The paper discusses some characteristics of the Instrument CEI for Protection of Minorities, adopted by the Central European Initiative and the Framework Convention for the Protection of National Minorities, which were adopted in mid-last decade of the last century. Within the analysis of European standards of minority protection, the author focuses on the questions of the subject of minority protection, definition of the term national minority and on specific issues related to the regulation of the legal situation of Roma in international documents. In historical perspective, the author raises the hypothesis that the level of protection in a new European instruments corresponds to the political consensus, achieved after politica reconciliation in Europe, and reflects the limits of readiness of the states to assume their obligations toward different minorities.

To be or not to be? It sounds very familiar for anyone on this Earth, isn’t it? I would put it in another way: Efficiency or effectiveness? That is The Question that a different Shakespearian military background thinking could ask! The field the debate smoothly moves into with this famous monologue is no longer actor’s area of interest, but a military one. And if we talk about a military, L’art de la Guerre is on the top of it. Should we do the things right? or Should we do the right thing? In a perfect world, I would give a positive answer for both. As a result, being strongly linked with these questions, the concepts of Efficiency and, respectively, Effectiveness, which are subjects for diversity of approaches, will be extended throughout this paper as I consider, in my opinion, it should look like in the military, without pretending to be an exhaustive approach.

In this paper the author portrays the Catholic Association of Istria's Youth (KUMI) through an empirical research of sociodemographic structure, motives for joining, experiences, attitudes towards the Catholic Church and suggestions of its members. The intent was to demonstrate the dynamics of the emergence and development of the young believers' movement and the phenomenology and identification of the youths' need for belonging to a community. Not as something imposed by the existing structures, but as an authentic impulse in every member who sees in such a profiled community the possibility for satisfying their spiritual and social needs. The theoretical and conceptual framework of the research consists of psychological, sociological and theological reviews of the thesis concerning the need for belonging to a community: from Maslow's social motives, Tonnies' analysis of the concepts of community and society to some biblical images on togetherness.

Atifa Kujundžića sam prvi put sreo 1981. godine na Književnom kampu u Kiseljaku, na jezeru Modrac, kojeg je on bio jedan od organizatora uz Avdu Mujkića i Jusufa Begića. Sva trojica su mi ostala u dobrom sjećanju. Bilo nas je tamo puno pjesnika iz cijele bivše Jugoslavije i njih trojica su to odlično organizovali. Izašao je tom prilikom i zbornik učesnika Kampa. Tom prilikom sam se prvi put susreo s poezijom te trojice vrsnih pjesnika. Poslije sam potražio u Gradskoj biblioteci u Brčkom njihove knjige. Neke njihove stihove pamtim i danas kao one Begićeve posvećene svojoj majci. Jedino su Atifove pjesme bile rimovane i bio sam tada iznenađen kako je vješto vladao rimom. [...]
