The article presents an overview of the main problems associated with monitoring the ef-fectiveness of inclusive practice and considered at the IV International scientific school on prob-lems of inclusive education. The conceptual apparatus in the aspect of the stated theme is de-fined. The approaches to the evaluation of successful educational inclusion are disclosed. The research and practical experience and the result of an innovative regional project "Education and socialization of children with disabilities in inclusive educational space of the Novosibirsk region" to develop strategies to address issues of inclusive education development in the mass practice are described. The technology of monitoring organization of an inclusive process in education, the criteria and performance indicators of an inclusive educational process, tools for assessing the quality of the process and outcomes of inclusive education are presented. The ap-proaches to the evaluation of educational achievements of students with disabilities in terms of inclusive practice and evaluation of social impact of an inclusive process in education are re-viewed. The potential applications are varied, including interactive forms of work in the frame-work of the scientific-educational activities: plenary session, webinar, interactive lecture, panel discussion, round table, panel discussion, master class, the foresight session, case study, back-ground, presentation of the group project are analyzed.

Question studying age-related features of psychophysiological development and school-boys adaptation to educational activity in a variety of the conditions for instruction is of particu-lar relevance in adolescence age of individual development. A comparative analysis of vegeta-tive and neurodynamic indicators younger and older adolescents from educational organiza-tions with varying training intensity (229 persons). The features that reflect the specifics of ado-lescent adaptation to training and factors of educational environment. These results reflect the peculiarities of psychophysiological adaptation of adolescents enrolled in comprehensive school and grammar school. Learners general educational schools are characterized by a more pronounced voltage of adaptation mechanisms, and lower levels of neurodynamic indicators in comparison with by pupils the grammar school, that is especially pronounced at the initial stage of training at the basic school. On indicators of psychophysiological adaptation have an impact typological features of vegetative regulation. For teenagers with the balanced autonomic tone are characteristic of higher rates of psychomotor reactions. Interrelation of vegetative and neu-rodynamic features of is most pronounced at a voltage of adaptation mechanisms and the low level of neurodynamic characteristics. The results can be used to optimize the individually-differentiated approach in educational process taking into account the learning conditions in the educational organization.

The aim of the research was to identify the properties of attention of people engaged in physical or other activities and to consider the positive influence of meditative techniques on physical and intellectual activities. It is shown, that psychological training based on meditative techniques renders positive influence on concentration of attention while physical and intellectual activities performed by even not skilled individuals. Meditative techniques contribute to improvement of concentration/ attention while physi-cal and intellectual activities. The authors emphasise the positive influence of meditative techniques on mental stability on a background of distracting factors. The meditative techniques do not influence the degree of inclusion in work after physical activities, whereas, the group of skilled meditating practition-ers demonstrated high degree of inclusion in work after intellectual activities. The influence of meditative techniques on resisting negative distracting factors is revealed. The above mentioned results allow to recommend using psychological training based on meditative techniques for restoring the properties of attention while physical and intellectual activities, as a popular method.

Both, the German Prison Act and the Youth Courts Law empower a life in freedom without committing offence as well as social responsibility. In particular the employees of the General Penal Service accompanying the detainees in their everyday life are granted an essential peda-gogical role with regard to the basic forms of educational activities and the perpetual life-long development of each human. Being officials, they are required to represent the basic values of democracy and human rights. In many cases the employees´ occupational choice cannot be at-tributed to a pedagogical motivation as it runs the risk of pedagogy and encouragement fading into the background. This is why the prison practice has to be enriched with professional ethics.

The article with the social and psychological position of the problem of disability, which is now becoming more urgent. It is noted that one of the key challenges facing society is ap-proaching the maximum opportunities for disabled people to conditions of life of healthy people. The content of the article reflects some current ways of integrating people with disabilities and disability in social life, describes the direction of adaptive physical culture, sport and tourism, which have a great potential for the correction of physical health and adaptation of disabled people in society. Emphasizes the importance of physical education and sport as one of the most effective ways to integrate social and leisure of people with disabilities and special needs. The article focuses atten-manie, in particular on the fact that in many European countries, including Russia, implemented the program to work with disabled sports, allow-ing not only introduce them to the sport, but also give opportunities for their full development . One of the clearest ex-amples of the active integration of people with disabilities into a full social life lead Xia Para-lympic Games in Sochi. It is concluded that a particularly relevant topic accessible environment as a major factor in the development of barrier-free tourism. The process of humanization of sports work with people with disabilities is socially important task and should be integrated.

This paper presents the public policy on employment boost that must help people looking for a job in order to strengthen individual capacity occupation (by providing outreach programs and personalized career counselling, professional training and fostering individual entrepreneurship initiative) based on a legal framework recast regarding unemployment insurance system and employment promotion. The measures envisaged by the amending Agreement legislation are consistent with the priorities of EU policy on labour market flexibility, reducing youth unemployment and labour market segmentation, facilitating the transition from education system to employment system, and strengthening dialogue with social partners in order to increase employment rate and achieve the target of 70% through the National Reform Program 2015-2017 in the context of the Europe 2020 Strategy. Currently, at European level, in the European Council of March 2015 it was undertaken by 27 EU member states, including Romania, the Euro Plus Pact (EPP) which is a political commitment aimed at financial strengthening and support of economic competitiveness of the Union. The four pillars of the Euro Plus Pact are: promoting competitiveness, promoting employment, strengthening the sustainability of public finances and reinforcing financial stability.

Preparation and knowledge in economic and financial field of management is crucial to profitability, the market place and the company's long existence. The problem arises when these mandatory knowledge seem to be much less significant and are treated by those who direct the activities of a company. The terms conventional or modern used to describe types of finances refer to finance based theories of reason and logic, such as the value of capital assets, or assumption of market efficiency. These theories assume that people in most cases have a rational and predictable behaviour. Relevance of finance can be used to explain the illogic of financial behaviour. It is understood that those who benefit financially from providing additional working hours are overwhelmed by a sense of loss of money by paying additional taxes. From here we can show the tendency of investors in stock market to retain shares too weak and to sell profitable actions to quickly. The logical manner would be to retain profitable actions for a longer period of time and to heal those weak to avoid increasing losses. For those who do not have knowledge in the field, but practice a profession based on financial and economic activity experience difficulty in obtaining consistent and long-term profit.

The acceptances of the notion of international law has experienced different interpretations in the works of scholars in the field, but all of them lead to the conclusion that this notion designates the rules governing the inter-state relationships, idea that we agree with too. The mandating of international public law rules is put under a sign of great uncertainty. Although the international legal order is imperfect and incomplete, the international public law is part of a legal phenomenon and not of a moral one. No state denies the existence of the international public law as a branch in itself and all the states need to recognize its necessity as a condition of international order, for maintaining the peace and security in the world The development of international relationships national for the inception human society up to these days as well as the social and political global conditions have imposed a strong interdependence with the formation and the historical development of international law. International law must not be designed independently of the political factors just because they work or affect the sphere of international relationships.The first regulatory tool of the international relationships was the international custom and only later these relationships were established by treaties. Therefore, we can say that there are two ways by which states have sought the establishment of an interstate or international law, and specifically: a customary way, created by the unwritten rules and a conventional way, objectified through written agreements called treaties, pacts, conventions, acts, chart.

Through this paper, the author intends to approach the issue of minimum gross wage per country (Romania) from a regulatory perspective and the latest developments. It is taken into account that it has an extremely important role in the economy well beyond the simple assurance of the minimum food security for the worker and his family. Starting from the idea that the minimum wage covers both social progress correlation with economic progress and some negative economic effects and social justice, it shows that at this level is achieved in conjunction with a number of factors play into work. Evolutionary ontology differs from traditional ontology in the following aspects: 1. sub-ject; 2. means of its interpretation; 3. social role. The abstractly understood natural being is the subject of traditional ontology. The ontically opposing artificial cultural being is, besides the natural being, the subject of evolutionary ontology. This is because its subject consists in the complete terrestrial reality, including the conflict between the Culture and the Nature. Tradi-tional ontology, within the context of the natural being, preferred stability, passivity and revers-ibility, while evolutionary ontology emphasizes processes, ontical activity and non-reversibility; in compliance with reality it considers natural being to be an activity, to be a process powered by the residual energy of the Big Bang. Traditional ontology has been abstractly academic and individually comfortable; evolutionary ontology, which has revealed the principles of the global environmental crisis, could play a generally philosophical and culturally paradigmatic role.

The article presents the methodological and axiological foundations of the problem of correlation of fundamental and specialized knowledge in the context of the emerging continuity educational process in the information society.The article focus is on the existing controversy, when the conceptual and methodological foundations for the study and understanding of the education system prevailing earlier, are used to study education in the information society and knowledge society. It is emphasized that the change of educational processes characteristics in information society is linked by re-searchers to a new definition of continuity education. Education in modern conditions is really a continuous and ongoing throughout a person's life. The authors focus attention on the role of fundamental knowledge in the continuing education development. Continuing education should encourage the development of critical thinking. The article describes the concept and features of fundamental education development. It is emphasized that what is happening in science contradictory processes reflected in education, and fundamental knowledge in education is the basis for developing strategic thinking. The au-thors explain that the professional must create a scientific form of systemic thinking. The con-scious use of philosophical methodology orients accordingly the theory and practice of the edu-cational process. Application of the methods of systematic (scientific) methodology in the field of education promotes optimal scientific balance of this system. In conclusion, the authors consid-er the fundamental axiological foundations of educational knowledge.

The article presents an overview of modern data and results of educational and scientific work carried out within The Normal Physiology Chair at Kemerovo State Medical Academy on working out methods of motivating population to healthy lifestyle.The purpose of this article is to emphasise the main problems of health science and pre-sent the ways of their solving. The authors relied on the opinions of the world's most famous people, provided the examples of health lifestyle demonstrated by medical scientists and the au-thors of this article. The article is accompanied by the booklets on healthy lifestyle as well as tests for health self-assessment. During some motivating lectures and talks the authors use verses of A. Pushkin, O. Mandelstam, I. Guberman, V. Dagurov and humorous approach to some health problems. In conclusion the authors emphasise the role of behavioral factors in forming health of individuals and of the whole population.

The characteristics of the physical development and functional status of the first year and second year female students are presented in this article. The students were engaged in aerobics during two academic hours two times a week. The conditions and scope of classes corresponded with the State Standard of education for the discipline "Physical Education" and the choice of sport specialization was carried out by the students independently. It is shown that the majority of the studied and calculated parameters of physical development (height, body weight, circum-ference of chest, lung capacity, the strength of the hands, Ketle and pulmonary indexes); the functional state of the cardiovascular system (blood pressure, heart rate at rest and after stand-ard physical load, indicators of the effectiveness of blood circulation and heart activity); physi-cal working capacity, physical fitness, measured by the level of endurance and the development of power-speed; as well as the integral level of physical health and physical preparedness, cal-culated on the sum of all tests results, were at the level of average normative values for a given age, sex and social group. We detected a few differences in physical development and morpho-logical and functional reserves between first and second year students but the level of physical preparedness of the second year students was significantly higher. The obtained data allow us to conclude that aerobics in the regime of training sessions provides a supporting effect for the functional state of the students during their training and increases their physical preparedness.

The aim of the study was to examine the features of coordination in making a stroke the inside of the foot on the ball and the players with these types of disorders of the musculoskeletal system, as scoliosis degree III and III level flat. The results allow to draw conclusions and to identify the main differences when hitting the inside of the foot in football with disorders of the musculoskeletal system. Serious differences observed in the study of movement. Undoubtedly, the distinguished travel when struck in the ankle joint. This applies to the majority of the impact phase. Dynamics of changes in the values in the upper part of the body is not as pronounced in the lower limbs, but remains visible in spite of this difference. One more characteristic and im-portant indicator of differences between the two groups are moving the head horizontally. The values of the core group of the head movement is significantly lower for the kick. More striking differences we can see by observing the speed. When making a stroke in healthy players the change of speed is gradual. Speed values in turn the players with disorders of the musculoskele-tal system, this indicator varies dramatically. The formation of such "pathological" dynamic stereotype in athletes with locomotor im-pairment is a result of difficulties with balance and coordination of movements. The training process of this group of players need to pay more attention to the development of balance and coordination, as well as control of vestibular sensitivity.

The purpose of this study was to investigate the electroencephalographic (EEG) changes in students engaged in sports, after a single and continuous low-frequency audiovisual stimula-tion (AVS) in the regime of rhythmic stimulation of 3-13 Hz and a duration of 25 minutes. We examined the young man of 18-23 years old, students of NSPU engaged in athletics and special-izing in middle-distance running, having first qualified sports category and candidates for mas-ter of sports. The purpose of this study was to investigate the electroencephalographic (EEG) changes in students-athletes after single and course of low-frequency audiovisual stimulation (AVS). After 20–22 AVS sessions an alterations of the EEG parameters were observed compared to the control (power increase of the theta rhythm and alpha-1 subrange, capacity suppression of the alpha rhythm in response to the eye opening reaction). The particular characteristic of a single AVS was a significant decrease in the power of theta rhythm, decrease of the desynchro-nization reaction of alpha-1 waves and increase of alpha-2 waves of activation reaction. After the AVS course the increase of number and appearance of the new correlations between EEG parameters were marked, accordingly to Bechtereva’s ideas about increasing resistance of the organism to the internal and external effects. The described data confirm the ability of the hu-man’s brain to wave entrainment, that can be used to change the functional state and a more successful recovery after exercise.

The aim of this research is to analyze the theta rhythm distribution in volunteers with a different physical activity status. We examine forty healthy males divided into four groups ac-cording to degree with physical activity (low, moderate, high dynamic and high static). The electroencephalographic data are recorded during both eyes-closed and eyes-open resting conditions. Resting state recordings had no differences in terms of the amplitude of the theta rhythm in representatives of groups. In their turn, the changes during eyes-closed and eyes-open conditions are more pronounced in the groups with high physical activity. For example, theta activity in high dynamic group decreases in the temporal region during eyes-open and in-creases in eyes-closed conditions. This rhythm in high static group increases in the occipital re-gion during eyes-open and reduces in eyes-closed conditions. We assume that a physical activi-ty status influences the formation of theta waves.

Attention paid to the healthcare industry by the state, the allocation of additional funds for the Programme of State Guarantees of free medical care to citizens, modernization of material and technical support of health facilities imply a new approach to the management of medical organizations. The transition of state institutions from "survival strategy" to "strategy for sus-tainable development" implies changing management principles within organizations. This study examines the factors influencing the sustainability of a healthcare organization in modern conditions. The study was conducted in the period from 2014 to 2015. The author employed such method as expert survey of heads of medical organizations that demonstrate sus-tainable development. The experts were asked to assess the influence of various factors on the sustainability of a healthcare organization using a 0-10 rating scale. Further processing of the material was carried out using standard software. This article presents the results of estimation of the organization strategy and policy fac-tors and their impact on the sustainability of the medical organization, and a conceptual model of sustainable development of the organization. The approach to the implementation of the de-velopment strategy of various organizations is analyzed according to Russian and foreign au-thors. The article describes an integrated approach to the implementation of development strat-egies within health institutions in modern conditions.
