The massacre of more than 7.000 Bosnian Muslim men and boys at the hands of the Army of Republika Srpska in July 1995 is widely regarded as being the single worst atrocity committed in Europe after the Second World War, and has been qualified as genocide by the International Criminal Tribunal for the Former Yugoslavia (ICTY). This is of course the year of the tenth anniversary of the genocide, the year in which the victims should receive our outmost respect and hopefully some sense of closure resulting from the apprehension of the suspected perpetrators, first of all Ratko Mladic.

We arrived in Budapest for a year’s stay on the day Princess Diana died, 1997, so these poems speak for an earlier era, then recently post-communist. The eleven poems the Editor has selected, six in this issue and five in the next, were written as part of a plan to learn Hungarian people, history, places, writing, language, everything, experiencing one country illimitably. Rainer Maria Rilke, I knew, had said he experienced Spain illimitably, and I wanted that with Hungary. My method was to be called The Search of Appearance, in the belief that with informed search what you perceive is what you get. In a non-dualism, learned from philosophers of science Bruno Latour and Isabelle Stengers, the reality-appearance opposition is not useful. Words that guided me then are from American poet Wallace Stevens’s essay, The Relations between Poetry and Painting: “[What’s needed is] a prodigious search of appearance, as if to find a way of saying and of establishing that all things, whether below or above experience, are one and that it is only through reality, in which they are reflected or, it may be, joined together, that we can reach them. Under such stress, reality changes from substance to subtlety.” Stevens (who died in 1955) had never left Connecticut except to vacation in Florida, but if he were in Hungary now, I asked, how would his sensibility, like mine that of a landscapist, be turned toward history and civil society? Seeing and hearing would need to be sharpened, trusted for heavy registration, and I had to take advice on what to read.

Modern crime with all its singularities, growth dynamics, scope, structure, new and more severe manner of execution, certainly represents an increased threat to the vital interests of the individual, community and safety. Crime is no longer a problem only for one country or region, it becomes global. Crime and criminals are no longer territorial or geographically limited within certain countries, it's transnational. Using the benefits of opening the previously closed borders and the abolition of border controls, development of information and communication technology, transportation, transcontinental mobility, changes in social, political and economic systems in the world, crime and criminals often rapidly change place of residence after committing the crime. Having in mind the above mentioned, dealing with crime and its perpetrators requires modern and serious approach and cooperation of international enforcement of laws and appropriate and effective instruments for searching, locating the perpetrators of crimes, arrest and their extradition. The paper will analyze existing instruments that are used from the bodies of criminal law enforcement to determine their advantages and disadvantages in practical application, and duration of proceedings in terms of simplification, faster and effective implementation. We think that this way it will give its contribution to overcoming the problems that are caused by perpetrators of particular crimes especially fugitives from the law.

The author of the article reveals the possibilities of psycholinguistics in the identification and interpretation of languages and texts of Alien Civilizations. The author combines modern interdisciplinary research in psycholinguistics with the theory “Evolving Matter” proposed by Oleg Bazaluk and concludes that the identification of languages and texts of Alien Civilizations, as well as the communication of terrestrial civilization with Extraterrestrial Intelligence, is in principle possible. To that end, it is necessary to achieve the required level of the modeling of neurophilosophy and to include these achievements of modern psycholinguistics studies: а) language acquisition; b) language comprehension; c) language production; d) second language acquisition. On the one hand, the possibilities of neurophilosophy to accumulate and model advanced neuroscience research; on the other hand, highly specialized psycholinguistic studies in language evolution are able to provide the communication of terrestrial civilization with Extraterrestrial Intelligence.
