From the year 2006 the journal Slovak Foreign Policy Affairs, Review for international politics, security and integration has merged with the periodical Medzinárodné otázky (International Issues). The last issue of the Slovak Foreign Policy Affairs is Issue II/2005. International Issues & Slovak Foreign Policy Affairs is the neither new nor old review published by the Research Center of the Slovak Foreign Policy Association (RC SFPA) being established by merging two periodicals – Medzinárodné otázky (International Issues) and Slovak Foreign Policy Affairs, published by RC SFPA Slovak Foreign Policy Affairs, Review for international politics, security and integration, is the first Slovak journal in the field of international relations published in English language. The intention of this review is to fill up a gap in the communication between Slovakia and the world in the research field of international relations and other social sciences. Former: Medzinárodné otázky - Časopis pre medzinárodné vzťahy, medzinárodné právo, diplomaciu, hospodárstvo a kultúru. The periodical merged with the journal Slovak Foreign Policy Affairs. The last issue under the title "Medzinárodné otázky - Časopis pre medzinárodné vzťahy, medzinárodné právo, diplomaciu, hospodárstvo a kultúru" is issue 4/2005. International Issues & Slovak Foreign Policy Affairs is the neither new nor old review published by the Research Center of the Slovak Foreign Policy Association (RC SFPA) being established by merging two periodicals – Medzinárodné otázky (International Issues) and Slovak Foreign Policy Affairs, published by RC SFPA Medzinárodné otázky (International Issues) was established in 1992. The journal was published quarterly by the Slovak Institute for International Studies. It was the first expert periodical dealing with international relations, economy and diplomacy published in the Slovak Republic. After the transformation of the Slovak Institute for International Studies in 2004, the Research Center of the Slovak Foreign Policy Association took over the publishing of the journal. International Issues was initially published bilingually (in English and Slovak). Since 2005 it was published only in Slovak with the short English summaries. Review Slovak Foreign Policy Affairs was focused on the recipients abroad and published twice a year. The overall goal of the creators of the first Slovak foreign policy review published in English was to offer the insights on actual foreign policy discourse in Slovakia and other countries of the Central Europe as well as the other foreign policy topics to readers. In 2006, RC SFPA decided to merge both periodicals due to the limited number of the readers concerning the expert literature in the field of foreign policy; as well as limited numbers of authors dealing with the topic of foreign policy for two journals with the similar structure. The goal of the RC SFPA is to ensure the conditions for the publishing the expert periodical in the field of foreign policy and its further development in the long-term perspective. International Issues & Slovak Foreign Policy Affairs is supposed to consist of two blocks: expert studies or analyses and book reviews. The target group of the journal are the representatives of the government, legislative bodies, relevant departments of the universities in Slovakia and Central Europe, Slovakia’s embassies, embassies of foreign countries in Slovakia, companies and financial institutions, European think-tanks, European and overseas civil organizations, as well as all others being interested in foreign policy and international relations. Basic idea of periodic publishing the Yearbook of Slovak Foreign Policy is rooting in the need to consolidate tradition of regular balancing the whole complex of Slovak foreign policy on all levels. Last volume as well as this one has approved the initiative of organising an evaluation conference and based on it to publish a Yearbook of Slovak Foreign Policy. This has been proved not only by interest from the side of expanding professional community and media, but above all from the key actors of foreign policy of the SR, state administration representatives, non-governmental institutions and academic and scientific circles. Specific role of the Yearbook is a presentation and statement of tasks of foreign policy of the SR from its primary actors view, analysis of key trends of specific period as well as providing current data of practical character. Our ambition is to make the Yearbook of Slovak Foreign Policy into a practical tool for everybody who is dealing with this area and to help to diversify and expand information sources focusing on this field. As for the content, this year the Yearbook is modifying and extending the structure proved last year. Except of presentations from the Conference Slovak Foreign Policy in 2000 - Progress in Integration and topical annexes it is opening the possibility to publish analyses of selected problems of foreign policy of the SR in the year 2000. The last year's conference was significant for the intentions defining 1999 as a break-through in Slovakia's integration effort. This year the conference characterised the level of using opened chances and evaluated Slovakia's progress and as many presenters stressed, progress in the newly started direction. Confirming political stability in the home country and position of a trustworthy partner towards foreign partners presents the basis of Slovakia's proceeding in integration ambitions to Trans-Atlantic and European structures. Harmony of home and foreign policy has been extremely important in this tendency, the harmony between declared objectives and the government's policy. This stipulated the already mentioned consolidation of newly gained Slovakia's trustworthiness in the eyes of the public abroad. Some of the presenters stressed, that integration is a challenge for the whole society. Public discussions focused on key topics of foreign policy play an important role in this process. In the elapsed time in Slovakia it was gradation in intensity of debate on national security. An important role is played by the Programme of the Government of the Slovak Republic focused on increase of information of the society on the reasons and consequences of integration of Slovakia into NATO in the framework of the PRENAME programme. Also in this nexus the Conference and the Yearbook provide the necessary space for presentation intentions of the SR and a public discussion on the intentions. It would not be possible to organise the Conference without a financial support of the Konrad Adenauer Foundation and the assistance of the Slovak branch office director Frank Spengler, as well as enthusiasm and effort of everybody involved. I'd like to express my thanks first of all to PhDr. Alena Kotvanová from the Slovak Institute of International Studies, who prepared the Conference as a project author and who compiled the Yearbook and to JUDr. Štefan Šebesta from the Institute of State and Law in the Slovak Academy of Sciences for his valuable advisory and judgment of the analytical part of the publication. Invaluable work during editing the Yearbook was done by PhDr. Tatiana Lauková and Mrs. Katarína Žáková. The Conference would not be possible without assistance of associated professor L'udmila Lipková, Dean of the Faculty of International Affairs of University of Economics in Bratislava and the students studying in this faculty.

Myšlienka vydávať Ročenku zahraničnej politiky Slovenskej republiky vznikla v obnovenom Slovenskom inštitúte medzinárodných štúdií na základe diskusií s pra covníkmi Inštitútu a nezávislými expertmi ešte v prípravnej fáze zriaďovania Inštitú tu v roku 1998. Spoločenská objednávka pravidelne vydávať zborník názorov a hod notení zahraničnej politiky štátu vyplynula z potreby registrovať vo forme dostupnej odbornej verejnosti vývoj v oblasti zahraničnej politiky v kľúčovom období zrodu štátu. Ročenka ako dobový zdroj informácií a hodnotení zahraničnej politiky zo stra ny rozhodujúcich aktérov spolu s priebežnou chronológiou zahraničnopolitických udalostí a ďalšou faktografiou je v tej či onej podobe štandardným výstupom vo väč šine vyspelých krajín. Na Slovensku je potreba vydávania Ročenky ešte umocnená dvoma faktormi: prílišnou závislosťou trendov zahraničnej politiky od aktuálnej vládnej garnitúry a z toho vyplývajúcim nedostatkom kontinuity v dlhšom časovom hori zonte, ako aj neexistenciou oficiálneho zborníka dokumentov zahraničnej politiky. Preto sa stáva, že už niekoľko mesiacov po zmene vlády je veľmi ťažké získať akýkoľ vek dobový dokument, či vyjadrenie ku kľúčovým zahraničnopolitickým momentom ovplyvňujúcim postavenie Slovenska na roky, možno aj desaťročia. Z tohto hľadiska je škoda, že prvý ročník Ročenky vychádza až v ôsmom roku existencie Slovenskej republiky, zostáva nám iba utešiť sa povestným - lepšie neskoro ako vôbec. Zvolanie Hodnotiacej konferencie zahraničnej politiky Slovenskej republiky 1999 bolo prvotne zamýšľané ako impulz pre ústavných činiteľov a iné významné osob nosti z oblasti zahraničnej politiky a medzinárodných vzťahov k príprave príspevkov do Ročenky. Už prvý ročník konferencie však preukázal na slovenské pomery nezvy čajný záujem jednotlivých aktérov o vystúpenie a prezentovanie svojho pohľadu na mnohé záležitosti v kompetencii ministerstva zahraničných vecí, v oblasti zahranič nej politiky Slovenska i širších medzinárodných vzťahov. Najvyššia úroveň politic kých predstaviteľov spolu s účasťou zástupcov mimovládnych organizácií a vysokých úradníkov ministerstva zahraničných vecí, ako aj samotný obsah pritiahol veľký záu jem médií a diplomatického zboru v Bratislave. Niektoré vystúpenia na konferencii boli následne živo diskutované, čo potvrdilo všeobecný záujem o dianie na konferen cii. Je evidentné, že hodnotiaca konferencia vo svojom prvom ročníku úspešne otvo rila tradíciu verejných diskusií a prezentácií k otázkam zahraničnej politiky na Slovensku na najvyššej možnej úrovni. Ročenka i konferencia by sa nemohli uskutočniť bez vypätia a nadšenia zainteresovaných ľudí a sponzorskej finančnej podpory Konrad Adenauer Stiftung. Na tomto mieste by som chcel poďakovať predovšetkým PhDr. Alene Kotvanovej zo Slovenské- ho inštitútu medzinárodných štúdií, ktorá vykonala leví podiel práce na organizácii konferencie a zostavení Ročenky, ďalej JUDr. Štefanovi Šebestovi z Ústavu štátu a prá- va Slovenskej akadémie vied za poskytnutie cenných rád a lektorovanie ročenky a v neposlednom rade Frankovi Spenglerovi a Agáte Peškovej z Konrad Adenauer Stiftung za finančnú podporu pri realizácii projektu. Verím, že v roku 2001 sa Slovenskému inštitútu medzinárodných štúdií podarí zorganizovať konferenciu ešte lepšie a vydať ročenku v kratšom čase ako pri tomto úvodnom pokuse.

Tempora mutantur et nos mutamur in illis. As an old Latin adage has it, times change, and we change with them. The year 2017 was no different in that regard, and change continued to be the buzz word in the realm of international relations. Political trends became unpredictable and complex, sometimes even tectonic. It does not come easy to me to say that the world did not become a more stable and safer place last year. We saw turmoil and regional tensions, with the international community starting to lose consensus on some key issues previously understood as common interests. These changes are no longer situational. They are early warnings of new, long-term tendencies, stemming from protracted conflicts, social inequality, isolationism and lack of trust. Changing constants have placed new demands on our foreign policy, and on us as diplomats.

Thirty years ago, when the Iron Curtain came down and the region was swept up in euphoria, the Slovaks and Czechs, along with many in the free world, expected progress would be linear and positive, bringing enduring stability and prosperity. The events of recent years have proved us wrong and 2019 was no exception in this regard. Political, economic and technological change led to tectonic shifts in foreign and security policy across the world. The global order is being transformed. We are still in the middle of this process and it is difficult to define its parameters. We cannot say with any certainty when and how it will end. We do not know what the human and material costs will ultimately be. But we know that it is happening. We know that we are in the middle of a geopolitical and geoeconomic transformation. And we all find navigating these shifts difficult. Slovak foreign policy has stood up to these challenges by engaging, by being responsible and by having a clear strategy. As a result, we have no enemies and no significant unresolved issues with any country in the world. Slovak foreign policy has remained consistent and defended its principles. In an unpredictable world, Slovakia has remained a predictable and reliable partner.
