Summary/Abstract: Recent developments in the international security environment, marked by strategic competition, hybrid threats, and regional volatility, require a reconsideration of how national defense is conceptualized and implemented. In this context, the concept of consolidated national defense goes beyond the strictly military dimension and involves the coherent integration of institutional, societal, and economic resources. The article analyzes security culture as a force multiplier for the effectiveness of this concept, arguing that the level of awareness, internalization of security values, and civic engagement directly influence national resilience. Through a theoretical-analytical approach grounded in national strategic documents, as well as those of NATO and the European Union, the study highlights the mechanisms through which security culture contributes to strengthening the capacity for prevention, response, and adaptation to contemporary risks and threats. The conclusions emphasize the necessity of systematically developing security culture as a pillar of the national defense architecture.
