Summary/Abstract: President Vladimir Putin’s November signatrure of the law forRussia’s withdrawal from ratification of the Comprehensive Nuclear-Test-Ban-Treaty (CTBT) will further complicate the entry intoforce of this important nuclear disarmament treaty. This reflectionplaces the decision in the treaty framework of internationalefforts to achieve a permanent ban on all nuclear tests. Increasedattention is given to the CTBT, its International MonitoringSystem (IMS) for verification, and the difficulties associated withthe entry into force of the treaty. In this context, the reflectionalso mentions the problems of the treaty ratification in the US.Nuclear testing has resulted in, among other things, serioushealth problems and premature deaths of people exposed to it,and has also damaged the environment. These tests are also oneof the main obstacles to preventing the proliferation of nuclearweapons and achieving their total destruction. As stated in theconclusions of the reflection, the withdrawal and its justificationcan also be seen as yet another manifestation of Russia’s efforts tobring a balance to the asymmetry between the country’s securityposition and that of the US, which has not ratified the CTBT.
