As a determined peacebuilder, Canada has a long history of contributing to international peace, security and stability. In fact, a few months ago, we commemorated the 60th anniversary of the award of the Nobel Peace Prize to the Right Honourable Lester B. Pearson, Canada's 14th Prime Minister, for his proposal to establish a United Nations peacekeeping force to resolve the 1956 Suez Canal crisis. The implementation of Pearson's plan, which saw a United Nations Emergency Force sent to the region to separate the warring parties, is largely credited with pulling the world back from the brink of war in the Middle East. This is why Pearson is commonly considered a father of modern peacekeeping, and this led to Canada becoming a peacekeeping nation. For decades, peacekeeping has helped provide protection to millions of vulnerable people affected by conflicts. However, the context of modern peace operations has changed. Today's conflicts are intractable, more dangerous and more complex. The change in the nature of peacekeeping missions has directly affected the role of peacekeeping forces who have become active participants in peacebuilding. It is in this context that the Government of Canada hosted the UN Peacekeeping Defence Ministerial last November in Vancouver for a discussion focussed on innovative approaches, including when it comes to providing military capabilities and training programs, enhancing the protection of children and increasing the participation of women in peace operations. This last point is of particular importance to the Government of Canada given the demonstrated link between the involvement of women in peace operations and the achievement of long-term, sustainable peace. Not only did Canada launch its 2nd National Action Plan on Women, Peace and Security two weeks prior to the UN Peacekeeping Defence Ministerial, but in Vancouver, our Prime Minister also announced the Elsie Initiative on Women in Peace Operations, which is aimed at providing assistance and incentives to increase the proportion of women deployed in UN peace operations. But where does Bosnia and Herzegovina fit in all of this? Bosnia and Herzegovina has been contributing to joint international efforts to establish and preserve peace and stability in the world for 17 years. Experiences and lessons learned by both female and male members of military and police structures during the post-conflict transition in Bosnia and Herzegovina can also be of great importance for international peace support operations. Last November, it proved very rewarding for me to see Bosnia and Herzegovina among the group of initial endorsers of the Vancouver Principles on Peacekeeping and the Prevention of the Recruitment and Use of Child Soldiers – an initiative championed by retired Canadian General Romeo Dallaire. I am therefore very pleased that Canada, through its successful cooperation with the Centre for Security Studies, will facilitate efforts aimed at strengthening institutional capacities through sharing the experiences of participants from Bosnia and Herzegovina – both men and women - in international peacekeeping missions. By sharing candid and sincere observations about their own experiences and the challenges they have faced, the participants in this STEP project make an important contribution to the ongoing discussion about improving the effectiveness of peacekeeping. They also demonstrate that Bosnia and Herzegovina is a country actively and directly contributing to peace and security worldwide. As the Ambassador of Canada to Bosnia and Herzegovina, I was honoured to be asked to make a personal contribution to this valuable project, and I hope that reading this publication will inspire many young people, especially young women, to become determined peacebuilders and to build a safer world.

Poštovani čitatelji/čitateljice, Kao odlučna graditeljica mira, Kanada ima dugu historiju doprinosa međunarodnom miru, sigurnosti i stabilnosti. Zapravo, prije nekoliko mjeseci obilježili smo 60. godišnjicu dodjele Nobelove nagrade za mir Lester B. Pearson-u, 14. premijeru Kanade, za njegov prijedlog za uspostavu mirovnih snaga Ujedinjenih naroda, kako bi se riješila kriza Sueskog kanala 1956. godine. Provedba Pearson-ovog plana, po kojem su Snage Ujedinjenih nacija za hitno reagovanje bile upućene u taj region da bi razdvojile zaraćene strane, u velikoj je mjeri zaslužna za izvlačenje svijeta s ruba rata na Bliskom Istoku. Zbog toga se Pearson obično smatra ocem modernih mirovnih misija, što je dovelo da Kanada postane nacija posvećena održavanju mira. Već decenijama, mirovne operacije su pomogle u zaštiti miliona ugroženih ljudi pogođenih sukobima. Međutim, kontekst savremenih mirovnih operacija se promijenio. Današnji sukobi su sve neobuzdaniji, opasniji i složeniji. Promjena prirode mirovnih misija direktno je uticala na ulogu mirovnih snaga koje su postale aktivne učesnice u izgradnji mira. U tom kontekstu, Vlada Kanade je prošlog novembra u Vankuveru bila domaćin Ministarske konferencije o mirovnim operacijama UN-a, koja se fokusirala na inovativne pristupe, uključujući i pružanje vojnih kapaciteta i programa obuke, unaprjeđivanje zaštite djece i povećanje učešća žena u mirovnim operacijama. Ova posljednja tačka je od posebne važnosti za Vladu Kanade, obzirom na dokazanu povezanost između uključivanja žena u mirovne operacije i postizanja dugoročnog, održivog mira. Ne samo da je Kanada započela implementaciju svog drugog Državnog akcionog plana o ženama, miru i sigurnosti dvije sedmice prije Ministarske konferencije o mirovnim operacijama UN-a nego je i u Vankuveru naš premijer objavio Elsie inicijativu o ženama u mirovnim operacijama koja ima za cilj pružanje pomoći i podsticaja za povećanje udjela žena raspoređenih u mirovnim operacijama UN-a. Kako se Bosna i Hercegovina uklapa u sve ovo? Bosna i Hercegovina doprinosi zajedničkim međunarodnim naporima u uspostavljanju i očuvanju mira i stabilnosti u svijetu već 17 godina. Iskustva i lekcije naučene od ženskih i muških pripadnika vojnih i policijskih struktura tokom postkonfliktne tranzicije u Bosni i Hercegovini također mogu biti od velikog značaja za međunarodne operacije podrške miru. U novembru prošle godine, bilo mi je iznimno zadovoljstvo da vidim Bosnu i Hercegovinu među skupinom inicijalnih zagovornika Vankuverskih načela o mirovnim operacijama i sprječavanju regrutovanja i korištenja djece vojnika - inicijative koju je pokrenuo umirovljeni kanadski general Romeo Dallaire. Zbog toga sam veoma zadovoljna što će Kanada, kroz uspješnu saradnju s Centrom za sigurnosne studije, olakšati napore usmjerene na jačanje institucionalnih kapaciteta kroz razmjenu iskustava učesnika iz Bosne i Hercegovine - kako muškaraca, tako i žena - u međunarodnim mirovnim misijama. Dijeljenjem otvorenih i iskrenih zapažanja o sopstvenim iskustvima i izazovima s kojima su se suočili, učesnici projekta „STEP“ značajno doprinose stalnoj diskusiji o poboljšanju efikasnosti mirovnih operacija. Oni također pokazuju da Bosna i Hercegovina kao država direktno doprinosi miru i sigurnosti širom svijeta. Kao ambasadorici Kanade u Bosni i Hercegovini, bila mi je čast da dam svoj lični doprinos ovom dragocjenom projektu i nadam se da će čitanje ove publikacije inspirisati mnoge mlade ljude, posebno mlade žene, da postanu odlučni graditelji mira i da izgrade sigurniji svijet.

Vodič o postupanju u prirodnim i drugim nesrećama

Poštovani čitatelji, Vodič o postupanju u prirodnim i drugim nesrećama izrađen je u okviru projekta „Pomoć opštinama da unaprijede sistem ranog upozoravanja i podrška oporavku od poplava – SAFE“. Projekat „SAFE“ se finansirao iz EU programa „Pomoć civilnog društva oporavku od poplava“ (IPA 2014). Projekat „SAFE“ je bio teritorijalno fokusiran na općine Sanski Most (Federacija Bosne i Hercegovine) i Oštra Luka (Republika Srpska) te su, zbog toga, u Vodiču predstavljena pravila postupanja u pojedinim prirodnim i drugim nesrećama koje predstavljaju preteţno stalni rizik ugroţavanja za lokalno stanovništvo i imaju visok stepen opasnosti za ţivot i zdravlje građana te javnu i privatnu imovinu. Radi se o poplavama, klizištima, zemljotresima, požarima i opasnostima od mina i neeksplodiranih ubojnih sredstava (NUS). Međutim, budući da se radi o općim pravilima postupanja, upotreba Vodiča prevazilazi lokalni kontekst i moţe predstavljati zanimljivo štivo za širu bosanskohercegovačku javnost. Generalno gledajući, glavni cilj Vodiča je informirati lokalno stanovništvo o pravilima postupanja u navedenim prirodnim i drugim nesrećama, kako bi se izbjegle ljudske ţrtve i tjelesne povrede te prevenirale ili umanjile štete na materijalnim dobrima. Drugim riječima, cilj je ojačati svijest građana s namjerom podizanja otpornosti lokalnih zajednica na te prirodne i druge nesreće. Centar za sigurnosne studije se zahvaljuje Evropskoj uniji i Delegaciji Evropske unije u Bosni i Hercegovini, bez čije pomoći i potpore realizacija projekta „SAFE“ ne bi bila moguća.

Large availability of small arms and light weapons in the Balkan region functions as a facilitator of criminal activities and violence, undermining efforts to move toward liberalization and democracy and, ultimately, representing a serious threat to human security and to the overall security of the state. Despite this, knowledge about the existence and the dynamics of an illegal market in firearms in Europe is scant and incomplete. While this is partly due to the covert nature of the phenomenon, lack of standardized firearms registration systems and databases, an event-driven tendency to develop legal and policy frameworks as well as pitfalls in the estimation system, all contributed to the lack of reliable information on the overall size of the illicit market in firearms in Europe, patterns and routes of illicit trafficking as well as on who and how is involved in this trade. A challenge, this, that needs to remain the focus of competent bodies at the EU and national level, since reliable and comprehensive knowledge on the issue remains crucial precondition for the development of efficient strategies to counter illicit trafficking and related forms of serious and organized crime.

The launch by the European Commission in 2018 of an EU enlargement strategy for the Western Balkans illustrates a renewed activism of the Union toward its immediate neighbourhood. This activism builds on five years of Berlin Process, which did contribute to keep the Western Balkans Six afloat in the European agenda. Simultaneously, a decline of America’s interest in the region, coupled with a return of Russia’s influence – especially through the energy instrument – compel the European Union, and Italy in particular, to step up their engagement in the Balkans. Even more importantly for Rome would be the elaboration of a long-term strategy for the region, having clear obstacles and interests at stake, while creating the necessary conditions to concretely influence the process of decision-making at the European level. This is imperative for Rome to advance its own national interests and to contribute to the successful implementation of the EU enlargement strategy toward an area that represents a strategic priority of Italian foreign policy, and whose developments have an immediate impact both on Italy’s internal security and on its external relations.

Iako su zemlje Zapadnog Balkana imale sličan historijski put u vrijeme socijalizma, nakon čega je uslijedio iscrpljujući period političke i ekonomske tranzicije, evidentno je da one trenutno nisu podjednako spremne da postanu članice Evropske unije. Podjela zemalja na predvodnike i one koje zaostaju, ponovno naglašena na Samitu u Sofiji, daljnji proces proširenja EU bi obilježila mnogim neželjenim posljedicama te vodila dodatnim godinama izolacije i desetljećima napetih odnosa. Na bosanskohercegovačkom, makedonskom i kosovskom putu ka integraciji u EU, ispriječila su se zahtjevna i kompleksna ustavna rješenja, pričemu je EU imala jednu od glavnih uloga u kreiranju istih. Uprkos tome što je princip regate trenutno mehanizam na osnovu kojeg se procjenjuje napredak države u procesu integracija, čini se da bi zajednički ulazak šest zemalja Zapadnog Balkana (WB6) u EU bio najprikladniji scenario. Za prosperitetniji i ujedinjeniji Zapadni Balkan, ali i za sigurniju i konačno cjelovitu Evropsku uniju, zajednički ulazak ili pristup 'Malog praska' najbolje je rješenje za sve aktere.

The creation of independent and efficient judiciary is of a crucial importance for every transitive democracy, such as the Western Balkans. By fulfilling the prescribed benchmarks and moving closer to the European standards based on the reform of their judiciaries, the WB countries are demonstrating different success, tracing their road(s) into the final EU membership. A great challenge for each of the six countries in the region is to free their judicial systems of corruption and to increase the public trust. Eventually, impartiality, integrity and a high standard of adjudication by the courts are crucial for preserving the rule of law. Judging by the comparative analysis of the normative assessment of the progress of the WB countries in the process of implementing the judicial reform and the public trust in Judiciary, conducted in this text, it can be emphasized that generally there is a low level of public trust in the judiciary, and that although all of the WB countries have some positive progress, implementing the necessary reforms, Montenegro in comparison with the other WB countries is a regional leader in implementation of Judicial reforms.

U 2015. godini, 193 zemlje članice Organizacije Ujedinjenih naroda, okupile su se na Samitu o održivom razvoju u New Yorku kako bi inicirale značajne promjene u svijetu, primarno u društveno-ekonomskoj i ekološkoj oblasti na različitim nivoima vlasti. Na Samitu je jednoglasno usvojena nova Agenda održivog razvoja 2015 - 2030. Njeni ciljevi predstavljaju nadogradnju prethodnog dokumenta Ujedinjenih naroda, koji je podrazumjevao implementaciju osam Milenijskih razvojnih ciljeva. Nova Agenda je vidno sveobuhvatnija u svom opsegu i bavi se osnovnim uzrocima siromaštva te univerzalnom potrebom razvoja za dobrobit svih ljudi. Misija Agende 2030 se sastoji od sprovođenja 17 međusobno povezanih ciljeva, koji bi trebali biti implementirani od svih članica Ujedinjenih naroda do 2030. godine, tretirajući globalno siromaštvo i glad, rodnu ravnopravnost, podstaći ekonomski rast, čistu i pouzdanu održivu okolinu te štititi pritom temeljna ljudska prava i pravosuđe pod okriljem vladavine prava. Bosna i Hercegovina, kao zemlja članica Ujedinjenih naroda, također se obvezala da trajno doprinese poboljšanju stanja u društvu, na osnovu svojih prioriteta i potreba. Implementacija ciljeva održivog razvoja u Bosni i Hercegovini koincidira i sa prioritetima u odnosu na njene aspiracije za članstvo u euroatlantskim integracijama. To potvrđuju izjave šefa Delegacije Evropske unije u Bosni i Hercegovini i specijalnog predstavnika EU, ambasadora Lars-Gunnara Wigemarka, da je Reformska agenda odlična prilika za Bosnu i Hercegovinu da „uhvati korak s ostatkom Evrope i priključi se Evropskoj uniji“. U dokumentu "Strategija vanjske politike Bosne i Hercegovine za period 2018-2023", ističe se "da će vlasti Bosne i Hercegovine intenzivirati aktivnosti na doprinosu globalnim ciljevima održivog razvoja, usvajanjem u narednom periodu akcionog plana i mape puta za postizanje ciljeva održivog razvoja". Međutim, ka ispunjavanju ciljeva održivog razvoja predstoji još mnogo napora koje trebaju uložiti lokalni i nacionalni predstavnici vlasti, a posebno treba izdvojiti aktivnosti koje je u narednom periodu neophodno provesti kako bi se izradila i usvojila Nacionalna strategija za održivi razvoj. Stvaranje i provedba ovog dokumenta je od iznimne važnosti, kako zbog bolje vizije predstavnika nacionalnih i lokalnih vlasti Bosne i Hercegovine prema prioritetima provedbe ciljeva održivog razvoja, tako i zbog unapređenja vidljivosti ciljeva održivog razvoja u zemlji. Na kraju, potrebno je napomenuti da je spremnost i interes svake države prema ispunjenju ciljeva održivog razvoja Ujedinjenih naroda uslovljena i njezinim geografskim položajem, kao i ekonomskim, društvenim i političkim uslovima. Uzimajući u obzir sve ove karakteristike, nesumnjivo je da za napredak Bosne i Hercegovine u implementaciji ciljeva održivog razvoja predstoji mnogo zahtjevnog rada i planiranja, a naročito u onim područjima koja nisu izričito navedena u Agendi Ujedinjenih naroda.

Faced with the migration crisis it has experienced since 2015, the EU has not presented a unified policy. Moreover, the different approaches to crisis management have undergone various reversals - from a simplified reception policy at the beginning of the crisis to a complete closure of borders from 2016. These policies had a direct impact on the Western Balkans region, then at the centre of the crisis. First a crossing point, the region has been repeatedly asked to be the guardian of EU borders. This has resulted in a significant number of migrants trapped within the borders of the Western Balkans. As the region is mainly a transit point, organised crime has been strengthened around migrant smuggling and human trafficking activities by the policies initiated at the end of 2015. Despite the EU's growing attention to this issue, regional cooperation efforts need to be strengthened. In addition, the EU must use the tools of enlargement to establish a comprehensive strategy based on strengthening the rule of law and maintaining security.

The location of the Western Balkans makes of it a sensitive area for the proliferation of criminal networks. Albeit regional leaders seem aware of Europe’s changing criminal landscape, considerable gaps in regional cooperation persist. The Integrative Internal Security Governance represents a policy coordination framework designed to foster cross-border cooperation in the region, enabling the Western Balkan countries to cope with internal security challenges in a longterm and self-sustainable perspective. Bosnia and Herzegovina took part in the initiative and committed to implement key priorities that would allow law enforcement agencies to keep pace with the changing nature of this significant threat. However, functionality along the law enforcement chain remains a matter of serious concern. A highly fragmented law enforcement sector still inhibits the country’s ability to detect, investigate and prosecute cases of serious and organized crime, jeopardizing first and foremost human security. In light of country’s integration objectives, Bosnian authorities should reopen discussion on structural reforms, starting from a serious and credible debate on police reform. This would allow Bosnia and Herzegovina to constructively participate in regional initiatives, fulfilling membership criteria, and improving the security of its citizens.

Geografski položaj Zapadnog Balkana predstavlja pogodno područje za širenje kriminalnih mreža. Pramda su regionalni lideri svjesni promjenjivog kriminalnog okruženja u Europi, i dalje postoje značajni nedostaci u regionalnoj saradnji u ovoj oblasti. Integrisano upravljanje područjem unutrašnje sigurnosti predstavlja okvir za koordinaciju politika, osmišljen da podstiče prekograničnu saradnju u regionu i omogu i zemljama Zapadnog Balkana da se odopru izazovima unutrašnje sigurnosti u dugoročnoj i samoodrživoj perspektivi. Bosna i Hercegovina je učestvovala u predmetnoj inicijativi i obavezala se provesti ključne prioritete kako bi omogu ila agencijama za proveđenje zakona da se kvalitetnije prilagode promjenjivoj prirodi ove značajne prijetnje. Međutim, funkcionalnost u sistemu za provođenje zakona i dalje predstavlja ozbiljnu prepreku. Veoma rascjepkan sektor za provođenje zakona i dalje onemogu ava BiH da otkrije, istraži i krivično procesuira slučajeve teškog i organizovanog kriminala, koji prvenstveno ugrožavaju ljudsku sigurnost. U svjetlu integracijskih ciljeva zemlje, vlasti u BiH bi trebale ponovo otvoriti raspravu o strukturnim reformama, počevši od ozbiljne i stručne debate o reformi policije. Time bi se omogu ilo da Bosna i Hercegovina konstruktivno učestvuje u regionalnim inicijativama, ispunjava kriterije za članstvo u EU i ujedno poboljšava sigurnost svojih građana.

Politička saga koja traje već skoro godinu dana, posebno između vlasti i opozicije u entitetu Republika Srpska, u pogledu uvođenja ili neuvođenja sankcija Ruskoj Federaciji, poprima zaista začuđujuće razmjere. Kada tome pridodamo i stavove pojedinih ambasadora akreditovanih u Bosni i Hercegovini (BiH) ili zvaničnika iz Brisela, građani s pravom ostaju u nedoumici kojim argumentima da se priklone. Pomalo zbunjujuća je i nezainteresovanost političkih aktera u entitetu Federacija Bosne i Hercegovine, koji ovoj temi ne pridaju veliki značaj te samo u rijetkim izjavama pojedinaca još više doprinose konfuziji u odnosu na ovo izuzetno važno vanjskopolitičko pitanje integracije BiH u Evropsku uniju (EU). Najpozvanija institucija da pruži odgovor na prethodnu dilemu je svakako Ministarstvo vanjskih poslova BiH, ali iz nekog razloga ista se zaobilazi i odgovori se traţe na drugim stranama. Ili se, pak, nude interpretacije koje zadovoljavaju partikularne interese političkih partija i njihovih glasača. Nedavno je, čak, jedna politička stranka saopštila da je poslala upit u EU, kako bi potvrdu svojih stavova dobila direktno od mjerodavnih aktera iz Brisela.

Pandemija COVID-19 i njene ekonomske posljedice imale su relativno veliki utjecaj na stanovništvo i ekonomiju BiH. U tu svrhu zemlje širom svijeta, uključujući i BiH, uvele su mjere za sprečavanje širenja bolesti uvođenjem određenih ograničenja građanima (ograničenje kretanja, zatvaranje državnih granica za strane državljane, policijski sat, zabrana okupljanja, instrukcije za ostanak kod kuće, karantin, obavezna kućna izolacija, podsticanje izbjegavanja bliskih ličnih kontakata) što je dovelo do ograničavanja pojedinih individualnih prava i sloboda građana. Pojava pandemije COVID-19 predstavljala je ozbiljne izazove kako za međunarodni tako i za domaći sistem i njegove institucije. Mjere koje su provodile bile su prilično restriktivne, a kako su usvajane na različitim nivoima vlasti u BiH, izazvale su određenu konfuziju među samim građanima, što je dovelo do stvaranja brojnih teorija zavjere, kako od strane medija, tako i od strane samih građana. Tako je na snimku koji je nekoliko hiljada puta podijeljen na Facebook-u građanima savjetovano da ne vjeruju ljekarima i da Covid-19 liječe medom i propolisom jer farmaceutske kompanije kriju prirodne lijekove. U videu ženska osoba objašnjava kako testovi na COVID-19 uzimaju ljudsku DNK, a nakon toga ljekari prave određenu vrstu čipa. Ona navodi da i testovi dokazano ne djeluju, odnosno uopšte ne pokazuju da je neko bolestan, već jednostavno čim osoba ima blagu temperaturu ili neku slabost pokažu pozitivni [5]. Također, portal N1 je 17. septembra 2020. godine neosnovano zaključio da je dnevni bilans novozaraženih „oborio rekorde” za taj dan. Zvanični podaci institucija govore da su, nažalost, veće cifre zabilježene krajem jula 2020. godine [6]. Koliko je BiH bila nespremna da adekvatno odgovori na sve izazove koje je sa sobom donijela pandemija COVID-19 govori i činjenica da nacionalni plan pripravnosti i kontrole gripa u BiH nije ažuriran 14 godina. Izazovi nalažu da se postave sljedeća pitanja: Da li su poduzeti odgovarajući i blagovremeni koraci da se spriječi širenje virusa? Koliki je bio nivo koordinacije između domaćih i međunarodnih aktera u rješavanju vanredne situacije? Šta je uzrok visoke smrtnosti u BiH od COVID-19?

Dear readers, It is our pleasure to present to you the first part of the report on the transparency and anti-corruption capacities of the security sector institutions of Bosnia and Herzegovina (BiH) in the public procurement processes for 2020 and 2021. The presentation in question represents part of the activities carried out within the project "Future Professionals for More Transparent Public Procurement - TRANSPIRE", which was financed by a generous grant from the Department of State of the United States of America through the Small Grants Program of the Democratic Commission. The Centre for Security Studies, as the implementer of the project, is particularly proud of the fact that the report is a product of the synergy of joint efforts of students from various universities and faculties in BiH and practitioners of investigative journalism. With such an approach, we contributed to the realization of the general goal of the project, in the light of improving and expanding the process of public procurement in the security sector, and raising the awareness and knowledge of students about public procurement and the risks of corruption. Despite the challenge for our project team to interest the young population, bring this complex topic to closer to them and break the paradigm that these tasks should be dealt with exclusively by institutions, we are particularly proud of the fact of the successful development of the concept of civic responsibility in controlling the good management of our shared financial resources. As a "think tank" organization, it is always a pleasure to state that methodology, which was developed, tested and implemented during of the project "Building Integrity and Strengthening Anti-Corruption Practices in the Security Sector - ACroSS", is functioning and the students easily mastered it and improved it in certain segments. We hope that this scientific and professional presentation of the situation in the field of public procurement will primarily serve the institutions of the BiH security sector to reach the highest democratic standards in this area of their work, but also meet the interest of the wider interested public. It should be noted that the report also covers the critical period of the outbreak of the COVID-19 pandemic, and therefore, despite the identified fields that require serious improvements, the fact that institutions in such circumstances were committed to maintaining a certain degree of transparency in public procurement is encouraging - at least when viewed through the prism of our methodology. And in this way, we encourage the institutions of the security sector to make additional efforts and engagement, because they, by the nature of their very sensitive work, must be an example to other authorities. Nontransparency or insufficient transparency in certain aspects of organizational work cannot lead to the goal of zero tolerance for corruption, which we strive for as part of efforts to reduce and eradicate this global scourge from our society. Poštovani čitatelji i čitateljke, Zadovoljstvo nam je predstaviti vam prvi dio izvještaja o transparentnosti i antikorupcijskim kapacitetima institucija sektora sigurnosti Bosne i Hercegovine (BiH) u procesima javnih nabavki za 2020. i 2021. godinu. Predmetni prikaz predstavlja dio aktivnosti provedenih u okviru projekta „Budući profesionalci za transparentnije javne nabavke – TRANSPIRE“, koji se finansirao velikodušnim grantom Ministarstva vanjskih poslova Sjedinjenih Američkih Država (Department of State) putem Programa malih grantova Demokratske komisije. Centar za sigurnosne studije, kao implementator projekta, posebno je ponosan na činjenicu da je izvještaj produkt sinergije zajedničkih napora studenata s različitih univerziteta i fakulteta u BiH te praktičara istraživačkog novinarstva. Takvim pristupom doprinijeli smo ostvarivanju općeg cilja projekta, u svjetlu poboljšanja i proširenja procesa javnih nabavki u sektoru sigurnosti te podizanja svijesti i znanja studenata o javnim nabavkama i rizicima korupcije. Uprkos izazovu za naš projektni tim da zainteresuje i približi ovu složenu tematiku mladoj populaciji i razbije paradigmu da se ovim poslovima trebaju baviti isključivo institucije, posebno smo ponosni na činjenicu o uspješnosti razvoja koncepta građanske odgovornosti u kontroli dobrog upravljanja našim zajedničkim finansijskim sredstvima. Kao „think tank“ organizaciji, uvijek je zadovoljstvo konstatovati da metodologija, koja je razvijena, testirana i implementirana tokom projekta „Izgradnja integriteta i jačanje anti-korupcijskih praksi u sektoru sigurnosti – ACroSS“, iznova funkcioniše te da su je studenti sa lakoćom savladali i unaprijedili u pojedinim segmentima. Nadamo se da će ovaj naučno-stručni prikaz stanja u oblasti javnih nabavki prvenstveno poslužiti institucijama sektora sigurnosti BiH u cilju dostizanja najviših demokratskih standarda u ovoj oblasti njihovog rada, ali i naići na interes šire zainteresovane javnosti. Treba napomenuti da izvještaj u svom obuhvatu tretira i kritičan period izbijanja COVID-19 pandemije pa stoga, uprkos identifikovanim poljima koja zahtijevaju ozbiljna unapređenja, ohrabruje činjenica da su institucije u takvim okolnostima bile posvećene održavanju određenog stepena transparentnosti u javnim nabavkama – barem posmatrajući kroz prizmu naše metodologije. I ovim putem ohrabrujemo institucije sektora sigurnosti na dodatne napore i angažman, jer one, po prirodi svog veoma osjetljivog posla, moraju biti primjer drugim organima vlasti. Netransparentnost ili nedovoljna transparentnost u pojedinim aspektima organizacijskog rada ne može voditi ka dostizanju cilja nulte tolerancije na korupciju, a kojem težimo kao dio napora na smanjenju i iskorjenjivanju ove globalne pošasti iz našeg društva. Centar za sigurnosne studije se srdačno zahvaljuje svim institucijama sektora sigurnosti u BiH koje su, ustupanjem podataka i informacija, doprinijele nastanku ovog izvještaja. Za kraj, posebnu zahvalnost dugujemo našem donatoru na podršci projektu „TRANSPIRE“, kao i na svim dosadašnjim naporima na uspostavi demokratičnijeg i pravičnijeg društva za sve građane i građanke BiH.

Uprkos izazovu za naš projektni tim da zainteresuje i približi ovu složenu tematiku mladoj populaciji i razbije paradigmu da se ovim poslovima trebaju baviti isključivo institucije, posebno smo ponosni na činjenicu o uspješnosti razvoja koncepta građanske odgovornosti u kontroli dobrog upravljanja našim zajedničkim finansijskim sredstvima. Kao „think tank“ organizaciji, uvijek je zadovoljstvo konstatovati da metodologija, koja je razvijena, testirana i implementirana tokom projekta „Izgradnja integriteta i jačanje anti-korupcijskih praksi u sektoru sigurnosti – ACroSS“, iznova funkcioniše te da su je studenti sa lakoćom savladali i unaprijedili u pojedinim segmentima. Nadamo se da će ovaj naučno-stručni prikaz stanja u oblasti javnih nabavki prvenstveno poslužiti institucijama sektora sigurnosti BiH u cilju dostizanja najviših demokratskih standarda u ovoj oblasti njihovog rada, ali i naići na interes šire zainteresovane javnosti. Treba napomenuti da izvještaj u svom obuhvatu tretira i kritičan period izbijanja COVID-19 pandemije pa stoga, uprkos identifikovanim poljima koja zahtijevaju ozbiljna unapređenja, ohrabruje činjenica da su institucije u takvim okolnostima bile posvećene održavanju određenog stepena transparentnosti u javnim nabavkama – barem posmatrajući kroz prizmu naše metodologije. I ovim putem ohrabrujemo institucije sektora sigurnosti na dodatne napore i angažman, jer one, po prirodi svog veoma osjetljivog posla, moraju biti primjer drugim organima vlasti. Netransparentnost ili nedovoljna transparentnost u pojedinim aspektima organizacijskog rada ne može voditi ka dostizanju cilja nulte tolerancije na korupciju, a kojem težimo kao dio napora na smanjenju i iskorjenjivanju ove globalne pošasti iz našeg društva. Centar za sigurnosne studije se srdačno zahvaljuje svim institucijama sektora sigurnosti u BiH koje su, ustupanjem podataka i informacija, doprinijele nastanku ovog izvještaja. Za kraj, posebnu zahvalnost dugujemo našem donatoru na podršci projektu „TRANSPIRE“, kao i na svim dosadašnjim naporima na uspostavi demokratičnijeg i pravičnijeg društva za sve graĎane i graĎanke BiH.

How Much Does Public Safety Cost Us? Comparative Analysis of Budget Items for Ministries of Interior and Police Agencies in BiH for 2015 and 2023

Koliko nas košta javna sigurnost? Komparativna analiza budžetskih stavki za ministarstva unutrašnjih poslova i policijske agencije u BiH za 2015. i 2023. godinu

Unutar Bosne i Hercegovine (BiH) organizovano je 16 policijskih agencija na različitim nivoima vlasti, a uz njih je organizovano još 5 institucija čija je djelatnost bliska policijskoj, što je rezultat kompleksnog državnog uređenja. Informacije predstavljene kroz analizu odnose se na budžetska sredstva svih nivoa vlasti u BiH, budžetska sredstva izdvojena za finansiranje ministarstava unutrašnjih poslova i policijskih agencija te broj uposlenika unutar istih. Analizom je obuhvadeno deset kantonalnih i dva entitetska ministarstva unutrašnjih poslova, Policija Brčko distrikta BiH, Ministarstvo sigurnosti BiH i upravne organizacije u njegovom sastavu. Kroz analizu je uočeno povedanje budžeta na svim nivoima vlasti koje, na nekim od nivoa vlasti, izdvajanje sredstava za finansiranje javne sigurnosti ne prati proporcinalno. U nekoliko slučajeva može se uočiti da je, pored velikih povedanja budžeta na određenim nivoima vlasti, budžet ministarstava unutrašnjih poslova ostao isti ili se povedao za svega par procenata. Kada govorimo o broju uposlenika unutar policijskih agencija i institucija sa djelatnošdu bliskoj policijskoj u BiH, analiza pokazuje da se on nije značajno mijenjao u periodu od osam godina. Primarni izvor podataka korištenih u analizi predstavljaju budžeti svih nivoa vlasti u BiH za 2015. i 2023. godinu.
