The issue raised in this paper is one of major importance for the Republic of Moldova. The reasons are obvious. We are at the beginning of the second decade of the XXI century in terms of global financial and economic crisis. Although the Republic of Moldova has been less affected, its effects have been felt here as well. Unlike natural catastrophes, financial and economic crisis is due to human factors. The leaders of different levels have the role of getting out of this situation. The paper argues the necessity in lifelong training of managers. The paper attempts to highlight native qualities that managers must possess and which can be educated. The experience of the Academy of Economic Studies of Moldova in training managers is presented.

In the context of Romania’s adhesion to the European Union, we should accurately evaluate the consequences of this process on the economic and social activity in a regional plan, due to the existence of some disparities between the development levels of different territorial administration units. Thus, at this stage, the local authorities get increased responsibilities concerning the economic growth, the finances and the local services administration, mainly the social care ones, social protection, learning- educational and health care ones. This responsibility transfer takes place in dynamic conditions, and the local authorities’ capacity to adapt to the new processes is significantly different from a region to another – increasing the risk of regional differences from the point of view of regional services delivery.

The topic of the management of renewable energy and its implications on the regional development is highly debated nowadays. Therefore, the aim of this study is to reveal recent research focused on the management of renewable energy and regional development. Firstly, the renewable energy’s role in regional development is revealed, and secondly, some strategic developments of Brasov County through the use of renewable energy are disclosed. The findings of this study reveal that there are some trends for the strategic development of Brasov County through the use of renewable energy. The results of this study may be helpful for upcoming research in the area of implementing renewable energy projects for urban development of the regions.

Our ability to function in today’s social and economic world is mightily affected by our language skills and word knowledge. A spoken language is dynamic, its vocabulary being enriched by new words all the time. A special category of lexical creations are the eponyms and the antonomasias, linking various fields: literature, history, mythology, economics, marketing, law etc. A brief analysis of some of these proper names, now common nouns, shows us that poor interdisciplinary knowledge makes the understanding of a text almost impossible. Eponyms and antonomasia are met in everyday language. Their study yields a fascinating insight into the rich heritage of the languages and their development. From a legal and an economic point of view, these phenomena have affected the right of a trademark since becoming legal. It is true that finding a name for a new product is a risky approach, particularly from the financial point of view. Knowledge has become a valuable resource connected with the organization’s ability to innovate and to gain a sustainable competitive advantage. Thus, the main purpose of the paper is to present the methods that could be applied to project environments in order to increase the processes of knowledge sharing and expand the collective knowledge base. The paper presents a sophisticated interactive tool supporting the decision-making of loading parties and vehicle operators – Methodology for the verification of load distribution in a container. The methodology allows us to standardize procedures used by loading parties, and ensures safe loading and transport of container units. Using a spreadsheet (table editor), it offers a simple, quick, affordable and universally applicable solution. The procedures featured in the Methodology are generalised and allow verifying load distribution in any ISO series 1 storage container. The procedures presented are generally algebraically described and accompanied by a calculation flow diagram. Safe handling and transport of a container unit is ensured by keeping the deviation of the actual centre of gravity from the optimum centre of gravity in acceptable limits. A model example of loading of one of the most commonly used containers – ISO 1 C – is also part of the Methodology.

The problems of transfer of the microeconomic decisions taken by the International banks at the level of macroeconomics of the Baltic States and problems of the economic policies forming are considered. It has been shown that in the transformable economics a leading role is played by the psychoeconomic and psychopolitical factors. Polskie jednostki samorządu terytorialnego w ostatnich kilku latach inwestowały więcej niż kiedykolwiek. Bardzo wysoki poziom wykorzystania środków unijnych i wysokie dochody w latach 2005-2008 zachęciły samorządy do wydawania jeszcze więcej. W latach 2009-2010 przypadła kulminacja procesu inwestycyjnego. Niestety wiąże się on z bardzo szybko rosnącym poziomem zadłużenia. W obliczu światowego kryzysu i niebezpieczeństwa dla finansów publicznych, podejmowane są różne kroki mające odmienić sytuację. Jak wskazuje praktyka, kroki te nie zawsze są trafione i słuszne. W artykule podjęto próbę skróconej oceny planowanych zmian na rok 2012. Polish local goverment units in past few years were investing more then ever. Very high level of EU funds use and high incomes in 2005-2008 encourage local authorities to spend even more. In 2009-2010 there was a culmination of the investment process. Unfortunately, it involves a very fast-growing indebtedness. In the face of global crisis and danger to the public finances, there are taken various steps to change situation. As practice shows, these measures are not always appriopriate and right. The article attempts to apprise the proposed changes in law for 2012.

W artykule autor przedstawia sposób optymalizacji podatkowej pozwalający spółkom kapitałowym generować straty podatkowe poprzez zbycie udziałów spółek z ograniczoną odpowiedzialnością, których kapitał został wcześniej obniżony w drodze obniżenia wartości nominalnej ich udziałów. Autor po przedstawieniu instytucji obniżenia wartości nominalnej udziałów przechodzi do analizy konsekwencji podatkowych takiego działania. Na ich podstawie przedstawia on model schematu optymalizacji podatkowej wskazując równocześnie na ryzyka związane z jego stosowaniem. In article the author shows innovative idea of tax optimization that allows companies to generate tax loses through sale of shares in limited liability companies whose capital has been reduced by reducing the nominal value of their shares. At the beginning the author describes the institution of reducing the nominal value of shares stepping afterwards to analysis of tax consequences of such reduction. On the basis of presented deliberations author presents a model of tax optimization.

W dobie kapitalizmu często stawia się pytanie, czy spółdzielczość jest formą działalności gospodarczej, która nadal jest efektywna. Pytanie to wynika przeważnie z faktu niezrozumienia zasad spółdzielczych opierających się nie tylko na pogodni za osiągnięciem jak największych zysków, ale także na dbaniu o pracowników i udziałowców spółdzielni. Forma takiej organizacji sięgała swoimi korzeniami czasów zaborów, a efekty są trwałe, gdyż widoczne jeszcze dziś. Debatę nad losem i przyszłością kooperatywy zacząć należy od zgłębienia jej początków. In the current economics system a question whether cooperative movement is still an effective way of handling business is frequently asked. This doubt has its roots in misunderstanding of the rules existing in such entities, rules that put forward the common interest of its members, rather than the pursuit of economic gains. To fully comprehend the concept and aims of cooperative movement and to be able to discuss the doubtful future of these structures one should go back through its history and origins. The efficiency of such activities has been evident throughout years.

Regionalny System Innowacji – panaceum dla wzrostu konkurencyjności regionalnej?

W polskiej literaturze coraz szerzej omawiana jest koncepcja wzrostu regionalnego opierająca się na współpracy instytucji samorządowych i podmiotów prywatnych, czy też inicjatyw publiczno-prywatnych. Koncepcja ta została wykrystalizowana w postaci Regionalnych Systemów Innowacji. Ich głównym zadaniem jest wspieranie regionów w dążeniu do wstąpienia na ścieżkę konwergencji gospodarczej, wskazywanie nowych nisz rozwojowych oraz szerzenie szeroko rozumianego postępu technologicznego jako źródła uzyskiwania przewagi konkurencyjnej. Praktyki te kultywowane są w Europie od kilkudziesięciu lat, w licznych regionach - z pozytywnym skutkiem, który przejawia się w usprawnieniu sieci kooperacji pomiędzy uczestnikami Systemu, a w szczególności pomiędzy grupami badawczymi, a przedsiębiorstwami. Polish literature widely discusses the concept of regional growth based on mutual relations and cooperation between the governmental institutions and private entities, especially in so public-private partnerships. These relations have been developed in form of Regional Innovation Systems which aim to support regions in their pursuit for reaching the convergence path, exploring niche markets and spreading widely understood technological progress meant as a source of gaining competitive advantage. This concept has been successfully applied to numerous European regions which is evident in cooperation networks between the participants, in particular between research groups and companies.

W języku angielskim są różne synonimy „samotnego rodzicielstwa”, jak na przykład: „rodzice bez partnera”, „samotny rodzic” czy „rozbity dom, samotna matka, rozbita rodzina”. Autorka, za literaturą naukową, stawia tezę o czterech głównych przyczynach „samotnego rodzicielstwa” w Polsce: alkoholizm, przemoc wewnątrzrodzinna, rozwód i bezrobocie. W kolejnych częściach tekstu analizowana jest przemoc i bezrobocie jako przyczyny tej społecznej sytuacji. Według danych socjologicznej literatury w Polsce było 1 973 800 bezrobotnych w 2010 roku. Z kolei główne typy przemocy wewnątrzrodzinnej to: przemoc fizyczna, przemoc psychiczna, przemoc seksualna, i przemoc bierna. Wszystkie te zjawiska mają wpływ na pogłębienie się problemu samotnego rodzicielstwa w Polsce. The author of article studies the problem of lone parenthood in Poland. Here represents the diversity of methodological of the problem in terms of educational sciences and science of law. In the English language are synonyms for „lone parenthood”, such as: „parents without partners”, „one parent” or „broken home”. The author, as the scientific literature, argues for four main reasons for the "lone parenthood" in Poland: alcoholism, intrafamilial violence, divorce and unemployment. Intrafamilial violence and unemployment In later sections of text are analyzed intrafamilial violence and unemployment as the causes of the social situation. In the sociological literature data in Poland there are a 1 973 800 million unemployed in 2010. The main types of intrafamilial violence are: physical violence, psychological violence, sexual violence and violence passive. All these phenomena have an impact on the deepening problem of lone parenthood in Poland.

It is important to understand that human dignity is conferred by God and not by people, and the sacredness invested in a child since conception does not depend on its physical and mental health or the quality of its DNA. In this context, a parent, regardless the situation is in, is not entitled to alienate the child, because his power is not discretionary, and the child's right to have natural parents to protect him is a divine right. Church can agree with the adoption of the child only in case of major crisis, when both natural parents are gone and we are sure that natural motherhood is completed by spiritual motherhood. Where there is no spiritual motherhood an artificial lineage appears which becomes the antithesis of motherhood. If we need morality and social order for the world of tomorrow, then we have to recover as soon as possible the family and especially to help young families by adopting special national programs.
