Няколко опита за създаването на държавна банка в Османската империя през 1854–1863 г.

Author(s): Desislava Dimitrova / Language(s): Bulgarian Issue: 1/2020

This article view at the first attempts to create a state bank in the Ottoman Empire. The beginning could be made in 1854, with British bankers making their first proposal until the sultry. Until the first state bank was actually established Imperial Ottoman Bank in 1863. The documents on which the text is based are: promulgated laws, documents relating to the First State Bank, Tsarigradskiya vestnik, Takvîm-i vekÂyi. Attention is also paid to the spread of the kaime-i mutebere-i nakdiye / paper money since 1840. All models presented for the creation of a state bank are presented by model: origin of the proposal, bank capital, representative, vision for development. On this basis, an analysis is made that the Ottoman Empire became aware of: the use of paper money (kaime), converting it into a standard monetary system (based on a monetary system), ending counterfeiting with them, and establishing banking institutions. The changes in the capital market of the empire during the same period were: issuance of modern debt securities, creation of companies in the form of joint stock companies, both domestic debt securities and the stock exchange, where the company shares and bonds will be traded. With these innovations, the Ottoman Empire completely changed its current financial system. For over twenty years, the High Gate has been trying to set up a stateowned bank jointly with foreign capitals. This became a fact in 1863.

Сравнителен анализ на развитието на сектор захар в България и Румъния преди и след присъединяването им към ЕС

Сравнителен анализ на развитието на сектор захар в България и Румъния преди и след присъединяването им към ЕС

Romania and Bulgaria are two neighbouring countries located in one of the most deficient regions in terms of own raw material for sugar production in Europe. The region is defined as deficient due to unfavourable climatic conditions for sugar beet cultivation compared to the largest sugar producers in Europe: Germany, France, the Netherlands and Poland, where 70% of all sugar production in the EU is concentrated. At the peak of the sugar sector in the two countries, there used to be 40 sugar factories with more than 9,500 employees. After their accession to the EU and the end of the so-called sugar sector reform, only five factories managed to survive. The EU sugar sector reform itself was not carried out on a parity basis for all operators, but it gave more rights to beet processors at the expense of restrictions imposed on cane refineries and imports of raw cane sugar for refining. One of the outcomes of the reform is the differentiation of three regional markets, with a price gap of €61 between the first and the third region. The Balkan sugar sector is highly endangered and threatened with destruction. There is an urgent need of preferential custom quota for import of raw cane sugar to be implemented. Deficit countries like Bulgaria and Romania need to secure the traditional sugar consumption with local production from an independent source. Such a measure will prevent the monopolization of the market and protect the interest of the local economy, industry, and consumers.

The increase in consumer demand and production capacity of economic entities has a negative impact on the ecological balance in nature. One of the main tasks of the European Union in recent years has been to reduce greenhouse gases and to create certain mechanisms in this direction. These policies create preconditions for reorganization of the activities of enterprises, which requires provision of information in the short, medium and long term. Accounting has a certain place in this regard, which should provide the necessary information for their management.

We know that China has been adopting Five-year plans since 1953; they are a system of planned initiatives that the country seeks to pursue in its future socio-economic development. The Fourteenth Five-Year Plan (FYP) of China (2021– 2025), approved in March 2021, is the main topic of this article not only because of the important strategic and geopolitical place of China in the modern world, but also because of the need for such publications in our country. We can read that this five-year plan sets key milestones for China, but also for every other country in the world: tackling poverty, trade expansion, investment in science and technology, environment protection, etc. The aim here is to consider not only the economic and social aspect of the planned development, but also to look for the roots of modern Chinese politics in traditional culture and ancient Chinese philosophy. In today’s global world, it is not possible for any nation or culture to exist in isolation and develop on its own. That is why Chinese people say that China needs the world, but the world also needs China, especially the modern world.

Author(s): Marinela Ilieva / Language(s): Bulgarian Issue: 2/2022

Following the conflict of Ukraine, global trade has faced a double whammy: a confidence shock in demand, as well as increasingly high price pressures. High energy prices, geopolitical tensions, and increased transportation bottlenecks rank among the basic concerns for the existence of business in Eastern European countries. These challenges will tighten financing and will exacerbate interfirm debt problems, resulting in a number of insolvencies that will continue to increase in the coming quarters. In this complex political, financial, and economic environment, with constantly emerging new crises and risks, business may only survive if it restructures itself and properly adapts to the new reality.

Author(s): Evangelos Katsikudis / Language(s): Bulgarian Issue: 1/2023

The report focuses on the current situation, influenced by a global health crisis that has completely reconstructed national social systems and economic policies, and Russia's subsequent military invasion of Ukraine. These two factors are generating in their wake disastrous consequences and many state models are proving unprepared for them. However, international trade has managed to recover extremely quickly from the effects of the crises and to generate growth as early as 2021 on several its indicators. A viewpoint is formed summarizing the importance of each actor in the global economic system, especially the largest economies, but also the role of implementing international cooperation in the field to achieve real results and provide assistance, especially to countries in need.

Политиката за разширяване на Европейския съюз - настояще и бъдеще в контекста на войната в Украйна 2022

Author(s): Monika Panayotova / Language(s): Bulgarian Issue: 1/2023

The aim of the current research paper is to examine the present and future of the enlargement policy of the European Union in the context of the complex realities of the war in Ukraine and the new EU initiatives and conceptual ideas related to the Enlargement Strategy from 2018, the new negotiation methodology from 2020, the concepts of gradual accession to the Union with a transitional consolidation clause, the European Political Community and a new European Convention. For the purpose of the study, different methods of analysis have been used. Some of them include: an innovative 'portfolio thinking' approach, revealing the extent of the EU's innovative spirit in creating new trajectories of engagement with the Western Balkans and Eastern Partnership countries, and emphasising the importance of de-risking so that the above presented initiatives are recognised as an opportunity rather than an obstacle to the European perspective; experimental use of artificial intelligence by the OpenAI research laboratory in developing potential scenarios for the future of enlargement policy in the short, medium and long term. The study has its added value in view of the upcoming European elections in 2024, the growing geopolitical aspirations of Russia and China in Eastern and South-Eastern Europe, the need to prepare both the EU and candidate countries for future enlargements and for the challenges of tomorrow.
