(Serbian edition) The Serbian Academy of Sciences and Arts (SANU) came to the political forefront some 10 years ago. Criticized by the “old regime” for the manner in which it raised the Serb question and its project of national homogenization (1986), and then encouraged by the “new regime” to continue its efforts, the Academy as an institution consented in the most critical years which determined the future of the common Yugoslav state (1987-1991) to act as a “collective mind” in judging and positively evaluating the execution of the “project” by Slobodan Milošević. It was this moment in the Academy’s political activity that caused internal turmoil and led to the crystallization of several groupings within its politically active membership. If the primary rift in 1992 was marked by being for or against Milošević personally, with both sides on the whole approving his “national project,” the breach is now much deeper at all levels. Nowadays the opinions of the members of the Academy differ on virtually all issues: the evaluation of Milošević’s rule, the point at which it became “bad” or “less bad,” the role of the Academy in society, the Memorandum, the nature of the wars in Yugoslavia, what constitutes victory or defeat, the importance and responsibility of intellectuals, population problems, and even election of their own officers. The Academy no longer comes out with common political stands, its present and former presidents deny that it is a “collective mind” and often cite ignorance of the situation as the reason why they cannot make public statements. Members even react to addresses delivered by officers at the Academy’s assemblies and meetings. It is therefore impossible today to reply to questions regarding the political orientation of the Academy, whether or not it at present has a “national program,” how it envisages Serbia’s future, since one would inevitably have to ascribe the views of a particular group of politically active academicians to the institution as a whole. Just as there was no doubt that such a group existed up to 1991 and encountered little overt opposition within the Academy, it is now certain that there are no more undisputed (national-political) authorities in the institution; only individuals remain with their personal opinions which are binding on no one but themselves. After a long series of failures, erroneous prognoses and an impermissibly uncivilized public settling of accounts, their personal authority as the “minds of the nation” has at best been seriously shaken, if it exists at all. For the reasons cited above, this paper is an overview of the stands predominating among the leading members of the Academy, its former and current presidents, and the stands of the politically active academicians. These academicians were in what used to be the dominant current in the Academy and are now only individuals who have closed their political circle – from their former belief that the generation which was nearing its allotted span had been called upon to reveal to the nation the road it should take, to the realization that the responsibility for all the defeats that have occurred in the meantime lies either on one man or is “collective.” Of their once staunch support for Slobodan Milošević, all that remains are their confused replies to the question: “Why do I protest?”

Russia’s long presence in the Balkans - from the eleventh century onwards - can be analysed in terms of its two salient features: continuity and, as far as the role of the Russian state in Balkan (especially Serbian) affairs is concerned, inconstancy. Russia has been trying to push out its frontiers as far as the warm seas ever since Muscovy Russ and the principality of Kiev began to expand. Its imperialistic policy has carried its influence as far south-west as the Adriatic Sea across and with the help of Balkan states. Various Balkan states have found in Russia both friend and foe; this depended on their attitude towards Russia’s rivals among the great powers and towards other Balkan countries at the time. At one time the latter found Russia’s support invaluable, at another they regarded it counter-productive. Russia was particularly adept in capitalising on Balkan crises and wars, in which it took an active part, to strengthen its position in the Balkans; its consequent peace-making efforts were almost always hailed by local populations with great relief. This policy has given rise to a number of myths in some Balkan countries (especially among the Serbs) about there being a selfless "mother Russia" always ready to rush to one’s rescue. However, historical evidence shows Russia to have been far less amiable and benevolent than some local political elites concerned primarily with furthering their day-to-day political objectives made out at the time. In the pursuance of its "Balkan strategy" Russia, i.e. the Soviet Union, sought to realise its political interests; the fact that at some periods these interests coincided with the interests of some Balkan nations cannot be used to defend the thesis that Russia has been an a priori friend of Balkan states, especially of Serbia and/or Montenegro. Once the need for an outlet to the warm seas ceased being a strategic priority, Russia, i.e. the Soviet Union, found another justification for its presence in the Balkans: having emerged from the Second World War as a major world power, it took part in the partition of Europe into two political systems and controlled one-half of the Balkan peninsula for over fifty years ostensibly to protective those parts from the other, imperialistic side. Throughout that period Russia’s political vocabulary and rhetoric abounded with stock ideological phrases to justify this presence in some Balkan country or other. Finally, the closing years of the twentieth century, witnessing the conflict in the former Yugoslavia and the FRY, proved once again that Russia is an unavoidable protagonist in Balkan tragedies. As a great power, Russia strove permanently to add territory and then to protect its gains by all available means. Whenever it found it impossible to expand territorially, Russia sought to widen the zones of its political, economic and military influence. Russia either waged war or played nations against each other to realise its strategic objectives in the role of victor or peacemaker as the case may be; whether on the winning or the losing side, Russia always made the most of a situation. To be sure, besides paying rich dividends this policy occasionally backfired: in times of war, for instance, Russia usually paid a heavy price in human lives as well as found it necessary to deal with increasingly strong separatist movements on its soil (especially in 1991-93). But even in such times of adversity Russia found the strength to make the most of the setback. On the other hand, whenever it emerged victorious it tried to keep all the spoils. This dual line became especially prominent after the cold war and the end of the bipolar division of the world, when Russia failed to learn to play the part of one of the major forces in Europe; it is still finding it difficult to accept its new role of a respectable factor. The contradictory nature of Russia’s imperialistic policy vis-à-vis the Balkans was shown up in particular during the conflicts in the former Yugoslavia and the FRY. The analyses that follow show that even when Russia seemed to be losing ground it managed to realise its interests at least partially if not in whole.

Even if one were to maintain that some psychological, political and professional features of Yugoslav Army resembled those of the armies of some European states undergoing transition, then one must also admit that the Yugoslav Army does not have its counterpart anywhere in the world when it comes to the YA origins, background, war experience and the current political engagement. One could say without any exaggeration that it is a phenomenon among the armies of the world, as much as the Federal Republic of Yugoslavia is a phenomenon among other countries in the world. At least this assertion applies to the state and its army during the rule of Slobodan Milošević. It was created not through transformation, as the versions of the domestic (both active and retired) military professionals imply (see, for example, Veljko Kadijević, My perception of the war, Beograd 1993 page 113) but by simple downsizing and (mere renaming) of the former Yugoslav People's Army to the Serbian-Montenegrin combat and high officers cadres. That process evolved in a frightening wanton war destruction and wandering “of the armed force of all our peoples and nationalities” from Karavanka mountains in Slovenia to Danube and Drina. The Army of Yugoslavia after ten years of its existence is still searching for its own identity.

Nakon parlamentarnih izbora 2009. godine Centar za građansko obrazovanje (CGO) objavio je publikaciju „Prilog razvoju političkog pamćenja u Crnoj Gori – parlamentarni izbori 2009“, kao početak svog rada na dokumentovanju političkih ponuda tokom izbornih ciklusa. Publikacija „Izbori i izborni programi 2012: suština ili forma“ predstavlja nastavak tog poduhvata, uz nešto širu perspektivu koja obuhvata studiju o političkom spektru i pozicija, kao i osvrt na praćenje i analizu sadržaja, kvaliteta, dosljednosti i provjerljivosti izborne političke ponude. Polazeći od toga da je političko pamćenje veoma važno u procesu oblikovanja države i društva, te 2009. godine smo postavili neka pitanja, koje se čine i danas podjednako aktuelna. Na primjer, da li u Crnoj Gori postoji sistematizovana dokumentacija koja svjedoči o razvoju političkih partija? Da li i koliko političke partije istinski poznaju svoje saradnike ili oponente u programskom i organizacionom, pa i interesnom smislu? Koliko su politički subjekti i pojedinci koji ih personifikuju spremni da uče jedni od drugih, posebno kada se radi o neistomišljenicima? Koliko je javni diskurs političkih aktera, ali i praksa onih koji imaju priliku da vladaju, u saglasju sa njihovim programskim principima? Drugom publikacijom koja obrađuje parlamentarne izbore 2012. godine učvršćujemo te osnove političkog pamćenja. Razvoj kulture političkog pamćenja, kao i samih političkih ponuda i političkih subjekata, sporo napreduju. Činjenica da i dalje u Crnoj Gori imamo naglašeno negativne kampanje u odnosu na političke protivnike, pa čak i potencijalne saveznike, ukazuje na nizak nivo generalne političke kulture, brojne kadrovske i organizacione nedostatke političkih subjekata, ali i izostanak strategija dugoročnog djelovanja. Ova publikacije ima za cilj da nastavi da doprinosi objektivizaciji crnogorske političke scene. Istovremeno, ona je i novi apel da sada kada u Crnoj Gori postoje univerzitetske jedinice koje se bave političkom naukom iste iskoriste šansu i uhvate se u koštac sa izazovom sistematizacije i analize dokumenata koji svjedoče o razvoju parlamentarizma u Crnoj Gori posljednjih decenija. Crnogorskom društvu, političkim akterima, organizacijama civilnog društva, akademskoj zajednici i drugima ova publikacija će omogućiti da dodatno unaprijede razumijevanje i sadržajnije izučavaju dinamične političke procese u zemlji. Građanima/kama ova publikacija omogućava da prate obećanja političkih aktera, ali im pruža i oruđe da neodgovornost u odnosu na iste kažnjavaju na izborima.

Ovo istraživanje pokazuje da je Bosna i Hercegovina postigla značajan napredak u promociji učešća žena u sektoru sigurnosti. U isto vrijeme, potrebno je da vladine institucije i organizacije civilnog društva poduzmu konkretne aktivnosti kako bi se osigurale jednake i dugoročne prilike za muškarce i žene zaposlene u sektoru sigurnosti, te da sigurnost i pravda budu na efikasan način dostupne svim korisnicima usluga. Ova procjena stanja je obuhvatila različite tipove podataka: nacionalne politike i legislativu, institucionalne politike i prakse, informacije o rodno osjetljivim budžetima, obukama o rodu, kao i mehanizmima nadzora. Također je istražena provedba politika i praksi koje se tiču potreba zaposlenih i korisnika usluga sektora sigurnosti u BiH. Procjena stanja daje informacije i preporuke koje mogu potencijalno pomoći vladinim institucijama u BiH, organizacijama civilnog društva i donatorima u integriranju rodnih pitanja u reformu sektora sigurnosti i razvijanje rodno osjetljivih politika i praksi u BiH. Kako je objašnjeno u Poglavlju jedan, proces lokalnih konsultacija osigurao je forum za više od 300 učesnika, koji su raspravljali o sigurnosti i rodnim pitanjima relevantnim za različite zajednice diljem BiH te dali kritiku trenutne politike i prakse. Osim toga, lokalne konsultacije, početni okrugli sto u Sarajevu i dvije završne konsultacije u Sarajevu i Banjoj Luci bile su glavne aktivnosti za podizanje svijesti i poboljšanje podrške aktera za buduće inicijative o uvođenju načela ravnopravnosti spolova, što je bio dodatni cilj ovog istraživanja. Jedan od ciljeva ove procjene stanja – stvoriti pregled aktuelnih inicijativa – pokazao se zahtjevnim zadatkom s obzirom na brojne aktivnosti međunarodne zajednice, nacionalnih i lokalnih organizacija civilnog društva i vlade. Popis inicijativa na stražnjem dijelu izvještaja (Aneks 7) nije iscrpan, ali se može koristiti za planiranje ukoliko se želi izbjeći dupliciranje sredstava i napora. Nadalje, istraživanje, lokalne konsultacije i kontinuirano povezivanje s raznim organizacijama pomogli su u stvaranju pregleda osnovnih aktera, koji se može koristiti za jačanje postojećih mreža i privlačenje novih partnera. U Poglavlju dva su ovo istraživanje i analiza rodnih politika i praksi u sektoru sigurnosti stavljeni u kontekst kompleksne društveno-političke i ekonomske situacije. Uzeti su u obzir i drugi faktori osim odbrane i policije u kreiranju sigurnog okruženja. Istovremeno, glavni fokus je bio na utjecaju i provedbi rodne jednakosti u sklopu reforme sigurnosnog sektora, uključujući policiju, vojsku, pravosuđe i kaznene ustanove, kao i djelovanje organizacija civilnog društva koje rade u području ravnopravnosti i sigurnosti. U Poglavlju tri su analizirane legislativa i institucionalne politike identificirane u ovom istraživanju. Usvajanje Zakona o ravnopravnosti spolova BiH, Zakona o zabrani diskriminacije, kao i entitetskih zakona o zaštiti od nasilja u porodici su identificirani koraci naprijed u adresiranju rodno zasnovanih pitanja s kojima se suočavaju zaposleni ili korisnici usluga sektora sigurnosti u BiH. U ovoj fazi bi kreatori politika trebalo da rade na dodatnim amandmanima na zakonodavstvo kako bi zakoni bili precizniji i konkretniji u adresiranju pitanja koja se tiču rodno zasnovane diskriminacije, ta kako bi ovi zakoni bili harmonizirani između entiteta i kantona. Kako je elaborirano u Poglavlju četiri, jedno od ključnih pitanja koje se pojavilo u procjeni stanja je nedostatak ozbiljnog razumijevanja seksualnog uznemiravanja i diskriminacije unutar institucija. Zaposleni u sigurnosnim institucijama se trebaju osjećati sigurnima u sistemu te moći prijaviti sve slučajeve diskriminacije bez straha od posljedica. Da bi se to omogućilo, sigurnosne institucije moraju imati učinkovite sisteme za prijavu i s vremena na vrijeme revidirati postojeće procedure. Zaposlenici i zaposlenice te osobe na vodećim pozicijama trebaju imati snažnu svijest o tome šta je diskriminacija i kako je suzbijati. Kodeksi ponašanja tek kratko spominju diskriminaciju i spolno uznemiravanje (vidi Aneks 3). Dakle, ovakva situacija neće potaknuti zaposlenike u prijavi diskriminacije ili uznemiravanja, a neće ih u tome ni spriječiti. Kontinuirano usavršavanje, učinkovit nadzor i eksplicitne politike imaju potencijal povećanja povjerenja zaposlenika u izvještavanju i borbi protiv svih vrsta diskriminacije, i to je naglašeno u izvještaju. Bitno pitanje o kojem su diskutirali svi učesnici u ovom istraživanju pokazuje da postoji jako priznanje da su žene nedovoljno zastupljene u institucijama sektora sigurnosti i da se ta situacija mora poboljšati. Ipak, aktivnosti za poboljšanje broja žena na vodećim ili operativnim pozicijama još uvijek nedostaju. Nedovoljna zastupljenost žena u političkom životu, unatoč kvotama za liste kandidata, još je jedan zabrinjavajući trend. U Poglavlju pet ova procjena stanja naglasila je predano djelovanje nevladinih organizacija, centara za socijalni rad, policije i pravosuđa u borbi protiv rodno zasnovanog nasilja. Nažalost, također smo identificirali i brojne probleme postojećeg sistema. Devet sigurnih kuća u BiH nije dovoljno kako bi se odgovorilo na potrebe žrtava rodno zasnovanog nasilja. Osim toga, više pažnje treba posvetiti nedostacima jer sigurne kuće pružaju tek privremeno sklonište za žrtve i nisu održivo rješenje za borbu protiv rodno zasnovanog nasilja. Više pozornosti treba posvetiti sankcioniranju počinitelja na odgovarajući način, razvijanju ekonomske nezavisnosti žena, i brige da se nasilje ponovno ne javlja u porodici. To može biti učinjeno samo zajedničkim i koordiniranim naporima svih aktera koji su uključeni i povećanjem kapaciteta centara za socijalni rad, sigurnih kuća i pravosuđa. U izvještaju se navodi da se rodno osjetljivom budžetiranju nije posvetila odgovarajuća pažnja i to se osobito vidi u nedostatku podrške za žrtve nasilja, uključujući nedovoljno finansiranje sigurnih kuća i druge oblike podrške, kao što su SOS linije. Sistem prikupljanja podataka o pojedinim rodnim pitanjima treba omogućiti praćenje trendova i promjena te uključiti procjenu utjecaja strategije na podršku žrtvama. U identificiranju prepreka za promjenu, učesnici lokalnih konsultacija najčešće navode tradiciju, u kojoj su žene i djeca u podređenom položaju, ekonomski zavisni, dok društvo počiva na patrijarhalnim vrijednostima. Bez obzira na to koliko je to istina, ako želimo napraviti promjene, moramo prestati koristiti tradiciju kao izgovor, opravdanje ili ispriku zbog koje se situacija ne poboljšava. Tradicija nije fiksna zauvijek – to je nešto što se mijenja kako društvo raste i razvija se. Naša odgovornost je izazov tradiciji kada ta tradicija predstavlja prepreku za ostvarenje ljudskih prava. Nadalje, tokom procjene stanja shvatili smo da sistem treba biti dostupan i prilagoditi se korisnicima i korisnicama usluga različitih sposobnosti i porijekla. Naprimjer, Romi, posebice Romkinje, pate od visokog nivoa socijalne isključenosti, što ih čini podložnijima uznemiravanju i zlostavljanju. Nadalje, žene i muškarci s invaliditetom, kao i oni koji žive u ruralnim i izoliranim mjestima ne smiju biti zaboravljeni u daljnjim rodno osviještenim politikama u sektoru sigurnosti. Još nešto što je prepoznato tokom konsultacija je da reforma sektora sigurnosti ne počinje ili završava u sigurnosnim institucijama. Ona se treba dogoditi na svim nivoima zajednice, u obrazovnom sistemu, organizacijama civilnog društva i svim mehanizmima pomoću kojih građani traže ostvarenje prava. Naprimjer, djeca trebaju učiti o prepoznavanju diskriminacije i suzbijanju nasilja u školama i trebaju odrasti upoznajući se sa sistemom podrške u njihovoj zajednici, ali i uvjereni da će im postojeći sistem osigurati adekvatnu prevenciju i zaštitu.

Projekat „Monitoring poštovanja ljudskih prava u ustanovama zatvorenog tipa u Crnoj Gori“, čiji je cilj unapređenje ljudskih prava osoba smještenih u ove ustanove, izvele su nevladine organizacije iz Crne Gore „Akcija za ljudska prava“ (HRA), kao nosilac projekta, Centar za antidiskriminaciju „EKVISTA“, Centar za građansko obrazovanje (CGO) i Sigurna ženska kuća (SŽK), uz pomoć Beogradskog centra za ljudska prava i Letonskog centra za ljudska prava, a finansirale Evropska unija posredstvom Delegacije Evropske unije u Crnoj Gori i Ambasada Savezne Republike Njemačke. Projekat je izveden u periodu od 1. marta 2010. do 31. marta 2013. U okviru projekta, 17. juna 2011. zaključen je Sporazum o saradnji između nosioca projekta NVO „Akcija za ljudska prava“, Ministarstva rada i socijalnog staranja i Javne ustanove (JU) Zavod „Komanski most“ za smještaj osoba s intelektualnim invaliditetom, koji je obuhvatio: nenajavljene posjete monitora nevladinih organizacija ovoj ustanovi; predstavljanje izvještaja o posjetama i razgovor o izvještajima na okruglom stolu; izradu brošure o pravima korisnika ustanove i saradnju na javnoj kampanji, čiji je cilj približavanje potreba i prava korisnika široj javnosti. Izvještaj u nastavku sadrži ukupnu ocjenu monitoring tima pomenutih nevladinih organizacija iz Crne Gore o stepenu primjene preporuka za unapređenje poštovanja prava korisnika Zavoda „Komanski most“ (u daljem tekstu „Zavod“) koje su dali Evropski komitet za sprječavanje mučenja i nečovječnog ili ponižavajućeg postupanja ili kažnjavanja (CPT) i Zaštitnik ljudskih prava i sloboda, kao i dodatnih preporuka nevladinih organizacija koje su učestvovale u ovom projektu. Izvještaj je izrađen na način koji omogućava praćenje napretka koji je postignut od početka monitoringa u julu 2011. do objavljivanja prvog izvještaja u novembru 2011., odnosno završnog izvještaja koji je objavljen u februaru 2013. Na kraju svakog poglavlja dodali smo upućivanja na tabelu, koja pokazuje šta je unaprijeđeno u određenoj oblasti. Na kraju izvještaja, u vidu dodatka, objavljujemo tabelarni prikaz primjene preporuka prilikom objavljivanja završnog izvještaja u februaru 2013. godine, odnosno do kraja marta 2013.

Projekat „Monitoring poštovanja ljudskih prava u ustanovama zatvorenog tipa u Crnoj Gori“, u cilju unaprijeđenja poštovanja ljudskih prava osoba smještenih u ove ustanove, izvele su od marta 2011. do kraja marta 2013. nevladine organizacije „Akcija za ljudska prava“ (HRA), kao nosilac projekta, Centar za antidiskriminaciju „EKVISTA“, Centar za građansko obrazovanje (CGO) i Sigurna ženska kuća (SŽK), u saradnji sa Beogradskim centrom za ljudska prava i Letonskim centrom za ljudska prava. Projekat su finansirale Evropska unija posredstvom Delegacije Evropske unije u Crnoj Gori i Ambasada Savezne Republike Njemačke u Podgorici. U okviru projekta, 25. oktobra 2011., zaključen je Sporazum o saradnji između nosioca projekta NVO „Akcija za ljudska prava“, Ministarstva pravde i Zavoda za izvršenje krivičnih sankcija (ZIKS), koji je omogućio posjete tima monitora navedenih nevladinih organizacija objektima ZIKS-a (zatvorima) u Podgorici i Bijelom Polju, uz prethodnu najavu od 24 časa, pristup medicinskoj i dokumentaciji vezanoj za disciplinske postupke pritvorenih i osuđenih lica, predstavljanje izvještaja o posjetama i razgovor o izvještaju na okruglom stolu, izradu priručnika o pravima pritvorenih i osuđenih lica i saradnju na javnoj kampanji čiji je cilj približavanje prava pritvorenih i osuđenih lica široj javnosti. Neposredni cilj monitoringa je bio izrada izvještaja o usvajanju preporuka iz Izvještaja Vladi Crne Gore o posjeti Crnoj Gori Evropskog komiteta za sprječavanje mučenja i nečovječnog ili ponižavajućeg postupanja ili kažnjavanja (CPT) od 15. do 22. septembra 2008. godine (u nastavku: „CPT, Izvještaj o posjeti 2008“) i preporuka Zaštitnika ljudskih prava i sloboda Crne Gore (Ombudsmana). Izvještaj je objavljen na okruglom stolu 21. juna 2012. godine u prisustvu predstavnika uprave ZIKS-a, ministra pravde i predstavnika Delegacije EU. Pored ocjene primjene preporuka CPT-a i Ombudsmana, NVO monitoring tim je dao ukupno 164 preporuke za unaprijeđenje poštovanja ljudskih prava u zatvorima u skladu s međunarodnim standardima i preporukama. Neke od preporuka bile su i ponovljene preporuke CPT-a i Ombudsmana. Na kraju projekta, 27. marta 2013. godine, predstavljene su završne ocjene NVO monitoring tima o primjeni preporuka, uz učešće predstavnika uprave zatvora, pomoćnice ministra pravde na čelu Direktorata za izvršenje krivičnih sankcija Ministarstva pravde i šefa Delegacije EU u Crnoj Gori. U ovoj publikaciji objavljujemo izvještaj iz juna 2012. godine („Izvještaj o poštovanju prava pritvorenih i osuđenih lica u Zavodu za izvršenje krivičnih sankcija“) sa tabelom koja sadrži 164 preporuke i ocjenu njihove primjene do kraja projekta u martu 2013. godine. Sastavni dio izvještaja su i rezultati istraživanja među osuđenicima „Poštovanje ljudskih prava u Zavodu za izvršenje krivičnih sankcija – stavovi osuđenika“ iz marta i aprila 2012. godine. U okviru projekta je izrađena i brošura o osnovnim pravima za zatvorenike i zatvorenice na crnogorskom, engleskom i albanskom jeziku, kao i kratki dokumentarni film. Upravi zatvora su dostavljene i knjige „Sprječavanje zlostavljanja i mučenja – priručnik za policiju i zatvorsko osoblje“, dr Ivana Jankovića i Radmile Dragičević-Dičić, koji je izdao Beogradski centar za ljudska prava 2011. godine, kao i publikacija „Zabrana mučenja i drugog zlostavljanja – zbirka izabranih presuda Evropskog suda za ljudska prava“, urednika Žarka Markovića, izdanje Akcije za ljudska prava, 2013. godine. Saradnja sa Ministarstvom pravde i upravom ZIKS-a na ovom projektu je bila izuzetna i predstavlja primjer konstruktivne saradnje državnih organa sa nevladinim organizacijama. Rezultati ovog projekta su zajednički. Na strpljenju i vremenu koje su posvetili projektu posebno zahvaljujemo Dušku Markoviću, ministru pravde i ljudskih prava i potpredsjedniku Vlade Crne Gore, Slavici Rabrenović, pomoćnici ministra pravde na čelu Direktorata za izvršenje krivičnih sankcija Ministarstva pravde, Miljanu Peroviću, direktoru ZIKS-a, Milanu Tomiću, pomoćniku direktora ZIKS-a, Urošu Bogavcu, načelniku KPD-a u prvoj fazi projekta, Milanu Radoviću, načelniku KPD-a u drugoj fazi projekta, Katarini Mitrović, načelnici zatvora za kratke kazne, Branislavu Petroviću, načelniku zdravstvene službe, Radoslavu Sekuloviću i Željku Redžiću, rukovodiocima službe obezbjeđenja, Žani Asanović, sekretarici direktora ZIKS, Anki Cerović, iz pravne službe ZIKS-a i Mušiki Dujoviću, predsjedniku Višeg suda u Podgorici. Hvala na povjerenju svim službenicima ZIKS-a koji su razgovarali sa nama i posebno svima koji su učestvovali u našoj anketi o stavovima osuđenika. The German writer Emil Ludwig, biographer of Napoleon and Lincoln, talking in Geneva in 1927 with the English playwright Bernard Shaw about the possibility of realizing the United States of Europe, launched, during the conversation, the question of who could be the president. Shaw is told to have answered without hesitation: "I only know one, it's Masaryk". Another English writer, H.-G. Wells, called Masaryk the greatest man in Europe, placed at the most central point of the European United States.
