Summary/Abstract: Serbia’s investment policy should favor intellectual capacities and inventiveness that are coming from Serbian research and development. Serbia’s investment policy must rely on the use of natural resources and existing economically needed systems, and not on the sale of those resources. Investment policy should enable Serbia to multiply funds, and for the Serbian government needs to create development funds that optimize what we have, and put Serbia as a developed country on the map of Europe. The development cannot be based on sales that bring the funds that are immediately used or misused to meet daily needs. It is important that Serbia stops importing technologies and invest into the local technological development. The policy must ensure that foreign investors feel the attractiveness of investing, but not at the expense of cheap labor and gifts in the form of provision of free infrastructure. It is inadmissible that most of the foreign investments contributed to the increased employment, but that the structure of employees is mostly at the level that is minimally qualified and paid. It is inadmissible that companies that had development programs and whose products have customers were closed down and their property sold for next to nothing. It is necessary to nurture changes in the organization of work that will create a productive economy primarily through shifting the focus of the economy to the sale of services, and not on the production that does not increases the values of Serbian resources.
