Summary/Abstract: Recent research shows that industrial policy practices are omnipresent. Contrary to conventional logic, industrial policy has not faded away along globalization but in fact has been growing worldwide with an expanding toolkit. New levers have been added while currently some older ones have been revoked. These days the question is not ‘whether’ but ‘how’ to go about industrial policy. The paper claims that the implementation of industrial policy is institutionally contingent. It specifically tackles the role and repercussions of the national cultural profile on industrial policy implementation in a country. The research method entails the application of cultural analysis based on traditional culturalists approaches. Japan, its long history of industrial policy implementation and its national cultural profile, serves as a backdrop for proving the instrumental role of cultural contingencies on the outcomes of industrial policy endeavours.
