Summary/Abstract: Relations of the African countries with the member states of the European Union havealways been important due to the colonial history of the continent. However, Africa has notstill occupied a place where it deserves in terms of international economy and politics. In thiscontext, what the development programs of the European Union countries that provide thehighest amount of development assistance to the continent, whom they serve and how theyfunction are among the factors that will affect the future of the continent. The main purposeof the study is to examine the meaning of these assistance programs for the continent andis to understand the role and place of the programs in the relationship between Africa andthe EU as well as the EU member states
