Centar za evroatlantske studije iz Beograda (CEAS) ima zadovoljstvo da Vam predstavi završnu, integralnu verziju naše obimne studije Širom zatvorenih očiju: Jačanje ruske meke moći u Srbiji - ciljevi, instrumenti i efekti, sa zaključcima i preporukama koji su izvedeni na osnovu naše procene rezultata vanrednih parlamentarnih izbora u Srbiji u aprilu 2016. Odlučili smo se da finalnu verziju Studije objavimo sa zakašnjenjem smatrajući da su rezultati izbora odličan kontrolni mehanizam za proveru naših nalaza.Sasvim ukratko, smatramo da Srbija klizi ka autokratiji i to ispred nosa političkog Zapada koji na to ne reaguje adekvatno. U interesu demokratski orijentisanih građana Srbije je da se gore opisanoj politici, koja se vodi samo interesom aktuelnog Beograda da ostane na vlasti, stane na put. I on, ali i šira javnost u Srbiji kao i politički Zapad moraju se isterati na čistac u proceni da li se Srbija kreće ka demokratiji ili autokratiji i kakva je uloga sve jače nedemokratske ruske meke moći u tome.Imajući u vidu da se Studija bavi pitanjima meke moći, njene zapadne i ruske verzije, kao i da se Studija objavljuje 9. maja, kada se obeležava i Dan pobede nad fašizmom u Drugom svetskom ratu, CEAS je posvećuje legendarnom muzičaru i majoru američke vojske Glenu Mileru. Njegov umetnički opus i životna priča su za nas pravi primer istinske moći privlačenja vrednosti, politika i metoda koje i sami zagovaramo.

Ovaj dokument predstavlja zajednički napor organizacija i pojedinaca uključenih u rad Inicijative za monitoring evropskih integracija Bosne i Hercegovina da pruže dio odgovora na Upitnik Evropske komisije za BiH. Dokument se oslanja na četverogodišnji rad Inicijative koja kroz alternativne izvještaje, od 2013. godine, daje pregled napretka BiH na putu u Evropsku uniju. Odgovori predstavljeni ovdje nisu sveoubuhvatni u smislu odgovora na sva pitanja u Upitniku, niti nam je to bio cilj. Sveobuhvatne odgovore treba da dostavi država BiH, a organizacije civilnog društva željele su predstaviti svoju perspektivu i ponuditi odgovore na pitanja koja se tiču, prije svega, demokratije i vladavine prava u BiH. Odgovori su zasnovani na znanju, analizama i direktnim iskustvima organizacija civilnog društva sa terena. Naš cilj je dati dodatak zvaničnim odgovorima i doprinijeti preciznijoj, uravnoteženijoj i na građane orijentisanoj procjeni pitanja mjerodavnih za status kandidature BiH u EU. Čvrstog smo uvjerenja da napredak BiH ka članstvu u EU treba da bude temeljan i upotpunjen sa stvarnim reformama, boljom upravom i jačanjem demokratskog procesa kako bi građani BiH stvarno imali koristi od procesa pridruživanja EU. Nadamo se da će ovaj dokument doprinijeti dostizanju tog cilja.

HOW TO GET RESULTS IN PUBLIC POLICIES? Monitoring & Evaluation with the Evidence Supplied by the Civil Society

The aim of this study is to promote a discussion on possible models of institutionalising policy monitoring and evaluation (M&E) in Serbia, as well as on the means available to include civil society organizations (CSOs). In the context of democratic consolidation and economic transition in Serbia, mechanisms and practices of holding policy makers accountable are gradually being established. Moreover, monitoring the implementation of reforms and evaluating their effects are particularly important in the accession negotiations with the European Union (EU), since the effective and sustainable implementation of the acquis will essentially determine the very dynamics of the negotiations, and eventually Serbia’s membership in the EU. However, in Serbia there are no sufficiently developed structures and procedures that would allow a permanent monitoring of results. Additionally, there are no well-established modes of cooperation between the governmental and non-government sector in that regard, while examples of good practices remain rudimentary.

Transylvanian Hungarians in the Political Space of Hungary and Romania

Between 18 May and 8 June, 2013 the authors have collected data from a representative sample of 1,232 Hungarians from Transylvania with the purpose to examine the political behaviour of the aforementioned community within the political spaces of both Hungary and Romania. While closely related to a research project (entitled 'Ethnic parties, voting behaviour') carried out within the Romanian Institute for Research on National Minorities, the present research has extended its focus to Transylvanian Hungarians' voting behaviour outside Romania. This change of perspective has been necessary because on 26 May 2010 the Hungarian Parliament adopted the amendment to the 1993 Law on Hungarian citizenship by introducing the simplified naturalization procedure, thus enabling Hungarians from the neighbouring countries of Hungary to obtain Hungarian citizenship without residency. Moreover, the new Hungarian election law adopted in November 2011 allows Hungarian citizens without residency in Hungary to vote in the Hungarian Parliamentary elections (on candidates from national party lists). As a consequence, the political, or voting behaviour of Hungarians from Transylvania needs to be analyzed by taking into account this perspective as well.
