Summary/Abstract: New Law of Public Procurement in Bosnia and Herzegovina regulated non-priority services (Services referred to in Annex II Part B) in its article 8 for the very first time. Contract award procedure referred to in this Article is defined to be regulated by a rulebook to be adopted by the B&H Council of Ministers, which it did. Yet it is deemed that adopted rulebook did not regulate the procedure in proper way. The procedure seems to be complicated, unclear and not well adopted in the praxis. The basic principle of transparency, competition and best value for money seem to be not well preserved. Therefore, the amendments to Law on Public Procurement are recommended.
