Article 11, paragraph 4 of the Bulgarian Constitution forbids the formation of political parties on ethnic, racial or religious basis. The purpose of this norm is not to allow the formation and the functioning of political parties whose members belong to specific ethnic, racial or religious group and therefore are not accessible to people outside this group. The state organ with the task of monitoring the compliance of the existing political parties with art.11, par.4 of the Constitution, is the Constitutional Court that is competent to rule on challenges concerning the constitutionality of political parties and associations. Constitutional court decisions, including those rendered on disputes on the constitutionality of political parties, formed on religious basis, has formal and material res judicata effect. But when the Constitutional court reviews the constitutionality of a political party it acts not only as a “court of norms” but also as a “court of facts”. So the main question is whether and to what extent art. 21, par. 5 of the Constitutional court act, forbidding the filing of further motions when the Constitutional court has already rendered a decision on the same subject, is applicable to disputes concerning the constitutionality of political parties. According to the author in such cases the res judicata effect comprises only those facts that are present and known to the court at the moment of rendering its decision. Consequently, there is no obstacle to file a motion, based on new facts, that were non-existent at the moment of rendering the previous decision. Otherwise, it would mean that once the constitutionality of a certain political party has been reviewed by the Constitutional court this same party is forever immuned from the threat of being proclaimed unconstitutional.

Climate change has posed new challenges for central banks, regulators and supervisors. As a result, environmental, social and governance standards are becoming increasingly key to the reputation of banks. In the growing environment of challenges facing commercial banks – digitalisation, new competitors, variable interest rates, regulation and more – it is unacceptable to downplay environmental, social and governance (ESG) issues when it comes to the need for largescale transformation. Until recently, ESG departments existed as divisions that were not deeply connected to the bank's overall strategy, customer and product offerings, or incentive schemes. The reasons for embedding ESG standards and practices in all functions stem from a broader transformation project and to involve everyone from the senior executives (C-suite) to the local bank branch. ESG is a central driver for the radical, end-to-end transformation required of European banks and an important key challenge they need to address alongside credit, costs, consolidation and technology. ESG is positioned as the new litmus of good banking practice based on three converging trends. The first is climate change and the need to finance the decarbonisation of economic activities, which promises to open up new areas of activity for banks. The second is reputational, where banks and businesses that fail to meet their ESG commitments risk being accused of greenwashing. The third is regulation that will require banks to measure and disclose ESG risks in their loan portfolios and other banking activities, as well as the impact of their activities across a wider range of environmental, social and governance considerations. As a consequence of these reasons, ESG standards are expected to be crucial for the reputation of banks. In the coming years, banks that have a lead in this process will be more competitive and will gain reputational advantages over their competitors. Green (ESG) marketing and digital transformation are two important trends in the commercial banking sector that reflect the growing emphasis on sustainability, environmental responsibility and the adoption of digital technologies. Let's explore how these two aspects intersect: This article presents the reasons, nature, benefits and possible downsides of the impact of green marketing on financial institutions, as well as the importance of the digital transition and ESG standards for the well-being of the economy's foundational sector.

The report presents the possibility of measuring the macroeconomic imbalances of the European Union countries by using the so-called integrated indicator. The relationship between the integrated indicator for measuring the macroeconomic imbalances and the economic growth of the European Union countries has been studied, using correlation and cross-correlations coefficients, through which the presence of possible lag effects has been established. For this purpose, annual data for the European Union countries for the period from 2007 to 2020, included, were used. An econometric model has been developed for the impact of macroeconomic imbalances on economic growth.

The report demonstrates a two-factor relationship between the consumer confidence indicator and the total business climate indicator on the one hand, and real GDP growth by quarter on the other hand, over the past three years. The analysis aims to build on conclusions already drawn by the author on the possibility of using key indicators from business surveys as early warning indicators for economic crises and therefore for rapid decision-making. The economic crisis triggered by the Covid-19 pandemic has acutely raised the need for indicators that provide timely signals of impending fluctuations in economic growth dynamics. Managers' direct assessments of the business climate indicator, and the population's assessments of the consumer confidence indicator, have largely the same dynamics as seasonally-adjusted real GDP growth data on a quarter-on-quarter basis over the previous period. The existence of a direct bivariate relationship between the two indicators from the business surveys and the economic growth also determines the fact that they can serve as a signal of the direction of economic development in the short term. This, in turn, also allows for rapid decision-making on specific economic policies.

The ambitious goals of so called „Green deal“ require decrease of the greenhouse gas emissions. That means transformation of all energy production capacity because of the new energy consumers – the electric vehicles. The general energy consumption in Bulgaria increases slightly. The country currently is in line with the goals for share of renewable energy. The transport is the sector with the highest share of consumed energy both in the EU and Bulgaria. With the enlargement of the electric vehicles fleet, it is necessary the standards for charging to be unified. The distribution of charging points needs to be more even, they need to be easier for use and the pricing for the energy to be more transparent and in line with the payment standards in Bulgaria and the EU.

Turkey’s path to membership in the European Union (EU) is full of many obstacles. The history of relations between Turkey and the EU is long and full of twists and turns. The subject of Turkey’s membership also triggers mechanisms of public debate that have been formed in the course of the countries’ past experiences. Over the centuries, Europeans formed an identity in which the Ottoman Empire, in the face of the Turks, was opposed to a different people. Hence the psychological barrier for an 80 million Muslim nation with an authoritarian presidential rule and a much lower standard of living with increasing hyperinflation. That is why the accession of Turkey to the EU will shake the European integration and in particular its Christian basis. At the end of October 2023, an interim report on the progress of Turkey’s negotiations towards joining the European Union is expected to be published.

The study analyzes one of the most discussed issues concerning EU cohesion policies and, in particular, the macroeconomic effects these policies have on the development of the Bulgarian economy. A central focus of the report is the quantification of the multiplier of expenditures co-financed by the EU. The results indicate that the crowding out effects and the lack of additionality among national policies limit the multiplier coefficient for each 1 BGN spent to around 0.3-0.4. This estimate is lower than the alternative macroeconometric approach (SIBILA 2.0) currently used by public institutions.

The study examines inflation developments during and after the COVID-19 pandemic. Along with the pandemic, other reasons for the price dynamics during this period are also considered. The report investigates the different dynamics of inflation in the EU countries, with an emphasis on Bulgaria. The research methodology includes an analysis of both general inflation and inflation by individual product groups. The contribution of these groups to general inflation is also examined. The analysis shows that during the COVID-19 pandemic, inflation, the most intense in the last few decades, has characteristics that significantly distinguish it from previous crisis periods when we witnessed high inflation levels. Inflationary processes take place in quite different ways in different countries and in particular in the EU. During the pandemic, the inflation differential between the member states widened, with the countries of Central and Eastern Europe registering a significantly greater increase in prices. This is mainly observed in food and utilities, but also to a significant extent in services such as health care, education and hotels and restaurants.
