The “Green Card” Opportunity: Time to Rethink Parliamentary Engagement in EU Affairs

National parliamentarians, together with their European Union counterparts, will gather in Riga at the turn of May and June 2015, to discuss ways in which to strengthen the role of parliaments in EU governance. One of the ideas is the so-called “green card,” enabling national parliaments to make suggestions for EU legislative proposals. Yet, as the climate of distrust between national parliaments and the European Parliament (EP) increases, the project might not get past the debating stage. In such a case, parliaments will either have to re-define their role in the EU, or they will hang as toothless watchdogs in the institutional limbo.

Armenia in the Eurasian Economic Union: Challenges for the EU

Accession to the Eurasian Economic Union (EEU) in January 2015 is disadvantageous for Armenia. Abandoning the association agreement with the EU, as a result of pressure from Russia, has ended chances for reform stimulated by the country’s deepening political and economic integration with the EU. The EU should try to bring Armenia back to the association agreement, taking into account the constraints arising from its membership in the EEU. Any new version of the document must oblige the government in Yerevan to continue reforms to approach EU institutional and legal standards.

The Slavkov Triangle: A Rival to the Visegrad Group?

The format and objectives of the so-called Slavkov Triangle, which was established at the end of January, have not yet been clearly defined by the signatory states, Austria, the Czech Republic and Slovakia. The initiative could evolve in the direction of a local platform aimed at improving energy and infrastructure relations, a project for the implementation of leftist economic doctrine in the EU, or a pro-Russian avant-garde. Regardless of the final alignment of the triangle, its creation is troublesome for the Visegrad Group. Its declared range of activities, including the idea consultations before the European Council, is so wide that it could duplicate some of the V4 projects.

W przyszłości inicjatywa może ewoluować w kierunku lokalnej platformy skierowanej na poprawę kontaktów infrastrukturalnych i energetycznych, projektu na rzecz realizacji lewicowej doktryny gospodarczej w UE albo prorosyjskiej awangardy. Bez względu na to, jaki ostatecznie kształt przybierze trójkąt, jego powstanie jest kłopotliwe dla Grupy Wyszehradzkiej. Deklarowany zakres działań, w tym pomysł konsultacji przed posiedzeniami Rady Europejskiej, jest tak szeroki, że może dublować projekty V4.

The Forgotten Fifth Element: Support of Entrepreneurship in the Eastern Partnership Region

In order to facilitate this process, Poland might help by offering its pre-accession experience.

Z polskiej perspektywy ważne jest, by łotewska prezydencja podjęła również kwestie mniej dla niej wygodne, takie jak relacje z Rosją czy unia energetyczna.

Serbia’s Gas Supply Dilemma (and Others) in Its Relations with Russia

The declaration made in December by Russian President Vladimir Putin cancelled the plans to build the South Stream gas pipeline, controversial among most of the EU countries. For Serbia, it means both the necessity to look for new ways to change the gas supply routes and a chance to consider the diversification of sources. For the EU, it opens the prospect of closer cooperation with Belgrade as Serbia, a country that will probably become a member of the Union within a decade, develops its new energy strategy.

Przed UE otwiera natomiast perspektywę bliższej współpracy z Belgradem już na etapie wypracowywania nowych strategii energetycznych przez Serbię – kraj, który prawdopodobnie nie później niż w ciągu dekady stanie się członkiem Unii.

The undeclared war. A new phase of the Azerbaijani-Armenian conflict

More than two years after the end of the Second Karabakh War in November 2020, the situation in the conflict area remains highly unstable. Despite declarations of a de facto solution to the problem, intensive peace talks and Armenia signalling significant concessions on the Nagorno-Karabakh issue, the region is once again becoming a flashpoint, as manifested by Azerbaijan’s blockade of it since December. In the process, the conflict has escalated to an open dispute between the two states. Azerbaijan has been provoking Armenia with military attacks along the line of the non-delimited state border (along which there was fierce fighting last September), and suggesting it might forcibly take over transportation routes (the so-called Zangezur corridor) on its neighbour’s territory.

Belarus Declares It Will Upgrade Its Armed Forces

On 26 May, Alexander Lukashenka announced the creation of a third operational command – South - of the Belarusian Armed Forces. He also announced plans to speed up rearming of the army, arguing that the threat posed by Ukraine and NATO countries is growing. However, given the country’s budgetary constraints, the proposed reform will not mean a significant increase in the potential of the Belarusian army in the near future. The change most likely stems from the needs of the Russian Armed Forces related to the war in Ukraine and other reasons. It also shows that the Belarusian authorities have become completely dependent on Russia in their security and defence policy.
