Summary/Abstract: The effects of federalism are unclear: some papers find that federalism has strong positive effects on a number of legal, socio-politically and economically relevant variables, others find negative effects. The results often crucially hinge upon the proxies for federalism used. In this paper, we critically survey the existing theoretical and practical consequences of BiH federalism. There are general negative consequences of federalism that are found in BiH constitutional system also: different laws on many things, complex economic, specially tax system, blockage of federal policy by distinct cultures. In BiH all these negative effects were manifested to the level of rigidity and the prevent the country to be efficient and to achieve higher level of democratic capacity.
