This essay has two objectives: first, to better understand how Yugoslavia's communist regime went about constructing an officially-sanctioned memory of the Second World War through the building of monuments and graves for “fallen soldiers” (pali borci) and “victims of fascist terror” (žrtve fašističkog terora); second, to analyze how Yugoslav citizens reacted to such “sites of memory” from 1947 until 1965. I begin with a brief introduction to the activities of the Association of Veterans of the People’s Liberation War (Savez boraca Narodnooslobodilačkog rata [SBNOR, and then renamed SUBNOR in 1961]), the organization that I consider as the main vehicle through which “memory activists” in Tito’s Yugoslavia acted. I then move to an analysis of public responses to their memory-making activities vis a vis graves and monuments By analyzing archival documents, newspaper articles, and especially letters written to newspapers, I argue that, while many people did respond positively to these officially-sanctioned “sites of memory,” others reacted in a myriad of directly and indirectly confrontational ways. Allowing weeds and grass to engulf graves; permitting pigs to forage in front of monuments and tying horses to them; building monuments to anti-communist forces; telling jokes about monuments and harassing people trying to visit them; and smashing plaques and monuments into pieces, sometimes on several occasions; all of these behaviors suggest that a serious disjuncture existed between the projects which SBNOR’s memory activists were engaged in and some segments of the population’s degree of acceptance of them. I see this disjuncture as exemplified in two types of directly and indirectly confrontational behaviors: first, as indifference or perhaps disconnectedness to officially-sanctioned memories; second, as conscious resistance to such forms of remembrance. At the same time, it is important to note that the documents which serve as the central empirical basis for this essay demonstrate that a sizable group of Yugoslav citizens were also very much mobilized with the veterans of SBNOR in the project of constructing, reproducing and protecting a set of heroic memories about the “People’s Liberation War.” Taken together, the conclusions of this essay suggest the need to revise the existing literature on the history of the memory of the Second World War in Yugoslavia in several ways. It has been suggested by some scholars (e.g., Hoepken, 1999; Denich, 1994; and Hayden, 1994) that the communist regime's “official memory” of the war was constructed for a repressed society, and that this memory dissolved under the pressure of intellectuals during the country’s final decade of existence. This essay, which pays close attention to societal reactions to officially-sanctioned war memories in Yugoslavia, presents a different dynamic. That is, people were neither totally repressed by a certain set of memories about the war, nor simply passive and ready to be awakened by a group of intellectuals. Ordinary people reacted to graves and monuments—two of the most ubiquitous manifestations of “official memory” in Yugoslavia—in their own ways and on their on terms from the moment that such sites of remembrance were constructed. And their reactions, while often quite positive, were also indifferent and, at times, directly and indirectly confrontational and subversive.

This work attempts to clarify the complex and loaded meanings behind the phrase “They who retreated in 1945,“ which is still used in the Gračanica area. First, Hamzić explains the concept of “retreat.” After establishing the truth of the fates of the individuals who fall in this category, he works to demystify them. He notes that while there is little need to rehabilitate these people today, there is a historical need to understand them. Indeed, when we analyze this category, the question of liberation and occupation in April and May 1945 seems redundant. Hamzić analyzes the people and goals behind the “fabrication” of this term and the purpose it served. He concludes that it is imperative to clarify this debate because it continues to effect Bosnian families today.

Allied Air forces became an important factor in the military and political consideration of the territory of the Independent State of Croatia after the autumn of 1943, when they established bases in Southern Italy. At first, Allied Air forces struck at the territory of Dalmatia, but afterward they expanded their activities to the north. Zagreb and its environs were situated on the path of Allied Airforces directed at southern Germany, Austria and Hungary, consequently during 1944 and 1945 they were considered secondary targets, though sometimes they also became direct targets. In this period Allied Airforces bombed Zagreb, in varying degrees of intensity, 21 times, 11 of these attacks came in 1945, while the environs of the city were bombed or fired upon 44 times, 29 of those occurred in 1945. In these attacks, 554 persons (516 civilians, 38 soldiers) were killed, and 790 persons (741 civilians and 49 soldiers) were wounded. National Defense units carried the burden of the passive antiaircraft defense of people and property in Zagreb, while in the environs fire-fighters fulfilled this function. Zagreb and its environs, as was the case with all the other targets on the territory of the Independent State of Croatia, were attacked from the air for military-strategic reasons, as well as to break the morale of the population. The cost of these attacks was borne most often by the civilian population who paid for them with their lives and material goods.

Starting from the fact that the number of victims of the Second World War and the postwar era in Croatia has never been firmly established, and that a list of victims has never been compiled, in 2002 a scholarly research project entitled ≪Victims of the Second World War, the Postwar era and the Homeland War≫ was launched. The aim of the project was to create as precise a list of the victims of the Second World War, the Postwar period, and the Homeland War as is possible on the basis of existing lists, archival sources, published works, and other documents. Work up to this point projects the creation of an electronic database coordinated with existing databases and the data expected from other sources, which enables research into 19 out of a total of 26 elements, and the conversion and transfer of data from the 1964 census in Croatia and Bosnia and Hercegovina of over 417 000 entries/victims as well as the database of the Ministry of Croatian Veterans of the Republic of Croatia. Up to May 2004, 86 archival fonds and collections had been fully examined as had 58 publications (books, articles), and information about 85 148 victims had been entered into the electronic database.

World War II was the founding myth both for socialist Yugoslavia, based on the narrative of the supra-national partisan struggle, and for post-socialist Croatia, due to President Franjo Tuđman’s idea that both partisans and Ustasha had fought for the Croatian cause, albeit in different ways. How did this strong role of politics of history impact professional historiography and vice versa, what influence did the latter have? Does it make sense at all to speak of a Croatian historiography in socialist Yugoslavia—were there fields free of influence from socialist hegemonic narrative? This chapter argues that this is true for the conservative historiography before the 1960s, but also for the two currents that developed in this period: There was a growing tension between distinguished medieval studies and historians like Mirjana Gross, who established contacts with international experts, oriented themselves on new Western methodology, and promoted approaches of the Annales School on the one hand, and nationalist historians whose engagement seemed limited to verbal exchange about contemporary history with their Serbian counterparts on the other hand. This last current, represented by the later Croatian president Franjo Tuđman, became dominant after Croatia’s independence in 1991.

Avant-gard on exhibitions, on theatrical stages, on cinema screens and in concert halls was one of the specific features of the art scene in socialist Yugoslavia. The cream of the world avant-gard started arriving in Yugoslavia already in the 1950s and Yugoslav artists started creating works in the spirit of modernism and avant-garde. The presence of avant-garde sent into the world an image of an extremely modern, liberal and free country in which the avantgarde became the mainstream, in a way. However, the presence of the avantgarde in Yugoslavia doesn't present the true picture of artistic life. Exactly the time when avant-garde was on the ascent in Yugoslavia, was the time of court bans and pressure on artists. Films were banned, criticized or disappeared from cinema repertoirs (The Town, The Return, The Trap, A Man from the Oak Forest, Morning...), and consorship hit theater too, where only in 1968/69 plays Hats Down, As Pumpkins Bloomed and The Second Door to the Left were taken off the repertoir. Similar pressure was visible in the case of the journals Književne novine or Student who suffered governemnt blows in the late 1960s. Openness for fredom of the form, but not openness for critical examination of reality were characteristics of artistic life in SFRY.

Prije točno četrdeset godina, 21. veljače 1974, Savezna skupština je u Beogradu usvojila novi ustav Socijalističke Federativne Republike Jugoslavije. Odluku je proglasio predsjednik Vijeća naroda Mika Špiljak, a prethodno je Edvard Kardelj (koji je predsjedavao komisijom za izradu ustavnoga teksta) obrazložio ustavne novine; sve je, barem naizgled, bilo kao i u ranijim ceremonijalnim prigodama – no, bio je to početak kraja (u pisanoj formi, štoviše). Usvojen je ustav koji je trebao demonstrirati novi koncept federacije podoban za fazu “zreloga socijalističkog samoupravljanja”, dokument koji je težio na inovativan (“specifično jugoslavenski”) način interpretirati kako federalizam tako i socijalizam, pa i nije neobično što je iz ove ambicije nastao najdulji ustav na svijetu (prije – i poslije – tu je dvojbenu titulu pridržavao indijski ustav s 395 članaka, 11 manje od jugoslavenskoga).

Nakon sloma hladnog rata radikalno se menja kultura sećanja, a time i odnos prema fašizmu. Nova sadašnjica, koja otvara novu budućnost, uvek traži i novu prošlost. Nerazdvojiva povezanost prošlosti, sadašnjice i budućnosti je osnovna crta ljudske temporalnosti i istorijske svesti. Prošlost ne čine događaji po sebi, nego dešavanja snabdevena aktuelnim smislom. Premda je svaka istorija naizgled osobena i neuporediva, na kraju 20. veka javlja se kod prevladavanja prošlosti niz sadržaja koji nisu lokalne prirode: otpor i kolaboracija sa nacizmom, izravnavanje starih računa u ime pravde, stvaranje integrativnih mitova radi ponovnog učvršćenja nacionalnog identiteta i izmirenja pocepanog društva nakon sloma evropskog socijalizma i blokovske podeljenosti sveta. To su opšti društveni podsticaji koji nenamerno i postupno ujednačavaju pisanje evropske istorije. Izgleda,međutim, da ujednačavanju doprinosi i jedan drugačiji važan proces. Naime, nakon sloma evropskog socijalizma svuda je uzdrmana antifašistička kultura sećanja. Anti-antifašizam se lagano probija pod plaštom nove istoriografske objektivnosti. U ovom prilogu bi trebalo pokazati kako domaće političke elite i revizionistička inteligencija nameću nove anti-antifašističke obrasce sećanja?

One of the councillors of the third session of the State Anti-fascist Council for the National Liberation of Bosnia and Herzegovina (orig. abbrev. ZAVNOBiH; April 26-28, 1945 in Sarajevo), who participated in the preparation and work of the previous two sessions (in Mrkonjic Grad in 1943 and Sanski Most in 1944), was Avdo Humo, a writer from Mostar, an illegal and a professional revolutionary. Humo is undoubtedly one of the most important intellectuals and politicians of the 20th century in Bosnia and Herzegovina. This paper points out the key biographical data following Avdo Humo from his student days. As a graduate of the Faculty of Philosophy in Belgrade, he has been an active member of the Communist Party of Yugoslavia (CPY) since the mid-1930s and also an organizer of anti-fascist resistance during World War II. Humo had great merit in the process of constituting and institutionalizing Bosnia and Herzegovina as one of the six equal republics in federal Yugoslavia. After the war, he participated in numerous prominent political and social roles, both in the Republic and in the federal centre. However, Avdo Humo was politically marginalized and morally disqualified in the context of a strong wave of self-criticism within the League of Communists of Yugoslavia (LCY) in the early 1970s, during the reconstruction of the Republican leadership and the removal of the so-called spring followers and liberals, i.e. significant re-Stalinization of the system. The parting of the League of Communists of Bosnia and Herzegovina with Avdo Humo, Hajro Kapetanovic, Osman Karabegovic, and Cedo Kapor at the end of 1972 followed their sharp criticism of the dominant current, undemocratic relations, unprincipledness, firm-hand leadership, management by a narrow circle of leaders and the more. The Republican leadership assessed them as a synchronized group, as a faction within the League of Communists that cooperates with ”liberals, informers, and bearers of hegemonic tendencies” and that has ”insatiable lust for personal power in realization of dominant influence on the policy of the Socialist Republic of Bosnia and Herzegovina.” The party leadership unanimously assessed their criticism as groundless and stated that their target was the destabilization of the leadership and causing a rift within it.

As an important turn in studying the area of northeastern Bosnia in our historical science we can characterize the doctoral thesis and later monograph “Tuzla and its surrounding in the XVI century”, which is still a pattern of monographic processing of a region in our science. In the late seventies and eighties, at last, it moves away from scientific framework that established by Ć. Truhelka and H. Kreševljaković. Consequently, in the study of the medieval history of the area of northeastern Bosnia several researchers have emerged like: A. Benković, M. Baum, Đ. Basler, B. Nilević, P. Živković, and Pavao Anđelić – which left the largest mark. The interdisciplinarity of research is present through ethnological processing of this area in the works of Milenko Filipović and Salih Kulenović. Should be noted that until aggression against Bosnia and Herzegovina in 1992, the most important event was launching of Članci i građa magazine by Museum in Tuzla (in 1958). Though, one moment leaves a large mark on the study of local historiography. That is a monographic treatment of particular areas in the Liberation War in socialist revolution. These projects opened the door to a local historiography. The poor scientific treatment of the area of northeastern Bosnia recognized by Academy of Science and Arts of Bosnia and Herzegovina four decades ago in the program DC XIII 2 (from 1986). However, at the time of the aggression against Bosnia and Herzegovina two projects of particular importance for the further development of historiography in the area northeastern Bosnia were created. Certainly, the opening of the Department of History and Geography, or History, at the Faculty of Philosophy of the University in Tuzla must have a leading role. Thus, in their works A. Kožar, B. Omerčević, S. Hadžić, S. Selimović, D. Bećirović, I. Šabotić and A. Jahić often refer to the subject matter of the specified area. The second project is magazine Gračanički glasnik where the initial duo O. Hamzić and R. Djedović, and later E. Šaković, have been printing, in double, for over two decades. In the initiative – publishing part we mustn’t forget the Archive of the Tuzla Canton and the Institute for the Protection and Use of Cultural and Historical Heritage of the Tuzla Canton, which bring together numerous researchers of the history of this area.

Fascism is an evil with many faces. Its manifestation forms can be recognized even in societies of developed democracy, and in societies that have emerged or are emerging from the authoritarian and totalitarian forms of the rule, Fascism still has many manifestations. The actuality of the fight against Fascism coincides with the effects of the global economic crisis, which is just one of the favourable ambient for Fascism ‘to get a chance’. Digestible and shallow in its expression, Fascism relatively easily mobilizes social dissatisfaction by offering simple, malefic solutions. Fascism must be studied in a continuity, because from its appearance until today, Fascism survives by adapting its evil to the base passions of society. Therefore, it must be taught in schools, with an approach that will contribute to understanding the depth of this pestilence. Fascism is not only a great evil past, Fascism is a smouldering and constant danger. Also, attention should be paid to those who make a fetish from the anti-fascist struggle. Instead of affirmation of the civic concept of society and anti-fascist values, political demagogy is thus being introduced. And demagogy is also the fuel of Fascism. This warns how much this leviathan is a tough opponent, this rider of evil precisely through the demographic matrix presents itself as a knight of salvation. Fascism has countless roles that it can play in a society of non-resistance to economic crises, national-chauvinist tendencies, and bad public policies. In order to strengthen the society and make it more resistant to the evil of Fascism, it is necessary to work on building the capacities of a civil and democratic society through the affirmation of the principles of coexistence, tolerance, social responsibility and solidarity. The best and most noble method of strengthening society on a sound basis is the clear concept of antifascist education and the creation of opportunities for the citizen to become stronger and more resilient to fascist tendencies and demagogic campaigns. Education through learning the facts, tolerance and critical thinking with the encouragement of dialogue – is the concept that must find a place in our schools.

The historical decisions made at the assembly of AVNOJ and ZAVNOBIH, regardless of the socio-political context of their interpretation, represent permanent values of anti-fascist voices from Bosnia and Herzegovina at the midst of World War II. These were the steps that preserved the inner being of Bosnia and Herzegovina and the connection of its all centuries old symbols. The dynamics of memories and public perception of significant dates have been altered due to changes in the value of the political framework in the socialist and post-socialist period. In the case of AVNOJ and ZAVNOBIH, different treatment of events can be seen related to state holidays. The Yugoslav culture of memory included all segments of society, in order to shape the formative forces of the desired articulation of remembrance. The historical places are shaped in places of memory, in which deep symbolic connections. Such is an example can be followed Bihać, Mrkonjić-Grad and Jajce, as well as the events which have been organized for the purpouse of among anniversaries in these cities. State holidays and commemorative dates were in the crisis during the time dissolution of Yugoslavia and in clash of overall legacy of communism. In the period of democratic changes, the coarse selection, partial or complete rejection and denial has occurred. AVNOJ’s current socio-political context has become completely useless, while ZAVNOBIH has been perceived in three ways in the 1990s in Bosnia and Herzegovina. The ethnic divisions after the Dayton Peace Agreement have resulted in the relativization and denial of anti-fascist legacy and the identity of Bosnia and Herzegovina. The public monuments and spaces related to this were abused in order to deepen the national divisions and disrupt the idea of equality of citizens and nations, which was achieved 75 years ago. In this case, it is not just about transforming memories, but about undermining universal civilizational values in order to strengthen nationalisms. Such a relationship to the AVNOJ and ZAVNOBIH and their significance for Bosnia and Herzegovina points to a serious crisis of democratic values.

This essay comparatively examines explanations of ZAVNOBIH subject in between 1995 – 2017. From the end of War in Bosnia and Herzegovina until today the policy of media in Bosnia has dual and politically coordinated reporting. The powerful interference of international community into media field, was heading more towards establishment of free media and the prevention of hateful speech, rather than to preclude the creation of ethnonational “free” media that were used to empower ethnic separations. Consequently, reporting on this topic is often divided into media outlets, according to which ethnic group the media belongs to. The result is a sharply divided public discourse, in general, about the ZAVNOBIH in Bosnia and Herzegovina. This article critically analyzes the ways in which ZAVNOBIH is written in the daily news papers. The analysis generaly is divided into two parts, in the first, examples of a neutral and / or objective speech on the ZAVNOBIH are shown, and the other ones are the clauses containing negative context of open attempt and shameless falsification of history, without objective approach. Here, the great estattentionis dedicated to propaganda against ZAVNOBIH, because in one part of local media, it is politically created and is the most common form of writing about this topic.
