New demography in Europe, which results from persistent changes in population reproduction patterns, defines a new context for development. The paper starts with a brief description of the main features of the reproduction process over the last 60 years. Then it focuses on future developments in the age composition according to the 2010 population projections by the Eurostat. Referring to the age structures of the 27 member states, both commonalities and differences in trends are taken into account to highlight country-specific effects. Consequences of demographic changes for public finance are then analyzed in the framework of development policy, which puts a special emphasis on social investment. The paper concludes that priorities given to human capital development and optimal use of available labor resources should be reflected in the level and structure of public finance, with a simultaneous reduction of some passive transfers.

The article presents the main relationships between the imbalance of public finances and economic fluctuations in Poland. The first part shows the impact of economic slowdown on public finances. Then an inverse relationship is analyzed - fiscal policy impact on GDP. In countries with high public debt expansionary fiscal policy may result in a decline in public debt to GDP ratio, because of the existence of the feedback between fiscal policy and economic fluctuations. However, as follows from the analysis, this unusual situation in the Polish economy does not occur.

The article analyzes new budgetary rules introduced under the reform of economic governance in the euro area in 2011, namely the spending rule and the rule of the debt pace. The author examines the principles of the above rules against the accepted principles of assessment of the effective budgetary rules and in respect to the proposed changes to the Stability and Growth Pact, which have been presented in the literature since the creation of EMU. The second part of the article presents the results of simulation analysis, based on baseline scenarios of the effects of implementing the new budgetary rules in relation to the actual and predicted values of the deficit and public debt, obtained for individual euro area countries. In the study is used the methodology developed by the European Commission and Eurostat data. The results of the analysis indicate that budget rules of the euro area do not fully meet the conditions of the budget construction rules, especially those considering the simplicity of design, limiting exceptions and emergency situations (criterion of transparency), and legal legitimacy. The empirical analysis suggests a possible high efficiency of the new rules of the euro area, conditional, however, on the implementation of the fiscal adjustments in the national reform programs and strengthening mutual control.
