According to statistics for the European Union (EU), the European population age structure is expected to change significantly. Long-term projections for the EU indicate a substantial increase in the share of people aged 65 and above. Due to higher life expectancy and fertility rate decrease, the EU faces a decline in the working-age population and growing demand for social and health services. According to Eurostat, the share of the very elderly population (80 and over) in the Republic of Croatia will be more than double in 2070 compared to 2019. The total population of the country will decrease to 3 million inhabitants. The purpose of this paper is to provide an overview of measures planned in the Croatian National Development Strategy (CNDS) for the period 2021-2030 related to the said issues. The fundamental question is how to achieve a sustainable pension system and public finances in such circumstances. The findings and recommendations may be used for policy suggestions to relevant institutions to create adequate solutions for our citizens.

Pandemija COVID-19 i odgovor institucija i sigurnih kuća na nasilje u porodici

Atlantska inicijativa od 2012. godine radi na razmatranju sudskih praksi u oblasti nasilja nad ženama, a posebno nasilja u porodici. Rezultat je niz publikacija i resursa koji se koriste prvenstveno u pravosuđu, ali i u drugim sektorima zaduženim za pružanje podrške žrtvama nasilja u Bosni i Hercegovini (BiH). Rad Atlantske inicijative temelji se na saradnji sa vladinim i nevladinim sektorom i zajedničkom razvijanju istraživanja, priručnika i preporuka s ciljem unapređenja prakse i znanja u oblasti nasilja nad ženama. Svima koji rade u oblasti nasilja nad ženama pandemija COVID-19 pokazala je koliko je nasilje kompleksan problem i postavila je nove izazove pred uspostavljen sistem zaštite. S tim u vezi u novembru i decembru 2020. godine Atlantska inicijativa je provela istraživanje koje je dalo uvid u situaciju vezanu za pandemiju COVID-19 i njen uticaj na odgovor institucija i sigurnih kuća na nasilje u porodici. Analiza je pokazala razmjere problema nasilja tokom pandemije; učestalost prijava nasilja; razlike u odnosu na prethodnu godinu; specifične teškoće i specifične slučajeve nasilja; ukazala je na problem brige za mentalno zdravlje pomagača; te su na osnovu analize definirane preporuke za predstavnike institucija i sigurnih kuća za unapređenje rada u oblasti nasilja ne samo tokom kriznih situacija nego i u normalnim okolnostima. Istraživanje je bilo početna osnova za rad grupe stručnjaka i stručnjakinja iz sektora: socijalna zaštita, policija, pravosuđe i gender institucionalni mehanizmi koja je tokom pet sastanaka razmatrala na koji način je pandemija uticala na odgovor svih ovih sektora i šta je potrebno uraditi da se izazovi prevaziđu. Ovaj dokument daje sažetak istraživanja s fokusom na ključne preporuke i prijedloge kako ih realizirati.

The purpose of the paper is to examine the features of the model of providing medical institutions with antidotes as medicinal products in Bulgaria. To achieve this goal, the paper first presents a general characterization of emergency toxicological care with antidotes, second, analyzes the model by which antidotes are provided as medicinal products to the medical institutions in our country, and third, examines good clinical practices. Based on the analysis, recommendations are made for improving the create and implemented models for the availability and effectiveness of antidotes.

The complicated financial situation in healthcare in Bulgaria is determined by demographic and socio-economic factors. The rapid rate of population aging, the decrease in the number of people of working age and the increased levels of migration are one of the reasons for the formation of high costs for compulsory health insurance in the country. Therefore, not enough high revenues from health insurance contributions are accumulated to meet the regularly rising annual health costs. The situation with the spread of Covid-19 infection over the past two years has exacerbated the negative financial effects in the health insurance sector. Transformation is needed through a radical proposal for a health development scenario. The main direction is to lay three pillars of the insurance model.

At the end of 2020, in Bulgaria the vaccination process against COVID-19 started, according to the National Vaccination Plan approved by the Minister of Health. As of February 10, 2022, more than 2 million people have been fully vaccinated with the approved vaccines in Bulgaria – Moderna, BioNTech/Pfizer, Janssen, Astra Zeneka. The aim of this study is to analyze the measures and solutions in terms of the theory of Facility Management, which are designed to help both the good management and proper reconstruction of the space in the central building of the Military Medical Academy – General Hospital for Active Treatment, Sofia, as well as for the organization and provision of the vaccination process of the population. To achieve this goal, an analysis of the key aspects of the National Vaccination Plan in the Republic of Bulgaria, the development and use of safe and effective vaccines against COVID-19, the vaccination campaign against coronavirus infection in Bulgaria and the results of the vaccination process. The number of vaccinated persons with completed vaccination course against COVID-19 in Bulgaria is monitored.

Pension systems all over the world, and particularly in Europe, are under tremendous pressure. The global demographic shift toward longer life expectancy and lower fertility is the primary source of tensions on pension systems, with the traditional pay-as-you-go type becoming more questionable in its efficiency. In this study, we explore the perceptions toward this issue in Bulgaria, as well as what are the possible outcomes as results of different actions. Our survey was conducted with an online form, among respondents from Northeastern Bulgaria. We explore primarily the opinions of young people, since we expect them to be the most active and the most strongly concerned in the process. Our findings show the Bulgarian public is still relatively reluctant to newer types of investments.

The report provides an overview of the emergence of voucher systems for employment in Belgium, France and Canton Geneva (Switzerland), the specifics of their application in each of these countries, the problems that this type of employment solves, as well as its weaknesses, its interdependence with the so-called domestic workers. Outlines the place for its‘ regulation according to the Employment Strategy of the Republic of Bulgaria 2021-2030 to other forms of flexibility as a prerequisite for economic growth. Points to its inevitable interconnection as attypical employment also with the principle of non165 discrimination and the need to transpose Directive No 2023/970 of the European Parliament and of the Council of 10 May 2023. to strengthen the application of the principle of equal pay for women and men for equal work or work of equal value, through pay transparency and enforcement mechanisms.

The article presents the changes that occurred in the professional autonomy of physicians, in the context of the health reform of the late 1990s in Bulgaria, through the example of General Practitioners (GP). The analysis of autonomy itself is not the goal of the research, but a way to understand how GPs (as a new institutionally determined figure) construct their idea of vocation. The main claim is that the autonomy constructed by GPs affects the way they perceive the vocation in their profession. That claim is analyzed through two types of vocation that are successively presented – that of the physician-clerk and the physician resisting the limitations of autonomy. The analysis found that the reform produced non-homogenized practices and a different perception of vocation among GPs.

It analyzes the legal provisions regulating adoption procedures, as well as the role of institutions. From a sociological perspective, the study explores public perceptions of adoption, social stigmas associated with the origins of adopted children, and the challenges of their integration. This report examines adoption as a process, the work of institutions, and the child’s psyche. Its goal is to shed light on a topic that has been avoided for years by adoptees, adoptive parents, and biological parents.

The healthcare system in Bulgaria consists of both public and private sectors, with key participants including the Ministry of Health, the NHIF, hospitals, and healthcare professionals. Despite significant efforts for modernization, the system faces serious challenges, such as insufficient funding, unequal access to services, the migration of healthcare workers, and slow implementation of innovations. The problems are reflected in low wages for healthcare workers, lack of modern technologies, and uneven distribution of medical facilities, particularly in rural areas. Proposed reforms include increasing funding, improving conditions for healthcare professionals, encouraging innovation, and strengthening prevention and health literacy among the population. These measures could improve the quality and access to healthcare services in Bulgaria.

Issues related to alternative pension insurance are very poorly covered in our specialized literature, and this report will address various options and the extent to which they are applicable to the existing pension insurance in Bulgaria. Main attention will be paid to the so-called "Reverse mortgages", examining their mechanism of action and their characteristics. The advantages of this type of alternative pension insurance, the risks of using a reverse mortgage and examples of countries that have successfully implemented this instrument will also be discussed.
