The complexity of the essential areas of life at a societal level and the difficulty of identifyingthe elements threatening them are the main issues that the contemporary societies haveto face, regardless of their economic development. Thus, the dynamics of changes in thedefining environments of a society set a specific rhythm of the societal activities that areinterdependent and determine a network behaviour specific to all the actors involved.According to the importance of the outcome of the totality of actions in these fields, a certainextrapolation on the future results, namely a possibility of expressing those scientificallyargued predictions, such as the ones belonging to the field of consequence management.The notions of peace and security at the societal level are directly influenced by the complexityof the cooperation and the coordination between the pillar factors: political/diplomatic,military, economic, social, infrastructural, informational and environmental, with majorimplications on the population and the space, calculated within a specific time frame. Takingadvantages of the weaknesses and capitalising on the possible occurrence of a risk or a majorimpact negative event can degenerate under certain conditions to border situations, crisis,armed military conflict or even a hybrid war. The art of the operational planning in the militaryfield can be considered the reference point in the development of the societal threat scenarios,according to the established level of particularisation, be it tactical, operational or strategic.The joined approach to the operational planning on several levels and on societal domains of acrisis or hybrid war occurrence can be one of the solutions for solving the standstill situations orthe societal throw-back. Therefore, we considered it was necessary to clarify those theoreticalaspects regarding the possible bi-univocal conceptual undertaking of the operational art ofplanning the military operations to other fields such as consequence management and criticalinfrastructure protection.

: This article tries to grasp our contemporary Zeitgeist to serve as historic landmark how pandemics can influence the individual decision making, the social compound, national order, economic structures and the larger-scale international compound. The ongoing COVID-19 crisis accounts for one of the most unpredicted economic disruptions in the history of humankind. Little would we all have expected how our lives have changed since the outbreak of the pandemic if we consider the deep impact the novel Coronavirus has on all our lives, the legal, economic and political spheres. Featuring national policy strategies to cope with the pandemic grants insights about precautionary and reactionary governance during health crises balancing between medical, economic and social well-being. Concurrent with an already ongoing digitalization trend, the COVID-19 pandemic implies widespread changes for individual decision makers in their adoption of technological assistance but also in giving up decision making to Artificial Intelligence (AI). Economic facets of collective learning processes during the crisis are outlined with a special emphasis on the currently ongoing digital disruption. As a widespread external shock to the world economy and legal order, COVID-19 affects corporate conduct profoundly. The legal implications and societal changes’ impetus on corporate conduct will be depicted in order to derive future corporate governance prospects. From an evolutionary dynamics market perspective, a trends prediction sheds light on what kind of firms are likely to fail, which ones may survive and which ones could thrive in the following years and decades to come. International differences in the handling of COVID-19 are highlighted in order to envision future global public healthcare. The recommendations address the importance of well-calibrated goals to cure our contemporary humankind and protect our future common world population.

The present scientific announcement focuses on the problem area, outlining the parameters of the tourism industry worldwide and environmental awareness of the citizens. The fact is that international tourism these days is a business with very large scale. Every year about 800 million people depart on a trip abroad. In addition, almost 2.8 billion spend leaves and holidays in their home countries. Estimated by the World Tourism Organization, the income from the tourism sector amounts to over $1.5 trillion annually. As one of the major sectors of economy, tourism is severely affected by all the changes occurring in the environment. Of course the relation is two-way – on the one hand, tourism has an impact on the social and cultural environment and ecology, on the other – socio-cultural and environmental factors affect it. Overcoming the antagonism between man and nature is possible only in a society, characterized by a high level of environmental awareness of the people and their willingness to contribute to the harmonious development of the environment. In this connection, the attention of the competent governmental and industry bodies is directed towards the search for innovative ways to shape and improve the environmental awareness of citizens, emphasizing not only utilitarian but also the ethical and aesthetical aspects of it.

After the latest accessions of new member states, the EU budget reform is one of the biggest challenges that the EU should face. Discussions on the EU budget provide enough evidence to conclude that there is a substantial gap between the budget and current and future needs of integrated EU. The main objective of this paper is to identify shortcomings of the present EU budget and to explore possible ways of its reform. The main research question is: Can the EU budget respond to the needs of deepening and broadening of the integration process? Furthermore, through the analysis of characteristics of the present EU budget, characteristics that obstruct the EU integration are set aside. Finally, paper identifies possible ways of the EU budget reform and gives recommendations for better usage of the EU’s own resources in order to fulfill the set objectives.

The paper aims to examine how Friedrich Engels was assessed in encyclopedias, professional lexicons and philosophy textbooks at the time when Croatia was a constitutive part of the former Yugoslavia. The methodological basis for the perception of Engels in Croatia is positioned within the framework of a predetermined concept according to which socialist culture was to be built in Yugoslavia, in all its parts, in the spirit of the ‘socialist worldview’ asserting ‘socialist values’. (Viskovic 2001). The aim of this paper is to evaluate this specific political and cultural period, marked by systematic attempts to create a comprehensive encyclopedic knowledge that would shape and finally define the dominant cultural and political sign empowered by Engels’ work. At the same time, its symbolic power had the task of illuminating the direction for the construction of complex Yugoslav socialist culture. This is only a sketch, but also an incentive for a more complex research of this unique conceptual project on the construction of socialist culture.

In the conditions of large movements of young people in search of employment, it has proven necessary to take measures to create a favorable business environment for beginner entrepreneurs. In addition to the numerous administrative and financial obstacles that may be encountered in the initial phase of running a business, the tax system can be a significant burden. Hence, an increasing number of countries are opting for the introduction of various forms of tax incentives, which achieve tax relief for certain factors of production. As the fiscal burden on labor affects the demand for labor, and thus indirectly employment, measures are most often taken to exempt from paying payroll taxes and contributions for compulsory social insurance. Also, in order to provide beginner entrepreneurs with easier access to capital, which they lack in the initial phase of running a business, tax incentives are introduced for potential investors in the form of a tax credit. Significant positive effects are expected from the introduction of such tax reliefs in the tax system of Serbia, because the problem of youth unemployment in recent years is not only a social and economic problem, but also a major demographic problem.

Although many feminists, including anti-militarist feminists, argue that gender mainstreaming has blunted the blade of feminism and opened the door to donor policies and non-governmental organisations, which simplified feminist fight and weakened transnational nature of the feminist movement, we must wonder what equality situation would be like and where women would be today had it not been for the ideas that promote gender mainstreaming. In the wake of the geopolitical changes that have roiled the globe since the1980s—notably the fall of the Berlin Wall–a “borderless and deterritorialised world” discourse rose to prominence (Newman 2006). Pioneered by the advocates of globalization, this discourse envisaged a new era in which the world would seethe free movement of capital, goods and people. This discourse has also become a dominant theme in analysing the European integration process. The so-called“ borderless” Europe debate emerged with the introduction of the Single Market and Schengen area which called for the free movement of capital, goods and people within the European Union (EU). Within the process of the EU enlargement, nationals of EU member states (and of some privileged non-member countries belonging to the Global North) enjoy this freedom without much interruption. However, at the same time, we have witnessed that same Europe has become characterised by a hardening of existing borders and the construction of new ones for certain groups of people, especially for those migrants coming from poor and Muslim countries, refugees, asylum seekers and undocumented immigrants. As widely discussed in the literature, this hardening of borders has become moreevident following the September 11 and subsequent attacks, which provided auseful pretext to justify the introduction of more sophisticated and draconian measures for border policing (see Vallet and David 2012).

Contextualising the work shows that it is part of early Islamic reimagining of the past in order to create a history for emerging Arab identity during the early Islamic period. Contrary to the modern idea that this work represents the first Arab horse stud-book, the “Book of Horses” by Hisham ibn al-Kalbi (d.ca. 819 CE) cannot be viewed as evi-dence of an ancient breeding tradition among the Arabs.

The research focuses on the European Commission's regulations for herbal medicines marketing registration and its impact on its businesses. The following study uses empirical research, which includes the analysis of several articles and technical documents. The study will examine the European Commission's directives for standardizing herbal medicines' registration procedures on the European market. According to WHO, of the 500,000 species, only 22,000 plants are used in traditional medicine, while only 3,000 have been scientifically evaluated. These data highlight the need to simplify the registration procedure, allow the process to be streamlined, and launch on the European market as many herbal medicines as possible. The costs involved in herbal medicine manufacturing sum to between € 90,000 and € 140,000 for each medicine plant. A large part of the costs is generated by the clinical tests required for the product registration process. However, the simplified registration procedure exempts products that can prove a 15-30 year history of components usage in the European space.

The role of local administration is to develop good policies and decisions in order to satisfy the public interest. In the present study, the principles of aesthetical analysis are related to the criteria of opportunity by which the local public administration guides in appreciating the opportunities of the administrative acts and the strategies of action. The idea that the administrative practices of the local public authorities, legal and justifiable by admitting the discretionary power are in the position of being caught by kitsch is argued for. Inadequacy, overcrowding, mediocrity are the main manifestations of kitsch in the administration and is often confused with modernization. By replacing the aesthetic ideal of “beauty” with that of “pleasure” or “attractiveness”, the phenomenon leads to populist decisions to the detriment of those having social utility. The paper points that aesthetic judgement raises the probability of finding valuable arguments and solutions that are good for the process of debating and adopting decisions. In this study the concept is approximated by examples. This methodological strategy is applied in order to ensure the passing from a concrete connotation to the explicit scientifically stated. By aesthetical analysis the characteristics of kitsch in public administration are identified, as well as its premises and consequences.

The paper focuses on sustainability of return migration within the broader frame of returnees’ reintegration “back at home”. Building on the understanding that it is important to deeply understand how return and reintegration are conceptualized and interconnected, and what they entail both socially and economically, we start with a reflection on current definitions of return and reintegration. Proceeding from the recognition that there is no single type of return or integration, we highlight the crucial importance of reintegration for the sustainability of return. On the basis of this discussion we develop a model for analyzing the linkage between sustainability of return and the reintegration of returnees “back at home”. The model is empirically tested through an index-based tool and data from a national representative survey among return migrants in Bulgaria.

For the Roman author Claudius Aelianus (Aelian, ca. 175–235 CE), intercourse is not a simple issue for animals. In his book On Animals, Aelian introduces the tortoise as follows: “Tortoises are the most lustful land animals but the males only, the females do not willingly mate.” Luckily, nature offers a solution to this dilemma. Male tortoises, Aelian states, use a plant to stimulate an appetite for sex in reluctant female tortoises. Christopher Faraone, in a sophisticated analysis of the anecdote, considers it evidence of “love magic.” He connects the anecdote with much earlier Greek rites via their standard classification in this category. Ancient Greek love magic includes agape-inducing formulas/rites used by men to turn women into passionate lovers and philia-inducing formulas/rites used by women to attract men. The category “love magic” is widely used to evaluate and classify rites, adopted recently by Radcliffe Edmonds. Evidence includes the use of lead tablets with cursing formula (fourth century B.C.E.), rites related to intercourse or sexuality found in the Greek papyri (first-fourth centuries C.E.), and numerous Greek and Roman literary anecdotes about goddesses or women who poison or attempt to poison men for marital or love interests.
