Summary/Abstract: The aim of this study is to develop a coherent analytical framework that enables a deeper understanding of the evidence ecosystems’ functioning in crisis-affected and transforming states. The author applies analytical synthesis of academic literature and policy documents in the fields of public governance, science for policy, and institutional resilience. The main research outcome is a proposed four-dimensional model encompassing infrastructure, culture, capacities, and networks, complemented by key mechanisms through which evidence operates. The study demonstrates that effective use of evidence requires an ecosystem-based approach rather than isolated measures. The proposed framework offers both analytical and practical value, particularly for governing reconstruction processes and institutional reforms, including in the context of Ukraine.
