In topicality, the supply flows of the national armies have become dependent on a wide range of resources and information. These dependences have increased recently due to outsourcing of logistical services, globalization and fast IT innovations. This brings into attention along with an increase of exposure of the supply flows’ elements to risk also and a wide range of clear benefits. To respond to these challenges, logisticians, as planners and executors of logistics expeditionary flows, need to develop efficient logistics systems and mechanisms in terms of deployability and resource consumption. This streamlining of supply flows can only be achieved with a high implementation of new technologies and concepts in the logistics field. That is why in this article aims, starting from we a number of key logistics and supply flows concepts, to address the opportunities and challenges in the field, this representing very important elements for the operations’ success.

ROLUL ABORDĂRII CUPRINZĂTOARE ÎN ELABORAREA SCENARIILOR MILITARE UTILIZÂND MODELUL PMESII

Modelul PMESII reprezintă un instrument cuprinzător în vederea elaborării unor scenarii viabile pentru validarea misiunilor tuturor instrumentelor de putere folosite în gestionarea unei situații de criză. Totodată, coerența unui astfel de instrument se poate răsfrânge asupra înțelegerii mediului de securitate a cărui definire constituie un domeniu distinct aflat sub incidența unui scenariu cuprinzător. În demersul nostru, am urmărit reliefarea acelor caracteristici ale abordării cuprinzătoare, prin analizarea apariției acestui concept în viziunea principalilor actori internaționali a căror responsabilitate este orientată către menținerea unui climat optim de securitate. Aceste caracteristici sunt esențiale pentru adoptarea unui model cuprinzător de analiză a mediului de securitate, aflat într-o permanență dinamicitate. Așadar, modelul PMESII poate fi adoptat pentru elaborarea unor scenarii cuprinzătoare bazate pe situații ipotetice reieșite din analiza sistemică a mediului de securitate și care să răspundă nevoilor unei viziuni strategice. În plus, folosirea acestui model în elaborarea unor scenarii prezintă o serie de avantaje, pe care le vom identifica pe parcursul analizei noastre.

Doctrina politicii externe a administrației Trump a fost etichetată drept „realism principial”. Denumirea nu a prins și a fost criticată atât în legătură cu substanța sa, cât și din cauza formei oximoronice a sintagmei folosite în denumire, precum și a conținutului său. Însă expresia „realism principial” nu este nouă, ci a fost folosită de mai multe ori în istorie, iar inspirația pentru doctrina Trump atunci când vine vorba de politica externă probabil că este Henry Kissinger, un confident al președintelui Trump. Conceptul leagă, de asemenea, foarte strâns, viitoarea doctrină Trump de administrația, doctrina și politicile lui Ronald Reagan – care au devenit, mai mult sau mai puțin, un model pentru mulți membri ai administrației actuale. Este încă discutabil care este nivelul real al înțelegerii conceptului „realism principialˮ în cadrul administrației Trump și cât de profundă este abordarea practică legată de teorie.

Având în vedere evoluțiile globale și schimbările constante (uneori chiar radicale) la care asistăm, remarcăm că interacțiunile dintre diferite lumi (civilizații) produc adevărate „efecte de domino”, având mai mult o conotație negativă, decât una constructivă. Dar când vorbim de Europa de Est, parcursul istoric scoate la iveală lupta puterilor pentru a contesta și contracara posibilitatea adversarilor de a obține avantaje, situație/proces definit după 1945, de literatura de specialitate, drept echilibru de putere. Așa încât, detaliind situația din Europa de Sud-Est, vom remarca cum actori ca Federația Rusă, Turcia și SUA încearcă să se folosească și de această zonă pentru a se echilibra reciproc și a se promova la nivel global în sistemul anarhic internațional; iar actorii secundari, precum România, Bulgaria, Ucraina, Serbia și Republica Moldova, încearcă să participe la acest joc internațional cu intenția de a se stabiliza și de a reveni pe căile normalității, cu toate că, până și între aceștia, se încearcă o delimitare între haos și stabilitate, în direcția jocului mai mare al puterilor interesate de spațiul Europei de Sud-Est.

COMPARATIVE ANALYSIS OF THE POLITICS OF NATION - BUILDING IN POLAND AND MACEDONIA IN THE POST-WAR PERIOD

The fall of multiethnic empires in the early twentieth century was the reason for the emergence of new nation-states on the map of Europe. Boundaries were often established by consensus, as a result of international conferences, protecting the balance of power of world powers, without taking into account the boundaries of ethnic communities living in certain geographical areas. The national minorities that remained within the newly created nationalizing states became the subject of processes of settlement, assimilation or exclusion, which manifested itself in extreme form in ethnic cleansing. The theory of Harris Mylanos, author of The Nation-Building Policy and the Formation of Content Citizens, Refugees, and Minorities, deals with the implementation of international conditions for nation-building policy and its scenarios in relation to national and ethnic minorities. The author emphasizes that the choice of scenarios does not depend on the group's connection, ability or desire to assimilate, but on external support for the group's requirements. External support can be expressed through the activities of elites in their homeland, through the support of international organizations and world powers or neighboring countries. In the Polish case, after the end of the First World War, the liberation aspirations were determined by the support of the emigrating elites, the world powers and the structure of the international powers, along with the weakening of the nationalized countries as a result of the wars. However, in the case of Macedonia, the interests of the Balkan states and the creation of international forces after the Second Balkan War led to the implementation of the policy of assimilation and exchange of population, which often happened in a drastic way.

Możliwości eksportowania przez polskie przedsiębiorstwa na rynki wybranych krajów Afryki Subsaharyjskiej

The article outlines foreign expansion possibilities for Polish enterprises through exports to the markets of Sub-Saharan African countries. The analysis of chosen economic and social factors on these markets proved that despite the large differentiation and the political, social and economic instability, Sub-Saharan countries are the region of a high economic growth rate. According to experts these are promising markets, which will not only become one of the most attractive within the next decade, but also will drive the world economic growth soon. However, the analysis conducted in the article confirmed that Polish exporters do not make use of an export potential of Sub-Saharan countries. The authors of the text indicate the main reasons of such a state of affairs and formulate recommendations for Polish exporters who are considering export to African countries. Particular attention has been paid to such aspects as a proper marketing strategy preparation, successful export process planning and understanding the cultural differences impact on business. Additionally, the article contains a brief characteristic of the highest risk factors and the key factors that determine success of export expansion to the markets of Sub-Saharan Africa.

In this paper, the author explores the elections organized by the juntas after the military coups in Africa, trying to find a connection between the personal ambitions of military personnel to come to power and the supposedly democratic elections. The paper contains a theoretical definition of a coup d’etat as a form of political coup, as well as a definition of the terms coup and junta. Through the examples of the Central African Republic, Mauritania and Guinea Bissau, the author shows the practice of organizing elections by the junta in the 21st century and their motives. In addition, the paper examines the possibility of military regimes to make a democratic transition and put an end to authoritarian regimes in Africa.

Aiding Syrian refugees in Turkey: International approaches and domestic policies

After the breakout and the escalation of the Syrian civil war and because of its humanitarian consequences, Turkey now hosts the largest refugee community worldwide. This paper attempts to investigate the role of the international community in assisting Syrian refugees in Turkey. Beyond looking at the main elements of the Turkish government policies, this study focuses on the Emergency Social Safety Net Programme of the European Union, the World Food Programme and the Turkish Red Crescent. It also reviews the Turkish aspects of the Regional Refugee and Resilience Plan of the United Nations. The primary purpose of the study is to provide a comparative analysis of the two programmes alongside the main objectives, results and difficulties. Beyond reviewing the essential international literature, the examination of this issue is principally based on data analysis of the reports of relevant international organisations. The Turkish government plays an important role in this crisis and the actions of international organisations complement the country’s domestic policies. Two international aid programmes are compared and a conclusion is reached that the Regional Refugee and Resilience Plan tries to balance urgent humanitarian needs with durable solutions, while the Emergency Social Safety Net Programme is determined by humanitarian aspects. Nonetheless, both initiatives address the challenges to the Turkish host community which are posed by the protracted refugee issue. While acknowledging the remaining gaps, challenges and the obvious complexity of the refugee situation in Turkey, it can be concluded that the aid initiatives discussed have developed innovative solutions to address this protracted crisis.

Objective: The objective of the study is to investigate the relationship between Entrepreneurial Orientation and the performance of small firms in Nigeria to determine the effect of environmental hostility towards this relationship. Research Design & Methods: A survey was conducted on small firms. The gathered data were analysed with Andrew Hayes’ Simultaneous Entry on SPSS 23.0 and PROCESS 3. Findings: We discovered that there is no significant relationship between Entrepreneurial Orientation and firm performance, while environmental hostility moderates this relationship positively. We concluded that a hostile environment motivates firms to adopt Entrepreneurial Orientation, and ultimately improve their performance. Implications & Recommendations: Environmental hostility is a crucial element in determining how Entrepreneurial Orientation relates to small firm performance. Therefore, owners/managers must identify and strengthen these factors that will enable them to improve on their Entrepreneurial Orientation to survive hostile business environments. Contribution & Value Added: Concerning the Resource-Based Theory (RBT) and contingency theories, this study advances the field of Entrepreneurial Orientation by showing how the two combine to explain the Entrepreneurial Orientation–performance relationship in a developing economy.

A Theoretical Expansion of Talent Allocation Model: Evidence from Selected Developing Countries from 2014-2018

Objective: The objective of this study is to propose a model for talent allocation to economic activities and rent-seeking based on some effective factors. Research Design & Methods: We examined the research model using the panel data method based on data from selected developing countries in the years 2014-2018. Findings: Our results indicated that market size, firm scale, and the quality of property rights all affect the talent allocation based on the theoretical logic of our research’s modelling. Implications & Recommendations: It seems necessary for an economy to worry about circumstances that influence the quality of property rights, market size, and firm scale in addition to human capital accumulation in order to reinforce the talents’ tendency towards productive activities rather than rent-seeking; that is, to promote economic growth. Contribution & Value Added: Moving a step forward from the quality of human sources towards allocating them as “economy talents,” we proposed a model to explain how market size, firm scale, and quality of property rights affect talents’ choice between productive activities and rent-seeking, via Romer’s quality of property rights model expansion.

(NE)MOĆ PARLAMENTA U DRŽAVAMA U TRANZICIJI

The aim of the work is to analyze constitutional and political position of the parliament in the states in transition. The basic hypothesis is that the parliament has become the second-class political institution despite the fact that it is the nominal represent of the sovereign’s will and that it exercises the most important state functions. The work includes the analysis constitutionally regulated relations between political institutions, in order to find confirmation of this hypothesis. The author has in mind the fact that the constitutions prescribe the rights of the government and the head of state in relation to the parliament, which they extensively use, which considerably increase their power. Although the analysis is in the first place constitutional one, it can not be limited to the field of constitutional law but it has to include the political aspect as well. This approach is necessary for more reasons. First, the real relations between political institutions have to be included in the analysis, which are not necessarily based on the constitutional provisions. Secondly, the role of the parliaments depends among other things on the subjects which only conditionally could be called the constitutional ones, such as the case with the political parties. The conclusion is that the power of the parliament is lesser that the one of the government and the president of the republic, for the fact that fragmented parliament usually is not able to secure stable parliamentary majority, and the fact that the party government and the president of the republic extensively use their constitutional authorities.

POLOŽAJ SRBA NA KOSOVU I METOHIJI I STRANAČKA PLURALIZACIJA SRPSKOG DRUŠTVA

Using the content analysis of available documents and literature, the basic thesis of the paper argues that pluralization of the Serbian society is directly connected with the „opening of the Kosovo issue“ and resolving the position of Serbs and Montenegrins in Kosovo and Metohija (K&M), in the ‘80s of the 20th century. The actions undertaken by Albanian separatists and chauvinists, discriminating Serbs and Montenegrins in K&M, attacking lives, properties and cultural (primarily sacral, orthodox) inheritance of Serbs and Montenegrins in the area of the southern Serbian autonomous province, had the goal to create ethnically pure (Albanian) Kosovo by forced migration of members of the referred nations. It was only the first step in creating conditions for obtaining the status of the seventh Yugoslav republic, later to secede from Yugoslavia and accede to Albania, creating so-called „Great Albania“, as the accomplishment of the final goal of Albanian chauvinists planned even by the First League of Prizren in 1878. However, these actions provoked reaction of citizens of Serbian and Montenegrin nationalities, who organized themselves and started public actions at the social-political scene of Serbia, by going to the highest state officials, petitions, gatherings, meetings... It was a novelty in the political practice of the socialist Yugoslavia, on one hand bringing the support and solidarity of the citizens of Serbia, Montenegro, Macedonia, while on the other hand bringing the accusations for awakening of „Great Serbia nationalism“, arriving from the western Yugoslav republics, primarily from Slovenia and Croatia. Serbian resistance movement was a democratic and mass movement of Serbs from K&M. The fact of self-organization of citizens who are at risk is a democratic act. It was democratic also because it was pleading for the protection of basic human rights of Serbs and Montenegrins, jeopardized in K&M. Likewise, in the later phase, the advocacy was going in the direction of the constitutional revision in Serbia for „its equality with other Yugoslav republics“, which was a democratic advocacy. Besides, although the members were numerous Serbs and Montenegrins from K&M – members of the League of Communists of Yugoslavia (LCY), the talks, gathering, meetings organized by this movement were characterized by critical spirit, critical word and free demonstration of thoughts and attitudes. It was a mass movement because only a few Serbs from Kosmet were not participating in it. National and democratic are usually opposed. We do not see any conflict here, especially not in this case: citizens Serbs and Montenegrins in K&M were jeopardized as the members of those nations by Albanian separatists, therefore they established the Movement that was national for those reasons; simultaneously, they pleaded for the human rights for those who were jeopardized, but they were pointing out at every moment that their request was the equality, meaning also the equality in accomplishment of human rights, which is a democratic and civic principle. The support of Slobodan Milosevic to deprived Serbian and Montenegrin people in Kosovo and Metohija, the conclusions from the 9th session of the Central Committee of the LCY and the 8th session of the Central Committee of the League of Communists of Serbia, which was broadcasted directly for the first time in the socialist practice of all the European socialist states, represented the important points in the pluralization of the Serbian society, with the function of Gorbachev’s „glasnost“ and Habermas’ „parliamentary debates“ regarding the formation of political public opinion. The „meetings of truth“, i. e. the „meetings of solidarity” had a special importance, dispelling from the political scene the ossified political oligarchy, contributing to democracy of political system and starting its pluralization. Solidary awakened acting of citizens, as well as the work of the Committee for defending freedom of thoughts and expressions and the cooperation of the movement with it, especially on formation and affirming in public of the Petition 2011, but also with simultaneous publishing of the SASA Memorandum, and finally the change of the political course of the League of Communists of Serbia especially regarding the issue of K&M, represented the publishing of the renewal of the political pluralism in the Serbian society that, in the form of multi-party system, de iure comes in 1990 with adoption of the new Constitution of the Republic of Serbia, the first in the history of Serbian constitutionalism where political parties are explicitly mentioned.
