran. Pobijedile su zbog realnog društveno-ekonomskog sistema koji su formirale (u tri kopije s istim karakterom) za 27 godina vlasti. Nacionalizam je ideologija tog sistema.

ROUSSEAUOVA SKRIVENA TEORIJA SUKOBA

The article thematizes the notion of conflict in the political theory of Jean-Jacques Rousseau. Even though conflict is not central for Rousseau's work, the thesis is defended that Rousseau, although never explicitly, develops a theory of conflict which remains hidden behind various rhetorical manoeuvres and other parts of his political thought to which Rousseau’s interpreters through history have given far greater significance. While the usual interpretations classify Rousseau as a strong opponent of conflict, the article tries to prove that there is a place for conflict inside Rousseau’s political theory and that conflict is often positively valued. Moreover, the article seeks to differentiate the manifestations of conflict depending on the virtue of the political order, questioning the conflicts within modern commercial societies. Modern commercial societies are condemned to conflicts that do not generate freedom, nor are they directed towards the common good but exclusively towards obtaining the material wealth which leads to strong economic inequality, thus greatly affecting Rousseau's assessment of conflict. Th article tries to interpret Rousseau’s view on modern commercial societies and the role of conflict in them, connecting Rousseau’s personal escapism with his theoretical framework and ideological positions.

KVAZI-NEOLIBERALNA I MATEMATIĈKA MODELIRANJA, PARADOKSI I EKSPERIMENTI

Quasi-neoliberal rhetoric in some transitional countries is predominantly of apologetic and interest character. Unfortunately, it represents not only an "extended hand" of alternative institutions, but also an anti-development basis of official economic policy. It is one of the proven ideological methods for ignoring and submission the formal and informal institutions. This paper criticizes the imposed, dominant and selective theoretical modelings of economic reality, which are of monistic (quasi-neoliberal) and mathematical-statistical character. We describe them as a deliberate transition from analysis and explanation of fundamental economic problems towards secondary issues. Therefore, we characterize them as a programmed models to dim the essence of the main problems of economic reality. We start from the hypothesis that the aforesaid modelings have replaced and virtually eliminated former synthesized and useful political-economic analysis. In conclusion, we note the need for greater affirmation of political economy, which, combined with neo-institutional theories, could provide a much more realistic view of social and economic reality.
