The European Union is in danger of losing its vision with regard to the membership perspectives of the countries of the Western Balkans. The process is marked by ‘enlargement fatigue’ and a loss of political will. Tracing the state of play as regards the Western Balkans since the Thessaloniki Summit of 2003, the suggestion is that the momentum has been lost and that the combination of technical and political hurdles makes accession too long and too difficult to be a significant factor in promoting reforms from within and realigning political commitments. The gap is growing between EU member states (Slovenia, Greece), candidate countries (Croatia, Macedonia), potential candidate countries (Albania, Bosnia and Herzegovina, Montenegro, Serbia), and Kosovo. The global economic and financial crisis has also brought the IMF back into the region and further contributed to a sense of abandonment by the EU. Ultimately a commitment to enlargement is framed within other commitments in terms of security, energy policy and reconstruction. Clear signals are needed to change this, including a Thessaloniki II summit under the Swedish Presidency to re-assert the commitment of the EU to the region. The EU has, on the one hand, to put its own house in order and, on the other, to offer a reasonable political perspective to the Balkans.

This article proposes a ‘hybrid’ approach to the issue of global order, mixing theoretical and practical issues in the analysis carried out. From the theoretical point of view, it focuses on crucial ideas important in the normative, liberal (institutional) and neo-realistic schools of thinking on global affairs and global order. The analysis leads to the conclusion that, in the normative sense, there is currently a mess and nobody is ready and able to propose the kind of ‘global code’ (Z.Bauman) necessary and appropriate for a globalised world of ‘network societies’ (M.Castells). In the institutional sense, today we are witness to a series of new phenomena, like the G-20, BRICS or the Shanghai Cooperation Organization, as well as the further deepening of the process of European integration following the Treaty of Lisbon, which is not yet theoretically absorbed. Finally, in world of geopolitics one can observe an important power shift from the Atlantic to the Pacific, at least in the economic sphere. According to the Author, as stated in his final conclusions, there are two major challenges ahead of the world: deeply mixed transnationalisation (i.e. the diminishing of the role of nation states, including major powers), and the rapidly growing consciousness of real global challenges (proliferation of nuclear arms, climate change, shrinking of raw materials and energy sources, environmental issues, etc.). Thus, in the author’s opinion, experts in security issues and scholars specialising in international relations should prepare a kind of ‘cooperative order’ idea – an idea, which, however, for the first time in decades and maybe even centuries, should be proposed not by the West alone. This is the essence of the new global order which has been emerging after the collapse of the global (Western) markets in September 2008. It is still too early to judge if this particular moment is a true fault line leading to the creation of a new global order, but there are many signs leading to such a conclusion.

In this paper a case is made for the necessity of an inter-disciplinary treatment of the migration phenomenon. The paper addresses the relation between migration and security from a reconciliatory perspective after a brief analysis of the migration-security nexus and how migration got securitised. Based on the Foucauldian notion of biopolitics, one can argue that what contributes heavily to the securitisation of migration is the emergence of biopower and biopolitics which are primarily concerned with the control over lives of the population within a given territory. This makes states and societies consider migration as a matter that should be under control, since it is related to the hygiene of the population and nationals of a given state. I, therefore, discuss the EU and other European countries’ policies regarding migration and how biopolitics have influenced securitising the EU’s migration policies. The main argument is that migration can, and should, be treated as an advantage rather than a threat, though it does not deny the security concerns that alway accompany such social phenomenon. The impact of culture and history on migration policies, and how identity politics shape a given country’s policies are discussed. Perceiving migration as either a threat or an opportunity, the way in which a country perceives migrants shapes its migration policies, whether restrictive or multiculturally-tolerant.

Dr Suzan Van Dijk is a researcher at the Huygens Institute for Dutch History of the Royal Dutch Academy of Arts and Sciences in The Hague and the Chair of the COST Action IS0901 Women Writers in History; Toward a New Understanding of European Literary Culture (2009-2013) which gathers experts on women’s literature from all over Europe. The COST Action is the most recent phase of the project which started back in the early 90s and is still dedicated to further developing and using a database on European women’s writing and its reception up to the early 20th century1. In view of the further development of the Women Writers database into a Virtual Research Environment, a ThinkTank meeting was held in the end of September 2011 in Göteborg. The similarities and differences between the online literary projects which are part of this COST Action were discussed as a first step in creating a joint online platform for research.

The article aims at a revision of such terms as sentence, utterance, speech act, or communication event in view of new research needs and a broader understanding of language as involved in a complex communication process and, thus, considered a tool for not only generating meanings but also conveying them in interpersonal collaboration. From such a perspective, language appears to be not only a system but also one of the tools of symbolising meanings and intentional acts which serve the purpose of generating and regulating social bonds. The purpose of the authors is, thus, to define traditional linguistic concepts in order to make them good tools to describe the types of communication events and the ensuing individual interactions. We also intend to resolve the existing terminological confusion, i.e. to eliminate the employment of the same terms to describe different speech events and different levels of speech, and, as a result, to place the concepts in a hierarchy and assign them clear definitions. All this is undertaken in order to fit in the perspective of the observer as an active participant and contributor to the communication event, utterance or even a sentence

The article gives an overview of relations between Ukraine and countries of the Balkan region from the early 1990s to present day with a focus on the former Yugoslav republics. The level of intensity and substance of Ukraine-Balkans (ex-Yugoslavia) relationship varied during this period. Ukraine’s activity in the region reached its peak with direct military-political support provided to Macedonia during the Macedonian-Albanian armed conflict in 2001. Since then, the Balkans has never been a priority for Ukrainian authorities. However, the Balkans, especially the countries of ex-Yugoslavia, is an important region for Ukraine as a source of experience in ending armed conflicts and successful Euro- and Euro-Atlantic integration.

The subject of the gastronomical identity of culture has become more and more popular in the recent decades, especially in the context of migration and the agglomeration of a sense of identity. In this article we aim to examine the gastronomic identity, the circumstances of building contemporary Moldovan cuisine and the influences that have left their mark on recipes and food processing techniques. We also consider it necessary to point out the contribution of ethnologists in the process of science researching traditional gastronomy. In the second half of the study we have described the modern methods in which the traditional cuisine is showcased in the international arena and the significant contribution of the diaspora in the process. We established that the most efficient promoting methods are the cookbooks, culinary blogs and specialty restaurants.

This article attempts to discuss the philosophical contexts and meaning of the new humanities in the context of the philosophy of subjectivity. At the foundation of the new humanities, as it is argued, is not enlightenment, but Heidegger’s thought, with his excoriating critique of modern subjectivity and its Machenschaft. The article points to the foundational hubris that the new humanities oppose, and to the attempt to reinstall the subject within fixed boundaries. The new humanities, and posthumanism in particular, might backlash with violence against civilisation, comparable to that they endeavour to renounce. In order to manoeuvre through these convoluted figures of subjectivity, the article supports its theses with insightful readings of Hölderlin and Adorno.
