The paper presents a small part of the outcome of scientific research devoted to the investigation of branding genesis. The study is focused on the cylinder seals that have been used in the economic life during the very beginning of the Egyptian state. The time scope of the study encompasses Dynasties I-III. The thorough investigation of the cylinder seals includes defining their typology on the basis of the text context engraved on them. A comparative analysis of the ancient (proto)brands versus the contemporary analogues is presented. As the research includes hundreds of seals classified in major classes, classes, cluster groups and clusters the total volume of the analysis is huge – because of that the results will be published consecutively in several publications.

Based on a comparative analysis of the different types of politicians, the statesman’s major characteristics have been identified: a strategic leader who is well aware the interests and the prestige of his own country as a mandatory norm; a powerful social integrator; manages to set priorities; has the character, the resolve and the intellectual potential to perform his mission – to guarantee the security, well-being and prosperity of his nation and state. An analysis is made of the reasons for the crisis in statehood, for the degradation of the ruling political elites, and for the lack of authentic statesmen in Bulgaria and in the European Union at the start of the 21st century. Special attention is paid to the first of its kind rating survey made in this country: The Most Successful Bulgarian Prime Ministers (1879 – 2009), which is based on a questionnaire including 56 researchers. The ranking is based on 20 indicators. The aim of the survey is to highlight the statesmen in Bulgaria’s latest history who could serve as a suit to follow for the contemporary ruling elites. The study finishes with an analysis of the role of research and cognition for state governance. Also the tradition has been outlined in UNWE in the teaching of political sciences.

This article discusses the relationships between three concepts that are key for contemporary disability policies: social model of disability, independent living, and care. The first part explores the impact of the social model and independent living on the UN Convention on the Rights of Persons with Disabilities, as well as the conflict between the social model and independent living, on the one hand, and the idea of ‘care’, on the other. This conflict is addressed by making recourse to studies of the ‘ethics of care’ and by introducing a distinction between ‘paternalist care’ and ‘egalitarian care’. In the second part of the article, these concepts are used in an analysis of contemporary Bulgarian disability policies. This includes a critique of the barriers to the independent living faced by disabled people in Bulgaria, and more specifically, of the continuing institutionalization of disabled Bulgarians, the lack of adequate personal assistance, the difficulties with providing access to inclusive education for disabled children, and the medical assessment of disability. The conclusion emphasizes that the approach of ‘paternalist care’ still dominates in Bulgarian disability policies. This significantly complicates the attempts to apply the ‘ethics of care’ in the Bulgarian context in a way that affirms disabled people’s rights.

Serbia’s investment policy should favor intellectual capacities and inventiveness that are coming from Serbian research and development. Serbia’s investment policy must rely on the use of natural resources and existing economically needed systems, and not on the sale of those resources. Investment policy should enable Serbia to multiply funds, and for the Serbian government needs to create development funds that optimize what we have, and put Serbia as a developed country on the map of Europe. The development cannot be based on sales that bring the funds that are immediately used or misused to meet daily needs. It is important that Serbia stops importing technologies and invest into the local technological development. The policy must ensure that foreign investors feel the attractiveness of investing, but not at the expense of cheap labor and gifts in the form of provision of free infrastructure. It is inadmissible that most of the foreign investments contributed to the increased employment, but that the structure of employees is mostly at the level that is minimally qualified and paid. It is inadmissible that companies that had development programs and whose products have customers were closed down and their property sold for next to nothing. It is necessary to nurture changes in the organization of work that will create a productive economy primarily through shifting the focus of the economy to the sale of services, and not on the production that does not increases the values of Serbian resources.
