This publication constitutes the final report of the research carried out in the years 2014-2017 within the framework of a research project financed by the National Science Centre grant “W poszukiwaniu modelu przeciwdziałania bezrobociu wśród osób starszych – analiza prawna”, UMO-2013/09/09/B/HS5/04137. The main goal of the research project was an attempt to present a model set of initiatives and legal measures that should be taken in order to reduce the phenomenon of unemployment among the elderly. These investigations were to be based, and this was the case, on the examination of the legal regulations of selected European countries. The relevant regulations of Belgium, Czech Republic, Denmark, the Netherlands, Lithuania, Germany, Slovakia and Hungary were finally subjected to the research process. Polish legal solutions were also the subject of the research process. The scope of the study encompassed legal institutions which were used in a given country to reduce or eliminate unemployment among the elderly; where it was justified, general regulations concerning unemployment reduction were presented.

On 20 February 2016, the Government of the Republic of Serbia adopted the National Strategy for the Prosecution of War Crimes 2016-2020, which detailed a set of activities to help achieve the common objective of improving the prosecution of war crimes in Serbia. Determining individual criminal responsibility for war crimes committed during the 1990s is one of the formal conditions that Serbia has to meet to join the EU.5 As a direct response to the recommendations made by the European Commission in its Screening Report on Chapter 23, Serbia has adopted the Action Plan for Chapter 23 relating to judicial reform and fundamental rights, and also war crimes.The Humanitarian Law Center (HLC) has been monitoring and analyzing war crimes trials in Serbia since the first proceedings in the Republic of Serbia in 2002. The HLC is the only organization that does this continuously and informs the domestic and international public about it. In war crimes cases, it represents victims (injured parties) through a proxy, submits criminal charges against suspects to the War Crimes Prosecutor's Office (TRZ) and provides documentation on committed war crimes. The HLC also identifies and encourages witnesses and victims to testify in war crimes cases, thus contributing to the establishment of justice for past crimes. The National Strategy for War Crimes Prosecution (hereinafter: the National Strategy), adopted by the Government of the Republic of Serbia in February 2016, is based, inter alia, on the Strategy Model developed by the HLC. The HLC reports on the implementation of the National Strategy, with the aim of offering independent research findings and conclusions on its implementation during the period of validity of the National Strategy. This is the second such report on the implementation of the National Strategy published by the HLC. The First Report on the Implementation of the National Strategy for War Crimes Prosecution, which was presented by the HLC in December 2017, is also relevant for a complete insight into the implementation of the National Strategy so far.

This monograph is the result of the work of scholars from various European countries who joined the research project funded by the National Science Centre and led by Tomasz Duraj, titled “In Search of a Legal Model of Self-Employment in Poland. A Comparative Legal Analysis”.The chief research objective tackled by the project participants consisted in a complex legal ana lysis of self-employment – not only from the perspective of Polish regulations and case law, but also with regard to solutions existing in international law, European Union law, and selected European countries. The area of study covered the legal systems of the United Kingdom, Germany, Austria, Spain, France, ltaly, Hungary, as well as Lithuania, Latvia, and Estonia. Research design was rather innovative. To date, no large-scale research had been conducted into the legal environment as it pertains to self-employment, encompassing not only the Polish regulations and case law, but also the solutions adopted in international law, European Union law, and the laws of selected European countries. The inclusion of the regulations on self-employment in other countries, processed to fit within in the framework of a structured study, provides added value for Polish legal scholarship.This monograph contains an analysis of self-employment under the law of the Baltic States and under Polish law. The concluding chapter presents the final results of the research carried out as part of the research project. On their basis, an attempt was made to create an optimal legal model of self-employment in Poland. The comments as to the potential future regulatory approaches are designed to help the Polish legislator draft a new law on the legal status of self-employed workers, in order to systematically and comprehensively regulate the key aspects of self-employed work, with particular emphasis on the social protection of the workers. Its implementation will contribute to resolving a number of disputes and clarifying a number of doubts that currently exist in legal scholarship and in case law.The proposed optimal legal model of self-employment in Poland outlined in this monograph has a universal dimension, going much beyond self-employment as such. The research results suggest certain conclusions that offer a springboard for a broader discussion about the future of labour law. They encourage reflection on the need and legitimacy of expanding the applicability of protective regulations of labour law, with a view to bringing under their umbrella various new groups of workers who provide work, independently, outside the employment relationship (in particular under conditions of dependence on the client). The scope of this protection and manner of its differentiation require further critical reflection and development.The monograph is primarily addressed to legal academics, students, legislators, judges and representatives of other legal professions, social partners, practitioners and other circles interested in the issue of atypical forms of employment.

The Kosovo question has attracted the widespread attention of researchers, politicians, diplomats and analysts of international relations for more than three decades. as the Kosovo crisis developed in the direction of escalation or de-escalation, thus the issue of Kosovo and Metohija occupied a higher or a lower place on the “ranking list” of the priorities of the international community. nevertheless, it remained on that list permanently. during the observed period, the crisis reached its zenith twice. the first time, in the period 1998-1999, after the escalation of the war in Kosovo and the subsequent NATO aggression on the Federal republic of Yugoslavia. and the second time, in February 2008, when Kosovo Albanians unilaterally declared independence and their decision was soon recognized by dozens of states. on both occasions, numerous questions have been raised in the academic community. However, even today we are still searching for answers.

The monographic study aims to highlight the workings of the system of public funding from the European Structural and Investment Funds in the programme period from 2014 to 2020. It is based upon the author's dissertation ‘Financial Legal Relations in the System of Public Funding from the EU Structural and Cohesion Funds’, of which the scientific supervisor for its preparation is Prof. Sasho Penov, PhD. The result of the research demonstrates that the system of public funding from EU Structural Funds correspond with national co-financing as a public financial legal relationship. This is subject to legal regulation under financial laws, to wit those concerning the expenditure and use of budgetary funds (European and national) and control over this activity. The study is undertaken in respect of the public relations issues arising, developing and being expunged in the public funding system relating to European funds under shared management. This study examines two aspects: (1) a set of financial legal relationships of management and control, and (2) a set of public authorities that undertake financial activities.

The textbook titled ‘Management and Control of EU Funds under Shared Management’, written by Assoc. Prof. Savina Mihaylova-Goleminova, PhD con¬tains an analytical section, literature references, control questions, case law examples, case studies and test questions. The management and control relationships in the system of public funding from the European Structural and Investment Funds (ESIF) and the European Funds under Shared Management (EFSM) are subject to the legal regulation of financial law. This is an independent branch of the legal regime of the Republic of Bulgaria. The presentation of those legal management and control relationships in respect of funds from the ESIF/EFSM in the three chapters of the textbook, including appendices, conforms to the achievements of modern constitutional, administrative and financial legal doctrine and has a practical orientation. The purpose of the textbook is to present the financial legal relationships inherent in the management and control of ESIF/EFSM funding. 'Control' and 'management' are considered in the light of their synergy in the arena of the public finance system and ESIF/EFSM funds, with the EU and national budgets at their core. The textbook builds on the traditions of Bulgarian financial law doctrine. The legal relationships in the system of public funding from the ESIF/EFSM are justified in constituting financial legal relations and are considered in financial law as a legal discipline. The basis of the book is an analysis of the literature, in Bulgarian and English , which examines the institutional and legal framework of the functioning of the EU. As Bulgaria is a worthy member of the Union we should take maximum advantage of its values, including its main policies - cohesion, common agricultural policy, transport, environment, social policy, etc. - and of the means of financing these policies by Member States, to reach citizens, companies, public authorities and municipalities precisely through the EU's ESIF/EFSM funding. The textbook contains three chapters reflecting, without claiming to be exhaustive, its main subject matter, as follows: Chapter 1. Sources of law in the field of management and control of ESIF/EFSM funds. Basic concepts; Chapter 2. Financial control and audit in the system [use] of public funds from the ESIF/EFSM; Chapter 3. Measures to protect the EU's financial interests in the management and control of ESIF/EFSM funds. There are six appendices, as well as fifteen figures and one table. The textbook will be useful for students because, at the end of each chapter (topic) there are control questions including literature references. To substantiate their answers, students may refer to the case law in the appendices, including selected case studies. Textbook provides a systematic and specialized knowledge of the management and control of EU funds under shared management. The book will be useful both for students at the Faculty of Economics of Sofia University ‘St. Kliment Ohridski’ and for practicing lawyers.

The publication is the result of the 6th Polish-Spanish Scientific Conference, organized in May 2022 by the Centre for Spanish and European Law of the University of Warsaw. The authors of the texts included in the book analyse selected legal and tax issues related to activities for socially useful purposes, adopted in Poland and Spain. They discuss issues concerning financial economy and taxation of non-profit units in national and comparative legal terms, referring to a wide range of empirical data. In their reflections they take into account, among others, tax aspects of the activities of religious entities, those socially useful and pertaining to the field of religious worship.

The monograph presents the changes in Poland's substantive criminal law system after the Second World War. The author focused primarily on the codification process, including the issues of jurisprudence and extra-code regulations that were issued in 1947-1969. The work has been divided into four parts, corresponding to the successive stages of adopting the penal code by the Sejm of the People's Republic of Poland on April 19, 1969. The first part deals with issues introducing the codification of criminal law in a communist state. The next three include work on draft codes from 1956, 1963 and 1968. Each part is presented in the context of socio-political changes in the political system of People's Poland. The effects that the author reached as a result of the research carried out include, among others, the features of the codification process in the years 1947-1969, the reasons for the design work and the characteristics of the penal code of the people's state.
